Dont blame the education system for everything. Most entrepreneurs invest in training their employees up to global standards. If hes not doing that for his organization amd waits on the government to do that for him, then he is confused.

People can grow into roles in the organization and they can also train people to fit different roles. All those take time to yield results and there is no evidence they are not doing same.
