Hi Waya, One can't really say whether London office handles all online applications. Applicants need to contact Canada immigration to know the office handling their application.

When was ur application submitted? Mine was July 22nd and still on process till date but my program day has passed. I was invited to a program Nov 9th to 11th. So I never knew if they were still going to approve it because the event date has passed. So concerning ur question I can't really say much abt it. Don't loose hope

You ought to have renewed the passport before applying. The passport number on the old passport might not tally with what you have now. If both numbers are the same, you use the new one. But if they are not, you have to use the old passport.

Thank you but on the new passport it shows previous passport number and new passport number also appeared. Two numbers appeared on my new passport. Previous passport number and new passport number.

Why is CIC so slow and what are their employees doing all day?

As I have said in other answers, I am a retired visa officer (Canadian overseas immigration officer). I worked for CIC and its predecessors for many years.

Concerning “slow”, are you speaking of applications for visitor visas or applications to immigrate to Canada? Processing procedures and processing times are very different depending on what sort of visa you are applying for.

Visa applicants so often seem to imagine that CIC and its programming must be the most important activity conducted by the Government of Canada. It’s not even close. Historically immigration and visas have been much lower priorities than other Government of Canada activity, such as Employment Insurance, National Defence, international trade relations, income tax collection, implementing bilingualism legislation, regulating and ensuring the safety of the transportation industry, the pharmaceutical industry etc. After all, immigration applicants don’t vote.

The Government of Canada has a central budgetary agency called the Treasury Board. Each fiscal year every Government of Canada department must apply to the Treasury Board for its funding. The Treasury Board is responsible for advising the Prime Minister and the federal Cabinet about priorities for disbursing Government of Canada funds. The Government of Canada never has anything near the funds to resource every department to the hilt. There is no real reason to identify CIC as a special priority to receive large amounts of funding and resources.

The funds paid by visa applicants do not go into a special CIC account. Those fees are paid to the Receiver General for Canada. The Receiver General ‘s accounts are a central repository for all sorts of fees paid to the Government of Canada. It is mostly there where the Treasury Board finds the funds it will disburse.

I would almost suggest that the revenue producing parts of CIC ( principally the skilled worker program) be spun off into what in Canada we call a “Crown Corporation”.

Wikipedia describes what a Crown Corporation is:

Essentially a crown corporation acts in some ways like a private company but is owned by the Canadian federal or a provincial government. They operate “at arms length” from the federal or provincial bureaucracy and make most of their own business judgements. Unlike federal departments they collect and allocate their own revenues. Were a crown corporation operating the federal skilled worker selection program you might see much more efficient and timely operations.

The visa application program operated by CIC happens in the context of a rather rigid, hierarchical bureaucracy. Also, since the 1960’s a strong objective of Canada’s immigration selection legislation has been to limit the discretion of visa officers in order to reduce subjectivity and restrict the ability of visa officers to make such subjective and racist decisions. Even in the case of visitor visa applications visa officers are expected to note up the reasons for their decisions in the GCMS electronic visa processing system. This takes time, sometimes a lot of it.

I should note that, due to technical and infrastructural limitations GCMS sometimes stops and does not work. (Perhaps it could work better if more resources were devoted to operating it but there aren’t such resources.) In a situation like that the visa officer has no alternative but to stop work and look helplessly at their computer screen.

When I became a visa officer in 1978 the immigration program was to a large extent beyond the Canadian public eye. There was little attention in the Canadian media to visa matters. The immigration bar (those lawyers who specialize in immigration matters) was small and not always very professional. Now things are very different. In particular litigation is now very common. A visa officer’s notes have to be adequate enough to withstand review by the Federal Court. A visa officer would want to think very carefully and take extra time with their notes, and never have them become a source of derision by the Canadian media. This type of publicity can easily destroy your career.

I have mentioned in another Answer that, in my opinion, there has been intense pressure to reduce the cost of Canada’s visa operations. One of the results is to take as much as the processing as possible and “dumb it down” so it can be done by lower-paid clerical staff in Canadian processing centres, not more experienced and better paid visa officers. One of the unintended results is a substantial number of processing errors. This increases processing time.

So many applicants do not understand that CIC does not have full control of the visa application process. CIC has to rely heavily on CSIS, the RCMP and CBSA for security and criminal clearances. These federal agencies have many other, more important priorities than visas.

Visa applicants do not always understand that immigration visas are subject to rationing by the annual immigration levels system. CIC has to allocate resources to each visa office according to the contribution that office is expected to make to the annual level. A given visa office is only expected, or allowed, to issue a certain number of immigration visas per year. They are not allowed to issue as many visas as they can. At times they must delay or stop processing certain categories of visas.

I have alluded in the Answer I mention above to problems in the working environment and career system for visa officers. Put yourself in a visa officer’s shoes. How productive would you be?

Pls I want u to give me an advice. I applied July 22nd, online application. The program am to attend was November 9th to 11th which has pass now. Do I still have grace of given visa? It was Aug 7th my bank contacted me and asked me some question. It was later they told me it was Canada embassy that contacted the bank to know if my statement of account is valid or fake but bank told me they replied the embassy my account statement is genuine. So why the consular still delay the application? Am counting close to 4 months now. Do I still have chance?

Let me tell u why the canada embassy contacted my bank to verify my statement. I went to the bank for six months statement of acct, they printed and it and it was 113 pages. I was like wow, that is a stress by scanning and upload online. because my application was submitted online. So I asked the bank for "Soft Copy" u know soft copy don't come with stamp? I had to use the soft copy for Canada embassy. So when the bank called me. They were asking why did my statement of acct doesn't come with stamp and I explained the reason to them. So they called me the following day they have cleared me to canada embassy. So don't expect bank to cal u. My own has reason. Consular just verify from bank because they didnt see bank stamp on it . But now bank have cleared it to them. May God make it work successful.

Well let me share my experience with u. I submitted July 22nd and I went for my biometric on July 25th. My application was online application. When it August 7th. I was sleepy and I got a call frm 01, that is lagos code. I picked the call and it turned to my bank asking me which embassy I submitted my statement of acct too. I replied canadian embassy. They asked me some questions which I defend and they they told me they have already reply to canada embassy my statement of acct is real not a fake one. It is there I have firm believe Canada embassy do call bank to verify statement of acct. The program am going for in canada is Nov 9th to Nov 11th which is today sunday. Till now my application still on process. I don't know if they will grant the visa at last or not. So my brothers pray for the best

It depends on the Visa Officer handling your application. My mum-in-law applied for a visiting visa to attend my husband's graduation which was Oct 28. She was just issued the visa on Nov 9th and not only that, her visa is valid for 5 years. As long as they have contacted the bank, just hope and pray that you get a positive news soonest.

Mind u today is Nov 9th. Was it last year u talking abt?

It is September 11, 2017. I received a question about my Answer in the form of a comment. The question was to the effect of why CIC does not provide details about the reasons for refusals when it issues refusal letters to Study Permit applicants. Here was my response:

Study Permit processing is mass processing which has to be done within the couple of months before the start of the Canadian academic year. This doesn't allow for much detail in refusal letters. Nor is it clear in Canadian law that there has to be much. The applicants are meant to be given procedural fairness during the application process but not so much at the end.

The study permit program has had substantial difficulties with fraud and misrepresentation. Above all the applicants have to show that they are credible visitors to Canada, not elicit immigrants. Many can't.

I should point out that refused applicants may find out more about the refusal reasons if they know a citizen or permanent resident of Canada who will submit a Privacy request on their behalf.

This isn't to say that all refusal decisions are adequately documented by the deciding officer. Not infrequently the Federal Court decides that they weren't.

Again, remember that study permits are just one more Government of Canada program. The resources to operate it are limited.

There is something else that frankly I find a little disturbing in some of the questions I see that relate to immigration to Canada. Many of those comments come from the developing world.

Many of those who ask questions about visas do not seem aware that Canada is essentially land stolen by colonizing European countries. They invaded North America and attacked and brutalized and in some cases attempted to exterminate the indigenous peoples, all of them people of colour. Some of those countries were the same ones that attacked most of what is now the developing world and subjugated, exploited and humiliated the peoples who were there.

Please remember that Canada was established on a terrible historic justice. There is nothing that immigrants can do about it other than be aware and be understanding and supportive of Canadian aboriginal people who are trying to recover what is left of their heritage and their resources. If you do not you are essentially accepting the rationalizations of European colonizers who asserted it was their destiny to rule the developing world.

I was honored and invited to a program that wil come up tomorrow November 9th in canada. But the application still on process going to 4 months now. My bank contacted me and asked me some questioned and I answered perfectly. It was later I was told it was Canada embassy sent mail to bank and confirm it frm me. Can the canada consular can stil approve the visa after the event gone. That is my question. Thank u

The quality of your application is the Koko vis a vis your home ties and your personal asset/financial status. The rate of Nigerian asylum seekers has really put a blow to our image in Canada and as such, they see every Nigerian seeking viss as a potential asylum seeker. It is the same Nigeria where a sports ministry sponsored about fifteen local sportsmen for an event in Canada and only seven of them came back. We are really in a mess.
What they now do for a visit visa is to delay it till the event passed and refuse on purpose of visit. I pray this will not be your portion. Amen


Gradually what you said is coming to real. Tomorrow Friday is the program in Canada. Most celebrities has been fall in to canada while my application still on process. The founder of the program who submitted the whole application said he has sent four different mail to canada embassy. He was still assuring me of getting the visa but my headache is tomorrow Friday 9th is the program till 11th of this month. Just three 3 days event

Scared? But why? Lol. Anyway like I said earlier. It was the organiser who submitted all the application. But after the submission they notified me via email application was submitted. So I don't have the login details but only the organiser does. Many celebrities want to attend to the program even Pasuma boys application was also among and pasuma fuji musician insist if his boys visa not granted he won't attend the program in Canada. So I belive only the organiser can mail them direct frm Canada. He has spent much money to promote the program and Canada gov has approved it which approval number has been sent to embassy too. So that is why I don't want to involve in sending mail to them. Do u understand my point now?

Not 9th of June. I said the program is 9th of November this month. But I can't mail them but the organiser of the program has done so. He has mailed them more than twice now. But the date of the program in Canada is my concern. Thank u for ur concern brother.

Yes the date of the program is my concern. Well I wil still be hopeful as u said. Don't think I will meet up the program again but don't know if they wil stil grant the visa after the program runs out. That is my headache

I submitted on July 22nd and my bank called me on Aug 7th to ask me some questions. It was later they told me Canada consular sent mail to bank to know if my statement of account is real and the bank proof it right to them that the statement is real but am a stil waiting for the result frm Canada embassy.

The organizer of the program has sent them email more than three time now. From Canada because the organiser is also a Canadian citizen. None of thier visa application is out. They are all still pending and the date for the program is near

I can not suggest any particular school to you because of personal preferences ..... but I can list schools in Australia which you can check out on your own.

Look at those schools that offer BSC in nursing for international students and they are so many of them.
I believe you have access to the internet, relax and search them one by one under undergraduate program because you are going for bachelors degree in nursing to be precise.

Australian education generally is expensive compare to some other countries , so look at the one you can afford.

You will get admitted when you meet the required documents.
Your age have little or no effect because there is career progression in your case. From Diploma nursing to Bachelor degree in nursing shows your clear intention that you really want to progress in your career.

You need to write English proficiency test be it IELTS, PTE, TOEFEL and the likes.
Send in your O level result as well as your diploma result ( RN license). You can go further to your school to get transcript of the courses you did in your 3 years and 6 months of study in your school of nursing. I believe your school have your records of all your results.
Get recommendation letter or reference letter from your school.
Pay the application fee which is not more than 100AUS dollars.
Write statement of purpose why you choose this course, why the school, why Australia and not in your home country........etc....

Well, u have 80% chance. All u need is is IV frm there family. And beside am sure u will have the pictures of both of u when she visited Nigeria right? First ask them IV and beside u will need her front page of her canadian passport along ur submission. All u need is to ensure Canada consulate u wil return to Nigeria after ur visit. These are the canada problem. They want to know if u will come back to Nigeria. Where are submitting ur application? First confirm if there submission centre at VI is still function. There is a better place to submit Canada application than VFS at Lekki phase one. Is anyone have idea if Canada consulate at VI is still function? Pls I myself also want to know. Hello House and Justwise. I need advice. This is my story. I have a Canadian lady as my financee. She was in Nigeria with me recently and back to canada. Getting Visa to Nigeria was easy. All i did was to write her an invitation letter.

We plan to get marry soon. However the parent has insisted that I must visit Canada before they give their blessing. Also they are ready to issue me any paper i need to support my Visa application.

My issue: I dont know what paper to request from the parent or my lady and how to go about the visa application. What are my chances of getting the visa. Please advice me.

Thank u for ur reply. What is GCMS note pls? U have a very good point with all u said. My lawyer file for me that was 2013 when my application is rejected frm Canada embassy but I got the call from Canada consulate and they asked me to reapply. Immediately I called my lawyer the file is work. I reapply but they were denied me again. Despite it was them that called me to reapply. I have a good job am doing and also my statement worth 5million Naira plus. Hope that is okay for bank account balance? Beside is the Canada embassy at VI lagos still operate? That is where I want to submit. God bless u brother

Hi Snillous, it is good you have a huge gap between now and your last application to clear the thought of desperation. Thrice is a Lot of times so The first I suggest you do is to apply for GCMS notes of your last refused application. This will clarify things further, don't always try to 'repackage and refire' because it only works when you have 'mistakenly' addressed the concern the VO raised without knowing but that's a big risk. The documents you need to back up your application are all relevant docs attaching you to Nigeria. Again, this process is primarily about you and not the person in Canada. I don't understand what the police document he will get on your behalf will do anyway. Just an invitation letter is enough. The police don't dictate to the CBSA or IRCC. A CBSA officer's decision is almost final. The government gave them that power. They can even cancel visas issued by a CIC VO just the way US CBP cancel visas issued by US VO and they owe you no explanation according to their law.
It is also good you have traveled out of your home country and returned. However, this is just one way to assess an applicant and don't bank on that as Canadian VOs are not very interested in UAE and SA as travel history just like the USA VOs. You have to check other factors; marriage, kids, good job in line with your academic qualifications mostly, landed property, significant relationship with the person you're visiting as in your case. Its a holistic approach. Best of luck

Did u recieve reply from anyone in the room? I am applying this month too but the person over there says he will sign character assessment form letter for me at any police custody in Canada. I don't know what that it means. So I myself want to know which document to use to back it up. Have been in dubai and south Africa alone. Have been denied canadian visa three times but the last submission was 2014 but I want to try again next month of August.
