Politics / CORONAVIRUS: UK Health Minister Tested Positive. PM May Undergo Testing by SocialFinance: 4:17am On Mar 11, 2020
Health minister and Conservative MP Nadine Dorries says she has been diagnosed with coronavirus.
Ms Dorries, the first MP to test positive, said she had taken all the advised precautions after finding out, and had been self-isolating at home.
It comes as a sixth person died from the virus in the UK, which has a total of 382 cases.
The latest person to die was a man in his early 80s who had underlying health conditions.
Meanwhile, NHS England said it was
scaling up its capacity for testing people for the infection, with the number of cases set to rise.
That will mean 10,000 tests a day can be done - currently 1,500 are being carried out.
Confirmation of any positive test results will also be accelerated with most people getting a result back within 24 hours.
Ms Dorries, the MP for Mid Bedfordshire, said in a statement that Public Health England had started tracing people she had had contact with, and the department and her parliamentary office were closely following its advice.
The 62-year-old, who began her career as a nurse, later tweeted that it had been " pretty rubbish but I hope I'm over the worst of it now ".
But she added she was worried about her 84-year-old mother who was staying with her and began to cough on Tuesday.
It is not known how many meetings Ms Dorries had attended at Westminster or in her constituency in recent days.
The Department of Health said she first showed symptoms on Thursday - the same day she attended a Downing Street event hosted by the prime minister - and had been self-isolating since Friday.
No 10 did not comment on whether Boris Johnson had undergone testing, or whether he will now be tested.
All health ministers, including Health Secretary Matt Hancock, are to undergo testing for the virus, along with other officials who have come into contact with Ms Dorries.
Mr Hancock tweeted that she had "done the right thing" by self-isolating at home and wished "her well as she recovers".
He added: "I understand why people are worried about this disease. We will do all we can to keep people safe, based on the best possible science."

More misinformation

4. Kenya training session audio causes alarm
In Kenya, the government has had to put out a statement denouncing "fake news" about the coronavirus, which includes an audio recording, circulated on WhatsApp, claiming to be an official press briefing on the virus.
Twitter post by @SpokespersonGoK: PRESS RELEASE on fake news about COVID-19 (Coronavirus) in the country.
Report
The recording states that there were 63 cases in the country, which is not true. There are currently no confirmed cases in Kenya.
The health ministry said it had been part of a communications training exercise but did not explain how it had been made public.
Under an existing law, Kenyans risk a fine of $50,000 (£39,000) or a two-year jail sentence for publishing or sharing fake news about an outbreak.
Twitter post by @MOH_Kenya: The Ministry of Health would like to caution the general public against an audio being shared on WhatsApp groups about confirmed cases of coronavirus in the Country. Coronavirus: How can you protect yourself?
5. Cures
In Nigeria, a preacher posted a video and a poster claiming that pepper soup is a cure for coronavirus. The claim was also shared on WhatsApp.
There is no cure or specific treatment for coronavirus and the claim gives few details about the medicinal properties of pepper soup - a traditional spicy Nigerian dish.
The WHO says the outbreak has caused an "infodemic" of false and misleading information.
In Cape Verde, the tiny Portuguese-speaking West African nation, a post spread on social media claiming that a Brazilian doctor had recommended fennel tea as a cure for coronavirus. It prompted a rush for the herb in local markets, reported AFP.
The Brazilian health ministry has warned people not to share an article suggesting fennel as a cure for coronavirus.
The World Health Organization says that thorough and regular hand-washing is crucial in the fight to avoid infection.

Coronavirus: What misinformation has spread in Africa?

As cases of the coronavirus increase around the world, there's been a flurry of misleading or false news stories emerging, as well.

There have been relatively few confirmed cases of the virus in Africa so far, but the authorities in some countries in the continent are still having to deal with misinformation.

1. No, you don't need to shave your beard to protect against the virus

An old graphic created by the US health authorities about facial hair and respirators has been used incorrectly to suggest men should shave off their beards to avoid catching the coronavirus.

The Nigerian Punch newspaper's headline said: "To be safe from coronavirus, shave your beard, CDC warns"

We have added labels to the screenshots to indicate whether the story has been found to be "false" or used an "old photo".

The US Centers for Disease Control (CDC) image shows dozens of examples of facial hair and which ones to avoid when wearing a respirator mask. Beard styles such as Side Whiskers and the Zappa are approved but the Garibaldi and French Fork can interfere with the valve and prevent the respirator working properly.

The graphic is genuine - but it was created in 2017 (well before the coronavirus outbreak) for workers who wear tight-fitting respirators. Contrary to what's been reported, the CDC has not published it recently and it does not recommend that people shave off their beards.

Similar headlines have appeared in other countries, generating thousands of shares. Australian news outlet 7News posted on Twitter: "How your beard may unknowingly increase your risk of coronavirus."

Current UK health advice is that while masks are useful for medical staff in hospitals, "there is very little evidence of widespread benefit for members of the public".

2. Nigerian preacher fighting coronavirus

An evangelical preacher who claims he can cure the virus has also been the subject of disinformation.

Stories about David Kingleo Elijah, from the Glorious Mount of Possibility Church started spreading online after a video of him saying he would move to China to "destroy" the virus was uploaded on YouTube and shared on other platforms.

"I am going prophetically to destroy coronavirus. I am going to China, I want to destroy coronavirus," he says in the video.

A few days later, reports appeared in blogs alleging that he had travelled to China but had been admitted to hospital after contracting the virus. The blogs refer to the pastor under a different name - Elija Emeka Chibuke.

The photo used to show him in hospital is actually a photo of Adeshina Adesanya, a Nigerian actor popularly known as Pastor Ajidara, who died in hospital in 2017.

3. False posts about a taxi driver

A story about the Nigerian driver of a man diagnosed with coronavirus was posted on social media and shared by WhatsApp users - but is untrue.

According to the message, the taxi driver drove a "white man" diagnosed with coronavirus to a location that was quarantined. The Ogun state government then told the driver to go to hospital.

It was claimed the driver then tested positive for coronavirus - but escaped from hospital and threatened to spread the virus unless his family was paid 100m nairas ($274,000).

The report has been denied by the authorities.
The Ogun State government dismissed the claims in a statement, saying no patient had escaped from the isolation centre.

The original post appeared on a fake account of the private Africa Independent Television (AIT) network, which released a statement saying the page was not its official Facebook page.

It included a photo of the driver and named him as one Adewale Isaac Olorogun. However, exactly the same photo appeared in a Buzzfeed article about Libya and under a completely different name - Jude Ikuenobe.

Mr Ikuenobe told the BBC's Yemisi Adegoke he was shocked to learn that he was named in the posts and was distressed by some of the comments which contained violent threats against him.

"I haven't been moving around on my own. Anywhere I go, I'm moving with friends and family.

"Ever since [the post went viral] it has not been easy for me to cope."

Nigeria and sub-Saharan Africa's first confirmed coronavirus case was an Italian man who flew into Lagos on 25 February.

Authorities say they have reached about 100 people who may have come into contact with him.

Five people have been killed in a shooting at the Molson Coors Brewing Company campus in Milwaukee, Wisconsin state, local officials say.
They say the gunman died from "self-inflicted wounds". The attacker was identified as a 51-year-old Milwaukee resident. His motives were unclear.
The shooting occurred in the early afternoon while hundreds of employees were still at work.
Milwaukee Mayor Tom Barrett said it was a "tragic day for the city".
Speaking at a news briefing shortly after Wednesday's shooting, he described it as a "horrific act".
Meanwhile, Milwaukee police chief Alfonso Morales said that the five victims were all employees of the brewing company.
He praised the way the city's police, FBI officers and firefighters responded to the attack.
As the incident unfolded, nearby schools and businesses were locked down, local media report.
Speaking at the White House in Washington, President Donald Trump offered his "deepest condolences to the victims and families in Milwaukee".
He described the gunman as a "wicked murderer".
Wisconsin congressman Mike Gallagher condemned the attack on Twitter, saying: "There's no place for these kinds of hateful and disgusting acts in our society."

Calculating the point, 70 is a must

People wanting to come to the UK from outside the EU will find rules are being relaxed, such as scrapping the cap on skilled workers or the drop in minimum salary.
But for EU migrants who are used to moving freely between Britain and the continent, the new regime will be something of a shock.
Visitors can come for six months without a visa, but they won't be able to work, those with skills must have a job offer and clear the 70 points hurdle, and there'll be no work permits for migrants prepared to do menial jobs in restaurants, hotels, care homes and food processing plants.
There is some flexibility in the new structure. But the question is, will it be enough to prevent labour shortages and companies taking their business elsewhere?
Under the new plan, all migrants will only be entitled to access income-related benefits until after indefinite leave to remain is granted, usually after five years.
Currently, EU nationals in the UK can claim benefits if they are "economically active". Non-EU citizens become eligible for benefits when they are granted permanent residence, which usually requires five years of living legally in the UK.
Following recommendations from the Migration Advisory Committee (MAC), the salary threshold for skilled workers wanting to come to the UK would be lowered from £30,000 to £25,600.
The independent advisory body argued that lowering the threshold would help recruit teachers and skilled NHS staff.
Unlike the current system, applicants would also be able to trade points.
Those earning less than £25,600, but more than £20,480, could still apply for visas if they had a job in a "specific shortage occupation" or a PhD relevant to the job.
A list of shortage occupations would be kept under review by the MAC, the government said.
Jobs currently on the MAC's Shortage Occupation List include civil engineers, medical practitioners, nurses, psychologists and classical ballet dancers.
Shadow home secretary Diane Abbott said the salary threshold system would "need to have so many exemptions, for the NHS, for social care and many parts of the private sector, that it will be meaningless".
She added: "Ultimately, it will also be very difficult to attract the workers we need at all skill levels while the Tories' hostile environment is in place. It needs to go."
Proposed points system
Mandatory requirements Points
Job offer from approved sponsor 20
Job at appropriate skill level 20
English at required level 10
Points for salary Points
£20,480 – £23,039 0
£23,040 – £25,599 10
£25,600 or above 20
Additional points Points
Job in a shortage occupation 20
PhD in subject relevant to the job 10
PhD in relevant STEM subject 20
Under the new plan, there would no longer be an overall cap on the number of skilled workers who could come into the UK - one of the areas praised by the CBI.
Following recommendations from MAC, the definition of skilled workers would also be expanded to include those educated at A-level, not just at graduate level, as was previously the case.
But waiting staff roles would be removed from the list of skilled occupations, while new additions would include carpenters, plasterers and childminders.
To study in the UK, overseas students would need the offer of a place at an educational institution, have to know English, and be able to show they can support themselves.
Changes to the system would be implemented through an immigration bill needing approval from MPs and peers to come into force.
Shadow immigration minister Bell Ribeiro-Addy told the BBC's Newsnight: "I feel like people have been duped a bit. We were told this was an Australian style points-based system.
"The Australian system is meant to encourage migration across sectors. I know that they don't want to do that, but why are you calling it one thing when it's another?"
Liberal Democrat home affairs spokeswoman Christine Jardine said the proposals were based on "xenophobia".

More info

The government also pointed to a quadrupling of the scheme for seasonal workers in agriculture to 10,000, as well as "youth mobility arrangements", which allow 20,000 young people to come to the UK each year.
While the CBI welcomed some of the proposals, it said some firms would be "left wondering how they will recruit the people needed to run their businesses".
The business lobby group's director general, Carolyn Fairbairn, said: "Firms know that hiring from overseas and investing in the skills of their workforce and new technologies is not an 'either or' choice - both are needed to drive the economy forward."
The Royal College of Nursing raised concerns the proposals will "not meet the health and care needs of the population", while Unison assistant general secretary Christina McAnea said the plans "spell absolute disaster for the care sector".
The UK Homecare Association described the lack of provision for low-paid workers in the proposals as "irresponsible", with a spokesman saying they were "dismayed" by the government's decision.
"Cutting off the supply of prospective care workers under a new migration system will pave the way for more people waiting unnecessarily in hospital or going without care," they added.
Meanwhile, National Farmers' Union president Minette Batters raised "serious concerns" about the "failure to recognise British food and farming's needs" in the plans.
And the Food and Drink Federation spoke of concerns about bakers, meat processors and workers making food like cheese and pasta not qualifying under the new system.
The government's proposed immigration system represents a balancing act - broadening the base of skilled labour while restricting the flow of those seeking lower-skilled jobs.

The SNP's immigration spokesman, Stuart McDonald called them a "half-finished and disastrous one-size-fits-no-one policy".

Immigration: No visas for low-skilled workers, government says

Low-skilled workers would not get visas under post-Brexit immigration plans unveiled by the government.

It is urging employers to "move away" from relying on "cheap labour" from Europe and invest in retaining staff and developing automation technology.

The Home Office said EU and non-EU citizens coming to the UK would be treated equally after UK-EU free movement ends on 31 December.

Labour said the "hostile environment" will make it hard to attract workers.

But Home Secretary Priti Patel said the new system was about bringing "the brightest and the best" to the UK.

She told BBC Breakfast the government wants to "encourage people with the right talent" and "reduce the levels of people coming to the UK with low skills".

She added that the system would "make sure that we have a high-skilled, highly trained and highly productive economy in the future".

The government, which said it was aiming to reduce overall migration to the UK, wants a "points-based" immigration system - as it promised in its election manifesto.

Under the scheme, overseas workers who wanted to come to the UK would have to speak English and have the offer of a skilled job with an "approved sponsor".

They would be awarded 50 points if they fulfil these criteria.

At least 22 people have been killed in an attack on a village in north-west Cameroon, the UN says.
Over half those killed in Ntumbo were children, and local media report that several victims were burned alive.
No-one has claimed responsibility for Friday's incident, but an opposition party blamed the army.
Cameroon's government, which has been fighting separatists in the region for three years, denied involvement in the attack.
James Nunan, an official from the UN's humanitarian co-ordination agency Ocha, told the BBC that a pregnant woman was among those killed.
Fourteen children, including nine under the age of five, were also among the dead, he said.
Red Dragons and Tigers: The rebels fighting for independence
Burning Cameroon: Images you're not meant to see
Mr Nunan said the incident has "terrified" the local population.
"Whichever group has done this has threatened that there will be more violence ahead," he said. "The people we've spoken with are extremely traumatised and didn't expect this."
In a statement, one of the country's main opposition parties - The Movement for the Rebirth of Cameroon - blamed "the dictatorial regime" and the head of Cameroon's security forces for the attack.
Agbor Mballa, a leading figure in the separatist movement, also suggested that "state defence forces were responsible".
An army official described the allegations as "false" when asked about the incident by AFP news agency.
The conflict has been centred in north-western Cameroon, where most of the population speaks English because of old colonial ties to Britain.
Armed separatist groups began to emerge in 2017 after a security force crackdown on protests. Separatists have declared independence for a new state they call Ambazonia, but Cameroon's President Paul Biya has labelled the groups as "terrorists".
More than 3,000 people have died since the outbreak of fighting and at least 70,000 people have also been displaced from their homes.
Cameroon's government has been accused of human rights abuses during the conflict, and US President Donald Trump has axed the country from a special trade program with America.
The government says separatists have killed dozens of civilians and security forces, but no official figures exist for civilians and separatists killed by government forces.

Travel / Breaking; Passenger Plane Broke Into 3 Parts While Landing Kill-bbc by SocialFinance: 8:00am On Feb 06, 2020
A passenger plane landing at an airport in Istanbul has skidded off the runway and broken into three parts, killing three people and injuring more than 170, officials say.
The Pegasus Airlines jet was carrying 171 passengers and six crew members from Izmir province in the west when it crashed at Sabiha Gokcen airport.
The Boeing 737 was trying to land in heavy tailwinds and rain.
The airport was closed and flights diverted after the accident.
The majority of people on board were Turkish, but local media quoted the airline's records as saying there were 22 foreign passengers from 12 other countries. A small number of children are believed to have been on board.
Istanbul Governor Ali Yerlikaya said: "Unfortunately, the Pegasus Airlines plane couldn't hold on the runway due to poor weather conditions and skidded for around 50-60m [164-196ft]."
He said the plane then fell between 30 and 40 metres off the end of the runway.
The airport has since reopened, while prosecutors have opened an investigation into the crash.
Video footage showed passengers climbing through one of the large cracks to escape via one of the wings, and dozens of rescuers working around the jet.
Other footage on social media showed a blaze inside the aircraft, which was later put out by firefighters.
Transport Minister Mehmet Cahit Turhan said authorities had not yet been able to speak to the pilots, a Turkish national and a South Korean, who were believed to have been injured in the accident.
The low-cost Pegasus Airlines has a fleet of 83 aircraft - 47 Boeings and 36 Airbus planes - and has been flying for 20 years.
A Pegasus Boeing 737 coming in from Sharjah in the United Arab Emirates skidded off the runway at the same airport on 7 January. There were no casualties but the airport had to be temporarily closed.
And a Pegasus Boeing 737 also skidded off the runway at Trabzon airport in January 2018, plunging down the side of a cliff overlooking the sea. There were no casualties.

Politics / BBC Breaking: Malawi Court Annulled Presidential Election, order new vote by SocialFinance: 4:05am On Feb 04, 2020
Malawi's constitutional court has annulled last year's controversial election, which saw President Peter Mutharika narrowly re-elected.
The judge found there had been widespread irregularities in the 21 May vote.
This is the first election to be legally challenged since Malawi's independence in 1964. A new vote will take place within 151 days.
There have been regular anti-government protests since the election.
The court ruled that Mr Mutharika will stay in power until a new election takes place.
Why was a legal challenge filed?
President Peter Mutharika won a second term in May with 38.6% of the vote.
But opposition candidates Lazarus Chakwera, who came second, and Saulos Chilima, who finished third, went to court to argue that the election was not fair.
They said the way the election was conducted was full of irregularities.
The judges, who arrived in court in the capital, Lilongwe, under military escort, upheld the complaint on Monday.
According to the official results, Mr Chakwera, who claims he won the election, garnered 35.4% of the vote as the flag bearer for the Malawi Congress Party.
Mr Chilima, a former ally of the president, got 20.2%. He was the candidate for the UTM.
There is a high level of anxiety in the country following months of tense clashes between the police and opposition supporters.
Many schools were closed and some public transport had been suspended ahead of Monday's court decision.
What were the irregularities?
In court, lawyers for the losing candidates said that correction fluid - known by the brand name Tipp-Ex - had been used on some of the tallying forms sent in by polling stations.
The changes were made after they had been signed by party agents, they said.
The lawyers also said that in some cases polling officials sent in the wrong copy of the results sheet to the main tallying centre.
They also found some mathematical errors in a small number of cases.
Though in each case there were not a huge number of errors, the lawyers said that the evidence pointed to a flawed process.
What was the response?
The Malawi Electoral Commission (MEC) defended its handling of the vote as being in keeping with the law.
It said that on the few forms where correction fluid had been found, it had not been used to change a result, but to alter procedural information that had been incorrectly entered.
The commission said it had not supplied the Tipp-Ex.
The MEC's lawyers also argued that while the wrong copy of the results sheet had been submitted in some cases, that copy had been signed off by party agents and the tally itself was correct.
Outside the court proceedings, backers of Mr Mutharika's Democratic Progressive Party often mentioned reports of international observers, which were largely favourable, as evidence that he won the vote fairly.
What sort of coverage was there in Malawi?
The court proceedings, which lasted more than three months, were keenly followed
