Government is a continuous process and The Buhari Government completing this project is part of the Oath of office he took.

They actually abandoned them because it takes less than 4 years to complete some of the projects and apart from Yaradua that died in 2 years, Obasanjo used 8 years and Jonathan used 5 years.
