Although I think personally that the Taliban permitted it to happen. No way in the world that they wouldn't have known it was about to happen. Even USA and UK got intelligence and warned their citizens. I'm sure they must've shared Intel with the Taliban. My take is that the Taliban allowed it to happen without attempting to go after ISIS-K to stop them. Clearly no love lost between them.
