... As NDLEA, UNODC flag off activities marking 2023 World Drug Day

The fight against substance abuse and illicit drug trafficking has yielded significant results in the last 29 months with the arrest of 31,675 drug offenders, 5, 147 of them prosecuted and convicted while over 6.3million kilograms of assorted drugs were seized within the same period.

National Drug Law Enforcement Agency, NDLEA, Chairman/Chief Executive Officer, Retired Brig. Gen. Mohamed Buba Marwa (Retd) disclosed this in Abuja on Monday 19th June at a joint press briefing with the Country Representative of the United Nations Office on Drugs and Crime, UNODC, Mr. Oliver Stolpe, to flag off weeklong activities marking the 2023 World Drug Day with the theme, “People First: Stop Stigma and Discrimination, Strengthen Prevention,” is in furtherance of the whole-of-society approach to taming the drug scourge.

World Drug Day is an annual event “to mobilise resources, align policies, and inspire organisations, communities, and nations to work in a particular direction to effectively tackle the challenges of illicit substances in society.”

Marwa ably represented by the Secretary of the Agency, Dr Shadrach Haruna said, “This year’s theme is especially pertinent to the Nigerian situation at the moment. In the past two and half years, we have strengthened our law enforcement efforts to cut down on the supply of drugs in society.

He said, in 29 months, we have arrested 31, 675 drug offenders, including 35 barons; successfully prosecuted and got convicted 5,147 of them, and over 11,000 other cases still pending in court, while 23,725 drug users had been counselled and rehabilitated, majority of them through brief interventions.

At least 6.3 million kilograms of various illicit substances have been recovered in response to our efforts to sweep up drugs and shut down the distribution channels.

We have destroyed 852.142 hectares of cannabis farms and dismantled three clandestine methamphetamine laboratories. I can assure you that even as we speak, NDLEA agents are busy with interdiction activities somewhere.”

He said drug supply reduction is however only one of the components of the equation. “Another crucial component is drug demand reduction, which operationally means prevention, treatment and rehabilitation. It should go without saying that we must strike a balance between these two crucial components if we are to achieve our desired utopia of a drug-free society.

“NDLEA has made significant investments in prevention, treatment and rehabilitation over the last two years. The doors of our rehabilitation facilities are open at all times. In the last 29 months, we have acquired a few more rehab centres, given to us as donations, while we have also obtained the federal government’s approval for the construction of regional model rehabs.

More private treatment facilities are also cooperating with NDLEA. To cap it all, NDLEA went above and beyond to invest in a toll-free, round-the-clock call centre that provides teletherapy. In summary, we have prioritised treatment, while our WADA advocacy initiative has taken a life of its own with our Commands, Formations and partnering civil society organisations taking sensitisation lectures and campaigns to schools, communities, worship places and many more across the country everyday. In addition, we have also produced TV Commercials and Radio Jingles in different languages being broadcast on various platforms.

This is simply aimed at prevention, by sensitising the people and equipping them with facts about drugs to enable them take the right decisions against substance abuse”, Marwa who was represented at the event by the Agency Secretary, Shadrach Haruna added.

He charged the society to drop the stigmatization that discourages drug users from seeking treatment, a development that has serious socio-economic repercussions for individuals and their families.

“Stigmatisation and discrimination make recovery and reintegration difficult for drug-dependent users who submit themselves to treatment. And the prevalence of such an attitude is counterproductive to the effort, time, and resources invested by governments, institutions, and corporate bodies working to contain the drug problem.

“This is what the year’s theme is about. We must rid ourselves of any bias against those who are drug-dependent to be able to support, expedite, and make permanent their recovery. The theme will serve as an impetus for us to make a collective effort to break down these invincible but formidable social barriers that undermine the attainment of the goal of a drug-free society.”

He expressed appreciation of the partnership between NDLEA, NGOs, development partners, and the various groups, institutions, and relevant professionals in society, including media professionals, who have been very supportive of the renewed war on drugs.

“I want to thank the United Nations Office on Drugs and Crime (UNODC), especially for its unquantified support that has contributed to the rapid evolution of NDLEA. In the same vein, we are thankful to the European Union (EU) and the governments of the United States, United Kingdom, France, India and Germany, who have all boosted our capacity to cope with the demands of our mandate.”

“To celebrate this year’s World Drug Day, we have a line-up of activities for the week, some of which will be conducted in partnership with our stakeholders like the UNODC and MTN Foundation. Some of the events are educational, like the essay and the quiz competitions. We have days set aside for events like the Walk Against Drugs, NGO activities, and a campaign to raise awareness among young people who are not in school. The grand finale will be the ceremony at the State House on Monday, June 26”, he added.

In his remarks at the media briefing, UNODC Country Rep, Oliver Stolpe emphasized the “benefits of international cooperation in criminal justice matters with a specific target of dismantling trafficking networks involved in this terrible trade”, adding that “long overdue is the need to make sure that the public and primary health care providers are better prepared to take basic drug counseling needs, knowing how to deal with people suffering from drug use disorders.” He commended NDLEA for the successes recorded so far recorded in the fight against substance abuse and illicit drug trafficking in the country.

Politics / Highly Paid Ex-militant, Agent Of The Past Is Aggrieved Over Military Successes by Spyetv: 3:43pm On Jun 17, 2023
... Of Asari Dokubo's Outburst, Lies and Military Successes
Since the flagged off Operation DAKATAR DA BARAWO (OPDB) on 1st of April 2022, which means "Stop the Thief" in Hausa language, at the FOT Jetty Onne, Rivers State, oil thieves were denied the sum of Seventy One Billion Five Hundred and Forty Three Million Six Hundred and Ninety Seven Thousand Three Hundred and Seventy Three Naira Thirty Eight Kobo (N71,543,697,373.38) only, about 131 suspects arrested, while 519 Illegal Refining Sites (IRS) and 4,261 storage tanks have been deactivated, with 560 wooden boats and 69 vehicles demobilised.

Operation DAKATAR DA BARAWO (OPDB) aimed at further checkmating the activities of illegal refinery operators, crude oil thieves and other criminals in the Niger Delta region, recorded massive successes which forced Mujahid Dokubo-Asari, a former militant leader who in 2004 created the Niger Delta People's Volunteer Force (NDPVF), a militant group that once engaged in oil 'bunkering' and other illegal forms of local resource extraction, funded in large part by local and regional politicians who sought great profits from the region's oil revenue made unfounded allegations against the military, linked oil bunkering in the Niger Delta to top Army, military and Navy officials.

What could make an ex-militant alleged the Nigerian military of oil bunkering in the Niger Delta region despite success recorded?

Who is Dokubo-Asari?

Asari-Dokubo formerly Melford Dokubo Goodhead Jr. and typically referred to simply as Asari, was president of the Ijaw Youth Council for a time beginning in 2001 and later founded the Niger Delta People's Volunteer Force which became one of the armed groups operating in the Niger Delta region. He is a Muslim with populist views and an anti-government stance that have made him a folk hero amongst certain members of the local population.

Asari-Dokubo created a militant group, the NDPVF, a militant group that escalated an armed conflict with a rival group, known as the Niger Delta Vigilante (NDV), who were also seeking to control the Delta's oil resources. Combat was concentrated primarily in Warri and subsequently, Nigeria's oil capital Port Harcourt, as well as areas to the city's southwest. Both groups engaged in oil 'bunkering' and other illegal forms of local resource extraction.

Before now, NNPC reports show that Nigeria was losing, on the average, over 700,000 bpd, 21 million barrels per month and up to $1.9 billion every 30 days. The successes recorded in the nation’s oil and gas industry is essentially as a result of the improved security situation in the Niger Delta region, orchestrated by the Nigerian Navy through Operation DAKATAR DA BARAWO in collaboration with other security agencies and stakeholders.

Some well meaning Nigerians and non-governmental organizations like the Olowu of Owu, Unity Advocacy Group, (UAG), and a media aide to the 2023 Peoples Democratic Party, PDP, presidential candidate, Atiku Abubakar, James Bwala condemned Dokubo's unpatriotic comments against the military.

On his part, the Olowu of Kuta, HRH Oba Adekunle Oyelude Makama, Tegbosun III, cautioned Dokubo against demoralizing the military with unfounded accusations of involvement in oil theft. James Bwala, in his recent tweet accused Dokubo of making outlandish and troubling claims over oil theft in the Niger Delta region, he even criticized him over his visit to President Bola Tinubu, and thrashed Dokubo’s claims, describing them as troubling while Unity Advocacy Group, (UAG) condemned Dokubo of being economical with the truth.

A Quick Review:

In April this year, a review of Operation DAKATAR DA BARAWO in the past one year revealed that approximately 730,123.25 barrels of crude oil, worth $70,799,743.82 (N32,619,371,216.69); 44,768,513 litres of illegally refined AGO worth N36,759,847,540.02; 290,355.07 litres of PMS worth N53,747,304.05 and 2,460,700 litres of DPK worth N1,993,167,000. Cumulatively the sum of Seventy One Billion Five Hundred and Forty Three Million Six Hundred and Ninety Seven Thousand Three Hundred and Seventy Three Naira Thirty Eight Kobo (N71,543,697,373.38) only that could have been used to perpetrate acts inimical to national security and prosperity was denied oil thieves.

AGO = @N820 per ltr

DPK = @N810 per ltr

PMS = @N185 per ltr

PMS = @N537 per ltr as at 2nd June 2023

Taking it from 2022, the flagged off exercise, OPDDB have denied oil thieves and criminals of about N200 million and $700,000 worth of products within a period of roughly first 2 weeks in April.

Asari Dokubo could have gone ahead and lobby for political patronage without raising unfounded allegations against the military who had with other security agencies launched onslaught against oil thieves which has led to increased oil production of 1.7m bpd which according to NNPC is a step further from the 900,000 bpd obtained in July 2022.

The Nigerian Army through its spokesperson Brigadier General Onyema Nwachukwu said, army has been vigorously engaged in the fight against illegal oil bunkering, oil theft, illegal oil refining and other sundry crimes in the Niger Delta and this has yielded positive results as evident in the increase in daily oil production per barrel from an abysmally dwindling output in the past. The Nigerian Army has zero tolerance for any compromise on the part of our troops and will not condone such acts of economic sabotage. No black sheep will be spared if identified.

Also the Nigerian Navy's spokesperson Commodore Adedotun Ayo-Vaughan said oil thieves were angry because the land, maritime and air component of the Joint Task Force Operation DELTA SAFE as well as other operations in the South South zone of the country have sustained the efforts to deny oil thieves avenues to sabotage economy through ongoing “Operation DAKATAR DA BARAWO” and sustained a relatively safe and peaceful environment for business activities to strife in the region.

"If Asari Dokubo is seeking some form of relevance and he alleges that there are cabals of military personnel who are involved in crude oil theft, let him bring the names. Nobody is afraid of getting the names of those involved in crude oil theft. You can not make such serious allegations and think that we just sweep it down the carpet, there will be an official response from Defence Headquarters on this matter. The Chief of Defence Staff does not condone that, nor those the Chief of Naval Staff under whom I serve.

In conclusion, if this is not well addressed by those concerned, this blanket and outlandish claims without specific facts or investigative reports against the Nigerian military without qualification could cause distraction or trouble in the nearest future.

"We are Interested in Names of Officers Involved in Oil Theft in S'South" - Navy Replies Asari Dokubo

The Nigerian Navy has on Friday reacted to the allegation made by Niger Delta leader and former agitator, Mujahid Asari Dokubo who allegedly spoke with some journalists shortly after meeting President Bola Tinubu behind closed-doors at the Aso Rock Villa that cases of oil theft recorded in the South South region were traceable to the Nigerian Army and Nigerian Navy.

Dokubo alleged that the military is at the centre of oil theft and we have to make this very clear to the Nigerian public that 99 per cent of oil theft can be traced to the Nigerian military, the Army and the Navy especially.

Reacting to this allegation, the Nigerian Navy spokesperson, Commodore Adedotun Ayo-Vaughan in a telephone interview with SpyeTV News Defence Correspondent in Abuja challenged the ex-militant to reveal the names of officers involved in crude oil theft. Saying, this allegation against the military is “spurious and unguarded”.

Commodore Adedotun Ayo-Vaughan said oil thieves were angry because the land, maritime and air component of the Joint Task Force Operation DELTA SAFE as well as other operations in the South South zone of the country have sustained the efforts to deny oil thieves avenues to sabotage economy through ongoing “Operation DAKATAR DA BARAWO” and sustained a relatively safe and peaceful environment for business activities to strife in the region.

"If Asari Dokubo is seeking some form of relevance and he alleges that there are cabals of military personnel who are involved in crude oil theft, let him bring the names. You can not make such serious allegations and think that we just sweep it down the carpet , there will be an official response from Defence Headquarters on this matter. The Chief of Defence Staff does not condone that, nor those the Chief of Naval Staffnunder whom I serve.

"The Nigerian Navy as an organisation is actively involved in the fight against crude oil thefts and the resources in the Niger Delta. So, for anybody to say there is a cabal of military officers, the only simple thing is BRING THE EVIDENCE, BRING THE NAMES.", he stressed

"Recently, during these operations, troops of Operation DELTA SAFE in the conduct of Operation OCTOPUS GRIP and other Operations discovered and destroyed 57 illegal refining sites, a total of Eighty Two Million Four Hundred and Forty Five Thousand One Hundred and Fifty Naira (N82,445,150.00) only were denied the oil thefts and troops also arrested 16 suspected economic saboteurs.

"Let him bring the names. The Nigerian Navy is interested in the names of those involved because the Navy has no tolerance for any form of criminalities whatsoever, not even that height of theft as alleged by Asari Dokubo.

Relatedly, our air component of Operation DELTA SAFE between 2 and 3 June 2023 conducted air reconnaissance and air interdiction operation at Okoro Nyong and Ndele. Overhead, these locations which were observed to be rife with illegal refining activities with about 6 motorcycles sighted. Consequently, the locations was bombarded and destroyed while the illegal refined products and equipment were engulf in flames as a result of the air strike.

The Navy has been running it in synergy with the NNPC. The company that was given a contract by the NNPC on pipeline surveillance, they are working with the Nigerian Navy and Operation Delta Safe in the Niger-Delta to curb oil theft.

“For somebody to just make such unguarded statement, bring the names. You know that there is an operation (Operation DAKATA BARAWO) going on in the Niger Delta being run by the Nigerian Navy since April last year.

“NNPC holds regular meetings with the Chief of Naval Staff to review the operations. Just last week, the Chief Executive of NUPREC was here to have a meeting with CNS. Just two days ago, the management team for the other one on downstream regulatory authority were also here to have a meeting. For us, if you want to make such spurious allegations, bring the names. Nairaland / General / "Your Report Is Campaign Of Calumny" - Army Blasts Sahara Reporters by Spyetv: 3:48pm On May 14, 2023
The Nigerian Army on Sunday has again warned Sahara Reporters, an online news portal to desist from campaign of calumny, enjoined them to practice responsible journalism and refrain from subjective, inaccurate, and inappropriate reporting of matters currently sub-judice,

Director Army Public Relations Brigadier General Onyema Nwachukwu stated this while reacting to a recent publication by the online portal on a sub-judice and ongoing Court Martial process of Major General UM Mohammed the erstwhile Group Managing Director (GMD) Nigerian Army Properties Limited (NAPL), who was indicted by a military police investigation and recommended for trial.

According to Army Spokesperson expedient to clear the air on the despicably false report and calculated attempt to cast aspersion on the ongoing Court Martial, which has already progressed to an advanced stage, as the prosecution has put forward the evidence against General Mohammed and closed its case. The accused senior officer has opened his defence and is testifying as Defence Witness One (DW1).

"For the avoidance of doubts, without being sub-judicial, the former GMD NAPL is facing trial in relation to alleged offences of theft of various sums of money belonging to NAPL and forgery. These are all acts declared as offences punishable under the provisions of various extant penal Laws in Nigeria.

"To set the records straight, upon investigation and indictment of the accused senior officer by military police investigations, the Army Headquarters convened a Special Court Martial to try the Senior Officer as a procedure to legally recover the sums of money he allegedly fraudulently acquired from the coffers of NAPL during his tenure as GMD. The details of the outcome of the Court Martial will be provided at the end of the Court Martial proceedings.

"However, it is instructive to point out, that Court Martial trials are lawfully provided in the Armed Forces Act (AFA) as one of the disciplinary tools in the Armed Forces."he stated.

Brig. General Nwachukwu also added that the Court of Appeal and Supreme Court have in multiple instances validated the procedures, findings, and sentences of Court-martial. Court Martials like all other criminal trials are held in the open.

"The trial of Major General UM Mohammed is taking place at the Army Headquarters Command Officers’ Mess, Asokoro Abuja and not shrouded in secrecy as being wrongly insinuated. The trial has been open and the Defence has presented adequate representation in court. The accused senior officer’s family members, friends, and associates attend and observe the Court proceedings till date, without hindrance.

"It is factual that Maj Gen UM Mohammed ought to have proceeded on retirement, however, provisions of the Armed Forces Act (specifically Section 169) permits the retention in service of such a personnel, who has pending disciplinary case(s) to allow extant legal processes.", he noted.

Furthermore, the army Spokesperson explained that, "it is also a fact that members of the Special Court Martial trying Maj Gen Mohammed are all junior to him. This is permissible in special circumstances, as the Armed Forces Act provides for this contingency in Section 133(7), where the Convening Officer is required to obtain the consent of an appropriate superior to appoint any such officers as members of the court. The requisite consent was obtained before convening the Special Court Martial trying the accused senior officer.

It is worthy of note that General Mohammed is being defended by a legal team comprising 2 Senior Advocates and 6 lawyers, including a retired military officer. He is currently being detained at a military location purpose-built for such detention, where the rights and well-being of such detainees are given prime consideration.

Though at the onset of the trial, Maj Gen Mohammed requested to be granted bail inter-alia on health grounds, the Court in considering the bail application, took cognizance of the humongous amount of monies allegedly stolen in the indictment, which could encourage the accused senior officer to abscond. The Court therefore, declined the application for bail. The Court however, granted visitation rights to some family members, including his two wives, son, daughter, and brother as requested by the accused officer. These persons have been visiting him regularly at the detention facility.

On the issue of the accused senior officer's health; as with all other Court Martial trials, Maj Gen Mohammed’s state of health is examined daily to determine his fitness to stand trial before the commencement of proceedings for the day. The holding facility where he is detained is serviced by the Army Command and NAOWA Hospital and these medical facilities are open to him whenever required.

It is crucial to state clearly, that it is inappropriate and amounts to unlawful interference with the administration of justice to peddle inaccurate reports and comments on a matter currently under judicial adjudication (sub-judice).

All the statements reported to have been made about certain persons and funds disbursement were made in the course of the trial by a witness in the defence of his case. We shall therefore not comment on those statements to maintain the sanctity of the trial and its outcome.

Crime / Nigerian Army Vows To Punish Soldiers That Maltreated Civilians At Kaduna Hotel by Spyetv: 8:04pm On May 07, 2023
The Nigerian Army has began the investigation into the audio-visual footage trending on the social media, in which certain persons clad in military camouflage were seen molesting civilians in order to ascertain its veracity, with a view to identifying the culprits.

Army Spokesperson Brigadier General Onyema Nwachukwu in a press statement on Sunday described the online video as provocative and unacceptable noting that the Nigerian Army has zero tolerance for any act inimical to the rights and wellbeing of the citizenry.

Brig Gen Nwachukwu stressed that the condemnable incident which was said to have taken place at 2Season Hotel and Resorts, Kaduna is an aberration of the values and ethics of professionalism, courage, selflessness and service to humanity which the Nigerian Army represents.

"Nigerian Army is a disciplined and regimented force committed to the supremacy of the constitution, defence of the sovereignty and territorial integrity of the nation as well as aid to civil authorities.

"Outcome of the investigation and sanctions against the persons clad in military camouflage, who perpetrated the dastardly acts, if found to be Nigerian Army personnel, would be treated in accordance with extant provisions of the Armed Forces Acts", he said.

The army Spokesperson while thanking members of the public for their continued support, urged all law abiding citizens to go about their legitimate businesses without any fear of molestation or intimidation from any quarter and to report any untoward conduct by troops to Nigerian Army Human Rights Desks at the Headquarters Nigerian Army or at the Divisions Headquarters.

The video shows the moment a team of soldiers were pounding on the employees of the cleaning company.

It was gathered that the soldiers were allegedly invited by a Hotel, 2 Seasons Resort and Conference Center, after the cleaners, said to be students, insisted on being paid in full for cleaning the hotel.

The soldiers, who were about five in number, ordered the cleaners to lie down in a gutter where they were captured flogging the men one after the other.

The soldiers also seized the cleaners’ phones and threatened them with more violence.

According to a staff of the cleaning company, “Currently we have a staff with a broken head, one almost blinded and also another staff fainted.”

Crime / Nigeria Police Revives Digitalized CMRIS To Track Stolen Vehicles by Spyetv: 5:43pm On Apr 17, 2023
The Nigeria Police Force, Monday has revived the digitalized Central Motor Registry Information System (CMRIS) for seamless management of information of every motor vehicle and its ownership.

Force Public Relations Officer CSP Olumuyiwa Adejobi in a press statement noted that the digitalized CMRIS will effectively serve the purpose of obtaining additional information from members of the public about stolen vehicles and populating the Stolen Vehicle database so as to ensure that vehicles to be registered by the CMR are not stolen and to aid investigation of stolen vehicles and vehicle-associated incidents.

CSP Adejobi noted that owners of motor vehicles operating on Nigeria roads and members of the public are hereby notified that the new procedure for requesting for the Nigeria Police Force Central Motor Registry services such as Motor Vehicle Information, Change of Ownership, Change of Engine/Chassis/Body, Change of Colour, International Motor Vehicle Certificate, International Drivers’ Permit, etc. is to create a profile on the CMRIS portal and apply for the desired service via https://cmris.npf.gov.ng/

He said the Inspector-General of Police has also directed the discontinuation of manual processing and issuance of all CMR documents/certificates and a migration to the digitalized NPF CMR platform.

The FPRO stressed that all other CMR Certificates hitherto issued by the Nigeria Police Force are therefore no longer valid/recognized forthwith.

CSP Adejobi added that the IGP urges members of the public to cooperate with the Police as the digitalized CMR platform will provide motor vehicle information for robust and proactive actions in crime prevention, detection, investigation, prosecution, and efforts toward enhancing national security.

SpyeTV News reports that the rejuvenated CMRIS is sequel to the earlier commissioning of the rejuvenated Central Motor Registry (CMR) Unit of the Nigeria Police Force and flag-off of the 1st Phase (Stolen Vehicle Report Portal), a module in the digitalized Central Motor Registry Information System (CMRIS), by the Inspector-General of Police, IGP Usman Alkali Baba, on the 7th of December, 2022, the mandatory registration of vehicle information by the Central Motor Registry since inception about 7 decades ago, which was done manually and therefore has been fraught with some challenges.
