It won't be as successful as we think it's going to be. Reason for this is the tribal sentiment element, one tribe dominating the police will cause friction. So Federal character will have to play into it, in the sense that not one tribe hold sway over the other. Especially for states with multiple tribes, but their overall aim will be preservation of the state and the protection of its people. Studying Afghanistan will be a good starting point but that nation have so much similarities with Nigeria.
