The insurance people are wicked in my opinion because they could easily support such plan, since they have a major say in the construction industry. Those Forest areas you see are soo dry that they adapted to the area. During Arnold time they proposed trimming the forest to certain parameter to prevent this. But the rich people because they embedded their houses with the Forest areas fought it. Technically there was foresight back then but the rich were too myopic and didn't want their heaven disturbed. MMempire: When other fires happened within last 6 years, this was proposed to the government of California. But for some reason it never went through, statefarm one of the largest insurance brokers literally provides cover for these high probe wildfire California areas. For some reason never supported the new housing plan. Moving forward what people don't know about California is that it's the driest part of USA outside Arizona and vegas. Have you ever heard about the California dessert? Majority of those celebrities houses that where destroyed along some wealth people embedded their houses into forest areas. These Forest areas are sooo dry that during Arnaldo regime they wanted to reduce half the forest. But the same rich people fought against it and they left it (so technically that forest areas where artificial in the sense that they ought to have been removed) Prior to this fire California haven't had rain for 9 months straight. And they have what they call devils wind, it's a wind that blows around this period every year. So everything was just the right recipe for disaster. What people don't know, 3 fire engines are needed to quench fire from a house. Now imagine 15,000 homes and multiply it by 3. That's the required amount of engines needed to fight the fires. So it was earthly impossible, thus the reason you saw Mexico sending in help because Mexico is closer by proximity than Texas.
