NIGERIA NEEDS TO CHANGE ITS STRATEGIES FOR FIGHTING COVID-19 PANDEMIC By Pharm. Ibrahim Yahaya ibropharm@gmail.com Looking at the trend of confirmed cases as at 1st May 2020 (2,170) and the total number of tests caried out (16, 588), we can simply suggest that Nigeria has an infection rate of about 13% for those tested. We can equally suggest that if more Nigerians will be tested the rate may remain similar especially considering exponential increased from 1st March (1case), 1st April (174 cases) and 1st May (2,170 cases), and if we are not careful to flatten the curve or achieve plateau, by 1st June we may be reporting 27,125 (using 1, 174, 2170, 27125... sequence). This is enough reason why we should change our strategies. My advice as follows : 1. President and commander in chief: a) I want you to reconsider your formation of presidential task force (PTF) on covid 19 to include researchers, scientists, clinicians, Pharma industries, phytomedicine and traditional medicine experts to develop our local remedy for corona virus b) the President should have independent audit and advisers separate from the PTF as some of their actions may be misleading especially their composition. The Chairman having reported not to be aware of the state of our health facilities while health minister not aware of paid hazard allowance under his ministry. 2.PTF/NCDC a) what was the state of readiness when you told president and Nigerians in February 2020, that we were ready to contain covid-19, and what is our current state now? b) NCDC situation report on 1st April 2020 reported 174 confirmed cases and scaled up daily testing of 1500. By 1st of May we should be expecting 45,000 tests plus previously tested before April. But as at 1st May only 16,588 were tested from the beginning. I think NCDC need to clarify and tell Nigerians the truth about our situation. c). 351 covid patients recovered at 1st May, and we have been managing the disease in the country for at least 2 months, Was there any protocol established for treatment in our country? Was there any Clinical trials on the medicines used? Were there scientist, clinicians, pharmacists, toxicologist and other stakeholders involve in the clinical trials? d) were there any mobilization of indigenous researchers, scientists, clinicians, phyotomedicines, traditional medicines, NIPRD, Alternative medicine, pharmaceutical industries etc to research and develop a cure and vaccine to covid -19? E) Do we have to wait for cure and vaccines from foreign countries? To be used as guinea pigs and in return for donations from them? 3). Researcher, Clinicians, Scientists, phytomedicines and herbal/traditional medicines experts: I am overwhelmed by some of our scientists for developing local ventilators, sanitizers etc. It is time to show case our expertise in salvaging our country (the giant of Africa). It is time to go back to our laboratories to develop both cure and vaccines, and even test kits, from both orthodox and traditional medicines. Our hospitals and isolation centers are getting overwhelmed and we may not be abled to admit every one with covid in a near future, and as such we need to develop our local remedies that can be used at home or a protocol of treatment that can be self administered. It is time to incorporate our traditional, herbal and alternative medicine for prevention, diagnosis and treatment of diseases. Our traditional medicines experts and herbalist should be encouraged and their patency protected. 4) the covid 19 and the way it attacks preliminary report shows that the virus attacks hemoglobin and causes its break down, separating irons from blood cells and there by depriving its oxygen carrying capacity and causes shortness of breath, disseminated intravascular coagulation while the lungs in a feed back mechanism releases cytokines which further attack the respiratory system. Some of the medicines used to prevent the lysis of hemoglobin have been shown to be beneficial like some antimalarials. We have so many traditional antimalarials in the country and it is time we should use some in clinical trials. In Conclusion : It is time to change our strategies It is time to tell Nigerians the truth It is time to mobilize our local researchers to develop cure and vaccines. The State Standing Committee on Covid-19 today reviewed the revised Quarantine Orders. It decided that restrictions on movement will be relaxed weekly on Wednesdays and Saturdays. This restores the two-day per week movement window. KDSG assures residents that the two-day weekly window for movement is part of efforts to mitigate the effects of the lockdown which has been necessitated by the growing danger posed by the Covid-19 situation in neighbouring states.

Kaduna State Governor Nasir El-Rufai has extended the quarantine orders being enforced in the state for another 30 days. The governor’s decision follows a recommendation to that effect by the State Standing Committee on Covid-19, which is chaired by the Deputy Governor, Dr. Hadiza Balarabe. This is effective from today, 26th April 2020. With Covid-19 cases rising rapidly in neighbouring states and the FCT, and with strong evidence of interstate travel being a major means of spreading the virus, the Standing Committee’s evaluation is that measures to protect Kaduna State residents require further strengthening and more vigorous enforcement. Malam Nasir El-Rufai has endorsed this evaluation and has accordingly reviewed the Quarantine Orders to strengthen the provisions against unauthorised movements. The two-day window during which the restriction of movement is relaxed on Tuesdays and Wednesdays has been reduced to only one day. Henceforth, only Wednesdays will be lockdown-free, until the trajectory of Covid-19 infections becomes clearer. All persons that venture out of their homes for whatever reason must wear facemasks and observe social distancing everywhere they go, in markets and in authorised vehicles. Government is making efforts to provide facemasks for poor and vulnerable residents, and it appeals to everyone that can afford it to get their tailors to make them cloth facemasks which they can wash after every use. The government also encourages tailors to produce facemasks for sale to those that are neither poor nor vulnerable. Wearing of facemasks will be robustly enforced as a critical public health measure to reduce person-person transmission. The state government said that the measures announced on 26th March 2020, to contain Covid-19 remain in force and have been renewed. These were imposed in exercise of the powers vested in the Governor by Section 45 of the Constitution of the Federal Republic of Nigeria 1999, (as amended), Sections 2 and 8 of the Quarantine Act 1926, now known as CAP Q2, Laws of the Federation of Nigeria 2004 and the Public Health Law of 1917. Therefore, further to these declarations, and in accordance with the law, the quarantine orders imposed at midnight on Thursday, 26th March 2020, are further extended for another 30 days, with the following conditions, amongst others: i. All residents of Kaduna State are quarantined and must stay at home. ii. No office, event centre, market, shop or business of any sort or place of worship is allowed to open; iii. The only category of persons exempted are workers in essential services such as health workers, the fire service, water corporation, electricity distribution and security personnel. Tankers conveying fuel to petrol stations are also permitted to move; iv. Businesses in the food and pharmaceutical value-chain are exempted; and shall enjoy the protections accorded to other essential services; v. Schools, places of worship, event centres, sports grounds, bars, restaurants, public parks and all other places where large crowds could gather are to remain closed until further notice. vi. Residents are advised to stay at home, observe social distancing, avoid large gatherings, wear facemasks and wash their hands regularly with soap and water. The Quarantine Orders prescribe fines, imprisonment and forfeiture for violations of the provisions specified therein. The Kaduna State Government has clearly stated that no visitor is welcome to enter the state while the Covid-19 pandemic is raging. Entry into or passage through Kaduna State is prohibited whilst the Quarantine Orders remain in force. Persons seeking to come into the state will be denied entry. Such persons will be given the option of returning to their take-off points or entering isolation for 14 days in locations and conditions that are so austere that nobody can mistake them for holiday resorts. The vehicles being used to enable such attempts to breach the quarantine conditions will be confiscated and forfeited to the government. The companies operating those vehicles will also be prosecuted and shall lose their license to operate in the state, even after the Covid-19 pandemic is contained. Within the state, vehicles of whatever type that are determined to be in violation will be confiscated and forfeited to the government, while the persons driving them will be fined, and may be imprisoned upon conviction. Motorcycle taxis and tricycles (popular known as Keke Napep) are prohibited in the state. Persons driving or riding in them shall be prosecuted while the vehicles shall be forfeited upon conviction. Mobile courts have been empowered by the Quarantine Orders to try violators and impose the prescribed penalties, including fines, imprisonment and forfeiture of vehicles, upon conviction. Conscious of the need to keep vital industries and businesses in the farming, food and pharmaceutical value chains operational, trailers and trucks conveying food, seeds, fertilizer and medical products are exempted from the restriction of movement. Such vehicles must, however, not carry more than three persons, including the driver. Otherwise they will be deemed to be engaging in illegal transport of persons which is a breach of quarantine orders. Anyone thinking of disguising as a food vendor by parading a few bags of rice or other food in their cars must cut the pretence as they will be prosecuted at the mobile court and the vehicle forfeited to the government upon conviction. The Kaduna State Government has also directed the Ministry for Local Government to ensure that local government chairmen are fully involved in enforcing the quarantine orders in their council areas. The Ministry of Local Government has also reminded traditional and community leaders of their obligation to report violations of quarantine conditions in their localities. Places of worship that violate the quarantine orders in any form will lose their titles to the land and the buildings will be demolished. Regarding burials, guidelines from the Ministry of Health will outline the maximum number of persons that can attend any burial, while observing safety and social distancing rules. Gatherings for condolence are prohibited until the Covid-19 pandemic is declared over. The burial of any fatality from Covid-19 will be in accordance with the strict protocol to be announced by the Commissioner of Health. The extension of the quarantine conditions imposes an obligation to make provision for the low income, poor and vulnerable persons that would be adversely affected, as they may be unable to earn any income while the lockdown persists. The state government has done a first phase of distribution of food across 59 community clusters in nine local government areas. The next phase will be conducted across the 23 local government areas. To fund the provision of these support packages, the Kaduna State Government expects all those fortunate enough to still earn a regular income to live up to their neighbourly responsibility towards those who are unable to earn any money due to no fault of theirs. Therefore, the less than 100, 000 persons who work for the Kaduna State Government as political appointees and public servants must contribute financially towards enabling the almost 10m persons living in the state to survive and thrive in this emergency period. Therefore, the Kaduna State Government has directed all its senior appointees, including Commissioners, Permanent Secretaries, Special Advisers and Heads of Agencies to each donate N500,000 in April 2020. In subsequent months, they will donate 50% of their salaries until the quarantine ends. Other categories of political appointees will also be making monthly donations to support the provision of relief to the low income, poor and vulnerable residents of the state. Career public servants earning a net pay of N67,000 and above after tax will also donate 25% of their pay monthly whilst the quarantine conditions are in place. No public servant will have less N50,000 monthly to manage in this emergency period. We are obliged to demonstrate that as government workers, we care enough for others to donate part of our earnings for their wellbeing. As a state government, we are also seeking donations from high net worth individuals, the private sector and development partners to support our efforts to contain Covid-19 and its consequences. The Kaduna State Government wishes to inform potential donors that we prefer donations to be in kind: personal protective equipment, PCR machines, medical facilities and equipment, facemasks, food, pharmaceuticals, and fertilizer, seeds and seedlings and other support for farmers. The state government will publicly acknowledge all donations in addition to the letters of appreciation that shall be sent to all donors. As Buratai blames security agencies for non diligent investigation, prosecution in past cases By Kingsley Omonobi & Joseph Erunke ABUJA – GOVERNOR Simon Lalong of Plateau State, Monday, led a delegation of people to the Army Headquarters, Abuja, to beg the Nigerian Army not to avenge the recent gruesome murder of the former Army Chief of Administration,Major General Idris Alkali, rtd,allegedly by some indigenes of the state. Lalong Lalong also appealed to the Army not to expose the state to danger by abandoning its ongoing security operations in the state as a result of the dastardly act. Alkali was reportedly killed at Dura-Du, a community in Jos South Local Government Area of the State, on September 3,allegedly by a mob protesting attack in their area the previous evening by unknown assailants. In his mission statement during the meeting with the Chief of Army Staff,Lt. General Tukur Buratai, the governor, who condemned the killing of the retired senior army officer, pledged that the state government would continue to accord army authorities all necessary cooperation to fish out the remaining suspects behind the act. Lalong regretted that the development came at a time the military especially the army was doing everything possible to restore lasting peace in the state. He said:” I sit here on behalf of the people of Plateau State on this very unusual visit because it happens that it is coming at an unusual occasion. “I call it unusual because it is not just a very sad moment not for the people of Plateau State but also for the people of Nigeria. “It’s the first time in our life to witness this kind of phenomenon and it is very unfortunate. I’m talking about the death of one of your gallant officers, General Idris Alkali of blessed memory. “And when it happened in Plateau State, we knew it was a military affairs and it now became a military investigations. ” The government watched keenly and where we were supposed to help, we did our best and our best was to reveal the identities of those who did this. “I want to on behalf of the government Plateau State extend our gratitude first for unveiling and bringing out the culprits. But it is unfortunate that it is coming in Plateau State at the time that you are also helping us to restore peace in Plateau.” Continuing, the governor added:”These are parts of the things that I know the president inherited.We also came and inherited some of these things. “But you have done your best in the armed forces to restore peace in Plateau State and with the cooperation we are giving when we had the unfortunate incident,I’m sure it is one of the series of some of the problems that are still buried on ground in plateau state. “But on behalf of the Government of Plateau State, we are here to condole you and the entire armed forces for the unfortunate incident but also to appeal that please do not get discouraged by what happened. “We appeal that we join hands together and we will always cooperate with you so that we can unveil more of these acts in plateau state and in Nigeria. “So we extend our condolences and we pray that the almighty God will grant the deceased enteral rest.” The governor told Buratai that:”From here, we are going to visit the family of the officers and we pray that this kind of thing should not happen anywhere in Nigeria.” Responding, the Chief of Army Staff,Lt. General Tukur Buratai, commended the governor but attributed the unfortunate death of the retired Army General to wrong people in leadership position who he noted, abandoned their responsibilities. Besides,the Army chief also blamed the death of Alkali on non diligent investigation and successful prosecution of individuals who had been found wanting in similar situations in the past in the country. Hear him:”We thank you for being with us and the family and expressing concern for this unfortunate incident. “We know that security is something that is quite fundamental and it is one of the purposes of governance in every society. “Without security, so many things will go wrong and there won’t be development and the peace that is required in the society will not be there if there are frequent hitches and individuals taking the laws into their hands. “It has taken us too long to realize this unfortunate situation in such a way that authorities which are supposed to really take care of the activities of their people and even every other person within their domain have reneged on their responsibilities and this is one of the outcomes of such irresponsible conducts by certain individuals over the years. “And it is good that it been realized and appropriate steps would be taken to remedy it in the future but it’s being at a very heavy cost not only the case of gen Alkali but others have gone the same way that have never been reported and even those that were reported were never conclusively investigated and those that were involved properly prosecuted and this has created a very big gap in our responsibilities in our various segment of the security agencies. “It is gap that has been created unfortunately because one of the discoveries that we made during our investigations was that one of the incidents of one vehicle we recovered occurred as far back as 2013, and the investigations was never conclusive and no action was taken and the case was closed. “That is to show that almost all the security agencies in the state knows what was happening in that community and nobody bothered to take decisive action and this is one of the bane of the security agencies across the country. “If we are not decisive and take actions in such things, the consequences are always grave and we’ll always be the victims instead of trying to protect ourselves and protect the society. “The society will be at the receiving end as well as the security agencies. “I want to believe that this incidence of General Alkali will be a wake up call to all the security agencies including the military. “We have a task force that has been there for several years and still such things continue to happen it’s quite unfortunate and should not be allowed at all. Nigeria has a population of 200million people we are told. Our 2018 budget is 9 trillion Naira. The Assets Management Corporation of Nigeria AMCON, the company that was set up to help the rich buy their debts, told us during the week that, 350 Nigerians {out of 200million citizens} are responsible for 80% of AMCON's N5.4 trillion debt portfolio. May be you did not hear that well. AMCON said only 350 Nigerians borrowed N5.4trillion from banks, which they could not pay and AMCON came in to buy up those debts in other to save the commercial banks from collapsing. 2018 Capital Budget is N2.4 trillion 2018 Recurrent Budget is N3.4 trillion Add both capital and recurrent votes and you will get N5.8 trillion. But 350 Nigerians, out of 200 million of us borrowed that same amount, they refused to pay and government came round to buy the debts over through AMCON. The corporation also pointed out that, out of the millions of BVN numbers with the banks, only 100 BVNs collect 60% of bank lendings. And this has left the banks with 13,000 bad loans worth 5.6trillion borrowed by "big men" who are now not wanting to pay. Yet same banks will give no loans to the poor. Speaking on the challenges faced by AMCON and the hitches experienced during recoveries, the Chairman, Mr Kuru said many of the debtors were yet to pay as AMCON had only recovered about N700 billion. He said it was unfair that AMCON was now only known for recoveries and taking over of companies, adding that when the company played the first two roles of intervention and support, nobody complained. “Our responsibility is first to intervene, then provide support before we recover, we have done the two, nobody has complained, now that we are doing the third people are complaining." When AMCON was buying over the debts with public money to help the banks survive, save depositors funds and keep the banks off these borrowers necks, no one complained. Now when they go to recover from defaulters like they did with Silverbird for example, the same cheated ignorant commoners are the first to cry fowl. Some of the companies owing include: Seaworlf Nig Ltd - 160billion Arik Air - 300billion Tanzila Petroleum Ltd 49.2billion Resort Int'l Ltd - 36.3billion Home Trust Savings - 25.75billion Suru worldwide ventures - 24.4billion Roygate properties- 23.26 billion Ziglagsis network Ltd - 20.33 billion Lexcap partners - 18billion Anyiam Osigwe Ltd - 17.25billion Silverbird - 11 billion Wokson International - 5 billion From the figures above: Arik alone is owing more than the 2018 Ministry of Transportation budget which is N263 billion. Seaworlf Nig Ltd, is also owing more than the 2018 Ministry of Defence budget which is N145 billion. In this country, when we say there is a conspiracy of the rich against the poor, this is a clear evidence. The real lines are divided between us and them. Whoever designed the architectural masterplan of Ahmadu Bello University,Zaria was indeed a romantic designer. The planner must have been an intimate admirer of nature. The school can break you academically but has the soothing balm for you just by the side. Whoever went to ABU and didn't take away the love side of nature can never appreciate love forever. In ABU zaria you find the most friendly camaraderie, in that place igbo language is most spoken than Hausa language, there you find the children of the rich reduced down to the level of the poor folks. No one ever carried an air of arrogance around him or her and ever lived to tell the story of nature's kindness. It was a meeting points of greatness. In ABU zaria, a mini Nigeria was created and a sustained veins of integration put in emotion. Regardless of your biases, people were hurled together in one room. In no time, you had no option but to live the lives of yourselves. Bonds were established and affinities became so stimulating. Everyone was for all as all was for one. Barriers were broken, prejudices abused. Intimate relationships built as people love for the sake of nature. Classes were attended together, discussions held into the nights. Life was sweet, the environment was a shelter for lovebirds. The last place to see exchange of fist was ABU zaria, you dare not cause a rift as everyone was a product of civility. At night, Ribadu garden, Sculpture garden, Archi rooftops, Sodom and Gomorrah, Mahdi followers, Gorilla gate, Drama village were embracing abodes for lovers. Life was lived in fullest. People enjoyed unhindered intimacy. You dare not violate the rules of engagement. No cases of harassment, rape and any other misnomer. Life in ABU was paradise on earth. You can't go to ABU and not have a friend. Friendship were cultivated and nurtured into lifetime homes. You either have an academic boyfriend or an emotional heartthrob. It was a beautiful experience. In Zaria, the only Aluta that supersede all other alutas was the emotional aluta. It was damn difficult to escape that- we are all product of emotional aluta.
