We commend the timeous presentation of the 2019 budget to the state Assembly by The Enugu state Governor, Ifeanyi Ugwuanyi . We applaud the state government for this rare feat of carrying out it’s duty without waiting till the 11th hour. Despite this timemous presentation, we wish to state that the proposed budget lack macroeconomic depth, is lacking in vision, is not imaginative, it is not expansionary and made no innovative proposal on job creation and investment. The recurrent portion of the budget was mechanically tailored to improve at geometric proportion against capital expenditure which they raised at arithmetic progression. The implication is that the present government has no sincere plan to depart from the path through which the incumbent waste government funds extravagantly dolling out millions of state funds to purchase exaltation, procure endorsements and transact with select political elites who must be patronised and induced to ensure the brand of peace that would aid his perpetuation in office despite his government’s unsatisfactory performance. Could this be why the budget was christened “Budget of Peace”. The cosmetic budget of ‘peace’ made no substantive plan to stimulate the business environment or improve ease of doing business in the state through more liberal tax administration that would aim at a departure from the present excessive taxation in the state that is insensitive to the plight of the common man, the budget has no broad plan for increased productivity of Agriculture in order to create wealth and achieve mass consumption in both rural and urban communities, it has no plan to explore domestic resource mobilization to harness the abundant human capital and energy for development hence its over dependence on federal allocation to finance key infrastructure and budgetary provisions in the event of an unlikely political will to embark on meaningful projects. The allocation of N2.37b to the health sector is appalling; the governor claimed his government procured four baby incubators, within the limit of the unacceptable standard set by his government, this is a commendable feat . It is incredible that no state hospital where it exists in the whole 17 local governments Area councils of the state has a single functional incubator, yet the government boasts it has implemented 85% of the 2018 Budget. It is therefore trite to conclude the government has no concrete plan to improve the health sector and procure health facilities that provides acceptable minimum health care to the people. The allocation of less than N800m to Enugu and Nsukka water projects will barely scratch the problem of those two major urban areas. The governor was just throwing a token because he observed our manifesto laid emphasis on ensuring robust water supply to these two cities. The debts owed the previous contractors on the water project in Enugu metropolis alone runs into billions. It therefore clear he has no genuine intention to address the water problems of the state? He had four years to prioritize the perennial lack of water in Enugu metropolis but chose to wait until few months to the expiration of his government. The Governor in his budget presentation said, “We want to make sure no family goes to sleep without food”. Even with the money bazaar and financial recklessness of the present Enugu state government that place higher premium on sharing cash gifts to it’s cronies and supporters at the expense of enduring people oriented projects and imperative efforts at wealth creation, the state government’s obsession with grabbing, annexing and confiscating of farm lands belonging to poor farmers and allocating same to few wealthy associates and friends of the government for individual projects makes such claim unrealistic. And they baptized the mere academic document “Budget of equity”. Taking from the poor and giving to the rich thereby catalyzing hunger and poverty among the hoi poloi. So are they and so it operates, insensitive government of equity ! We are miffed by the unrealistic contents of the proposed budget especially the state Governor’s claim that his government has implemented the 2018 budget to about 85 percent . This is a claim spuriously lacking in merit. How could a government that has no well coordinated programme or landmark projects except dolling out money to procure endorsements claim it has implemented 85% of the previous budget, most of the government departments and ministries in the state operate without funds, not because of paucity but because of the state Executive poor culture of devolution of authority. How would a governor that made the various institutions of government redundant and excessively idle by concentrating everything in his office that low profile expenditures which the various Heads of Departments and government Commission could handle would still require his approval, claim such wishful feat of achieving 85% budget implementation, how could a government that cut enormous percentage of local government allocations making it practically impossible for the local authorities to embark on any capital project within their localities make such perfidious claim ? It is rather an insult on the sensibilities of the good people of the state who are disappointed with the below average performance of the present government in the state. It is clear the articulation of the proposed budget was not guided by any vision and has no realistic big picture other than superficial rhetorical promises. It seems a desperate last ditch effort by a struggling government to save it’s neck, after all What is budget worth before a government that has never implemented one. We urge the governor to get his things together to give way to the man who has the right vision to work for the people of the state, a man better prepared to lead Enugu state as this tokenism dressed as a budget proposal cannot get Enugu state out of the degeneration he engendered this last four years running the most inept, inefficient and ineffective government since the creation of the state. This Is Show Of Shame.You Cannot Justify Disrespecting The President – Ayogu Eze To PDP lawmakers A ranking Nigerian senator and the governorship candidate of the All Progressives Congress, APC, in the 2019 election in Enugu Sate, Sen. Ayogu Eze has condemned what transpired in the National Assembly when President Muhammad Buhari presented the 2019 appropriation to a joint sitting of the assembly. Sen. Eze said that it was unprecedented for members of the National Assembly who pride themselves as the true representatives of the people to descend to a level where they left Nigerians with the difficult task of distinguishing between them and kindergarten delinquents, arguing that their actions had portrayed our hallowed assembly as a place where people serve only their selfish interest. “These are fathers and mothers of adults and children who were probably sitting in front of their television sets watching these unguarded conducts. How would they explain their behavior on live television to their spouses and children? What examples were they setting for a nation that looks up to them for leadership”, Sen. Eze asked. The APC guber candidate said that legislators are usually allowed their idiosyncrasies but not in a manner that would desecrate the very institution whose integrity they’re elected to protect. Sen. Eze said the National Assembly owes the people of Nigeria an apology for “this show of shame”, adding that nothing on earth can justify disrespecting the “president while performing one of his most sacred constitutional responsibilities of charting a course of how the ship of state would be moved in the next 12 months.” He said the unfortunate thing is that the same people who are expected to process and pass this budget for the benefit of Nigerians were too preoccupied with their noisy chants to be able to listen to the details of the budget, arguing that “the net effect of this disruptive conduct will show during the budget defense and passage when the items in the budget would appear completely alien to most of them.” He commended the president for his statesmanship and for not losing his cool even in the face of the uninvited provocation. He said: “The President’s poise and carriage portrayed him as a mature statesman, who even in the face of a very unfortunate situation did not lose his composure and confidence. It showed him as the leader Nigeria needs to navigate these turbulent times.” Urging the President not to lose focus in his determination to reposition Nigeria to continue to play her leading role of serving as the engine of growth on the African continent, Sen. Eze tasked his fellow lawmakers to always resist the temptation of allowing personal issues to becloud their sense of patriotism and nationalism, arguing that budget presentation is a solemn national assignment that no Nigerian should toy with. “We know the legislature as the amphitheater of debate and reasoning but certainly not an arena to play to the gallery in the hope of hoodwinking the electorate into electing or re-electing us to our desired offices “, Sen. Eze said, adding: “We as legislators must always resist the temptation to descend to theatrics on the floor of the National Assembly no matter how hotly we feel about the issues in the polity.” Sen. In line with our resolve last week, we shall be assessing the roles played by Senator Ayogu Eze and Honourable Ifeanyi Ugwuanyi while both served Enugu North and Igbo Eze North/Udenu Constituency at the National Assembly, and it is important for us to be constructive in so doing. One, because of the statuses of the prominent aspirants and two, because of the formal and informal relationships we share with them. The aim is that our people be provided with the requisite information that may influence their voting choice. And as we do this, I want to remind us to keep in mind that the determining factor of who wins/becomes the next governor of Enugu State come 2019, does not lie solely with Igbo Eze North/Udenu. Enugu North is just a fraction of the entire State playing a role in the outcome of the 2019 election even though the zone is producing the governor. A special appeal is that we exchange healthy communications and analysis while focusing on the issues and individuals concerned… As a parliamentarian for twelve years spanning 2003 to 2015, Honourable Ifeanyi Ugwuanyi served in House Committee on Public Service Matters and House Committee on Pensions between 2003 and 2007. In the later part of 2007 he was made Chairman of the House Committee on Marine Transport. During this period, Hon Ugwuanyi was reputed for ensuring that Nigeria’s Marine Transport Sector was equipped in line with international standard. He was appointed Chairman House Committee on Marine Transport in 2011, having been re-elected as Honorable member to represent Igbo Eze North/Udenu constituency for the third time. His philanthropic endeavors included care for the less-privileged, especially widows in Igbo Eze North/Udenu, scholarships to needy students, infrastructure development in educational institutions and churches; drilling of boreholes and provision of electric transformers for various communities in the constituency. – copied from the Governor’s Profile @ www.enugustate.gov.ng . Hon. Ugwuanyi also personally disclosed to the media in 2014 that ‘certain number of employees of the Maritime Authority’ from Igbo Eze North/Udenu got their employment through his influence. Unfortunately, I am neither able to establish details of the aforementioned projects nor am I able to say what agencies the said employees are serving because I do not have the information. Efforts to obtain same from the Governor’s staff and some contacts from Udenu have not been successful up to the time of putting up this post. I am therefore, hopeful that those who have details of information on the constituency projects championed by Honourable Ugwuanyi and on those he secured employments for while he represented Igbo Eze North/Udenu will perhaps, oblige Enugu people with same after reading this piece to put everyone in better perspective. Distinguished Senator Ayogu Eze on the other hand, performed creditably well too while he held sway at the Red Chambers and provided appreciable services to his people. Senator Eze was member Senate Committees on Police Affairs and National Planning. Later he was appointed Chairman, Senate Committee on Information and Media and finally Chairman, Senate Committee on Works before his exit from the National Assembly. He was reputed as one who effectively manned the information machinery of the Senate; the Nigerian media was particularly enthralled by the Senator’s prowess in handling the Senate’s media affairs; he was the professional to behold; articulate in debates on plenary motions, particularly on the collapse of the road infrastructure in the country. Eze is still being described as one of the finest Senators Nigeria has produced. The work of the Legislature is executed through motions, bills and oversight supervisions. The vice president, Yemi Osinbajo, will chair an extended National Economic Council, NEC meeting scheduled for December 14 at the Old Banquet Hall, State House. A statement by the Office of the vice president on Thursday in Abuja said the extended NEC was in line with the Buhari administration’s Economic Recovery and Growth Plan, ERGP, for inclusive growth and human capital development. An angry Donald Trump told Democratic leaders at the White House on Tuesday that he will shut down the US government because they refuse to approve billions of dollars in funding for his controversial Mexico border wall. The president and top opposition congressional leaders had been meant to hold a reassuring Oval Office photo-op. Instead, their blazing row in front of the world’s media gave a glimpse of the dire challenges confronting Trump as he reels from legal scandals and the new reality of his Republican party no longer controlling Congress. Chuck Schumer, the senior Democrat in the still Republican-dominated Senate, and Nancy Pelosi, who is likely to become speaker in the newly Democrat-controlled House in January, bluntly told Trump that he had no chance of getting the $5 billion he wants for the wall. Exasperated, Trump doubled down on earlier threats to retaliate by refusing to sign a federal spending bill required by December 21 to avoid leaving swaths of the government without funding. “Yes, if we don’t get what we want one way or the other…, I will shut down the government,” he said. “I am proud to shut down the government for border security.” Schumer argued that “one thing that I think we can agree on is we shouldn’t shut down the government over a dispute.” And Pelosi suggested that the debate shouldn’t take place in front of journalists. But Trump, whose US-Mexico wall idea was at the center of his surprise 2016 election, could not control his irritation. Taking out two memo cards, he read off figures that he said showed a near end to illegal immigration at portions of the border already featuring high fences. “It’s been very effective,” he said. Pelosi parried that the statistics were incorrect. “What the president is representing (with) his cards over there, are not facts. We have to have an evidence-based conversation about what does work and what money has been spent and how effective it is,” Pelosi said. Outside the White House afterwards, Schumer was even more scathing about Trump. “This temper tantrum that he seems to throw will not get him his wall and it will hurt a lot of people,” he said. Tweeting ahead of the White House meeting, Trump claimed that the wall was needed to prevent “large scale crime and disease” brought by illegal immigrants. The issue is popular with his political base, which wants radically tighter controls at the southern border, a magnet for impoverished Latin Americans seeking work in the United States. Opponents say the wall is not only a waste of money but has been used by the president to whip up xenophobia. Trump, who leads chants of “build the wall” at campaign rallies, has been frustrated in the first two years of his administration. The Minister of Works, Power and Housing, Babatunde Fashola SAN, on Monday, blamed the leadership of the Peoples Democratic Party for abandoned federal government projects across the country. He stated this while inspecting the building project of the federal secretariat, Awka, Anambra State. He described the corruption during the PDP era as monumental, adding, “They looted our collective destiny, prospects, jobs and so on. “That’s why the masses are suffering today. That’s why there are no jobs. But we (APC) are trying to bring back smiles on the faces of Nigerians.” He said the 18-kilometer Umunya axis of the Onitsha/Enugu Expressway would be completed in May, 2019, while the federal secretariat, Awka, the state capital would be completed the first quarter of next year. Fashola, said the Buhari government inherited those projects because past governments failed to complete them as a result of corruption. “They awarded the contract without paying contractors, and when you don’t pay contractors you create problems down the labour ladder. “This man here told me that he gets N30,000 per week. With such fund he will patronise pubs in the evening by eating Isiewu (goat head) and drinking with his friends in the evening and through such way wealth is distributed and redistributed; jobs are created. “For instance, the contract for this federal secretariat was awarded in 2012 by the previous administration without making funds available for its completion. The Nigerian National Petroleum Corporation (NNPC) has said that there was no plan to carry out mass retirement of staff. Group Managing Director (GMD) of the corporation, Dr. Maikanti Baru, gave the assurance on Wednesday at a programme tagged “CS Connect”, organized by its Corporate Services Autonomous Business Units (ABU) to showcase the corporation’s products and services to the public. In a keynote address at the event, the GMD charged the management and staff of the corporation to continue to give their best to the corporation and ignore the rumours of sack. The Director-General of the Taraba AIDS Control Agency (TACA), Abba Sale Ibrahim, says a recently released statistics has shown that the state currently ranks second in the prevalence of HIV/AIDS infection in the country. Speaking at a joint press conference in Jalingo, marking the World AIDS Day, he said the agency focused attention on the urban areas for free HIV and AIDS testing and counselling. He said it was imperative to reach out to the remote areas where the level of awareness was very low and most people had no access to medical centers for test. focus its attention in rural areas with a view to render its services to rural communities. The Department of State Services (DSS) has arrested one Amina Mohammed for allegedly impersonating Rashida Bello, wife of Kogi governor. Peter Afunanya, DSS spokesman, said the woman gained unauthorised entry into the residence of Aisha Buhari, wife of the president, at the presidential villa. Afunanya said Mohammed allegedly defrauded one Alexander Chika Okafor (a.k.a Chicason) of N150 million. “The woman who is being paraded has adopted various aliases and used the same false identities to defraud several unsuspecting persons before she was discovered,” Afunanya said. “She used the false identity to evade protocol and scrutiny thus gaining unauthorized access into the villa and particularly the residence of the first lady and wife of the president, Hajia Aisha Buhari. “She took advantage of the fact that personalities as first ladies, ministers and certain categories of officials are not taken through rigorous protocol and security checks at the villa posts. “Investigation has revealed that the first lady was away on Lesser Hajj and not in the villa during the period. Okafor had complained that he was fleeced of over N150 million in respect of a court of appeal property in Lagos which Amina had promised to help him buy through the first lady. “The property was said to have been part of those under the presidential implementation committee on lease of federal government. “Investigation has shown that this unholy enterprise is not to the knowledge of the first lady. What Amina simply did was to use the first lady’s name and office as bait to lure and defraud her victims.” In a video obtained by Sahara Reporters, Mohammed vehemently denied being a fraudster. Mohammed named Babachir Laval, former secretary to the government of the federation (SGF), and one Moriyatu, said to be a sister to Aisha Buhari, as her alleged accomplices. “I cannot be a fraudster, it is not true. No, I cannot accept,” the suspect said in the video. “Former SGF, Babachir is involved, Moriyatu is involved. And this is not fraud. The Kogi State Government has alleged there are “covert plans by Senator Dino Melaye to cause mayhem and bloodshed in Kogi State.” A statement issued on Monday in Lokoja by the spokesman for the governor, Kingsley Fanwo, stated that the office of the State Security Adviser had uncovered “orchestrated plan to destabilise the state. He said Melaye, senator representing Kogi West Senatorial District, was set to disturb the peace of the state through violence in the name of political campaigns. “According to the highly credible report, the senator is planning to visit the Kupa area in the Lokoja Local Government Area to launch campaign of calumny against the government of Kogi State. The choice of Kupa was informed by the solid support of the APC in the area. “It is expected that the people will resist the use of ‘Dino language’ on the government, which will lead to attack on the defenceless people by the armed thugs which Dino is planning to convey to the place. “The intelligence also revealed that the thugs to be imported from a neighbouring state where a political godfather just lost a House of Reps election, are to wear black T-Shirts with the inscription, ‘DSS’ to create an impression that they are security operatives. The thugs are to be conveyed in a white Hilux vehicle. A notorious thug from Lokoja has also been co-opted into the Satanic plan.” Fanwo said Melaye, like every other candidate, had the right to campaign for votes but urged the senator to honour the “process for peaceful campaigns” by dealing with constituted authorities charged with the responsibility of ensuring peaceful campaigns. “A lawmaker cannot continue to be a law-breaker. We are not stopping anyone from peaceful campaigns but government will not tolerate plans that will threaten the lives of the citizens in the name of politics. Kogi State Government values life more than politics.” Efforts to get Melaye to react to the allegations through phone calls proved abortive. Abuja – The Independent National Electoral Commission (INEC) said a staggering N85 billion had been earmarked for logistics in the 2019 general elections. The election umpire also disclosed that it had reached agreement with two military formations to enlist personnel of the Nigerian Navy and Air Force to enable it access difficult terrains during the polls. Amina Zakari, INEC’s new Head of Health and Welfare, made the disclosure at a discussion which the commission held on Wednesday with transport unions, including NURTW, RTEAN, and NARTO. She said: “We have earmarked N85 billion on logistics for the 2019 general elections. “For a two-day election, which is the least number of days to conduct election, it cost about N10 billion on logistics. You can imagine what will be involved if we have to take the elections in more than one day like the presidential separately, National Assembly, and even the cost of conducting five elections separately. “These costs exclude leasing of boats at the riverine areas, additional gunboats for security, hiring helicopter for other areas affected by insurgency and difficult terrain. “Moving of personnel and materials in those areas is very challenging and these must be done at the same time nationwide. It is worst because about two-third of the country’s territory is covered by difficult terrain. “The window for the deployment of electoral materials is too short, especially as it must be delivered between 5.00am to 8.00am. “You can imagine the enormity of the task, considering the size of the country, difficult terrain, and poor road network where the elections have to be conducted. She added: “Security is of paramount importance and if there is no violence, elections can be done seamlessly The commission has also enlisted the services of the Air Force and the Navy for deployment, especially to these difficult terrains. “Recently, a Logistics Advisory Committee was set up with membership drawn from the commission, security agencies and other partners that will help us achieve a seamless transportation of the materials from the sea or airport to the polling stations. “With over 120,000 polling units, the biggest challenge the commission will encounter is the election day logistics. Our problem will be transportation in terms of movement of electoral materials.” Prof. Okechukwu Ibeanu, who stood in for INEC chairman also revealed that about one million electoral officials, comprising the staff and security agents, would be deployed to various locations for the 2019 elections. In a related development, Abdulsalami Abubakar, former military Head of State and chairman of the National Peace Committee, has said that security would remain a serious challenge. He listed flashpoints in the forthcoming elections to include North-Eastern states and Rivers. Abdulsalami also said that INEC would face challenges from the conduct of the primaries by political parties. “We have identified areas where problems are. So we try to see how we can nip the problems in the bud. “And you must help us also in giving us information where you think we can intervene. It isn’t only the responsibility of INEC but all Nigerians have a role to play. “You also can help us to assess political parties and what they are doing. Arewa Community in Lagos State has expressed its support for the All Progressive Congress (APC) in next year’s elections. It leader, Alhaji Dandama Yabo, disclosed this during a media chat at his office in Ketu, Lagos suburb. He said the community has been supporting APC leaders, including, Asiwaju Bola Ahmed Tinubu, Babatunde Raji Fashola and Akinwunmi Ambode. He noted that the group has embraced the APC governorship candidate, Babajide Sanwo-Olu. Yabo said: “We do not have any other party apart from the APC. The Lagos State chapter of the People’s Democratic Party (PDP) on Saturday said it was sure to defeat the All Progressives Congress (APC) to capture the state in the 2019 elections. The state Organising Secretary of the party, Mr Johnson Agbaje, spoke in Epe during the campaign flag-off of Princess Abiodun Oyefusi, the Lagos East Senatorial candidate of the party. He said the party had been repositioned for greatness and the confidence of residents in the party was growing by the day. Agbaje said that residents were tired of what he called the failures of the APC administration in the state. “The PDP will win in 2019. We are very confident.The people are tired of the APC and their failed promises and they want us to give them hope. “We are the party of the people for the people. We are the party to deliver Lagos and give it to the people. “With the growing confidence in the PDP, we will surely win in 2019,” he said. Agbaje said all the candidates of the PDP for the general elections in the state were people of integrity with the capacity to deliver. He described Oyewusi as a candidate with a very rich pedigree, saying the party trusted in her capacity to give better representation to the Lagos East in the Senate. “We have given the Lagos East a woman with great capacity. A woman who will bring the needed development for the people of this area. “We have given you a woman with proven track records. We need you to support her and vote for her for better representation,” he said. Oyefusi, a daughter of the late Ayangburen of Ikorodu, Oba Salaudeen Oyefusi, said she was contesting the Senate seat to bring development to the Lagos East Senatorial seat.
