You can't tell your brother to quit, without any options, or plan to get a replacement in the next 2months. But you can assist him with some financial support, so he can save his salary for the next three months, and then quit the job safely, then he'll have cushion to look for reasonable jobs with clear cut terms, without the pressure of jumping from frypan to fire.
Supervisory roles are something anybody can do. Does your brother have any craft or technical skills?
To the glory of God, I have over the years stacked up a lot of skills that can give me the confidence to walk out of toxic jobs easily and pursue freelance with more dedication as a self-employed person. My current 9-5pm doesn't pay much, for my skillset, but it's peaceful - management respects me, I do my job diligently and I set boundaries.
The truth is, if you have options, you will be able to make decisions easier when in an unhealthy work environment.

We all did one form of groove or the other while we were still growing up as hormone-ravaged teenagers...
