Who is arguing that you don't have to be a PhD holder before you become a HoD? Read my post again. PhD is just an academic qualification, not a rank. A Lecturer II or Lecturer I can be a HoD when he has a PhD. I know of a Senior Lecturer in OAU, Ile-Ife without a PhD. For a long time, to be the best of my knowledge, he has not grown beyond that for years.
