Wagner is not a foreign military force, it is part of the Russian military apparatus, destroying it would have weakened Russia and might have started a civil war, and it also would have destroyed a part of the regular Russian military, it would have destroyed cities...
The best solution was to stop the mutiny like you stop a family dispute, without bloodshed.
