PAYMENT OF N30,000 GRANTS TO 333,000 ARTISANS UNDER ESP BEGINS *Beneficiaries nationwide to receive one-time grant, with Lagos, Kano, FCT & nine more States in first batch *Enumeration, verification still ongoing for Payroll Support Scheme *Free CAC Business Names’ Registration for 250,000 MSMEs also commences As the implementation of the Economic Sustainability Plan progresses, the payment of N30,000 one-time grant to 330,000 artisans across the country is now in progress. The payments are being made to sets of verified beneficiaries of the Artisan Support Scheme, a track under the MSMEs Survival Fund. In the first stream of payments starting today, beneficiaries are being drawn from the FCT, Lagos, Ondo, Kaduna, Borno, Kano, Bauchi, Anambra, Abia, Rivers, Plateau and Delta States. They form the first batch of applications for the scheme submitted between October 1 and October 10. The MSMEs Survival Fund scheme is a component of the Nigerian Economic Sustainability Plan, NESP, which was developed by an Economic Sustainability Committee established by President Muhammadu Buhari in March 2020. The President asked his deputy, Vice President Yemi Osinbajo, SAN, to head the committee which produced and is overseeing the implementation of the plan. Under the ESP, the Survival Fund is generally designed to among other things, support vulnerable MSMEs in meeting their different obligations and safeguard jobs in the sector. It would be recalled that applications for the Artisans’ Support Scheme under the MSMEs Survival Fund opened on October 1. Meanwhile, the enumeration for the second stream of States under the Artisan Support Scheme has also commenced with enumerators in various States compiling the lists of artisans through their association leaders. All artisans are expected to liaise with their association leaders to document their details. The registration of applicants for Stream 2 began on the 19th October 2020. States under Stream 2 are: Edo, Ogun, Ekiti, Katsina, Kebbi, Kogi, Kwara, Enugu, Ebonyi, Adamawa, Taraba, Bayelsa In the same vein, enumeration and verification of the documents of applicants under the Survival Fund Payroll Support scheme is still ongoing. Dates for the commencement of payment would be announced in due course. The application process for the payroll support scheme, which began on September 21, had ended on the 15th of October 2020. Accepted applications are categorized by industry sectors, including Education and Hospitality, among other sectors. However, there may be an extension for applications for some States that have not met their quota on beneficiaries. The Artisan Support Scheme is to benefit about 9,000 Nigerians per State and FCT. In addition, the formalization support under the MSME Survival Fund will also commence today. This involves free business names’ registration for 250,000 MSMEs nationwide by the Corporate Affairs Commission (CAC). According to the CAC, 6,606 business names in each of the 34 states will be registered for free. In Abuja, there would be 7,906 free registrations, 9,084 in Lagos and 8,406 free business names from Kano. Also, a date for the commencement of the Guaranteed Offtake Scheme under the Survival Fund will be announced soon. This scheme is designed to safeguard existing small businesses and save jobs, while ensuring continued local production by guaranteeing off-take of priority products The Offtake Scheme is a track specifically for MSMEs that are into production of items approved by the Steering Committee of the Survival Fund coordinated under the leadership of the Industry, Trade and Investment Minister of State Ambassador Mariam Katagum. The basic requirements include CAC certificate, valid BVN, SON or NAFDAC certification. The N2.3 Trillion Economic Sustainability Plan consists of fiscal, monetary and sectoral measures to enhance local production, support businesses, retain, create jobs and provide succour to Nigerians, especially the most vulnerable. The core mandate of NPC is to Develop, Empower and provide gainful Employment for the Youth, facilitate Peace, Volunteerism, Community Service, Neighborhood Watch, Nation Building and other related matters. My attention was drawn to the article on Premium Times that cast the PCN in a contemptuous light, but on a second thought, they may be referring to a rival organization, National Unity And Peace Corps led by one Mr. Chinedu Ineji, whose Bill was nipped in the bud by the National Assembly. The Peace Corps of Nigeria (PCN), as the largest youth organization in Africa, has a well-structured network of branches in all the States capital in Nigeria, including the Federal Capital Territory, Abuja with current membership strength of over 157, 000 (comprising of both regular members and volunteers). PCN and its activities, established since 1998 in the ancient City of Kaduna, was accorded Federal Government recognition, under the Federal Ministry of Youth Development since 2004 and it is a member of the National Youth Council of Nigeria. The Corps was in 2012 accorded a Special Consultative Status by the United Nations and assigned desk offices at the UN Headquarters in New York City, USA and regional offices in Geneva, Switzerland and Vienna, Austria. The African Union, in the same vein, accorded PCN a special Consultative Status in 2016 on the occasion of its 18th anniversary. Also, the Federal Ministry of Education granted PCN approval to establish its activities in all the Federal Government Colleges (Unity Schools) in the federation since 2011. It is also affiliated to the National Emergency Management Agency (NEMA) to provide emergency relief and humanitarian services. The Corps and its leadership has received over 70 Awards, Locally and Internationally. Does it mean this Organization bribed its way to have recorded all these achievements and recognition, including bribing its way to the hearts of African Union and United Nations. From the foregoing, I wish to posit that it is most unfortunate that it has become a trade in stock for some individuals or groups, nowadays, to pre-occupy themselves with character assassination and distortion of obvious facts and figures against this noble objective. We recall too that the two Chambers of the National Assembly, as part of the legislative processes, organized Public Hearings in their respective Chambers in respect of NPC Bill. Over 570 Memoranda were received and 300 oral submissions made during the Public Hearings. In all of these, it was only 4 submissions and presentations that were against the passage of the Bill. Public Hearing is one of the most important part of Bill making processes. Does it means Peace Corps bribed its way into the hearts of all individuals and institutions, including Federal Government Ministries/ Agencies, Traditional and Religious Institutions that all advocated for the passage of the Bill? Former Military President, General Ibrahim Babangida once said, "If our Lord Jesus Christ was misrepresented, Prophet Mohammed too misrepresented in Their days of ministrations, then to be misrepresented is to be great." Certainly, NPC is on the part to greatness. The question now begging for answers from every rational mind is that can any youth based Organization has the financial capacity or wherewithal to bribe a single Senator or House of Representatives member, how much more of the entire National Assembly members and its leadership; some of whom where former Governors, Ministers, Business moguls, Retired Generals, e.t.c. After the Passage of the Bill, we do expect deliberate and calculated campaign of calumny by those who want to truncate it being assented to by the Mr President. But certainly we never, in our imagination, expect it to come from Premium Time that we hold in high esteem. Who must have bribed Premium Time to play the role of the devil's advocate? Nevertheless, when a witch cries in the night and a child dies in the morning, certainly the source is well known. It is unfortunate that a notable news outlet like PREMIUM TIMES will lower it's guard to be used by some mischievous element to spread false news about a reputable organisation. Peace Corps of Nigeria has given Nigerian youth a voice and hope. We are peacemen and we shall continue to show our patrotism towards the actualisation of a peaceful Nigeria. There is no question that a free, honest and unbiased press is a great asset to any free and fair society. A press characterized by integrity demands answers to hard questions from everyone, regardless of political affiliation. When the press chooses sides, it enables those on the selected side to ignore rules and conduct themselves as they please, having no one to whom they must answer. Of course, this assumes that the populace is largely asleep at the wheel and not demanding objectivity in the press. Unfortunately, the “PREMIUM TIMES MEDIA" have conformed to this latter description, but I see signs of the people beginning to recognize the risks to both political and economic freedom imposed by the continuation of a journey down that pathway. The press no longer enjoys the almost unanimous trust it could once take for granted. What has caused so much of the press to become biased and agenda-driven, and why has the partiality become so blatant? It is encouraging that many people are seeing the light and ignoring the intellectually bankrupt assertions of these agents of resentment. It is not uniformly unfair with nefarious agendas, but a significant portion is. One of the best ways to determine which news organization is objective and which has an agenda is to keep a scorecard that lists both electronic and print media. When evaluating a story, check off whether it is concentrating on factual reporting or demonization. If there is controversy, determine if both points of view are considered. If major stories barely mentioned, that should raise suspicions about objectivity. Objective journalistic integrity can play a tremendous role in healing an ailing nation. The issues we face as a nation deserve the attention of rational, mature and objective individuals who have the courage to seek the truth, wherever it leads. Police job: Most applicants have failed —Arase •Processing of applications begins in June Inspector General of Police (IGP), Mr Solomon Arase, has disclosed that most of the over 843, 000 applications received from candidates seeking employment as police recruits will not get the job as they have failed the age limit for applicants. The Police Service Commission (PSC) stipulates 28 years bar in the forms it asked applicants interested in 10, 000 available police jobs to fill in. As of last week Monday, 843, 008 applications had been submitted to PSC and police websites by applicants. Speaking with journalists in Abuja against the backdrop of his first year as IGP, Arase, who is retiring soon, revealed that most of the applicants were between 30 and 34 years of age, adding that such applicants were too old. He also disclosed that the events that would culminate in the recruitment of successful candidates would begin next month. “The final process is going to be next month because all those that are uploading details are about 30, 34 (years). All those ones are too old. We won’t select them. “So, all those 700, 000 or 800, 000 (applications) you are seeing, a lot of them will be knocked out when the system meets them because when you don’t meet the age criterion, you are sorted out (applications are thrown out). “When your academic qualification doesn’t meet up, you are sorted out (applications are thrown out). “There will be examination, but it will come out from the various states and once we know the numbers, we point them state by state and all government people will do their own. “The state will do theirs and it will come from the bottom to the top. I never knew Nigerians would like the police like this,” he said. The IGP remarked further that training of successful candidates would be decentralised to the six geo-political zones where he said good-enough facilities would are available. The Police Service Commission (PSC) said it received 843,008 applications as of 1.00p.m May 2 from applicants seeking enlistment into the Nigeria Police Force. This is contained in an update issued by Mr Ikechukwu Ani, Head, Press and Public Relations of the commission in Abuja last Monday. He said that 243,327 applications were received for Assistant Superintendent of Police (ASP) cadre. Ani added that 197,990 and 401,691 applied for the Inspector and Police Constable (PC) cadres respectively. The commission recently said in a statement that it would recruit 500 Cadet ASP, 500 Cadet Inspectors, 1,500 Specialist Officers and 7, 500 Constables in the recruitment of 10,000 policemen. President Muhammadu Buhari approved the recruitment of 10,000 policemen into the nation’s Police Force to reinforce the police for better service.
