A total of N8.7 billion was budgeted for Nigeria Air, the national carrier, in the proposed 2019 budget.

This is despite the indefinite suspension placed on the project by the federal government.

The logo of the airline had been unveiled in July 2018 by Hadi Sirika, minister of state for aviation, at the Farnborough International Airshow in London only to be suspended indefinitely in September.

According to TheCable, checks showed that N8 billion was allocated to working capital for the national carrier. This was a new addition to the budget of the ministry of transportation.

Another N500 million was allocated to the appointment of transaction advisers and N200 million allocated to consultancy for the establishment of the national carrier.

Both projects are continued from the 2018 budget.
Speaking on the reason for the indefinite suspension of the project, Lai Mohammed, minister of information and culture, had said it was suspended due to investor apathy.

“If the understanding of government at the beginning was that the project might be self-financing or the project would be financed by investors and you think that such a project can no longer be sponsored by investors, either because they are not forthcoming or such venture can no longer be viable, the government is at the discretion to take a decision,” he said in September.

“The position of government in business is to provide the enabling environment and it is not to become the sole source of finance or funding and in addition, there is much more than funding in trying to get our national carrier.

“So, the federal government thinks this thing should be stepped down now until we get a better funding structure.”

The Senior Special Assistant to the President on Media and Publicity , Garba Shehu , has explained how the $ 322 m recovered from late Gen. Sani Abacha ’ s family is being utilised by the Muhammadu Buhari administration .

Shehu , in a statement obtained by the
News Agency of Nigeria in Abuja on Wednesday , said the money was used to make the Conditional Cash Transfer of a monthly amount of N5 , 000 to more than 300 , 000 poor homes across the nation under the Social Investment Programme introduced by the Federal Government.

He added that the spending was in line with the Memorandum of Understanding signed between the governments of Nigeria and Switzerland as a condition for releasing the funds .

According to Shehu , as part of the MoU , the World Bank is monitoring the application of the funds , noting that the Bank has also given an additional facility to support the on -going cash transfers.

The Coalition of Niger Delta Agitators has released a statement accusing some politicians of stockpiling arms and ammunitions in the Niger delta region ahead of the 2019 general elections.

The militants said the move was aimed at creating mayhem in Niger Delta states , particularly in Rivers, Bayelsa and Akwa Ibom .

A statement by leaders of the coalition claimed that within the last four weeks over 48 , 000 AK- 47 rifles and ammunition had been moved to different parts of the region .

Among the signatories of the statement issued via electronic mail on Thursday are John Duku of Niger Delta Watchdogs and Convener of the Coalition of Niger Delta Agitators; Jomo Gbomo ( Movement for the Emancipation of Niger Delta ) , Mudoch Agbinibo (Niger Delta Avengers ), Ekpo Ekpo (Niger Delta Volunteers ) , Simple Benjamin (Bakassi Strike Force ) and Osarolor Nedam ( Niger Delta Warriors ) .

Others are Henry Okon Etete ( Niger Delta Peoples Fighters) , Asukwo Henshaw ( Bakassi Freedom Fighters) , Ibinabo Horsfall ( Niger Delta Movement for Justice ) and Duke Emmanson ( Niger Delta Fighters Network ) .

The statement read , “ The Coalition of Niger Delta Agitators wishes to use this medium to draw the attention of the general public and the International Community to the mass movement of sophisticated arms and ammunition to the South- South zone of the country.

“ This is for the sole purpose of distributing same to already recruited thugs / youths . Within the last one month , over 48 , 000 AK- 47 rifles, pump action shotguns , pistols, ammunition and other weapons have been moved to different locations in the Niger Delta region.

“ There is the proliferation of dangerous weapons in the Niger Delta region brought in by politicians to cause mayhem in Rivers and Akwa Ibom states . ”

The groups explained that one of their ‘ Generals’ had been contacted by a top official of a political party to “ supply boys ” that would be co - opted into the 3 , 500 thugs to be used for election violence in Niger Delta.

They disclosed that the sum of N100 , 000 had been earmarked for each thug while the ‘ Generals’ would get N1 m each on election day.

“ Already, one of our Generals has been contacted by a top official of a political party to supply about 150 of his boys who will be part of the 3 , 500 thugs they want to use in each state of the Niger Delta region for their nefarious activities during the forthcoming elections .

“ The negotiators have agreed on the payment of N100 , 000 per thug on election day , while the leaders ( Generals) will earn N1 m each.

“ They have also procured fake military and police uniforms , which these thugs will wear . They are all out to foment trouble in the area , particularly in Rivers, Bayelsa and Akwa Ibom states . ”

The coalition expressed concern that innocent people could be affected by the presence of arms and ammunition in wrong hands during the 2019 elections in Niger Delta .

Over the years members of the National Youth Service Corps (NYSC) have always received a monthly allowance of N19,800 during the course of their service year. Some have complained it is too small for a graduate but the government is yet to do something about it.

A young man identified as Abu Bakr Bilyamin (@Serddieq) has just taken to his Twitter handle to reveal how NYSC sent him extra N179,000 while transferring his monthly allowance.

The young man was to receive N19,800 but received N198,800 instead. He shared a screenshot of transaction on Twitter with the caption: “ Dear @nysc_ng, I am a Corps Member serving in Borno State, 18BII. Today, 22/12/2018, I was credited with N198,800 as allowance instead of N19,800. ”

The tweet received mixed reactions from Twitter users before it was deleted. Some blamed him for sharing the tweet which others lauded his courage for pointing out the mistake to the government.

An Abuja high court in Maitama has declared a former minister of information, Prof Jerry Gana, the winner of the presidential primary election of the Social Democratic Party (SDP) conducted on October 6.

The party had declared a former governor of Cross River, Donald Duke, the winner of the election and its flag bearer for the 2019 general elections. The party said that Duke polled 812 votes while Gana had 611.

However, Gana went to court seeking that it would declare him the winner in line with the zoning and rotation formula of the party’s constitution.

In his judgement, Justice Hussein Baba-Yusuf held that the regulations contained in the party’s constitution were binding on every member and must be obeyed.

He held that the zoning and rotation formula as contained in the party’s constitution stipulated that both the chairman of the party and the flag bearer should not come from the same zone.
“In this instance, the party’s Chairman, Chief Olu Falae, is from the South and Duke is from the South too; the law is clear; there is nothing to write in-between.

“The law has crystallised that political parties should abide by the regulations which they have made by themselves.

“The claimant laid sufficient evidence to have the judgment in his favour; it is a clear violation of the party’s constitution; the court cannot wave right over illegality, ” he held.

The judge, therefore, declared Gana the winner of SDP presidential primary election conducted on October 6.

He also declared Duke’s 812 votes null and void, and ordered SDP to forward Gana’s name to the Independent National Electoral Commission (INEC) as the party’s flag bearer for the 2019 presidential election.

In addition, he ordered that Duke should stop parading himself as the party’s flag bearer for the elections.

Gana had joined SDP, its National Chairman, Chief Olu Falae; National Secretary, Alhaji Shehu Musa Gabam; Chairman, SDP Presidential Screening Panel/ Deputy National Chairman, South, Prof. Tunde Adeniran; Duke and INEC as defendants in the suit.

Gana sought a declaration that Duke was not eligible to stand as a candidate in the party’s presidential primaries held on Oct. 6, in Abuja.

He also sought a declaration of the court that he ought to have been declared the winner of the SDP presidential primary election, having polled the highest valid votes in the said election.
The former minister wanted an order of the court declaring him the validly elected flag bearer of the party for the 2019 General Elections.

Gana also sought a perpetual injunction restraining Duke from parading himself as the SDP presidential candidate for the elections, among other reliefs.

He had argued that under Article 15(3) of the SDP Constitution, the office of the national chairman of the party and the presidential candidacy shall rotate between the northern and southern parts of the country.

A Facebook user, Sen Auwal Mashall has taken to the platform to share a story of a 19-year-old girl, Hammamatu Babangida Suleiman who demonstrated an uncommon act of bravery to save her father from assassins but was killed five years ago in Plateau state.

In honour of the late University of Jos (UNIJOS) student, Mashall penned down an emotional tribute on Facebook. He described her as a classical, intelligent, determined and ambitious girl whose life was cut short.

He added that she was studying to become a medical doctor before her untimely death. He added that after the assassins got access into Suleiman’s house, they went straight into her room and asked her to lead them to her father’s room.

The deceased did as she was told but on getting there she said some things to her dad while at the door that made the assassins shoot her on the face. She was rushed to the hospital but gave up the next day.

His post reads: “ A DAY OF MOURNING 5 years Without Ummi. Hammamatu Babangida Suleiman (a.k.a Ummy) was a classical girl you would describe as a life cut short. She was a 19yrs old Remedial student with the University of Jos.

A very intelligent, determined, purposeful and ambiguous younger girl who has a lots of dreams and hopes for a better tomorrow. She is aspiring to study Medicine, with the hope of becoming a Medical Doctor someday.

All these wonderful vision was cut short yesterday around 8:30pm when some armed assassins stormed her father’s house with the soul mission to put an end to his life. The security man who wasn’t as armed as these men, was the first victim of their attack. They gunned him down, where he was reported died at the spot.

They gained access to Hammaamatu’s room and at the point, ask her to lead them to her father’s room. Hammamaatu stood by her father’s door and called to him. When he answered, she did something which arguably could be translated to mean an act of bravery with a view to protect her father.

She screamed in Hausa language, and I quote “Baba karka bude kofar, wasu mutane zasu kashe ka” It was at this point that the ruthless men, who have lost their moral compass and sold their souls to Shaythan, with no iota of compassion, and human sympathy, shot Ummy apparently on the face.

They momentarily left the compound and disappeared into the blanket of darkness. Ummy was laying unconscious, and sympathizers were attracted to the compound by the noise and scream emanating from the house. She was coincidentally alive despite the the close range shot.

Doctors (Surgeons and anesthesiologist) did everything humanly possible to save her life, but Ummy passed on today around 2pm in JUTH. I couldn’t hold my tears especially when an eye witness narrated to me how the father, who lost her mother two years ago and was looking up to Ummy as his source of joy and comfort because of her love and passion for academic pursuits.

Can we please save a minute out of our busy schedule to please pray for the little angel whose live snatched and ambitions cut short by these Godless beings. May Jannatul Firdaus be her final abode. And may The Almighty Allah comfort and console the father of this little girl. I am still in tears wallahi….!

The Economic and Financial Crimes Commission(EFCC) has filed 59 charges against a former Senior Special Assistant to the President on Public Affairs , Dr . Doyin Okupe following his inability to return N120 m allegedly received from the Office of the National Security Adviser.

It was learnt that Okupe will be arraigned before Justice Ijeoma Ojukwu of the Federal High Court , Maitama.

The charges border on money laundering and criminal diversion of public funds and receiving about N120 m when he “ ought to have known that the said fund formed part of the proceeds of an unlawful activity of Col . Mohammed Sambo Dasuki ( retd . ) the then National Security Adviser, and thereby committed an offence contrary to Section 18 ( a ) of the Money Laundering ( Prohibition ) Act , 2011 (As amended in 2012 ) and punishable under section 15 (3 ) of the same Act. ”

Okupe , who served under former President Goodluck Jonathan from 2012 to 2015 , admitted on social media that he received N10 m monthly from a former National Security Adviser, Col . Sambo Dasuki ( retd . ) based on the instruction of Jonathan .

According to Okupe , the money was meant for a programme on NTA known as ‘ Insight ’ which showcased the achievements of Jonathan .
In his statement , Okupe said , “The initial N50 m was approved by the President to be paid to me from his security vote . N 10 m was to furnish my rented living apartment and another N10 m for my office . The balance N30 m was approved as take -off grant.

“ The N 10 m I received from the ONSA monthly was to run my office , pay salaries of staff , including overheads , pay expenses for our numerous press conferences , pay for publications in newspapers , magazines , local and foreign , television programmes , bulletins , and media consultants who assist and facilitate our work. I had about 23 staffers , 11 were graduates out of which five were master ’ s degree holders .

“ The second N50 m was approved again by Mr . President when I reported to him that the monthly allowance had been cut from N 10 m to N5 m and that I was no longer in position to keep running a one – hour NTA network programme called ‘ Insight ’ which was aired 9 – 10 am every Friday.

“ We paid NTA about N 1 . 2 m monthly for airtime . Two presenters were paid N600 , 000 monthly . The lead presenter on Insight earned N400 , 000 and the second presenter earned N200 , 000 . Total N600 , 000 . ”

“ We paid for tapes and editing per programme. Besides we also pay honorarium for guests either directly or in form of hotel bills for those outside Abuja , or transportation .

“ This cost averagely N 500 , 000 weekly or about N2 m monthly . All in all, we spend about N4 m monthly on the programme. Mr . President promised to help with the expenses. About a few months later when we had incurred some debts the NSA sent me this N50 m which was to cover the cost of the programme for 12 months. ”
However , Mr . Sola Atere , who was the Executive Director (News ) of the NTA , denied that the station received any money from Okupe .

According to him , the programme was done free of charge as part of the station ’ s Corporate Social Responsibility.
Atere said initially, the programme , ‘ Insight ’ was anchored by external persons but later on NTA presenters took over .

He told the EFCC , “ Two external persons anchored the programme at the inception but midway , they were not forthcoming . So , NTA presenters were detailed to anchor it. No money was charged for production and transmission of the programme . ”

Nobel laureate and renowned writer, Professor Wole Soyinka has raised an alarm over the issue of stolen identity, noting that he has been a victim of recent.

The alarm from the Nobel Laureate came barely a week after President Muhammadu Buhari cleared the dust surrounding his identity when he was addressing Nigerians in Poland.

It was gathered that Soyinka, addressing a cross section of audience at Freedom Park in an event marking the 70th anniversary of human rights and worldwide reading for press freedom in memory of Jamal Khashoggi, stressed on the need to take the issue of stolen identity with seriousness.

He said: “Recently, we have a situation in Nigeria and that is the issue of cloning President Muhammadu Buhari. We have people who have taken that issue seriously. These were people that one can never believe to accept such considering their level of intelligence.

“When Buhari went to Poland, I said what a coincidence because I hope while he was there, he will be able to sort-out his identity and there will be a report on the return of his identity.
“Poland appears to be the centre for Nigerians settlers with stolen identity.”

Soyinka said upon discovery that his identity was being used in Poland, he visited the country and demanded that the page using his identity on Facebook be pulled down.
He said: “But he (operator of the business) refused, claiming that he has authority to do that. In my name, this fellow sells and buys things which I don’t even use.”

Speaking on press freedom, the Nobel Laureate noted that the right has been abused with the emergence of social media. He, however, said that the freedom to press and expression should not be taken with levity and should be guaranteed.

He said: “If we must fight for freedom of expression, we must fight for the correct attribution of expression.

“If the doctrine of freedom of expression was to be reversed, there will be certainly a number of issues to be addressed because expression on social media has taken a quantum leave in the last few years that cannot be imagined.”
