Not Lagos again. Two refineries are already coming in Lagos and the construction has gotten well past half way. The include Dangote's 650,000bpd and 0ando's 350,000bpd.
They can move it to delta or Rivers state but not lagos.

i don't do low budget films. they are for low lifers. If you are referring to those 5 for 50naira cd films, i don't waste my time on them. Talk of cinema films, high grade and cerebral films, i do that without batting an eyelid.
