Cesar Flores, 48, was shot three times by a player moments after giving him his marching orders and the killer is still on the loose and the subject of a police hunt

A referee has been murdered in Argentina by a young player for showing him the red card.

The incident happened in Cordoba, as a player huh shot the referee just minutes after being dismissed for hitting another player.

Another player, Walter Zarate, was also hit by a bullet and was taken to hospital, though he is not in critical condition.

The referee, Cesar Flores, 48, was killed after being shot three times - once in the head, neck and chest, according to police.

The killer is still on the run and the subject of a police hunt.

On The Non-Payment of Osun State Workers for 5 Months...By Bayo Adeyinka

I read with consternation about the demonstration of civil servants in Osun State on the non-payments of their salaries for the past 5 months. I also read with shock and amazement how some of my friends laboured to defend this act by claiming it was not only Osun State that owed salaries and that non-payment was due to massive corruption by Jonathan. I also read on my friends Omowaiye Oluremi's timeline that Osun owes only 3 months and not 5 months. He went further to provide clarification that 80% of workers were paid their November 2014 salaries three weeks ago. His own opinion is that things will change when GMB takes over. My comment on his wall was that someone should be covering his face for writing that.
Now here's my take on this issue:

1. Any government, be it PDP or APC that owes 3 months salaries or more is callous, wicked and ungodly. It doesn't matter whether they shout change or transformation. Not especially when the Governor chatters private aircrafts for local trips.
2. The labourer is worthy of their wages. Civil servants or public workers have a right to their pay as and when due. No politician does anyone any extra good by paying salaries. Paying salaries is NOT an achievement.
3. Dwindling oil receipts is what is accountable for the reduction in allocation. So the question is: for how long will states depend on allocation to pay salaries and meet other commitments? Shouldn't each state focus on raising their revenue profiles?
4. The fundamental problem with Nigeria is our structure. It goes beyond who is ruling Nigeria. We must revisit our structure as it is. Why should states depend on allocation to do anything?
5. Are some states viable at all?

In my opinion, Osun State has no excuse at all. For a Governor who allegedly goes around on chattered flights, no excuse makes any sense at all. Has he considered cutting down the cost of governance- his numerous aides and Special Assistants? Of what essence is the elephantine airport project he's building in Osun?

I have outlined on a thread how I believe Osun State's revenue profile can be raised. Osun State has a cocoa belt. I know at least 2 confectionery makers who can have factories in Osun State and contribute to the development. All they need is tax rebate and land. What is Osun doing with Asejire River? How come I've not heard of a single IPP project in Osun? Or maybe I missed it? That's one of the few states where the impact of IPP can be easily felt due to the congruity of the communities. Ife/Modakeke/Gbongan has the best palm wine in Nigeria. What of having a bottled palm wine factory that will sell locally and later also embark on export? With the agrarian nature of Osun State, it can be the food basket of the South West. How is agriculture being developed? What of tourism? Apart from declaring Isese Day as a public holiday, Osun State can be a tourist haven- Nike Art Gallery, Twins Seven Seven, Opa Oranmiyan, Osun Osogbo and other ancient landmarks. What about having an arts and theatre village- Oyin Adejobi, Duro Ladipo, Ajoke Asewo To Re Mecca, Yemi Elebuibon, Baba Wande and a horde of other practitioners are from Osun State. The arts can be developed and made a big deal.

Let's talk about other mineral resources. In Osun State, almost all the local governments has more than one mineral resource that can be obtained from them. There is gold in Igila, Itagunodi, Oluwu Village, Iperindo, Iregun, Okulu Omo, Ashafe, Eyinta, Igangan, Okepo, Ipole Ajoku and Aiyetoro all in Atakumosa East and West. Gold is also in Ife East, Central and Obokun. Tourmaline is present in Irewole. Tourmaline is used in jewellery and in certain electrical materials, especially pressure instruments. It's also used in making hair care products apart from other trado-medical uses. Aquamarine is in Aiyedaade. Columbite is in Atakumosa West and Ife East. Columbite ore is used as an alloy of steel to form weldable high speed steel for radio transmitting valves, heat sensitive detective devices called barometer, for jet engines and other aircraft components. Cassiterite is present in Ife Central, Atakumosa East and West. Cassiterite is a derivative of tin ore necessarily used in circuitry and its use has, ironically, enabled devices to become more eco friendly.

Talc is found in Ifelodun, Atakumosa East and Irewole. Talc is used as extender in paints, insecticide carrier, rice polishing powder and wall tiles. Kaolin is found in Ifedayo, Ife Central, Ilesha, Iperinde and Iwaraja. Kaolin is used as filters in paper paints, adhesives, plastics, drug preparation ceramics, etc. Feldspar is in Ede and Irokun. Feldspar is used in paints,glass, tiles and scouring powder. Mica is found in Ifedayo, Irewole and Aiyedaade. Mica is a mineral that is commonly used in the electrical industry, to produce shingles and other building materials, and to prepare samples for microscopy.

I once made contacts with some close aides to Rauf Aregbesola about an Iranian car maker who was willing to establish an auto assembly plant in Nigeria. My preference was Osun State because that is my State and I felt Lagos has had enough. All he needed was government commitment to buy a paltry 100 cars and he will bring $1b to establish the plant. I kept on reaching to the close aides of Rauf to give them the link and I was ready to buy my own ticket to go and meet this Iran auto maker in Dubai to no avail. The selling price of a brand new car made by this car maker is N1m. The vehicle which looks like a pick up truck comes with a Peugeot engine. Maybe they will get back to me tomorrow.

There is a general absence of critical thinking among our leaders. The major problem we have is our inability to see beyond oil. My sincere prayer is that that oil that we all so depend on WILL RUN DRY TOMORROW. Maybe we will be able to think, then. Just maybe!

President Buhari must have entered into the GUINNESS BOOK OF RECORDS for taking five months to assemble a cabinet of less than fifty people and about thirty Special Advisers, noise makers as he called them.

The reason given would have been acceptable if he was going to bring the people from another country or planet. Given they were all going to be Nigerians, the excuse that Buhari wanted to avoid mistakes was unacceptable then; and it is becoming more so now.

To be candid, if what we have seen so far is an indication of what to expect in the three years and three months left, then he waited too long to appoint them.

He had made one glaring error. Some of these fellows don’t understand figures; they know next to nothing about the budget process and so they talk a lot of rubbish. It is alarming to imagine that these are the individuals appointed to high office in this country and for whom we had to wait for ever.
First, the Chairman of the Economic and Financial Crimes Commission, EFCC, went before a National Assembly Committee looking into the Commission’s 2016 budget. Like most other officials appearing before the NASS, Mr Magu lamented that the EFCC is not adequately funded. Few people will dispute that. And part of the reason for his lamentation might be related to the fact that the EFCC has finally discovered that it was established to serve Nigerians by catching high-profile crooks.

Suddenly, the EFCC has an avalanche of cases on its hands and insufficient manpower to handle the flood of cases.
But, the EFCC was in the wrong place to be requesting for budgetary increase commensurate with the work at hand. For instance, it will need to hire more lawyers to prosecute the over 2,000 cases that will result from Dasukigate alone. Mr Magu spoilt his presentation when he announced that the EFCC asked for N500,000 million naira for its operations.

Are we supposed to believe that Mr Magu does not know that he is asking for N500 billion out of a budget of N6 trillion or 8.25% of the budget? However, Magu is not the only person asking the NASS to hand over N500 billion in a hurry. Mr LaoluAkande, Senior Special Assistant to Vice-President Osinbajo is also asking for the same amount. In a report written by Augustine Ehikioya, in the NATION,

February 8, 2015, page 8, and titled ´Why Fed Govt’ll spend N500b on social welfare in 2016, by Presidency´, Mr Akande started to justify the N500b allocated to social welfare in the 2016 budget by making reference to some unnamed economic historians who acclaimed that the half-trillion is unprecedented, and it is the greatest service ever done to the people by the Federal Government”.

Like most purveyors of half-truths, Mr Akande failed to mention one Nigerian economic historian. To be sure, there are economists; and, there are historians in Nigeria. But, economic historian? None. That is only one tenth of the fault with Akande’s submission however.
He proceeded to list five programmes on which the N500b will be spent if delivered right now. They are: N5,000 Conditional Cash Transfer (CCT) for one million people; 500,000 jobs for unemployed graduates (no salary attached); 375,000 people to pay under the Youth Employment Plan (no amount attached); N60,000 Micro Credit Scheme for one million people and Education plan for 100,000 students of Science, Technology, Engineering & Mathematics where government will pay tuition (again no amount stated).
Mr Akande has spent a good part of his working life assisting politicians and political office holders. It is doubtful if he ever had to prepare a budget and defend it before a serious Board of Directors. Otherwise he would have known that without knowing how much each unemployed graduate, youth for training and student’s tuition will cost, it is impossible to determine whether N500 billion will be sufficient or excessive.

Again, like most people blissfully ignorant of economics and finance, he left out the administrative costs. Can money be transferred to one million people in the city of Lagos alone without costs? Yet, the one million will reside in all corners of Nigeria – including Sambisa Forest.
After admitting that similar efforts, on a smaller scale have failed in the last, Akande glibly assures Nigerians that this government will avoid such pitfalls. In other words, Just Trust Us. That is not the worst part of the entire exercise. The clincher to all those hilarious trope of words lies in the fact that that the Federal Government has not even finished the implementation plan for any of these programmes for which it is asking for N500b. In short, Akande is asking the NASS to approve N500b and wait for the details later.
If the Managing Director of a well-organised company asks his board to approve N500,000 for a project, promising to provide details later, he would be asked to take a rest in a hospital. Budgeting is not done that way.
The one that should really frighten Nigerians about the calibre of people Buhari appointed is the Attorney General of the Federation, AGF, Mr Abubakar Malami, SAN. It is a pity they don’t make Senior Advocates of Nigeria from the brightest and the best anymore.

On Tuesday, February 2, 2016, the Minister of Justice for Nigeria made a press release stating that the EFCC (which he supervises) has recovered $2 trillion in twelve years – from 2003 t0 2015. That amount, $2trn is N400trn at official rates and N600trn at black market rates. For readers to understand the level of absurdity involved in this, we need to draw the attention of people to President Obama’s final budget which is $4trn.
Now, is the AGF of Nigeria saying that the EFCC had stored away half of the annual budget of the United States and Nigerians don’t know it? Are we going cap in hand to beg China for $2bn loan and the African Development Bank for $1bn when we have $2trn sitting in a vault in Tunde Idiagbon House?
President Buhari should either call Adeosun back from China and AfDB or ask his AGF to ‘take a rest’. At a time like this, the last thing we need is an AGF who cannot master primary school arithmetic. $2trn indeed!

This article does not make sense. In the throes of Jonathan's regime, we were in a recession. Did we ever come out of that recession? NO.
if proactive measures were utilized, we wouldn't have been this deep in the mess i.e. setting up a cabinet and economic team (for me even before inauguration) and working on a holistic budget at least from August/September 2015 seeing that apart from salaries, Buhari didn't do a single thing with the budget he inherited. He single handedly plunged this country into the chaos we're facing right now
