Nigeria & Recession – Why & When It is more than 2years that we know recession is coming but its just a month that we have heard entered and read about recession , slowing economy, reduction in industrial output , high inflation , negative agricultural growth , voluntary cut in production , lay-offs , reduction in wages , shutting down of companies etc . President Buhari and other ministers kept assuring that we are a decoupled economy with very ‘strong fundamentals’, and that Nigeria will not be affected so much, Just a couple of months, bear with us was the anthem. Personally, I am compelled to be optimistic, as I can’t afford to see my colleagues losing jobs, factories shutting down, people dying of hunger. Alas its just funny that a country with millions of citizen is fighting a blame game at this time. Government will finally put it on global crises. But Nigeria was supposed to be a self reliant economy? Right? So are we saying we are beggars to the world and when the world goes belly up we will be reduced to what we are? Shame on the politicians who are liars of the highest order and distorting facts There are five big questions that need answers from all of us and not just the government whom we have voted to power. These questions are related to the so called recession 1. Why it happened 2. Who failed us or who let us down 3. Where are we today 4. What is the solution 5. What we can do to prevent the same Why it happened? Looters ruled Nigeria for years politicians became rich , corporate houses became richer and the masses in Nigeria remained poor. When it came to voting, it was easy to ‘Influence’ and ‘Buy’ votes by offering ‘cash’ and ‘food and clothings’. Many falls for this and they are the people who count when it comes to voting, and not people like you and me who read and debate extensively on promises made. In Nigeria we measure our economic strength in the foreign exchange reserves. These foreign investors also got into the stock market. Over the years, we got a very high. WOW! At this point, Dangote became the richest man in the Africa, Many Millionaire were Made in Nigeria (just for a few Months!!). Just a few Nigerians who left the Nigerian shores for abroad and made it big or maybe some of this looting politicians. The type of politicians ‘who promises to protect rich from the poor and poor from the rich on the pretext of extracting money from the rich and votes from both’ as I fondly call them Who failed us? Government did not fail alone. Media, in my belief, which is the teacher of modern society failed by selling its ethics and focusing on yellow journalism. Most of the top journalists are known to enjoy privileges and selling their conscience to others and write what their ‘Actual employers’ pay. Judiciary: I read a judge having said that, they should not equate to politicians & judges should not be asked to disclose their assets. SHAME ON YOU MR. Judge. Hopeless is a charitable word to describe judiciary in Nigeria . All the pillars of democracy have failed as judiciary is corrupt to an extent of over 90 %. Can you imagine the rot when a president claims the Judiciary is corrupt? What worse can you imagine? If the president can be a victim of this inefficient judiciary what can a common man expect? If the judges have any shame they must quit en masse! You are a bunch of corrupt and inefficient people on the tax payer’s money and you don’t want to disclose your assets? Why the hell you want to keep them secret? Tell me a reasonable cause. Could you not try cases related to political corruption on priority things would have been different. But these greedy judges are not worth trusting for any worthwhile things. They just keep passing judgments that gives them publicity. No one trusts the government; everyone fears the judiciary and Law enforcement agencies. In all, the system has failed to deliver. I am not commenting the education and healthcare system as they don’t exists in the country. In all, I believe that our education system & more importantly teachers, media and judiciary have failed and delivered a fatal blow to our democracy Teachers should be blamed for not being able to inculcate values amongst the students Where are we? A country is as strong as its citizens. When more than 80 % of the people are struggling to earn a two meals a day even after 56 years of Independence, have we gone the right way? We are today in midst of two serious crises. One is the economic crises and the other is political crises. Successive Nigerian government did not focus on developing the agriculture, infrastructure, SME, Retail & research based education. This had created a ‘Big economic divide’. Our politicians did not realise that the capacity building that could have resulted on building these sectors could have catapulted Nigeria into a different growth trajectory in the last two decades. Most important : Every one , right from the finance minister says that the worst is yet to come but they don’t tell what is the worst and when it will come and what is the solution ? It is like an astrologer telling you that you will die. Everyone dies one day , so what big a deal to tell that ? One should be able to tell when and how will you die . I believe that , We are actually nearing the mid of recession cycle, and we will come of it in another year and a half. Political crises: Integrity must flow in politics. Also, every Nigerian citizen has failed by not being active in politics and just making politics a tea table and road side discussion item. It is such a serious issue and has been treated casually by the Nigerian populace. What is the solution? Complex problems have simple solutions d political crises have an Economic solution. First thing that needs to be done is to cut interest and lending rates in one shot and not in installments. I have been telling our President since last year in my aricles that we don’t need ‘Baby steps’ economic committee, we need firm and drastic measures Secondly, we must announce massive investments in infrastructure, Education & Research and IT. Agriculture should be given a big push with incentives for organic farming & cash crops. even if one works for a day in a field, he is a farmer!! Which inflates the number of farmers in the country? Five sectors can relieve Nigeria of its miseries; Infrastructure, Agriculture, Education, Retail & IT. Fortunately, we are at a nascent stage in every major sector . Be it agriculture , SME, Retail , IT , Automobiles, industrial growth , urbanization etc . In the US , the problems are of plenty , saturation & wastage . We are just at the reverse . Whilst US might find it difficult to protect and grow , we can log on to a massive growth with the right initiatives . Infact, Nigeria and US are at the two extreme ends of the growth cycle. All sectors in Nigeria have a potential for phenomenal growth. The Nigerian have to be made earning class and a spending class, and this one thing will take Nigeriato a 15 % growth for the next twelve years . We have a long way to go . Right governance can help us . Where will money come from? What do you do when your family gets into financial problems? You sell a part of your assets for temporary relief and buy them back or buy better things in the good times or when the financial condition improves and when government dilute the equity and follow a moderate privatization drive to raise money to invest in the five sectors mentioned above. This is the way Nigeria can come out of the recession faster and build an economy with 10-15 % GDP growth every year or more. Nigeria’s parallel economy is much bigger than the economy of taxes . This money needs to be brought back and invested . I am not at all mentioning the money hoarded in Swiss banks and other havens. All this can solve Nigeria’s problems today evening. This is a must , if we want to build an economy based on solid Economic and social foundation. Lay-offs are one part of the problem what about the fresher’s who are struggling for jobs. We need to create more job opportunities. Defence spending should be cut and the same be invested in infrastructure. The defence strategy should be re-looked and reworked All tenders for house-keeping, parking stands, vendors in public places and railways etc should be reserved for both educated and uneducated youth but on financial background. We must have guidelines where we build economy on 50 % services, 60 % manufacturing and 10 % on global trade. We must never exceed exports more than 15% of our GDP. Need driven services never go slow or out of business? Nigerian economy must be ‘inward looking’ and should be build on essential services and these should not be imported. All the national demand should be met by domestic producers. Need driven sectors like agriculture, Healthcare ,textiles , processed food , Education , Oil and natural gas should be country centric and needs more thrust for explosive growth. Finally, every Nigerian needs to spend 10 minutes a day for politics and community work, An hour a week. Go start a neighborhood-nation building programme to ensure good governance. There are three sources of growth for an economy, increase in capital, and increase in labour force, and improvement in productivity. We will have to address all three. There is a difference in Economic growth and economic development. Economic growth is purely GDP but economic development is a broader concept that includes not just GDP but also indicators like social justice , income distribution, political freedom, pollution , Equality of income. GDP captures average national income , but do not reflect how that income is spent.. Even increase in aids and cancer incidences in the country will add to the GDP expenditure on health services , Also, calamity will lead to the increase in GDP due to increase in reconstruction activities. Moreover, GDP growth rate is inadequate measure of growth as it is calculated largely on the basis of rate of growth of income of the upper 30-40 % of the population who receive disproportionately large share of income. It calculates only money transactions and leaves many important activities and social measures and conditions like adult literacy rate, life expectancy. We must change our economic measurement methods from Economic growth to economic development Nigeria needs to re-look into the growth measurement model. We have a solution for economic crises. President Muhammadu Buhari says his administration will support a constitutional amendment to free local governments from the stranglehold of states and better the lot of Nigerians at the community level. Receiving the leadership of the Association of Local Governments in Nigeria (ALGON) on Thursday in Abuja, visited President Buhari said a constitutional amendment was urgently required to clearly define the relationship among thee three tiers of government. He described the frosty relationship between states and local government as “a very serious constitutional problem”. “The relationship between the three tiers of government is not a very nice one, especially that between the local governments and the states. “The states feel like they own the local government, if they are of the same party. It is worse if they are not. “This is a very serious constitutional problem and unless there is absolute clarity and transparency, the relationship will continue to be exploited against the interest of the ordinary people of the country,” the President said. President Buhari advised the ALGON executives to hold consultations with their people and lawyers with a view to presenting a bill that will seek a constitutional amendment to free the councils from the stranglehold of the states. “This will limit the damage they can do to you. The quicker you do this the better, so that you can help your people much more,” the President said. The President acknowledged the request by ALGON for the release of 3.2 billion dollars wrongfully deducted by the Federal government for the final settlement of foreign debts in 2005. Supported by Mrs. Kemi Adeosun, the Minister of Finance, President Buhari said the government recognized the judgment debt but the timing of the request for its repayment was wrong given the current economic situation in the country. In his remarks, Acting ALGON National President Alhaji Ibrahim Ahmed Karaye presented a six- point demand to the President which included the repayment of the 3.2 billion debt and the need to ensure the sovereignty of local government administration in the country. The ALGON leaders expressed their full support to the President’s programmes on improving security, anti-corruption campaign and economic revival. Today, I suspect the Buhari’s government is nervous. Having raised expectations to a fever pitch, it knows it has not quite been able to deliver. Inspirational slogans, catchy one-liners and fierce personal energy cannot cover the yawning gap between intent and fulfilment of Change. How can we forget we wanted a “Change”.Quite obviously, the government senses discontent in its middle-class support base but refuses to own up to it. Like all governments who avoid adversarial critiques this government, too, naively concludes that waning enthusiasm is due to a failure in trumpeting its achievements. High decibel publicity is both a means to cover up nervousness and provide the Sychohants APCheats army within this APC government with ammunition to counter criticism. Also President Buhari seems to find it difficult to function without constant public adulation from mass audiences, needing to wow them with mesmeric oratory and convince them of the “historic” role that destiny requires him to play. Doing it often enough seems to quieten a potentially restive electorate and reinforces his own sense of the greatness. Despite founding most of its members wanting of corruption President Buhari decided to shield them, we know Dambazzau!, Mr president and his ministers have to play the godly and saintly leader with renewed vigour to maintain balance. Particularly so, because the international image of a modernist messiah who is transforming a plodding, blundering leviathan into a muscle toned, galloping stallion, cannot be allowed to suffer. The big things that are happening under the great helmsman need constant iteration. Meanwhile, the anti-corruption pot must be kept bubbling so that whenever the government seems to be forgetting the core Change agenda, the fires can be stoked. Soon this euphoria will wane. Then I foresee a flurry of senseless activity — a cabinet and bureaucratic reshuffle, followed by an overweening PMO going into an overdrive — holding meetings to remove bottlenecks, chasing approvals, demanding power-point presentations and generally making life hell for those entrusted with implementation: Activities that have little impact on outputs and outcomes. The pity is that the opportunity for a genuine critical review at this stage could and should have done the following. Having reduced the numbers of ministries this government should have induct strong, experienced cabinet ministers, each capable of exercising independent political authority, to head each of the regrouped ministries; each ministry should be given a clear remit and adequate budget. Also this Government is making the Governance into an obtrusive big brother all appointments lack balanced federal character unlike before, well, ministries should be empowered administratively and financially by using smart budgeting tools. Budgets should be linked to committed outcomes and deliverables and then ministries should be held accountable. The focus should be shifted from exercising controls after budgets have been approved to rigorous critical scrutiny before a budget is approved and then devolving and delegating powers in a way that delivering budgeted outcomes is a sacrosanct contractual responsibility. These are simple, tried and tested techniques every good CEO knows about. Mr president should be able to walk the talk on federalism and devolution. We almost believed the President when he got rid of the Planning Commission. But all we got was a bigger share of Bailout loans to the states. However, a centralising mindset still dominates and states, local governments and grassroots organisations continue to be treated as agents rather than as partners in a collective, collaborative endeavour. The potential of using a platform like the Inter-State Council for changing all this remains unrealised. Buhari’s government must start a process of listening to contrary points of view, be it the responsible and mature dissenters or the media and give legitimacy to two-way interactions, he should speak out clearly and forcefully against the bigotry of his partymen, including his own ministers, he must be prerogative to get rid of the bigoted cultural Neanderthals: secret recruiters, looters and Nepotistic fellows in his team. Not doing so only confirms that he is actually the fountainhead of such thinking, and also brings out the striking contrast between the Presidents international persona and his domestic one. This contrast is not going unnoticed in the investor community and murmurs now can grow into a roar anytime. Three years to go. There is still time. “Life is a mirror and what you see out there, you must first see inside of you” Our lives are in a constant state of transition, so also is our society. Life is always moving forward;nothing ever remains the same.We are continuously being transported, never suddenly, most times gradually into the new, this is how the Change President Buhari promised must have began to manifest, we could bare the different, the unexpected and the untried. As leaders, change is one of the most important factors of a nation yet most of our Political leaders do not manage change effectively and positively, now how can we trust or entrust them with the change from within us when even atimes change happens TO us-unexpected or an anticipated change which affects us personally. It affects our families and careers, Alas career workers are owed their wages by the Leaders, how do change occur? Change should happens AROUND us-It affects our society, state, nation and also has some impact on us personally or on our way of life, Changes without plans will bring us down to the brinks at once if leaders can't be a mirror on the wall to our green flags. This change is something that happens WITHIN us and It affects WHO WE ARE, it can happen physically, emotionally, mentally or spiritually. Change happens because WE INITIATE it-It’s created by plans we have implemented in order to move us from the present to a preferred future, so who implements the plans? Implementation should be in the Hands of our leaders. Our Political class could only become a better change leaders and facilitators when they first embrace and practice change. Change is a gradual thing that should be experienced on a daily basis and it is relatively easy for people to handle but It’s the sudden, unexpected change which causes us to fear or meltdown and this is where Buhari is missing it, you just dont effect change suddenly, sudden policy droves us into this recession, Ban of foodstuffs suddenly plung us to hunger, Sudden Ban on Imports affected the Dollars when the much crusaded Made in Nigeria's projects are lacking proper funding, Sudden change with Bail-out without managenent and accountabilty, why No-Salary Plung us into Economic problems, Change could only start from the top. Psychologists have discovered human beings actually crave a certain amount of change. Many of us fight this inner longing. We believe we will be happier in the safe and secure world of the known. Avoiding change and growth is the most dangerous place to be as a human, this is a fact we can't deny. Let me say, though it IS scary dealing with the unknown! It IS confusing to move away from the familiar! Get rich or die trying has been the norm and trend in our society today but many Nigerian youths have decided to thread the dieing path. Somewhere in Malaysia Nigerian youths are giving up their kidney for $80k dollars and the major facilitator of this deadly deal is a Malaysian website kidnekidney.com, this youths end up dieing in Malaysian in various cases. I am appealing to NCC to Censor some website from our internet space to end this menance because the trend now is that many rich and influential Nigerian guys are sponsoring young youths to Malaysia for this devilish act while not caring more about consent until they get their, this sponsors collects the monies for the operation and wait to watch the youths struggle with their life's, this to me looks more dangerous than slave trade let's be careful. The NLC President, Ayuba Wabba, told the News Agency of Nigeria on Tuesday in Abuja that security vote had become an avenue for siphoning public funds. “The issue of security vote is another form of corruption; in fact, there was a particular state which took N1bn in one month as security vote. “It is an avenue for corruption. In good governance, all monies spent by government are budgeted and transparently applied. “That is what happens in other spheres; so for our sake, the issue of security vote should be done away with. “All monies to be spent should be transparently budget for, including the so-called security vote, so that it can be tracked, to prevent corruption.’’ Also, Waba called for the removal of the immunity clause from the constitution, to enable the president, the vice-president, governors and their deputies to be prosecuted for a criminal offence. He noted that such political leaders in other parts of the world did not enjoy immunity against criminal prosecution, adding that Nigeria should not be an exception. The NLC president said that immunity was hindering the fight against corruption and decried a situation whereby political office holders could not be prosecuted for criminal offence. He said, “Even after they leave office, they use their influence and resources they have accumulated to frustrate prosecution. “I have seen cases that lasted for eight to 14 years and were inconclusive. Some of these cases outlived the life of the administration that started the probe, due to this particular challenge.” “There are some cases that started before the administration of former President Olusegun Obasanjo till now, it is still ongoing. Instead, according to the scrolls of history, the emperor and the coterie at his court decided that handling ordinary people’s headaches was beneath them. They were sublime agents of change, fine artists in the league of Homer, Virgil and Sophocles, they protested, not houseboys and nannies. So, as their subjects groaned and moaned, these grand artists of power retreated to their studies and produced splendid circus plays. One they called, “You Lost Your Job? Then Jump in Joy, For EFCC Has Arrested Another Dasuki-an!” Another: “Your Children Have No Food? Rejoice, For Obanikoro’s Wife, Daughter Are In Hot Soup!” Another they named, “Who The Hell Needs a Salary When Sarakus Has Just Been Slammed With More Charges?” But their epic production was titled “A Tale of Dino, Tinubs and Senatorial Dogs and Impregnators”. Further, history will declare that there reigned a man who finally proved the political theorem that the more vociferously the word change is chanted, the more things will remain the same. History will record that, during this man’s epoch, Nigeria witnessed a golden age of political theater. Nigerians had deposed King Jonah on account of his ineptitude and for once telling his subjects that he didn’t give a damn. But Nigerians did not know, until King Buhar told them, that the man they removed from the Villa was actually an omnipotent, protean and virulent spirit. King Buhar and his acolytes produced scripts that exposed Jonah and his acolytes as the real, hitherto secret cause of such local and global maladies as blighted tomatoes, depletion of the ozone layer, cancer, typhoid, migraines, earthquakes, rising divorce rates, Zika virus, malaria, and the flu. History will credit King Buhar and his retinue with inventing several political stratagems. One such stratagem, according to historical records, was called “forward to the past”. It entailed a refusal to move in the general direction called forward, because the business of blaming your predecessor is never ever completed. Another novel stratagem was to move with all deliberate slowness, whether the task was ordinary or urgent. For example, if the task was to appoint ministers, why not break the world record for procrastination? Yes, spend four to six months to put together a cabinet of predictable appointees. But Team Buhar’s genius was most powerfully expressed in a strategy of staying focused, stubbornly focused, on one theme and one theme alone. Call it “The benefits of sticking to a single theme of corruption.” History will record that, once upon a time, during the reign of King Buhar, untold misery terrorized the land. Hunger battered the subjects, incessantly growled in their bellies, and turned them “hangry.” Day and night, the rich and the poor alike gnashed their teeth. Together they formed a choir, and raised their voices in common to ask, “Where, oh where, is the vaunted Change?” They bemoaned the closure of businesses, worsening unemployment rates that were already monstrous. They cried about wages that had dropped to the bottom of the valley and the sky-high rise in the cost of foodstuff. They complained about the sharp deterioration in electric power, the prohibitive hike in the price of fuel. For the dejected, plaintive subjects, change, real change, not what they derided as “change for mouth,” would have meant better social services, an economic boost complete with more jobs and better remuneration. But the reigning king replied, “Children, why do you perturb me with all this petty whining for bread and gari? Can’t you see I have Sarakus and Dasukus in a headlock? Don’t you see I’m meting hell to Spokesman Metus? Are you so blind you cannot see how I’m smashing former military honchos from one side of the ring to another? While I trash the corrupt, do you really expect me to simultaneously concern myself with such trifle as economic growth, the saving and creation of jobs, and mere hunger?” History will record that the subjects expected their reigning ruler, who promised change, to reform the land’s educational system. Long past their days of glory, the land’s schools were more adept at producing linguists with misshapen tongues, doctors who often acted as licensed killers, philosophers confounded by logic, lawyers who made a mockery of the word learned, civil engineers whose straw buildings sometimes wobbled and toppled, and journalists incapable of asking one single probing question. Yet, during the aforementioned apostle’s reign, he and his court aides seemed stoutly indifferent to the plight of Nigerian students, hapless victims of a long broken system. The reason was a sound one. Why should King Buhar combine a fierce war against King Jonah’s corrupt apostles and a battle to save Nigeria’s education? Besides, why bother to fix a local educational system when it was a long established tradition that all steakholders who counted sent their children to schools abroad? History will record that King Buhar’s idea of change never left the precincts of “fighting corruption” to include thinking about a healthcare system for Nigerians. Why spend time and energy on a healthcare system when the subjects have pastors and imams calling down miracles from heaven for the sick? And when miracles don’t work, why, there are hospitals and doctors in such places as India, South Africa, Ghana, Britain, Germany, Canada, and America to step in. Between the efforts of prayers warriors and foreign doctors, it was well with the sick and afflicted men, women and children of the kingdom. History will disclose that King Buhar was not alone in producing the great Nollywood scripts of Nigerian life. He had much help from amazingly gifted judges (whose expertise in perennially adjourning trials ensured that there was no finale to any of the corruption movies); distinguished senators and honorable members of the House, who stood by their embattled men and demanded immunity for them; and agents of the Economic and Financial Crimes Commission, who magically became blind once in the presence of any APC who stunk of corruption. There were even individual stars, including Melayus and Star Couple, The Tinubs. Thanks to these stars, there was enough drama to engage Nigerians who otherwise would have imagined that hunger, unpaid salaries, joblessness, electric power companies’ unrelenting supply of darkness, ill-equipped hospitals, schools with neither labs nor libraries, highways decorated with potholes etc, etc were serious problems the King and his men should have tackled. These individual stars gave something of unique power and appeal to the denizens of the kingdom as well as the people of the world at large. These star performers proved that the robust trading of political insults (“You’re a dog and a thug!” “No, it’s you and your man who are thugs! As for dog, yes, I accept! And I’m coming to bite you, maul you, and impregnate you!”) signaled immense economic development in the land. In fact, even Fela, that artist of yabis, would have been proud. History will record that there was no reason any king should have spent a second thinking about ending hunger in his land when a circus was about, spewing hot words that shaped a path to greatness. They say Dokpesi is being opposed and hated. But they do not say they are innocent. They do not say the trial is not fair. They say there are many other thieves, do they say wait and catch others first? A child will die in about a 1000 homes today because it lacks access to primary health care because someone failed to build it A car will hit a pothole and cause grief to families because someone is living in a mansion from money made for road construction. A child will go hungry to bed, a father helpless, a mother tired and in anguish because someone is wearing a watch from money for their salaries. Someone spent 5 hours searching for fuel today, will go home to darkness because someone wanted a mansion in France, London and New York and used money meant to expand refining capacity and increase power. Many will drop out of school for 5k because someone wanted their kids to attend Harvard and stole to make it happen. Many families are ruined because someone did not buy guns. Someone bought fake blades for helicopters. How many lost their lives to failed banks? How many emigrated? How many received a racial slur because someone took the future? Explosion at Kwame Nkrumah circle again. at the Vienna City premises opposite the Fuel station where over 150 people died las year. Vienna City, a popular night club located at Circle has caught fire. According to eye witnesses at the scene, the fire was caused by an explosion from within the night club, though the cause of the fire is still unknown. The Police and Fire Service personnel are at the scene to put out the fire and guard the Shell filling station close to the night club from catching fire. Speaking during a media briefing in Ilorin, the Kwara State capital the political leaders under the aegis of Leaders of Thought North Central Zone, said that they rejected the CCT’s judgment of last Thursday. Spokesman of the group, Senator Ahmed Mohammed, stated that the recent pronouncement by eminent jurists on the alleged illegality of CCT’ actions and that it lacks the power to prosecute the Senate President, Dr. Bukola Saraki and dock him like a common criminal were enough to prompt presidential action on the alleged impunity of the Danladi-led CCT. The national leadership of the Peoples Democratic Party has detected ghost workers on its payroll after ordering the workers to line up and collect their salaries in cash. Investigations by our correspondent showed that the precarious financial situation of the party forced its leadership to take the action. It was gathered that the National Chairman of the party, Ali Modu Sheriff, was worried about the huge salary bill of the workers and decided to take action aiming at ascertaining the actual number of workers at the party’s national secretariat in Abuja. Sheriff was said to have inherited about N872m debt when he assumed office about a month ago. Worried by this, Sheriff was said to have taken members of the National Workers Committee by surprise when on Thursday he directed the workers to get their salaries in cash. A management employee, who spoke with our correspondent on Sunday, said that they were surprised when they (the workers) were directed to assemble inside the National Executive Committee hall at the national secretariat. He said, “Sheriff has started the restructuring of the PDP for efficient and effective performance. “March 24 will ever be a day to remember in our party. On that day, as early as 11am, the NWC and members of staff of the PDP, under the instruction of our national chairman, moved into the conference hall. “The chairman also joined everyone in the hall. And to the surprise of all, the business of the day was the payment of staff salaries, which was done department after department. “One after the other, after individual’s physical verification of each file and identity, thereafter you are then paid your salary in cash.” The exercise was chaired by the national chairman who directed the National Treasurer, Mr. Buhari Bala, to call the workers by their departments. Another management worker said, “Names of all the workers were called according to their departments and once you heard your name, you would come out to collect your salary by hand. “This order was followed by the national treasurer and some employees of the Finance Department, who assisted him. “All heads of departments were on the ground to observe the exercise. “So, when a name was called, the person came out and his/her file was opened for verification before cash was paid to such a worker. “And at about 6:30pm, the chairman left the hall to attend to other meetings, while the national treasurer continued to call the names of employees. “In the absence of the national chairman, he called four departments, amongst them were the Youth Department and Security Department.” Before calling the security staff on the list submitted, Bala was said to have complained that the list was too lengthy. It was gathered that Bala realised during the payment that the security department had what he described as ghost workers and security personnel, as the names of policemen called were those who had left the service of the PDP immediately after the resignation of the then National Chairman, Alhaji Bamanga Tukur, about two years ago. Some of the workers at the national secretariat had called on Sheriff to set up a panel to investigate those behind the scam. One of them said, “The outcome of what happened on Thursday was an indication that salaries of those ghost workers were being collected by someone over the years. “Ghost workers were also discovered in the other departments.” It was gathered that seven policemen, who had left the party more than two years ago, were still being paid. The affected policemen (names withheld) comprise of a DSP, an ASP, two inspectors, one sergeant and two corporals. One of the police officers, who left the party some years ago, was posted to the Economic and Financial Crimes Commission, but was still collecting salaries from the PDP or someone was collecting it on his behalf without his knowledge. It was gathered that the pays included N12,000 allowance for conventional policemen and N30,000 for riot policemen. It was also gathered that personal staff of past national chairmen, majority of whom had defected to other political parties, were still being paid by the party. “If this isn’t true, then someone is collecting their salaries without their knowledge. A proper external audit of the members of staff must be conducted. Then the party must investigate those who have been collecting the salaries of these ghost workers,” another source added.
