I read with interest the circular “HCSF/3057/Vol.1/77” issued by the Head of the Civil Service of the Federation of Nigeria, Dr Folasade Yemi-Esan to all MDAs dated June 22, 2020 titled “Digitisation of files and other records in MDAs”.

It stated that;

“The incidence of COVID-19 has, therefore, become a catalyst to accelerate the implementation of the initiative. To this end, all MDAs are expected to commence the process of digitisation/automation of their files and other records without further delay.”

“… MDAs would be required to forward a quarterly report on the progress made on the implementation to her office”.

Digitisation incorporates converting paper documents into a computer-readable format, and one way to do this is document scanning. Through the use of a scanning device, hard copy documents are converted into an image for more efficient storage, security, and management.

As crucial as the digitization of files and other records are, the first step is not to start scanning immediately. It is recommended that a road map is created by HCSF through the department of National Archives of Nigeria of the Federal Ministry of Information & Culture to achieve uniformity of the digitization exercise and its success.

The National Archives Act 1992 needs to be reviewed with an inclusion for “Document Control Procedure for all MDAs Digitization”

This procedure should be used to enforce standard, provide consistent direction to all MDAs. It will be used to define document nomenclature; resolution in dpi/ppi/bpi; allowed image enhancement; lossless or lossy compression tiff/pdf/jpg/png; type of storage media, how digitized files will be linked to physical files, legal compliance, etc. for the digitisation of files and other records.

The HCSF opting for MDAs to maintain digital images in electronic form medium for ease of access and remote work means a long-term commitment of resources. The implementation of policies must be pragmatic, effective and systematic in control. Moreover, the MDAs will find it almost impossible to manage all digitization/automation of files without a well-defined and efficient document management system.

For the Government of Nigeria to implement digitization programs, all MDAs need to evaluate and ensure they meet both their business requirements and the legal requirement to preserve these official records.

Indeed, MDAs will specifically benefit from the digitization exercise – faster searchability, improved accessibility, reclaimed physical space, increased productivity, enhanced security, etc. The potential benefits cannot be underestimated.

The Federal Government has directed all Ministries, Department and Agencies to commence the process of automation of their files and other records as one of the ways to cope with the COVID-19 pandemic.

Head of the Civil Service of the Federation, Dr Folasade Yemi-Esan, gave the directive in a circular, a copy of which was obtained by our correspondent on Monday.

The circular dated June 22, 2020 with reference number HCSF/3057/Vol.1/77 was titled ‘Digitisation of files and other records in MDAs’.

Yemi-Esan noted that the pandemic had impacted on the way work was being done in offices.

According to her, the development has shown that much can be achieved with the deployment of technology, hence the need for the automation of files and other records.

The circular read, “The current COVID-19 pandemic has impacted on the way work is done and thrown up some challenges.

“As one of the strategies to cope with the situation, virtual meetings, workshops, conference/seminars are held by some MDAs to ensure that service is not grounded. Some that are a little more technologically ahead treat files and memoranda online.

“This development has indicated that, going forward, much can be achieved with the deployment of appropriate technologies in the service.

Required Qualifications:

A minimum of a Diploma in any field

Scanning experience preferred

Consideration may be given to SSCE holders with previous experience in bulk digitization or scanning project.

Ability to do repetitive yet detailed oriented work
Ability to multi-task
Ability to work independently

It will become mandatory for judges and staff of Nigerian courts to communicate court documents with lawyers by electronic mail from July 16, the Chief Justice of Nigeria, Walter Onnoghen, has announced.
Mr. Onnoghen made the announcement on Friday while speaking at the launch of the newly Retrofitted Court and Legal Email System which took place at the Supreme Court.
He said the email system, which is a unique feature of the day’s event, will replace manual forms of communication between judges, court staff and lawyers.
“I will like to implore all judges and lawyers to join us on this quest for excellence by subscribing to, and acquiring the legal email, as manual forms of communication within the Nigerian Courts will soon be phased out.
“Henceforth lawyers who have acquired the Legal Email can now communicate electronically with the courts and with each other. However, by July 16, it becomes mandatory.
“The Supreme Court will only serve processes by electronic means. (Legal mail). Hence all new filings as from July 16 must bear counsel’s legal email address.
“To ensure compliance, it is also imperative that all other heads of Courts aquire the Legal email addresses for their Courts from the JITPO Committee, especially for the Litigation Department staff.
“All courts are also encouraged to start using the email for serving lawyers. In addition, communication between the various Judicial bodies will soon be through the official email system only, thereby harnessing the benefits of the system in terms of confidentiality, integrity and availability,” Mr. Onnoghen said.
Mr. Onnoghen said the new email system will work better when the bar and the bench work together to improve it.
“From the inception of the email project, the committee of which the President, Nigerian Bar Association is a member, worked in tandem with the bar to ensure the successful completion of what we are witnessing today.
“I trust that the bar association will now drive the adoption so that the system will be fully operational within the period hereby stipulated.
“The quick adoption of the system will enable us move forward to improve and implement the other components that depend upon it. We must all take ownership of this project. It must not fail,” Mr. Onnoghen said.
The CJN noted that Nigeria had already developed and deployed the Nigerian Case Management System (NCMS) software, adding that the NCMS is the backbone of court automation project in the country.

It will become mandatory for judges and staff of Nigerian courts to communicate court documents with lawyers by electronic mail from July 16, the Chief Justice of Nigeria, Walter Onnoghen, has announced.
Mr. Onnoghen made the announcement on Friday while speaking at the launch of the newly Retrofitted Court and Legal Email System which took place at the Supreme Court.
He said the email system, which is a unique feature of the day’s event, will replace manual forms of communication between judges, court staff and lawyers.
“I will like to implore all judges and lawyers to join us on this quest for excellence by subscribing to, and acquiring the legal email, as manual forms of communication within the Nigerian Courts will soon be phased out.
“Henceforth lawyers who have acquired the Legal Email can now communicate electronically with the courts and with each other. However, by July 16, it becomes mandatory.
“The Supreme Court will only serve processes by electronic means. (Legal mail). Hence all new filings as from July 16 must bear counsel’s legal email address.
“To ensure compliance, it is also imperative that all other heads of Courts aquire the Legal email addresses for their Courts from the JITPO Committee, especially for the Litigation Department staff.
“All courts are also encouraged to start using the email for serving lawyers. In addition, communication between the various Judicial bodies will soon be through the official email system only, thereby harnessing the benefits of the system in terms of confidentiality, integrity and availability,” Mr. Onnoghen said.
Mr. Onnoghen said the new email system will work better when the bar and the bench work together to improve it.
“From the inception of the email project, the committee of which the President, Nigerian Bar Association is a member, worked in tandem with the bar to ensure the successful completion of what we are witnessing today.
“I trust that the bar association will now drive the adoption so that the system will be fully operational within the period hereby stipulated.
“The quick adoption of the system will enable us move forward to improve and implement the other components that depend upon it. We must all take ownership of this project. It must not fail,” Mr. Onnoghen said.
The CJN noted that Nigeria had already developed and deployed the Nigerian Case Management System (NCMS) software, adding that the NCMS is the backbone of court automation project in the country.
