President Goodluck Jonathan has approved the composition and appointments of the chairmen and members of the governing boards of federal government institutions, parastatals and agencies. The federal government institutions, parastatals and agencies are the Federal Airports Authority of Nigeria (FAAN), National Agency For The Prohibition Of Traffic In Persons and other Related Matters, Federal College Of Chemicals & Leather Technology, Zaria, National Research Institute for Chemical Technology, Zaria, National Library Of Nigeria, National Geological Surveys Agency, Citizen and Leadership Training Centre, Federal College of Education, Eha-Amufu and the Federal School of Dental Technology and Therapy. In a statement by the Secretary to the Government of the Federation, Anyim Pius Anyim, Dr. Daniel Kure will be the chairman of Federal Airports Authority of Nigeria (FAAN), while Onuora Chinwe Leticia, Alh. Governor Rochas Okorocha of Imo state yesterday at the International Conference Centre, Owerri stated that the controversial documentation of the northerners in the state was a calculated attempt by some politicians to make him unpopular in the north in his quest to pilot the affairs of the country. He pointed out that the” pull him down” syndrome in the politics of the country would not solve the present problems confronting the nation. According to him , the country is faced with a more serious problem as insecurity and corruption and nobody cares to look at the ways to tackling it. “They said I was registering northerners in my state ,they don’t know that it was my operation “know your neigbour” that averted the planted bomb in that church, people must know how to solve security problems, I have never asked for any registration. “What is happening in the country today worries me , we have Boko Haram sects which is not up to 2000 chasing about one hundred and sixty million people including the governors and the president and we can not handle the situation,” Okorocha said. The senate has unanimously approved its Committee on Finance’s recommendation directing that the Nigerian National Petroleum Corporation (NNPC) should refund to the Federation Account, the total sum of $262million being the balance of the gross lifting under the third party financing oil deal. However, the senators rejected the recommendation that the federal government should remove the subsidy on petroleum products because of the alleged misapplication of the billions of dollars voted annually for it. The senators also confirmed that there was no $49.8 billion missing in the oil fund as alleged by the former governor of the Central Bank of Nigeria (CBN), Sanusi Lamido Sanusi. The resolution was sequel to the adoption of the report of the committee chaired by Senator Ahmed Makarfi (PDP, Kaduna). Nonetheless, they also directed that inter-agencies reconciliation meetings between institutions such as the Ministry of Finance, NNPC, CBN and the Federal Inland Revenue Service (FIRS) should be done on regular basis. Such regular meetings among those sensitive economic institutions, they contend, would prevent a recurrence of this confusing allegations and ensure that “all revenues were properly and legally accounted for.” However, the senate rejected the committee’s proposal to accept the N813.8 billion subsidy deductions by the NNPC from January 2012 to July 2013, since it was certified by the Petroleum Products Pricing Regulatory Agency (PPPRA) and appropriated for by the National Assembly. It instead accepted that the subsidy deducted by the NNPC to the tune of N180 billion for the fourth quarter of 2011, was also certified by the PPPRA and appropriated by the National Assembly. The NNPC was advised not pay their operational expenditures directly from the Federation Fund without appropriation by the National Assembly. The senators in the same vein asked the oil corporation to strictly adhere to international best practises in keeping records, but cautioned that the NNPC should not control the revenue account of Nigerian Petroleum Development Company (NPDC) so as not to undermine its separate legal status and make accountability more difficult. The Central Bank of Nigeria (CBN) in collaboration with all Nigerian Banks has introduced the Bank Verification Number (BVN) as a unique identification number for all Bank customers. CBN have advised Bank customers in Lagos to enroll and obtain their BVN. This exercise has gone live in selected Bank branches in Lagos. This is the first phase of the countrywide roll out. In view of this, all Nigerian Banks have their headquarter servers configured, deployed and tested, and their staff trained in preparation for the enrolment and verification of end users who are all Bank customers. The Bank Verification Number (BVN) gives each Bank customer a unique identity across the Nigerian Banking industry. This can be used for easy identification and verification of Bank customers. The BVN initiative is part of the overall policy of the financial inclusion policy of the Financial Sector Strategy (FSS) agenda of ensuring Nigeria becomes one of the top 20 largest economies in the world by 2020. The Enrollment Process: Commenting on the enrollment process, the Managing Director of NIBSS, who doubles as the Head of the BVN Project Management team, Mr. Ade Shonubi said, “the enrolment process is simple and easy”. A bank customer will be required to walk into any of the selected bank branches; fill and submit the BVN Enrolment Form; present self for data capturing (such as Fingerprint, facial Image, etc.) Thereafter, an acknowledgment slip with the transaction ID will be issued to the individual. Within 24hours the system confirms the enrollment and a unique BVN is generated. The customer will immediately receive an SMS notification with the BVN. He further explained that in order to ensure an efficient implementation, a phased rollout approach is being adopted beginning in Lagos. Biometric data capture machines have been deployed to about 1000 bank branches in Lagos, to date over 16,000 BVNs have been issued; At full roll out, 10,000 enrolment sets will be deployed across 5,000 Bank branches nation-wide This enrollment process is done only once and your BVN will be linked to all your Bank accounts across Nigeria Banks. “The BVN solution is to ensure accountability, protect Bank customers’ account from unauthorized access, reduce exposure to fraud, check identity theft, enhance credit advancement to Bank customers, and also encourage financial inclusion.” This initiative addresses issues of identity theft and ensures that your bank accounts is protected from unauthorized access,, thus reducing your exposure to fraud. This solution will promote a safe and sound financial system in Nigeria, especially as it will keep records of suspected fraudulent individuals in the banking system. It will make life and banking operations easy for bank customers as BVN is accepted as a means of identification across all banks in Nigeria. This will improve speed of service and reduce queues in banking halls. At the point of enrolment individuals shall be required to submit an acceptable means of identification, and update their information at the bank branch physically. Lagos State Governor, Mr. Babatunde Fashola yesterday said ethnicity and religion are not conditions for benefiting from Lagos Home Ownership Mortgage Scheme (Lagos HOMS). Fashola disclosed this at the fifth raffle of Lagos HOMS held at Agidingbi area of the state where 102 new home owners emerged. He explained that the scheme “does not in any way discriminate on any grounds. It encompasses the diversity of our country. From the draw, we can see that applicants from Igbo, Hausa and Delta among others duly participated in the scheme and won in the process.” He emphasised that the scheme “does not ask religious questions. It does not ask ethnic questions. So, tell those who want to divide us by religion that they will fail. This housing scheme has further bound us together.” The governor also said the scheme had not been infected with bribery. “It is free from bribery and man-know-man syndrome. President Goodluck Jonathan has assigned portfolios to three newly appointed ministers, with former Kano State governor, Ibrahim Shekarau emerging minister for education. Mr Stephen Oru from Delta State has been assigned to head the Niger Delta Ministry. While Mr Abu Bulama is the new minister of Science and Technology, Mr Clement Adedeyi is minister of state for works. Former minister of state for works, Bashir Yuguda has been moved to occupy the position of the minister of state for finance, which had remained vacant since Yerima Ngama was removed. Yuguda, however, is to remain the supervising minister of national planning and the deputy chairman, National Planning Commission until a substantive minister is appointed. President Goodluck Jonathan, after swearing in the new ministers, urged them to be diligent in their respective duties if they must achieve specific goals. He told them to have it at the back of their minds that they came into office at an injury time when the present administration is about to pack up, adding that at such point, changing of players is aimed at scoring goals. The president expressed the belief that with their backgrounds, it would not be difficult for them to key into their portfolios that require hyper activity. Jonathan said, “Let me congratulate you on this appointment, but it is not an enviable appointment because in football match, when you get to the injury time and a player is brought in, you expect goals from the player. This government has less than a year to go and you have been brought in this time, so you know the reason why you have been brought in. “You have no time to sleep, unfortunately for you, because first, you have to learn how to climb the ropes, because maybe it is a different setting; no matter how experienced you are, if you go to something different you will need sometime to adjust. “But from your background, we know that all of you are eminently qualified to be here and we know that it will not take you too many hours to settle down. We believe that you will perform not just to satisfy Mr President but to satisfy Nigerians. Determined to provide homes for its residents, Lagos State Governor Babatunde Fashola yesterday said his administration had introduced Rent-to Own Scheme in the on-going Lagos Home Ownership Mortgage Scheme. The governor, who revealed this at a special interactive session with artisans, transporters and traders in the state at the Blue Roof LTV 8, Agidingbi, Ikeja, said the initiative was to encourage residents in the informal sector to participate in the housing scheme. Fashola said research conducted by his team had revealed that traders, transport operators, traders, bricklayers, brick makers, fashion designers and others in the informal sector could conveniently pay for the homes located across the state. He added that investigations recently carried out by his government had shown that most people in the informal sector could also afford the mortgage scheme, by prudently deploying their monthly income and profits. The governor added that the ‘Rent-to-Own’ initiative would further make the scheme affordable for all and sundry, urging artisans to apply for their choice homes in the scheme. Fashola said the government would, through the Lagos Mortgage Board ensure that artisans benefit from the scheme. The national secretary of the Peoples Democratic Party (PDP), Prof. Wale Oladipo, yesterday disclosed that the presidency did not fund the party’s campaigns. Oladipo, who spoke with newsmen at the party’s national secretariat, also accused the All Progressives Congress (APC) of the violence that erupted in Ile -Ife, Osun State, and urged the security operatives to arrest “the leaders who led the onslaught.” Reacting to allegations by some PDP stalwarts, particularly the Rivers State governor, Rotimi Amaechi, who declared that the overmilitarisation of the Ekiti State election, resulted in PDP’s victory at the polls, Oladipo said “:I make bold to say that the presidency does not in any way involve in funding our campaigns.” He added “PDP is a grassroot party. This is the only party found in every village in this country and we have legitimate means of raising funds for our needs. This is a party that is not dominated by a few individuals”. He further lambasted the Rivers State governor over the statement noting that “Amaechi is so unpopular in Rivers State. I pity him ;he is so confused because people have deserted him. He has seen the futility of the political step he has taken. So, It is natural for Amachi to start running his mouth.” Speaking on the violence in Ile-Ife, the national scribe of the PDP, who also hails from Osun State, stated that the plot of the APC was to instigate violence so that elections won’t be conducted there. Oil giants, Shell Petroleum Development Company (SPDC) on Wednesday accused the Nigerian government of frustrating the release of $1 billion earmarked by a 2011 UN report for the clean-up of damage oil pollution has done in Ogoniland. Mr. Augustine Igbuku, Ogoni Restoration Project Manager for the SPDC during a stakeholders meeting with the Uche Ekwunife-led House of Representatives Committee on Environment said Shell is willing to make its contribution to the $1 billion Ogoni Restoration Fund but is being hampered by the lack of governance structure and legal framework for Hydrocarbon Pollution Restoration Project (HYPREP), the Ad-hoc intervention agency set up by the government. To this end, the House Committee on Environment has given the Petroleum Resources Ministry two weeks to produce and submit a work plan for the proposed clean-up and the utilization of the funds. The United National Environment Programme (UNEP) report had criticized Shell and the Nigerian government for contributing to 50 years of pollution in Ogoniland, a region of the Niger Delta which it says needs the world’s largest ever oil clean-up. The UNEP report said 10 out of the 15 investigated sites which SPDC said they had completely remediated still had pollution exceeding the SPDC and government remediation values. UNEP’s report is the most detailed scientific study on any area in the Niger Delta, UNEP and rights groups said. It was paid for partly by Shell after a request by the government. www.monitor9ja.com

The committee on the removal of dichotomy between higher national diploma and the university degree holders has submitted its report, recommending that changes be made in the classification of higher national diploma holders in the scheme of service. The 12-man technical committee constituted by the secretary general to the federal government submitted its report to the supervising minister of education, Chief Nyesom Wike in Abuja on Friday. The report further added that “to avoid further dichotomy, the committee identified the need to maintain standards, by not creating two different B.Tech degrees and we therefore considered it more beneficial to synchronise the B.Tech curriculum proposed by the NBTE for polytechnics with the B.Tech degree approved for the universities by the National Universities commission.” “The committee observed the necessity for changes to be made in the classification of HND holders in the scheme of service.” Receiving the report, Chief Wike said the submitted report is a major approach to addressing the key demands of the Academic Staff Union of Polytechnics (ASUP). “this is part of addressing the pressing demands of the academic staff union of polytechnics , but what is most important is that the committee has been able to do their job very well, and submitted their report earnestly. “The report will be accordingly forwarded to the secretary to the government for immediate action. It will not be like other reports; once the government comes up with a position paper, that will be the final decision,” he added. “The government will have to digest this report before they come up with a decision,” the minister said. Chief Wike also said that the action was to re-assure the union that the government was doing all it can to ensure that all lingering problems are been solved. Vehicle importers are set to breathe a sigh of relief – the Federal Government has shifted the implementation of the 35 per cent levy on vehicles till January 1. The levy regime, a key component of the new automotive policy, would have begun on Tuesday. Minister of Trade and Investment Dr. Olusegun Aganga briefed the Federal Executive Council (FEC) at its weekly meeting on the policy. He also explained it during his interaction with reporters at the State House. Aganga’s aides would not confirm the extension of the levy collection when contacted last night. They said the minister planned to speak on the policy today. But sources said the extension was as a result of intense lobby against it by various interest groups. Government was also said to have considered the political implication of the policy which will increase car prices. Besides, the Standards Organisation of Nigeria (SON) also reportedly advised against it at this time, because it had not been able to certify the made-in-Nigeria cars fit for use. The Association of Nigerian Licensed Customs Agents (ANCLA) and the National Association of Government Approved Freight Forwarders (NAGAFF), it was gathered, directed their members to monitor the implementation of the project. SON, it was learnt, had called the attention of the government to the failure of the assembly plants that promised to roll out the made-in-Nigeria vehicles to approach the agency for standardisation of their products. The agency, it was learnt, insisted that any vehicle coming out of the assembly plants must meet the Nigerian standard before the policy could be implemented. Okorocha had reportedly directed northern indigenes in the state to submit themselves for identification by the state government as a way of curtailing the influx of Boko Haram insurgents to the state. But the senators said the action is unconstitutional and contravenes the rights of Nigerians, warning the state government to reverse the policy. The development was sequel to a motion sponsored by deputy Senate leader, Abdul Ningi, entitled “The issuance of identification card to Northerners residing in Imo State – Urgent call for policy reversal.” Senator Ningi argued that the policy contravenes the provisions of Section 41 (1) of the Nigerian Constitution which says, “A citizen of Nigeria is entitled to move freely throughout Nigeria and reside in any part thereof, and no citizen of Nigeria shall be expelled from Nigeria or refused entry thereto or exit therefrom”. The Senate consequently called on President Goodluck Jonathan to direct security agencies not to partner the state government in the implementation of the policy, and urged the Imo State government to rescind the policy immediately. www.monitor9ja.com

The Independent National Electoral Commission (INEC) yesterday disclosed that the Osun State Resident Electoral Commissioner (REC), Ambassador Rufus Akeju, was told to proceed on leave of absence ahead of the state governorship election to ensure his safety. The chief press secretary to the INEC chairman, Mr. Kayode Idowu, in a statement, said the request by INEC for Akeju to go on leave was “for his own safety and as his contribution to ensuring the credibility of the state governorship election scheduled for August 9, 2014 in the state.” The statement, which further exonerated Akeju of any offense on grounds that he had not been indicted by any court, however, noted that he was asked to proceed on leave because of the concern over his neutrality. The commission added that Akeju remains Osun State substantive REC even though another REC had been redeployed to oversee the election. The Kogi State REC,Segun Agbaje, resumed duty in Osun State on Tuesday as directed by the Commission’s headquarters Abuja The statement reads, “The REC (Akeju) was requested by the Commission to step aside against the backdrop of intense partisan acrimony over his person. He acceded to the request, knowing the effort being invested by INEC to make the Osun governorship election free, fair and credible. He has not been indicted for any offence, and the appeal by INEC for a stay of execution of the interlocutory order restraining the Commission from recognising him as Osun REC still subsist. “The commission hereby reaffirms commitment to spare no effort in ensuring that the upcoming Osun State governorship election is successful, and that it meets the best possible standard of credibility.” www.monitor9ja.com

President Goodluck Ebele Jonathan has approved the establishment of Federal Polytechnic of Oil and Gas in Bonny, Rivers State, with a take off grant of N1billion for the Polytechnic to commence academic activities. The President also approved the appointment of Professor Elijah Tamuno Iyagba as Rector, while Mr. Willabo A. Gilbert is to serve as Registrar. The President further approved the appointment of Mr Akpomeyoma Gabriel as Bursar and Mr Ata John Woke Ajala as Polytechnic Librarian. Supervising Minister of Education, Barr. We did 50 clean-ups. People are still breaking the pipes in spite of the local contractors that we employed to safeguard them,” he said. To this end, the House Committee on Environment gave the petroleum resources ministry two weeks to produce and submit a work plan for the proposed clean-up and the utilization of the funds. The Federal Airports Authority of Nigeria(p (FAAN) said Abuja Airport runway would be closed to traffic due to maintenance work schedulled for the weekend. According to Yakubu Dati, FAAN’s spokesman “the runway of the Nnamdi Azikiwe International Airport, Abuja will be closed to traffic for maintenance from Saturday, July 5 to Monday, July 7, 2014.” The facility upgrade, Dati said, was in line with ICAO requirements and NCAA approved safety and Standard and Recommended Practices (SARPs), will further elevate safety and security to greater heights. President Goodluck Ebele Jonathan on Tuesday has approved the establishment of Federal Polytechnic of Oil and Gas in Bonny, Rivers State with a take-off grant of N1 billion for the polytechnic to commence academic activities. Meanwhile, the presidential committee on NEEDs Assessment of public polytechnics and colleges of education, on Tuesday, urged the federal government to allocate money for rehabilitation of public polytechnics and colleges of education in the country. Chairperson of the committee, Mrs. Hindatu Abdullahi, stated this at public presentation of the report of NEEDS Assessment of public polytechnics and colleges of education in the country. Jonathan also approved the appointment of Professor Elijah Tamuno Iyagba as rector, while Mr. Willabo A. Gilbert is to serve as registrar. The president further approved the appointment of Mr Akpomeyoma Gabriel as Bursar and Mr Ata John Woke Ajala as polytechnic librarian. Supervising Minister of Education, Barr. Ezenwo Nyesom Wike described the establishment of the Federal Polytechnic of Oil and Gas in Bonny, Rivers State as a practical expression of the president’s commitment to improving access to tertiary education, creation of employment and the empowerment of the youths with the necessary skills to contribute to national development. Abdullahi, said from the findings of the committee members it was discovered that physical infrastructure were inadequate, while available ones were utilised beyond the installed capacity. It would be recalled that President Goodluck Jonathan in May 2013 approved the constitution of the Needs Assessment committees of Nigerian public polytechnics and colleges of Education that was later inaugurated by supervising Minister for education, Barr. Nyesom Wike on October 28, 2013. The were expected to ascertain the state of physical infrastructure, human and material resources, academic programmes, students’ environment and funding requirements of public polytechnics and colleges of education. According to her, “The report contain the findings and recommendations of the committee based facts figures and tangible evidence gathered from institutions visited. “Some of the findings in both polytechnics. And colleges of education generally showed that, all categories of physical facilities are grossly inadequate, while available ones are utilised beyond the installed capacity, some vital learning resources are not available, the enrolment policy of 60:40 ratio for Science and arts based courses in colleges of education and 70:30 in favour of science/technology and arts/social sciences in polytecnics is not implemented. “In some institutions the teacher-student ratio is low, most of the institutions do not have on-campus hostel while available one are overcrowded, poorly lit and not adequately ventilated and in a state of disrepair and municipal facilities are inadequate and in poor condition.” The committee therefore in the report recommended to the federal government to ensure the completion of all abandoned and ongoing projects in all these schools, rehabilitation and upgrading of facilities, infrastructures that are in the state of disrepair and provision and rehabilitation of students hostels through public private partnership. They recommended recruitment of qualified teachers and training/retraining of personnel, provision and upgrading of internet connectivity, telecommunication and information services and provision of essential learning resources/materials. They also called on the federal government to direct National Commission for Colleges of education, NCCE, to ensure that all Colleges of Education in the country running a degree programme should have not less than 60 per cent, 60 per cent, PhD holders of the total academic staff strength for each of the degree courses. www.monitor9ja.com

The Governing Council of the University of Abuja (UniAbuja) was divided yesterday on the choice of a new vice chancellor. Members were split along religious and ethnic lines on who to choose among the three candidates recommended to the Council. But after the tension, the 13-member council voted, with eight votes in favour of a Professor of Pharmacy from the University of Nigeria, Nsukka, Prof. Mike Aduku. Five members of the council abstained from voting over alleged claim that Aduku, who is from Benue State, was rated third in the assessment and interview. Aduku was said to be favoured by some persons in the Presidency and in the National Assembly. According to findings, the choice of a new vice chancellor has created tension, leading to the deployment of soldiers in the campus. It was gathered that 124 candidates applied but only three candidates were short-listed. The candidates, in order of assessment and interview, were a former Acting VC of Kano State University of Technology, Prof. Umar G. Danbata; Prof. Bayo Lawal of the University of Ilorin; and Prof. Aduku. A source, who spoke in confidence, said: “The signs of division in the council began early in the day when armed soldiers barricaded the gate leading to the campus. “They prevented people, including workers, from entering the campus. When some people tried to enquire on what led to the siege, they said it was to prevent a breakdown of law and order. “The appointment of a new VC has been dividing UNIABUJA community leading to the shut down of the institution thrice in the last few months.” Responding to a question, the source added: “When the council convened, there was however division among members along ethno-religious lines. “While some members from the core North insisted on order of merit, those from the Middle Belt and South opted for an election to choose among the three candidates who had been found suitable. “This development made some council members to abstain from voting. Eight of the 13 members favoured Aduku. “So, the eight members (being in the majority) had their way and the others boycotted the election.” A member of the university Senate said: “There were issues about federal character principle because the bursar, the librarian, and the director of works are from the NorthCentral. “To choose a VC from the North Central is a violation of this principle. But the forces from the Presidency and the National Assembly had their way.” A member of the council however said: “While it is natural to lobby for this type of appointment, any of the three candidates was suitable for appointment as VC. “You should ask those complaining that is there any of the three candidates that did not lobby? “For the three candidates to emerge from 124 applicants, they have some academic and administrative pedigree to lead UniAbuja. “The choice of Aduku was a clean break from the past. The burial of the late Supreme court justice, Chukwudifu Oputa, was turned dramatic yesterday as the son of the late judge, Charles Oputa popularly known as Charleyboy humiliated the governor of Imo state, Rochas Okorocha during the memorial service at the Sacred heart catholic church, Oguta. In fact Charleyboy almost fought the governor for attempting to make his speech at the occasion. The self-acclaimed “area fada” seemed ready to explode all through the event and Okorocha was unfortunate to be the first person to draw the musician’s ire as Charleyboy jumped up from his seat to snatch the microphone from the governor when he attempted to make his speech. Even pleas by Rev-Fr Mathew Kukah, who officiated at the service, to Charleyboy to allow the governor make his speech fell on on deaf ears. It would be recalled that Charleyboy walked out on the governor during the Imo State organized Day of Tribute in honour of the late Justice, when Okorochas climbed the podium to make his speech. Angered by the musician’s antics, the governor Okorocha also stormed out of the church in the company of his commissioners and security aides. Immediately after that, the crowd began to disperse for apparent fear of possible breakdown of law and order as security men battled to bring the situation under control. Earlier in his sermon, Kukah lauded the virtues of the late justice of the Supreme Court, stressing that it might have taken a measure of greatness by the late Oputa to tolerate his son while alive. He stated that the late Oputa was greatly concerned with the concept of justice and equity during his life time. Former Military President, General Ibrahim Badamasi Babangida (rtd) has stated that the strategy adopted by Defence Headquarters to rescue the abducted Chibok schoolgirls is appropriate. The development came just as Babangida stated that he is ready to support Northern Governors over the need to end insurgency in the region. Babangida stated this yesterday at his residence in Minna while answering journalists’ questions after a delegation from the National Population Commission (NPC) led by the Federal Commissioner representing Niger State, Mr. Aliyu Datti paid him a courtesy visit. The former leader also said that Nigerians must live above ethnic and religious sentiment not to go to war on issues that related to census saying that we must not go to war on census that should be just a routine exercise to know our population growth. On the declaration by the Chief of defence staff Air Chief Marshal Alex Badeh that the military know where the Chibok girls were camped and would not use force, IBB said that “what he said is the right thing; it is only natural that the military does not give away information about their operations, it is part of their training” While saying that the step taken by the Chief of defence staff was good, he added that Nigerians should accept what he said that the military was doing something about the rescue of the abducted school girls. The federal government explained yesterday that its recent withdrawal of the criminal proceedings against Mohammed Abacha in Nigeria became necessary to facilitate the recovery of about $380million from the Luxembourg proceedings and $550million from forfeiture proceedings instituted by the US Department of Justice. It also described as unfortunate and unfair what it termed “blanket criticism” by Transparency International (TI) condemning the decision of the Jonathan administration to withdraw the money laundering charges against the Abacha family. In a statement it issued accusing the federal government of encouraging impunity by allowing the Abacha family to be set free, TI had contended that “allowing the theft of public funds to go unpunished sends the wrong message that those with powerful connections can act with impunity”, especially as the government has not given adequate reasons for dropping the charges. But the attorney general of the federation (AGF) and minister of justice, Mr Mohammed Adoke, who made the federal government’s position known, noted that while TI’s statement in this regard was not only “an unfortunate rush to judgement without the benefit of facts”, nothing could be further from the truth. In a statement issued by his chief press secretary, Mr Ambrose Momoh, Adoke said, “The blanket criticism by TI, which has little bearing on the facts, is therefore, unfortunate. The singling out of Nigeria for criticism by TI for adopting measures, which are globally used in cases of this nature and which have produced good results for the country is unfair. “The Federal Ministry of Justice, therefore, wishes to assure the Nigerian public that it will at all times be guided by national interest, the need to promote transparency and accountability and international best practices in the ministry’s dealings with the Abacha family and indeed, all such recovery proceedings”.
