The scheduled completion of the Nigerian Liquefied Natural Gas Train-7 Project may be stalled, following the lingering labour dispute between members of the National Association of Plant Operators and the management of Daewoo E &C Nigeria Limited.

Daewoo, a South Korean firm, has been in an industrial crisis with its workers who are protesting the refusal of the company to allow them to unionise under NAPO.

They alleged illegal deductions of check-off dues from their salaries and dismissal of 24 of their colleagues.

Following the dispute, the management of Daewoo Engineering and Construction Nigeria Limited has shut down its Train 7 project site and ordered its workers to vacate all work locations under its purview.
Daewoo, in a memo signed by its Project Manager, Mr. Sung Lee, said it could no longer guarantee the safety of workers and equipment following an incident last Friday, which led to severe damage on the company’s properties.

Lee, in the memo titled, “Site Shut Down” advised all workers residing at its Workers’ Village to vacate their rooms, noting that he was unsure when activities would recommence at the site.

The statement read, “Management can no longer guarantee the safety of the workers and equipment.

Consequently, the management has decided to shut down the work site effective Monday 10th October 2022 since it can no longer guarantee the safety of both personnel and equipment.
Therefore all workers are hereby directed to vacate the work locations.

“As a result of this, site activities are not sure to commence any time soon. Therefore, all workers are hereby put on standby

“All workers resident in workers village are strictly advised to vacate their rooms immediately.

“All workers on standby will be paid standby allowance (basic pay), standby allowance will be computed accordingly and paid to all employees bank account details.

“Management will announce the resumption of site operations when the issues are resolved and the safety of employees and equipment can be guaranteed.”

Meanwhile, the President of NAPO, Mr. Harold Benstowe, accused the management of Daewoo of insincerity in dealing with the issues.

Benstowe said NAPO would meet with the Department of State Services in Port Harcourt over the issues.

The Senate on Tuesday directed the Nigeria Liquefied Natural Gas (NLNG) Limited to pay N18.4 billion as compensation to 73 communities of Obiafu, Soku to Bonny in Rivers state.

The communities are to be compensated for the acquisition of their land and loss of use of the affected land to pipeline Rights of Way through the communities


The Senate further directed that the payment should be made within 60 days.

The resolutions were adopted after the Senate considered the report of its Committee on Ethics, Privileges and Public Petitions that investigated a petition written by the communities.

Presenting the report, the Committee chairman, Senator Patrick Akinyelure said following its incorporation, the NLNG acquired landed properties in Rivers state spanning over 210 kilometres for use as its pipelines’ Right of Way which ended at the export terminal of the NLNG in Finima, Bonny Local Government Area of the state.

It called on the Federal Ministries of Environment and Niger Delta, Ecological Fund Office, and Niger Delta Development Commission (NDDC) to urgently evaluate the extent of damage, and also initiate and execute shorelines reclamation and protection projects in the affected communities.

"Several communities in Bayelsa's east senatorial district had been washed away due to neglect and lack of attention to deal with the devastation of coastal erosion.

"Anyama, Twon-Brass, Odioama and Sangana communities in Brass and Ogbia local government areas in Bayelsa east senatorial district had experienced coastal erosion to the extent of their shorelines receding from 100 to 300 into the communities over the years.

"The menace has currently created serious ecological disasters and untold social and economic to people of the communities as their homes, farmlands, economic trees, vital government establishments such as roads, schools, churches, SME - cottage industries and other critical infrastructures are been washed away.

"In some cases, even crude oil and gas facilities, especially pipelines along communities' shorelines are not spared from coastal erosion thereby constituting a great danger to the host communities

The Nigerian National Petroleum Company Limited (NNPCL) has acquired all 380 Oando retail outlets, aviation and gas brands nationwide from OVH Energy.

Speaking at the unveiling of one of the new NNPC Ltd stations formerly Oando in Abuja on Saturday, the Group Chief Executive Officer NNPC Limited, Mele Kyari, said, “The acquisition will bring over 380 additional filling stations under NNPC Retail brand in Nigeria and Togo, on our journey to attaining 1,500 stations. We will be the largest petroleum product retail network in Africa.”

He commended the board for the acquisition just as he lauded President Muhammadu Buhari who is also the Minister of Petroleum for laying the foundation for improving energy access.

“It is absolutely not about assets, we are building relationships. At this moment, we are the largest downstream company in Nigeria and by this merger, we are also likely going to be the largest downstream company in Africa.”

He also assured the 200 million shareholders and Nigerians that the firm will prudently manage the business noting that, “We will make money for NNPC because this is a very profitable business.”

Chairman of the NNPC Ltd Board, Sen. Margery Chuba-Okadigbo, lauded the acquisition deal, saying, “NNPC retail station is now in Togo and we are on our journey to attain 1,500 retail stations. OVH, you have given us so much and we promise that we will look after the investments.”

The Managing Director and CEO of OVH Energy, Huub Stokman, said the acquisition comes at a time when NNPC Ltd was accelerating energy transition in line with the Petroleum Industry Act 2021 (PIA).

He said, “With a combined entity, NNPC is well positioned to take the opportunities in a way that it will positively impact the Nigerian oil and gas downstream sector. As a company, OVH Energy always focuses on delivering value to customers.

My response to some frequently asked questions on the ASUU strike and the demands.

Qn: ASUU has been going on strike since the 80s and has not produced results. Why can't they change tactics?

Ans: First-generation universities were established to be able to sustain themselves with time. You can see that from their assets. The coming of the military government in 1966 distorted the plan as education that was still in the developmental stage was pulled out of the priority list of the country by the government. Development in education was relatively stagnant as more universities were established in 1975. The starting structure sustained the first and second-generation universities to a point. They start to degrade without adequate attention.

ASUU and the Student Union began the agitation for proper funding. Students got lost somewhere along the line after they successfully killed radical student unionism. That agitation by ASUU led to the establishment of what we have now as TETFund in 1993 which brought a little relief to the public universities. Then, the release of the first tranche (N200bn) of the revitalization funds in 2014 by the government of President Goodluck Jonathan got some jobs done. Our university would have long died without the intervention of ASUU. It is the ASUU strike that has given our universities a semblance of a university, else they would have all gone like the public primary and secondary schools.

Qn. What was ASUU asking for in the FG-ASUU 2009 agreement?

Ans: The following is contained in the 2009 agreement-
-Salary Structure for Academic Staff in Nigerian Universities
-Earned Academic Allowances
-Funding of Universities and sources of funding
-University Autonomy and Academic Freedom
-Some issues that require legislation.

Qn: What is this University Autonomy

Ans: The principle of autonomy is the power possessed by universities to govern themselves, have their own rules within the framework of their *organic* law, designate their authorities, determine their plans and programs within the principles of academic freedom, and research, and freely manage their assets. This is to shield the ivory tower from the bureaucracy of the civil service.

The Nigerian Universities Autonomy Act No. 1, 2007 has this: "The Universities (Miscellaneous Provisions) (Amendment) Act 2003 (otherwise called the Universities Autonomy Act No. 1, 2007) enacted by the National Assembly and signed into law on 10th July 2003 and later gazetted by the Federal Republic of Nigerian Official Gazette No. 10, Volume 94 of 12th January 2007 as Act No. 1 of 2000, has vested the powers of MANAGING THE PERSONNEL AND PAYROLL SYSTEM issues in the hands of each university’s governing council."

Qn: Since public universities are autonomous, why don't they generate the money to fund themselves?

Ans: Public universities no doubt draw their funding from public funds since they are tuition-free, that is why they are called public universities. They are budgeted for and funded with public funds but have the freedom to govern themselves to liberate the university from the bureaucracy of the civil service. This is to enable the Council to exercise its powers and perform its functions without undue external interference or influence. This is to protect the integrity of the ivory tower.

Qn. Why is ASUU comparing their salary to politicians and not to the police and military?

Ans: Up till 1966 Professors earn more than federal ministers, Generals, etc. Professors were the highest paid civil service after the Prime Minister, The VC of University College, Ibadan (University of Ibadan), and the Chief Judge of the federation. What has changed? So, why should a PA on social media to the president that helps the president to Facebook and Tweet earn more than twice the salaries of Professors in the 21st century when we should be setting a path for a knowledge-based economy? Why should FIRS staff (tax collectors) earn more than a Professor? Etc. Does that make any sense?

Qn. Why did ASUU reject IPPIS as a payment system acceptable by other sectors?

Ans. Section 2AA of the University Autonomy Act states: “The powers of the Council shall be exercised, as in the Law and Statutes of each university and to this, extant establishment circulars that are inconsistent with the laws and statutes of the university shall not apply to the universities.” Section 2AAA states: “The Governing Council of a university shall be free in the discharge of its functions and exercise of its responsibilities for the good management, growth, and development of the University.”

The personnel and payroll of every university should be controlled by the respective Governing Council by law and not by the office of AGF. IPPIS contravenes the Univerity Autonomy Act. IPPIS is again developed for normal civil service and does not capture the peculiarities of the university system. Aside from this, it has a lot of implications if personnel and payroll are controlled from Abuja. There is an embargo on employment at the moment and the university council can't employ anyone no matter the need of the university. The Autonomy Act is to shield the university from this. For a university to employ whenever they decide to lift the embargo, the VC may need to go lobby the Head of Service, AGF, etc. Supposing he needs 30 academic staff, he may come back with additional 60 candidates not interviewed to be employed. By the time your kids are in the university, they may likely be taught by these people that should ordinarily have no business with the university. But they got an offer of a meal ticket.

Qn: I still don't understand how the implementation of the IPPIS will affect the quality of education.

Ans: The whole idea of Visiting Lecturers/Professors is a temporary measure to fill the gap of the non-availability of the required number of Academics in the senior cadre as you train the younger academics to get to that level. And that is only possible with the autonomy of the university where the management can use their discretion to effectively utilize the available resources to keep the system working with temporary staff pending the availability of enough tenure Lecturers in the senior cadre. Now that the university has been stripped of the control of the personnel and payroll and handed over to the OAGF, that flexibility is no longer there. It is either tenure staff or nothing. That means you can't start a new program and employ the services of temporary academics while you train the younger academics to take over unless you can snatch senior academics from other universities which could be very difficult. Some of the existing programs in that category without the required tenure senior academics have lost NUC accreditation since IPPIS was forced on universities. How is that helpful to our education program and development?

Qn: Why is ASUU insisting on UTAS?

When the issue of university peculiarities was raised in 2013 and that IPPIS can't fit into the university system, the government agreed on the development of an alternative platform for university workers that will address university peculiarities. In 2020, this government challenged ASUU to produce an alternative. ASUU accepted the challenge and UTAS was produced by a team that comprise the members. UTAS is developed to be in line with university autonomy. NITDA test revealed that UTAS performed much better than the IPPIS. So, why should the government insist on error-friendly IPPIS for the universities when we have a better alternative platform?

Qn. On the fund for the revitalization of universities, do ASUU really realize that they are not the only sector suffering from underfunding in Nigeria?

Ans: No country, especially the developing countries, jokes with education except Nigeria. If there is N2.4trn to fund the security budget, it should be possible to give a little attention to education. If there are billions of naira to maintain unproductive refineries yearly, they can satisfy the demands of ASUU. As a developing nation, education is very critical to our development, and ignoring it has future consequences. The giant of Africa should lead by example on education in Africa

Qn: A department graduates 100 students and then cries about no staff to hire and demanding Earned Academic Allowance (EAA), I don't understand.

Ans: From NUC guidelines to the universities, every academic rank has its percentage and you cannot populate a department with Graduate Assistants (GAs) that are not even qualified to teach till they obtain their MSc to become Assistant Lecturers, according to NUC guidelines. If all the graduating students were employed and the top ranks are weak, can the new graduates do the job of a Senior Lecturer? Who will train the GAs to get their MSc and PhD? Who will do the teaching and students project supervision job before the GAs attained the level to perform those functions? Since the quota for the Junior lecturers is already filled, the excess work has to be done by the available staff and they are meant to get the EAA which is hardly paid except ASUU goes on strike to get a fraction of it

Qn: Why engage Visiting and Adjunct Professors when there are plenty of graduates without jobs? Are they not taking up the jobs of unemployed graduates? Open up the university space, get people employed

Ans: The engagement of contract and visiting Professors to Senior Lecturers never stopped employment in the university. They are engaged because of their value to the system. Mass Communication department, ABU has such a celebrated Professor that was retired but engaged till IPPIS. Among the Academics that I worked with in the UK during my PhD was a retired Emeritus Professor, Len Dissado that was among my 4 guides. He was 80 years last month and still serving the university. I am very proud to have Co-authored a published paper with him. It was a rare privilege. That is one of my best papers using his model, the Dissado-Hill (QDC) model. The Professor of Engineering with a PhD in Chemistry was retired before I met him in 2009 when I got to Leicester. He was about 70 years just after I left in 2012. I learn a lot from him. I will remain pleased with the University of Leicester for retaining the retired but not tired Professor and a Dielectrician that I had the privilege to learn from.

In the university, we don't just discard intellectuals that are still resourceful to the university like a piece of rag. That is part of the peculiarities of the university that seems to be beyond the realm of understanding of those not in academia. They are valued till death. If it was in Nigeria where intellectuals are not valued, Professor Stephen Hawking, the celebrated genius of Cambridge, that died at the age of 76 years in 2018 would have been abandoned.

Qn. Why did ASUU feels that all their demands must be met or no work, even though these ASUU demands are shielded from the public?

Ans: The demands are not secret. The 2020 MoA can be found here. https://ASUU.org.ng/fg-ASUU-agreements/. You can find the press release in August 2020 on the same website that highlighted what the government needed to do to end the strike. The demands include:
-the renegotiation of the 2009 ASUU/FG Agreement
-Adoption of UTAS
-Revitalization of public universities
-Earned Academic Allowance
-Proliferation of universities by state governors.
Not a single one of the demands have been met by FG till now.

Qn: Federal government claimed to have attended to 80% of your needs. Why are you still on strike then?

Ans: That is misinformation from FG and very disappointing. After 6 months of the strike, FG is yet to address a single demand of ASUU.
-The Draft Agreement of the Nimi-Briggs Renegotiation Committee was submitted in June 2022 (NOT SIGNED).
-Adoption and deployment of UTAS as the payment for university staff as against IPPIS (NO DONE).
-Release of N170bn to complete one tranche of NEEDS assessment Revitalization Fund as agreed in 2020 MoA (NO DONE).
-Release of N50bn to complete the arrears of EAA as agreed in 2020 MOA (NOT DONE).
-Release of government white paper on 2021 visitation panel report to federal universities (NOT DONE).
-Legislation to curb the proliferation of universities, especially by State Governors (NOT DONE).
-Payment of withheld salaries from March 2022 (NOT DONE).
AS A MATTER OF FACT, THE GOVERNMENT HAS ADDRESSED 0% OF THE DEMANDS OF ASUU.

Qn: But the government is broke and there is no money to fund education, why can't you understand?

Ans: The problem is not the lack of funds but the mismanagement of our resources and funds. If the government can stop crude oil theft, stop the wasting of billions in the yearly rehabilitation of refineries that are not refining, stop the subsidy fraud, stop the loopholes exploited by the AGFs to rob the country, etc, there will be more than enough money to fund education.

Qn. Why will ASUU want to be paid for the "wasted" 6 months of the salary they didn't work for?

Ans: Who caused the strike? FG refusal to implement an MoA it willingly signed in 2020. Who made the strike to be this long? FG's nonchalant attitude. If FG had taken the demands serious, why would the strike last this long? The issues at stake can be resolved within a month and everyone will get back to their normal business. But the education of the masses is not important to them. What's the justification for holding the salary?

Moreover, the Academic Staff Union of Colleges of Education was on strike for 2 months. Why were their salaries not withheld? The staff of research institutes were on strike for several months, why were their salaries not withheld? Is their so-called no-work no-pay policy during strike actions applicable to only university lecturers? The government seems confused. The university lecturers deserve their pay like the others.

Meanwhile, when the strike commenced, there was an APC internal crisis as their party's convention was approaching. They were desperately looking for a solution. Mal. Adam Adamu was seen in a trending picture with the then APC Chairman on a visit to the president in London concerning the APC crisis. While the education minister was running up and down to resolve the APC crisis, he ignored the crisis in the universities he was appointed to manage.

So, does he deserve a salary as the minister of education for 5 months before the meeting of the ministers with the president on the ASUU strike? You will answer that universities are not his only responsibility in the ministry. So also is teaching not the only responsibility of the university lecturers. As the lecturers refused to teach due to ASUU Strike, they are engaged in their other responsibilities that include research and community services. The lecturers deserve their pay the same way the minister got his pay. The withheld salary should not even be an issue to argue over. It will be paid.

The Independent National Electoral Commission, on Wednesday, announced the commencement of recruitment of election staff for the 2023 general elections.

To this effect, the electoral umpire said it had opened its portal for recruitment, adding that eligible applicants should begin applying for the role.

INEC made the announcement in a post on its Facebook page on Wednesday. It said the portal which opened on Wednesday (today) would be closed on November 30, 2022.

The statement read, “The Commission has approved the re-activation of INECPRES both the Mobile App for Android phones only and the web portal (laptops only).


To this end the portal will be open to eligible applicants for registration of all categories of ad-hoc staff (SPO/PO/APO/RATECHS/RAC Managers) except the Collation officers.

“The portal opens on Wednesday the 14th of September and ends on the 30th November, 2022.”

The PUNCH reports that electioneering for the 2023 election will kick off later this month, signaling the commencement of activities that would culminate in next year’s general elections.

**The Nigerian MDGs Office/UNDP Best Governor in the Implementation of the MDGs in Nigeria

INTRODUCTION OF CONSTITUTIONAL AND OTHER MAJOR CHANGES IN NIGERIAN POLITICS

*He was the first gubernatorial candidate in Nigeria to legally challenge to its logical conclusion, his governorship electoral victory that was denied him. He won in the Courts and reclaimed his mandate.

*He was the first Governor in Nigeria to legally challenge his wrongful impeachment and was reinstated by the Courts.

*He was the first Governor in Nigeria to seek the interpretation of tenures of Governors when INEC allowed elections to take place in Anambra State when his tenure had not expired; the election already concluded was cancelled and he was allowed to complete his tenure.

*He was the first Governor to serve a 2nd term in both the new and old Anambra State, that is, almost 40 years after creation of the State.

*He was the first Governor, whilst still in Office, to be appointed a Special Adviser to the President.

*He was the first serving Governor to be appointed into the Presidential Economic Management Team.

*He was among the first Governors to be honoured with a National Award in 2011, while still in office.

*Though the only Governor whose political party was in government in only one State, he was elected Vice-Chairman of the Nigeria Governors’ Forum twice.

*Though the only non-PDP Governor in the South-East (made up of 5 States), he was elected by the other 4 PDP Governors as their Chairman for 8 years rather than the usual one year.

FUNDAMENTAL ACHIEVEMENTS AS GOVERNOR OF ANAMBRA STATE (PARTIAL LISTING)

1. Anambra was the first State to commence Sub-Sovereign Wealth savings, the first of its kind in Sub-Saharan Africa. At a time many other Governors were leaving huge debts, I left the equivalent of $500 million Dollars in investment as well as local and foreign currency, including $156 million in Dollar-denominated bonds.

2. For the first time in the history of Anambra State, Ambassadors and High Commissioners of notable countries such as United States, Britain, Russia, European Union, South Africa, Belgium, Israel, the Netherlands, Canada, among others, visited the State. Before my tenure, Anambra was practically a pariah state blacklisted by the Diplomatic Corps and international development partners.

3. Development partners such as UNDP, UNICEF, the World Bank, DFID, the European Union etc., which hitherto were not in Anambra State started working with the State. Anambra was consistently adjudged one of the best states in development partnership and commitment to reforms for good governance.

4. He was recognised as Best Governor by the Millennium Development Goals Office (OSSAP-MDGs) and the UNDP in the implementation of their programmes in Nigeria.

5. The Nigerian Debt Management Office (DMO) rated Anambra as the least indebted state in Nigeria. In spite of visible and measurable achievements recorded in various sectors, the State under him did not borrow or raise bonds for her various projects.

6. The Senate of the Federal Republic of Nigeria rated Anambra State as the most financially stable state in the country.

7. The State's ground-breaking return of schools to their original owners - Voluntary Agencies (Churches) on 1st January 2009, and subsequent partnership with the Agencies in Education, saw the State move from 24th position out of 36 States to Number One in National Examination Council (NECO) and West African Examination Council (WAEC) examinations for three consecutive years. This made the World Bank to commission a study, led by the renowned Prof. Paul Collier of Oxford University, on this revolutionary partnership and phenomenal achievement.

8. The State also entered into strategic partnership with the Churches in the Health sector. This symbiotic relationship resulted in a tremendous boost to health care because of the services offered by health institutions owned by Voluntary Agencies, while the State restored grants to the agencies and made available to them more than 50 million Dollars in various types of support.

10. Through partnership with the Church in the Health sector, his Government funded the transformation of -:

a: Iyienu Hospital, Ogidi;
b: Our Lady of Lourdes Hospital, Ihiala;
c: St Charles Borromeo Hospital, Onitsha;
d: Holy Rosary Hospital, Waterside, Onitsha; and
e: St. Joseph Hospital, Adazi-Nnukwu.
His Government also built the Joseph Nwilo Heart Centre in St. Joseph, Adazi-Nnukwu, where heart operations are now being performed.

11. His Government won the Bill and Melinda Gates Foundation (1 Million dollars) as the best-performing state in immunisation in the South-East. With complementary funding from our Government, they used the money to build 10 Maternal and Child Care Centres across the State, particularly in rural communities, in partnership with the Churches.

12. The State was the first to procure and distribute more than 30,000 computers to secondary schools, including 22,500 from HP. The Managing Director for Personal Systems Group HP Inc, Mr. FabriceCampoy described the deployment as the biggest of such projects in the Middle-East and Africa.

13. Anambra State Government provided Microsoft Academies to more than 500 secondary schools, which the Head of Microsoft in Nigeria (Mr. Ken Span) described as the biggest such deployment in Africa so far.

14. The State provided Internet access to more than 500 secondary schools, which the CEO of Galaxy Backbone (Mr. Gerald Ilukwe) characterized as incomparable to any in the country.

15. More than 700 buses were provided to secondary schools in the State by our Government.

16. Boreholes were provided in schools all over the State.

17. Numerous classrooms were built in all the 177 communities of the State.

18 As part of the efforts to turn around the economy of the State, a number of companies were attracted to build their facilities in the Anambra State. A case in point is SABMiller, the 2nd largest brewery in the world, which built their first Green Field facility in the State, which is today one of the most successful facilities they operate globally.

19. A number of other companies followed the SABMiller initiative and were all supported and encouraged under our Government; a good example is INNOSON Motor Manufacturing Company, from which our government bought more than 1,000 vehicles.

20. Anambra State for the first time started close collaboration with recognized government security agencies (the Police, Army, Navy, Department of State Security, Civil Defence, among others), offering them various types of support including provision of more than 500 security vehicles. The improvement in security was phenomenal, such that the former IG of Police (Abubakar Mohammed) lauded Anambra State for not witnessing any bank robbery in my last three years in office.

21. To further enhance security, Anambra State provided at least one security vehicle to each of all the 177 communities in the State as well as various organizations such as markets and Churches.

22. His Administration conceived and built, from scratch, the first state-owned Teaching Hospital, Chukwuemeka Odumegwu-Ojukwu teaching Hospital, Awka.

23. His Government commenced the planned development of the Igbariam Campus of the ChukwuemekaOdumegwu-Ojukwu University, including the fencing, construction of internal roads, electrification, construction of the Faculty of Law, Auditorium, Administrative Block, Faculty of Agriculture, Management Building, among others).

24. His Government attracted the World Bank support on erosion - National Erosion and Watershed Management Project (NEWMAP) - to Anambra State.

25. His Government was the first to do Poverty Mapping in Nigeria, as a guide for the effective implementation of our poverty-alleviation strategies.

26 His Government, for the first time, undertook the aerial mapping of Awka as well as the production of Structure Plans for Awka Capital Territory, Onitsha and Nnewi.

27. During his tenure and with his Government's support, Anambra State became an oil producing State.

28. He built the first Secretariat Complex to house State Government Ministries that were hitherto scattered around the State.

29. His government commenced the development of the 'Three Arms Zone' comprising Government House/Governor’s Lodge, Legislative Building/Speakers Residence, and Judiciary Building with Chief Judge’s Residence.

30. By the end of his tenure in 2014, more than twelve (12) health institutions, including two hospitals, had secured accreditation; when we took off in 2006, no health institution in Anambra State was duly accredited.

31. Anambra State was the first to undergo national peer review, which scrutinised State Governments for good governance, through the State Peer Review Mechanism (SPRM), an initiative of the Nigerian Governors’ Forum in collaboration with the DFID….
