With what I discovered, the private sector donated money to the FG not to any state government. The FG bought/purchased food materials under the umbrella CACOVID and disbursed it in abundance to all the states. The states in turn hoarded it, then reported to the FG that they have exhausted all their food stuffs.

This move lead the govt. to bring out from its own purse, and did some borrowing. They shared it back to every state. Then it was hoarded again.

My only problem with the FG was at least they could have set up a monitoring committee. To go to each state.
