In federal university, the president is the visitor to the uni who can sack the VC. And the chancellor is appointed by the visitor. And the chancellor reports to the visitor directly. In state uni, governor is the visitor, then same principle.

The Chancellor is the Chairman of the university's board.
No student can graduate without the approval of the board.
They work in non-execuyive roles, meaning they dont sit in an office in the university and manage the day to day affairs of the universities.
It's like chairman of the board of a bank and other organizations. Not like private companies where u have one man as Chairman/CEO.
