The Nigerian Police Force(NPF) has started it recruitment registration exercise for constables. This was annouced by the federal government today, thursday, November 29.

It was said that the President had approved Enhanced Salary Structure for the Nigeria Police Force (NPF).

This statement was made by the President after meeting with members of the Police Service Commission (PSC) on Monday, November 26, at the State House at Abuja.
His meeting with the board of police Service Commission, directed by Ibrahim Idris - Inspector General of Police (IGP) . It was on Wednesday during the plenary when the head of senate, Ahmad Lawan publicly announced the migration of Joshua Lidani from the people's democratic party(PDP) to All progressive Congress (APC).

Lidani who was the former PDP lawmaker elected on the platform of the party in 2015 and represented Gombe south senatorial district. He, however, was said to have lost his re-election integrity to a serving member of the House of Representatives, Binta Bello, who won the PDP ticket to contest for the senatorial district.

In the same vein, the Senate on Wednesday, November 28, confirmed the appointment of Olanipekun Olukoyede as secretary of the Economic and Financial Crimes Commission (EFCC) less than 24-hour after the confirmation was suspended.

The confirmation was suspended on Tuesday, November 27, after a member of the Senate committee on anti-corruption and financial crimes, Isa Misau, accused the committee of preparing a report without the consent of others.

Misau was therefore not contempted, he put forward his complaint that the endorsement page report was signed by only three out of a total of eight members who made up the committee.

President Muhammadu Buhari, in a letter dated September 10, 2018, nominated Olanipekun Olukoyede, the chief of staff to the chairman of the EFCC, Ibrahim Magu, as the secretary of the commission.

In January 2019, a liberal-arts student from New York born to immigrant parents will become the first black woman to lead Harvard University’s Crimson newspaper in its 145-year history.

Kristine Guillaume, who is studying literature, history and African-American studies, was elected this month with a promise to steer the traditional bastion of the establishment towards a more diverse, digital-first future.

She has previously served as a chair of a diversity and inclusivity committee, responsible for making The Harvard Crimson more diverse and welcoming to students from all backgrounds.

“If my being elected to the Crimson presidency as the first black woman affirms anyone’s sense of belonging at Harvard, then that will continue to affirm the work that I’m doing,” she told The New York Times.

The 20-year-old is the third black president and first black woman to helm the organization since it was founded in 1873.

The Crimson has traditionally been a fast-track to illustrious careers. Past writers and editors at the daily include John F. Kennedy and Franklin D. Roosevelt, two of America’s most celebrated presidents.

According to the Times, Guillaume plans to pursue a doctorate in African-American studies and a career in academia, with some writing on the side. She considers the author Ta-Nehisi Coates a role model.

Guillaume, the daughter of two doctors — her Chinese mother and Haitian father — will be joined by Angela Fu as incoming managing editor. Harvard was taken to court this fall over criticism that it discriminates against Asian students.

In 2018, people of colour make up just over 22 per cent of the workforce in US newsrooms, according to the American Society of Newspaper Editors.

In 1990, Barack Obama was the first black person elected to lead The Harvard Law Review, considered the highest student position at Harvard Law School.

The confirmation of Olanipekun Olukoyede as secretary of the Economic and Financial Crimes Commission (EFCC) has been suspended by the Senate.

A member of the Senate committee on anti-corruption and financial crimes, Isa Misau had earlier accused the committee of preparing a report without the consent of others, Premium Times reports.

It was gathered that the lawmaker complained that the endorsement page report was signed by only three out of eight members of the committee.

He said: “Let’s step down this report so that we, the members of the committee can go through it. Because I participated actively in the screening of these nominees and there are some of them that are not competent to hold that office.

“I’m just seeing this report. It has not been sent to my office and I was part of the screening and during the screening, I made objections on certain people that are not supposed to hold that office to be screened. It is necessary for us to look at the report."

The chairman of the committee, Chukwuka Utazi, who urged the Senate to confirm Olukoyede, said: “Most of the committee members are busy with oversight. We wrote every member to be in attendance. What Misau attended was the ICPC screening. He attended and participated but he did not attend this one.

“We gave the notice to everybody to attend; and at the end of the day, the number of people who attended, formed quorum and took the decision on behalf of the committee (signed)."

Utazi was thereafter asked by the Senate president, Bukola Saraki, to meet with his members later in the day, conclude and re-present the report on Wednesday, November 28.

The meeting between the federal government and the Academic Staff Union of Universities (ASUU) on Monday, November 26, in Abuja has ended without any agreement. Biodun Ogunyemi, ASUU president, while speaking to newsmen after the closed door meeting, said negotiation was ongoing and the meeting continued.
Universities To Remain Shut As FG’s Meeting With ASUU Is Inconclusive

The News Agency of Nigeria (NAN) reports that the meeting, which started at 5 pm at the federal ministry of education, was to find a lasting solution to the ongoing strike. The union embarked on the strike three weeks ago over the funding of Nigerian universities and an alleged plan by the federal government to increase students’ fees and introduce an education bank. The union is also demanding the implementation of the Memorandum of Action (MoA) agreement by both parties in 2017.

Recall, it was reported that ASUU vowed to continue its ongoing industrial action if the federal government fails to meet its demands.

Professor Biodun Ogunyemi, the national president of ASUU in a statement on Sunday, November 25, said the union’s struggle is still alive and that the strike would continue, Premium Times reports. He said so far, there have been no concrete agreement from the meetings the union has been having with the federal government.

Delta state governor, Dr Ifeanyi Okowa has described the Peoples Democratic Party (PDP) presidential candidate, Alhaji Atiku Abubakar, as a great patriot, democrat and man of faith for his legendary and remarkable contributions to the growth of democracy in Nigeria. Governor Okowa poured the encomium on the ex-vice president as he turns 72 years on Sunday, November 25.
In a statment on Saturday, November 24, the governor lauded Atiku's strong faith, dexterity, sagacity, courage and penchant for democratic values and ethos as an unrepentant democrat. He commended the former vice president for his tremendous impact on the lives of people irrespective of tribe, religion, geography, gender, social status or political affiliation.

Former president, Olusegun Obasanjo, has said the presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar, will not disappoint when he becomes president in 2019.
Obasanjo was reported by Premium Times to have made the statement on Sunday, November 25, when he and another ex-president, Goodluck Jonathan, in the company of some governors of PDP, visited the palace of Lamido of Adamawa during a trip to the state to campaign for Atiku.

Paul Ibe, a spokesperson for Atiku Abubakar, who was present at the event said Obasanjo showered praises on the PDP presidential candidate.

It was learnt that Obasanjo assured the Lamido of Adamawa that Atiku would not disappoint when he becomes president in 2019. It was also reported that Obasanjo recounted his ordeal at the Yola prisons when he was jailed by then military ruler of Sani Abacha in the 1990s.

After the meeting with the traditional ruler, Obasanjo, Jonathan, Atiku and the governors were said to have entered the same bus heading to home of the PDP presidential candidate to have lunch.

Meanwhile, the son of former president, Olusegun Obasanjo, in the person of Olujonwo Olusegun Obasanjo, has emerged as the new national president of Buhari Youth Organization (BYO).

Also elected was engineer Garba Umar who was returned as the organisation’s national secretary, Leadership reports. Immediately emerging president, Olujonwo reportedly unveiled the BYO Next Level T-shirt to mark the launching of 2019 presidential campaign for President Muhammadu Buhari. Despite his father's insistence that President Buhari should not seek re-election, Olujonwo joined the campaign team of the president ahead of the general elections.

President Buhari The president stated this in a statement issued by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu in Abuja on Saturday. Buhari, who was reacting to the tragic incident, assured that immediate measures had been taken to ensure that “the loopholes which led to the fatalities were blocked, once and for all.’’

President Muhammadu Buhari has expressed deep shock over the killing of military personnel in Metele village of Borno by Boko Haram terrorists, saying his administration remains committed to the security of military personnel and other citizens.

The President noted that fighting terrorism had taken a global dimension which necessitated international collaboration among states facing similar security challenges.

He, therefore, reassured Nigerians of his continued commitment to their security and of his efforts to sustain the momentum in the previous significant successes recorded against the terrorists.

The president, however, advised Nigerians against making a political capital out of the national tragedy, stressing that “members of the armed forces are one family, commonly committed to the security and safety of all Nigerians.’’

In accordance to the order of the Senate on Thursday, November 22, operatives of the Nigerian Police Force (NPF) have just ended their siege on the Akwa Ibom State House of Assembly, Channels TV reports.

All entrances to the complex had been barricaded right from the morning of Tuesday, November 20. They are, however, now open as the police vacated the premises on Friday, November 23. The police trucks and the anti-riot officers that had barricaded the road leading to the complex were no longer there.

Earlier, it had reported that the Senate on Thursday, November 22, ordered the police command in Akwa Ibom to withdraw its operatives from the state House of Assembly.

The upper chamber also instructed the force to unseal the building that was barricaded by some security personnel. In its resolution, the Senate maintained that the police only had the right to enforce laws and bring about orders in the country, but not to prevent lawmakers from gaining entry into the complex of the House. In his opinion, the deputy Senate president, Senator Ike Ekweremadu, on Thursday said that if care was not taken about the state of things in Akwa Ibom, the trend may spread to other parts of the country.

The Presidency has rejected former President Goodluck Jonathan’s statement that there is more corruption in the country, compared to when he left office.

“This is absolutely untrue. The facts on the ground today run contrary to his outlandish claim,” says the Senior Special Assistant to the President on Media & Publicity, Garba Shehu, in a press release.

Shehu responded to Dr. Jonathan with lengthy explanation as published by the News Agency of Nigeria: “President Muhammadu Buhari, in pursuit of the war against corruption, has set a number of local and international records, one of which is to call judicial officers in Nigeria to account. He is the first to set such a record. Not only that, this is the first time that top military commanders and Service Chiefs are brought to trial and convictions were achieved on account of corruption.

“Also, this is the first time a ruling party is convicting high profile citizens including former governors, who are members of same party. This is the first time the international community is acknowledging the efforts of a government of Nigeria in this regard as manifested by the selection of President Buhari by the African Union as the Anti-Corruption Champion of the continent.

“For the records, this is the first time a ruling party is investigating ranking officers of the administration, including some at the very top.

“In addition to the many firsts recorded by President Buhari’s administration, the government has introduced a lot of changes, considering that the laws relating to the fight against corruption cannot reasonably be static.

“In line with its aspiration to be ahead of the growing sophistication of corruption and financial crimes, the administration has initiated new legislation and proposed amendments to different sections of laws, among which are:

“• The Money Laundering Prevention and Prohibition Bill 2017;

“• Anti-Terrorism Prevention and Prohibition Bill 2017;

“• Nigerian Financial Intelligence Unit Bill 2017 (NFIU);

“• Proceeds of Crime Bill 2017;

“• Public Interest Disclosure and Witness Protection Bill, 2017 and

“• The Mutual Legal Assistance in Criminal Matters Bill, 2017.

“Owing to these efforts and support all of relevant stakeholders, NFIU Act has been passed and President Buhari gave his assent on July 18, 2018. The administration is currently working with the legislature for an expedited passage of the Proceeds of Crimes Bill to make the anti-corruption war more effective.

“Nigerians should dismiss Dr. Jonathan’s hollow boast that he, not President Buhari, introduced schemes such the Biometric Verification Number, BVN, Treasury Single Account, TSA and the Integrated Personnel and Payroll Information System (IPPS). Of what use is the announcement of good policies without the will to implement them?

“Since President Buhari assumed office, Nigerians are witnesses to the huge success recorded through the implementation of the TSA where some government agencies that had over the years remitted peanut amounts or nothing at all are now periodically pumping billions into government coffers.

“Prominent among these remittances include the ones made by Joint Admissions and Matriculation Board (JAMB), Nigerian Ports Authority (NPA), Federal Inland Revenue Service (FIRS), Nigeria Customers Service (NCS) and Nigerian Maritime Administration and Safety Agency (NIMASA).

“While it is also true that the BVN was introduced in 2014 to ensure that all bank accounts have biometric identification of their owners, the lack of will and capacity under Dr. Jonathan stalled implementation. Today, BVN covers nearly all bank accounts. There are still some individuals who have shielded their identity and are now afraid of enrolling on the BVN platform as this will expose them and their corrupt actions. The law is going after them.

“President Buhari’s administration introduced the whistle-blower policy as a veritable tool against corruption as it gives individuals an opportunity to expose corruption, fraud, bribery, looted government funds, financial misconducts, government assets and any other form of corruption or theft. Within six months of introducing this policy, over 5,000 reports were made through various channels, 365 actionable tips were received out of the 5000 reports. So far more than N200bn has been recovered.

“As the Minister of Justice and Attorney-General of the Federation, Abubakar Malami (SAN), said on Thursday, the former President does not have the facts to claim that there was any serious effort on the part of his administration to fight corruption.

“As at 29th May 2015, when this administration came into office, the EFCC recovery account had only N19.5 billion as revealed by the Minister of Justice and Attorney-General. After one year of the new anti-corruption drive by the Buhari administration, this figure had gone up to N279 billion, and since then a lot more has been recovered.

“Finally, as evidenced from a fleeting look at the book, the former President had nothing to say about his own achievements. If there was a recession, and yes we had a moment in it, was it due to one year of President Buhari’s government?

“In his efforts to blame everyone but himself for his failures, Dr Jonathan heaped the blame for the predictable economic recession on President Buhari, ignoring the seeds sown under him through mismanagement and the process set in firm roots for the decline of the economy. Evidently, he did nothing to avert the situation.

“As we have explained over and over, the recession in 2016 was caused by years of mismanagement and corruption. In the 16 years of PDP and earlier than that, the country solely relied on oil, the price of which was as high as 140 USD per barrel under their watch. Government simply reticulated oil revenue through personal spending by corrupt leaders, wasteful expenses and salaries; rather than investing in what would grow the economy. There was no investment in infrastructure as President Buhari is now doing in seaports, airports, power plants, railways, roads and housing.

“The oil windfall for the country was mismanaged, and Nigeria’s greatest opportunity for growth was turned into a tragedy. More worrisome, there were no savings. And to compound the problem and compromise growth of the economy, the previous government borrowed heavily, owed contractors and international oil companies. When President Buhari came into power in 2015, the country had accumulated debt, which took it back to the level it was before the Paris Club Debt forgiveness. Nigeria did not have fiscal buffers to withstand an oil shock when oil prices fell to as low as 28 USD.

“The oil shock should and could have been foreseen. When visionary Nigerians and economists foresaw this and warned of the dangers ahead, Dr Jonathan hounded such men as the Emir of Kano, Muhammadu Sanusi 11 and Professor Chukwuma Soludo. Dr Ngozi Okonjo-Iweala, Coordinating Minister of the Economy and Minister of Finance under Dr Jonathan’s administration also warned and she was rebuffed.

“The former President and his party have nothing to say about achievements. They ruled the country for 16 years and what is their record on jobs, power, rail, seaports, airports and internal security, including the crippling disaster of terrorism?”

The Presidency has rejected former President Goodluck Jonathan’s statement that there is more corruption in the country, compared to when he left office.

“This is absolutely untrue. The facts on the ground today run contrary to his outlandish claim,” says the Senior Special Assistant to the President on Media & Publicity, Garba Shehu, in a press release.

Shehu responded to Dr. Jonathan with lengthy explanation as published by the News Agency of Nigeria: “President Muhammadu Buhari, in pursuit of the war against corruption, has set a number of local and international records, one of which is to call judicial officers in Nigeria to account. He is the first to set such a record. Not only that, this is the first time that top military commanders and Service Chiefs are brought to trial and convictions were achieved on account of corruption.

“Also, this is the first time a ruling party is convicting high profile citizens including former governors, who are members of same party. This is the first time the international community is acknowledging the efforts of a government of Nigeria in this regard as manifested by the selection of President Buhari by the African Union as the Anti-Corruption Champion of the continent.

“For the records, this is the first time a ruling party is investigating ranking officers of the administration, including some at the very top.

“In addition to the many firsts recorded by President Buhari’s administration, the government has introduced a lot of changes, considering that the laws relating to the fight against corruption cannot reasonably be static.

“In line with its aspiration to be ahead of the growing sophistication of corruption and financial crimes, the administration has initiated new legislation and proposed amendments to different sections of laws, among which are:

“• The Money Laundering Prevention and Prohibition Bill 2017;

“• Anti-Terrorism Prevention and Prohibition Bill 2017;

“• Nigerian Financial Intelligence Unit Bill 2017 (NFIU);

“• Proceeds of Crime Bill 2017;

“• Public Interest Disclosure and Witness Protection Bill, 2017 and

“• The Mutual Legal Assistance in Criminal Matters Bill, 2017.

“Owing to these efforts and support all of relevant stakeholders, NFIU Act has been passed and President Buhari gave his assent on July 18, 2018. The administration is currently working with the legislature for an expedited passage of the Proceeds of Crimes Bill to make the anti-corruption war more effective.

“Nigerians should dismiss Dr. Jonathan’s hollow boast that he, not President Buhari, introduced schemes such the Biometric Verification Number, BVN, Treasury Single Account, TSA and the Integrated Personnel and Payroll Information System (IPPS). Of what use is the announcement of good policies without the will to implement them?

“Since President Buhari assumed office, Nigerians are witnesses to the huge success recorded through the implementation of the TSA where some government agencies that had over the years remitted peanut amounts or nothing at all are now periodically pumping billions into government coffers.

“Prominent among these remittances include the ones made by Joint Admissions and Matriculation Board (JAMB), Nigerian Ports Authority (NPA), Federal Inland Revenue Service (FIRS), Nigeria Customers Service (NCS) and Nigerian Maritime Administration and Safety Agency (NIMASA).

“While it is also true that the BVN was introduced in 2014 to ensure that all bank accounts have biometric identification of their owners, the lack of will and capacity under Dr. Jonathan stalled implementation. Today, BVN covers nearly all bank accounts. There are still some individuals who have shielded their identity and are now afraid of enrolling on the BVN platform as this will expose them and their corrupt actions. The law is going after them.

“President Buhari’s administration introduced the whistle-blower policy as a veritable tool against corruption as it gives individuals an opportunity to expose corruption, fraud, bribery, looted government funds, financial misconducts, government assets and any other form of corruption or theft. Within six months of introducing this policy, over 5,000 reports were made through various channels, 365 actionable tips were received out of the 5000 reports. So far more than N200bn has been recovered.

“As the Minister of Justice and Attorney-General of the Federation, Abubakar Malami (SAN), said on Thursday, the former President does not have the facts to claim that there was any serious effort on the part of his administration to fight corruption.

“As at 29th May 2015, when this administration came into office, the EFCC recovery account had only N19.5 billion as revealed by the Minister of Justice and Attorney-General. After one year of the new anti-corruption drive by the Buhari administration, this figure had gone up to N279 billion, and since then a lot more has been recovered.

“Finally, as evidenced from a fleeting look at the book, the former President had nothing to say about his own achievements. If there was a recession, and yes we had a moment in it, was it due to one year of President Buhari’s government?

“In his efforts to blame everyone but himself for his failures, Dr Jonathan heaped the blame for the predictable economic recession on President Buhari, ignoring the seeds sown under him through mismanagement and the process set in firm roots for the decline of the economy. Evidently, he did nothing to avert the situation.

“As we have explained over and over, the recession in 2016 was caused by years of mismanagement and corruption. In the 16 years of PDP and earlier than that, the country solely relied on oil, the price of which was as high as 140 USD per barrel under their watch. Government simply reticulated oil revenue through personal spending by corrupt leaders, wasteful expenses and salaries; rather than investing in what would grow the economy. There was no investment in infrastructure as President Buhari is now doing in seaports, airports, power plants, railways, roads and housing.

“The oil windfall for the country was mismanaged, and Nigeria’s greatest opportunity for growth was turned into a tragedy. More worrisome, there were no savings. And to compound the problem and compromise growth of the economy, the previous government borrowed heavily, owed contractors and international oil companies. When President Buhari came into power in 2015, the country had accumulated debt, which took it back to the level it was before the Paris Club Debt forgiveness. Nigeria did not have fiscal buffers to withstand an oil shock when oil prices fell to as low as 28 USD.

“The oil shock should and could have been foreseen. When visionary Nigerians and economists foresaw this and warned of the dangers ahead, Dr Jonathan hounded such men as the Emir of Kano, Muhammadu Sanusi 11 and Professor Chukwuma Soludo. Dr Ngozi Okonjo-Iweala, Coordinating Minister of the Economy and Minister of Finance under Dr Jonathan’s administration also warned and she was rebuffed.

“The former President and his party have nothing to say about achievements. They ruled the country for 16 years and what is their record on jobs, power, rail, seaports, airports and internal security, including the crippling disaster of terrorism?”

The Senate, yesterday, began probe into the alleged involvement of the Police in the recently conducted bye election in Kwara State, unending killings and cases of kidnapping in Zamfara State. Against this backdrop, the Senate mandated its chairman, Committee on Police Affairs, Senator Tijjani Kaura, (APC Zamfara North) to carry out a holistic investigation into the issues. Resolutions of the Senate were sequel to two separate point of Order by Senators Rafiu Ibrahim (PDP Kwara South) and Tijjani kaura (APC Zamfara North). Senate Earlier, Senator Rafiu Ibrahim in his point of Order, moved through order 43 of the Senate’s Standing Rules under personal explanations, alleged that last Saturday’s bye election conducted in Irepodun/Isin/Oke-Ero/Ekiti Federal Constituency was militarised and skewed in favour of the candidate of the All Progressives Congress, APC, Raheem Olawuyi by both the Police and men of the Department of State Services, DSS.

Senator Ibrahim said: “What took place in that part of Kwara State last Saturday was purely Police siege, harassment, intimidation and not an election which must be investigated by this Senate to prevent a recurrence of such in any part of the country in the 2019 general elections.

“Imagine an election, which took place in just four local government areas, attracting four directors from the DSS headquarters in Abuja, hundreds of senior police officers including an Aide de Camp to a serving governor and of course, thousands of men of the Police Force and DSS. “This motion is not to contest the predetermined result but to put what happened in the public domain in preventing future occurrence.” On his part, Senator Kaura, urged the Senate to investigate the unending killings and kidnappings being carried out in Zamfara State by mindless killers. Kaura said: “These dastardly acts of kidnapping and killings need to be urgently tackled by relevant authorities and thoroughly investigated by the Senate to save the state from being totally wiped out by mindless criminals and blood thirsty killers.”

“The killings and other deadly crimes in Zamfara State are getting too rampant and we need to do something very drastic.”

In his remarks, Senate President, Dr. Bukola Saraki directed the Chairman, Senate Committee on Police Affairs to fast-track expeditious consideration and passage of the Police Reform Bills aside conventional investigations that should be carried out.

Bayelsa State Governor, Henry Seriake Dickson, has stated that plans have been concluded to open the Bayelsa state International Airport to local and international passengers before the end of the year.

He stated this while speaking as a recipient of the Africa Value awards 2018 in Abuja for Effective Leadership and Economic Development alongside other top influential personalities across Africa. The governor who was represented by his Head of Media and Events, Mr. Ono K. Adesina Adesina said this during a programme on ARISE TV on Tuesday. He said: “I’m surprised that this president has been with you for three and half years and yet you do not seem to know him,” he said. “If anybody would rig election or anything, it will not be President Muhammadu Buhari.

He would rather even prefer to lose fair and square. “He has even said it before that if the only thing he would leave as a legacy for Nigeria is free and fair election, he would do it. Forget that the election would be rigged, that will not happen.” “The Next Level is about deepening what is happening in the country. It’s about consolidating on what has been done and what is been done; its about making progress and advancing on what we are doing now. That is the sum total of it.

“A lot of Nigerians believe in what this administration is doing, they have faith, they have confidence, they have hope that the administration will take Nigerians to the place it deserves to be. “The work in progress will continue and if you look at the documents that were released, you’ll see additional focal areas. “So in the next dispensation and by the goodwill of Nigerians who will re-elect the current administration, these three focal areas (security, economy and infrastructure) will continue to receive attention and there will be additional ones as you’ve seen in the documents.”
