Senate Leader, Ali Ndume, on Saturday claimed that 100 trucks of grains meant for to Internally Displaced Persons in the North East were diverted during the regime of former President Goodluck Jonthan. Ndume made the assertion in Maiduguri while handing over grains to Borno Government for the IDPs, supplied to the state by the Federal Government. He alleged the 100 trucks were diverted by the same contractor who also cornered 31 trucks of grains meant for IDPs since April. The senate leader said the 100 trucks of grains were out of 600 trucks approved by Jonathan, while the 31 missing trucks were out of the 300 approved by President Muhammadu Buhari in April. Ndume said the Economic and Financial Crimes Commission [EFCC] had delved into the issue of the grains diverted in April. “The contractor was reported to the EFCC for action and nine more trucks were recovered, the EFCC also promised to recover all the remaining trucks, ” Ndume said. He said 29 trucks were traced to the National Strategic Reserve depot in Minna, leaving a total of 31 trucks unaccounted for. “I am passionate about the issue of the missing 31 trucks of grains because I am an Internally Displaced Person (IDP) myself. “After been given the trust to transport the grains, somebody went and diverted it, I am assuring you that the EFCC is doing its job on the matter, ” Ndume said. He added: “When we dug up we found it was a cartel, a syndicate or at best a group of thieves doing this to us; there was a great connivance and head will roll.” “There is a second phase of the case coming up because they also stole our grains during the regime of Present Good luck Jonathan, am going to follow it up too. “Jonathan ordered the release of 600 trucks and they stole more than 100 trucks out of it,” he said. Ndume added: “They cannot go to sleep while am alive, I will follow it up because it is the same contractor.” |

Justice Okon Abang of the Federal High Court sitting in Maitama, Abuja, on Thursday, admitted another 13 new exhibits tendered before it by the Economic and Financial Crimes Commission, EFCC, in the ongoing trial of a former Chief of Defence Staff, Air Chief Marshall Alex Badeh (retd). Badeh is being prosecuted by the EFCC alongside his company, Iyalikam Nigeria Limited, for allegedly abusing his office by using the Dollar equivalent of the sum of N1.4 billion from the accounts of the Nigerian Air Force, NAF, to purchase properties in choice areas of Abuja between January and December, 2013. The offence, according to the EFCC, contravenes Section 15 (2) (d) of the Money Laundering (Prohibition) Act, 2011 (as amended) and punishable under Section 15(3) of the same Act. Counsel to EFCC, Rotimi Jacobs, SAN, led the seventh prosecution witness, PW7, Oluwatoyin Oke (a business woman); from whom the first defendant (Badeh) allegedly bought a choice property in the Wuse 2 area of Abuja, in evidence. The witness told the court that she used to own and live at No. 19, Kumasi Crescent, Wuse 2 Abuja also known as plot 456 Kumasi Crescent Wuse 2, until 2013 when she sold it for N260 million to Badeh through a third party. Oke stated that after putting the property up for sale, she was contacted by one Abba Maidama who informed her of an interested buyer. Upon inspection of the property, Maidama further informed her that his client was ready to commence payment in three installments. The PW7 told the Court that the first installment she received was $550,000.00 which was paid into her account by the agent. Upon receipt of the second and third installments of the dollar equivalent of N260million, Oke stated that she signed and handed over all the original documents and title deeds of the property, including a Power of attorney, Deed of Assignment and Deed of Sale to Maidama. Prosecuting counsel now asked the witness to ascertain copies of the documents which were shown to her in court; and she did. Thereafter, the documents were tendered and marked as exhibits D8 to D20 with no objection from lead defense counsel, Akin Olujimi, SAN. Olujimi was called upon to cross-examine the witness to which he declined. Justice Okon Abang, thereafter, adjourned to the November 2 and 3, 2016 for continuation of trial. |

Poised to engender good governance in Nigeria, President Muhammadu Buhari has said he would surely solve the country’s perennial electricity problem, fix the Niger Delta security problem and also improve the infrastructural status before leaving office. He also said that public office holders in Nigeria must be made to be accountable, restating the determination of his administration to restore the country to the “good old days of accountability”. The president spoke at a meeting with the Director, Global Upstream of Shell Oil Company at the State House, Abuja, on Tuesday. “It is only by doing this that investor morale and confidence will return, and the economy will be positioned on the path of growth,” the President said. President Buhari, who commended Shell for their faith in the economy and staying power, gave assurances on some issues of concern raised by the company. On the protracted issue of cash calls, the President assured that the Federal Executive Council will soon consider a proposal for the easing of unpaid arrears owed by the government. President Buhari said that the security of oil infrastructure will continue to be prioritized side-by-side with dialogue with the stakeholder-communities in the Niger Delta. He, however, urged oil companies to take more responsibility in the protection of oil installations to complement the efforts of Nigerian Navy in the region. According to a statement by Garba Shehu, the senior special assistant on media and publicity, the Shell Director, Mr. Andrew Brown, in his remarks told the President of the resumption of oil exportation through the Forcados terminal following its restoration. He called for continued protection by the Nigerian Navy in view of repeated threats of attack by militants. Brown commended the anti-corruption posture of the Buhari administration as well as the efforts to streamline and stabilize the economy for long term projects, saying all the efforts will go a long way to reinforce Shell investment plans in Nigeria. |

MINISTER of Finance, Mrs Kemi Adeosun, Tuesday, told the Senate that the Federal Government would sustain its over N6trillion national budget in the 2017 appropriation bill, expected to be submitted by President Muhammadu Buhari, after the consideration and subsequent approval of the pending 2017—2019 Medium Term Expenditure Framework, MTEF and Fiscal Strategy Paper, FSP, by the National Assembly. Adeosun told members of the Senate Committee on Finance, led by its Chairman, John Owan Enoh, PDP, Cross River Central, who were on oversight visit to her ministry that government would maintain its over N6trillion annual budget because it spends over N3 trillion out of the budget sum for salaries, pension and debt services , leaving a paltry amount for capital projects. She insisted that the country would be gambling with the figure for now as it can’t go below it anymore in the face of high expectations from its citizens. Senator Enoh had told the minister that the committee’s visit was “actually driven by the collective decision of the Senate a few weeks ago that all its standing committees embarked on oversight visits to all ministries, departments and agencies of government.'” “So, for us as a committee, in addition to having to respond to that requirement, it also became imperative that we embark on this maiden visit. “Our hope is that on this visit, the minister, quite apart from giving us some highlights of the implementation of the Ministry of Finance budget in the year 2016,would also throw some highlights on few of some of the things that she feels the committee should know, especially the performance of our economy, no matter how briefly, and some things that we could take advantage of because we oversight her ministry, so that we don’t just hear as secondhand but hear as firsthand. “This is October, the Medium Term Expenditure Framework is already sent to the National Assembly for approval so that the 2017 budget can come. We have a few revenue challenges, most of all is the performance of the independent revenue of government. So we think that the minister would take advantage of this meeting and be able to bring us to speed with a few of these things, “he added. The Committee berated the minister for what it described as her poor handling of agencies under her watch, resulting in monumental leakage and loopholes. ” There are a lot of drained pipes and leakages in the customs, I don’t think that the ministry under your watch has given sufficient attention to the customs in particular, “Senator Hope Uzodinma, a member of the committee and Chairman, Senate Committee on Customs told her. Responding, Mrs Adeosun disclosed that government’s efforts at realising money from revenue generating agencies to meet the expectations of Nigerians were being hampered by high-level corruption still existing in the agencies, especially the Nigerian Customs Service, which she described its men as “cohesive crooks hard to break.” To this end, she solicited an urgent intervention of the National Assembly in curbing the loopholes and excessive leakage not only in the revenue sourcing agencies but also all other Federal Government’s agencies, saying they were stinking of corruption. The minister particular disclosed that about two trillion from the budget was going out for salaries of workers and pension alone the sum of N1.4 trillion was also going out for debt servicing, saying the situation considerably slashes down the budget sum, a development she noted, made it impossible to downsize the budget.

A lecturer, Mr Ugoji Nwabueze, on Tuesday in Calabar criticized senate’s approval of three years validity for Unified Tertiary Matriculation Examination (UTME) results, saying that it would be counter-productive . The senate recently passed into law, the JAMB Amendment Bill, 2016, seeking extension from one to three academic years, the validity of any admission offered by the Joint Admissions and Matriculation Board (JAMB) to any candidate. In an interview with newsmen, Nwabueze, a lecturer at the Cross River University of Technology (CRUTECH), said that the extension would make students academically lazy. He added that it would disrupt due process in university admissions and cause confusion in the system. “It will create academic laziness and prevent students from working hard. “ It will bring serious confusion in the system. It is counterproductive and should be discouraged at all cost,” he said. He said that UTME propelled candidates to work hard and set goals for themselves. Nwabueze, also the National President of University of Calabar Alumni Association, said that lack of due process in university admissions over time led to confusion in the system. According to him, the three years validity period will not give students the opportunity to set benchmark for academic excellence. The don said that the law establishing JAMB was clear on admission of students into tertiary institutions. “The law is very clear on the process of admission but the confusion is as a result of poor policy implementation,” he said. The lecturer said that there was nothing fundamentally wrong with the system of the admissions. NAN |
