Nigerian soldiers have made three futile attempts without being able to retake the town of Damboa in Borno State that was captured recently by members of the Islamist insurgent group, Boko Haram, two military sources have told SaharaReporters. Over the last few days, Nigerian military officials had proclaimed that a contingent of Nigerian troops was heading to Damboa to wrest Damboa township from Islamist militants who seized it and planted their flags in different locations. Our sources said the Nigerian Army had made three major attempts to retake the town from Boko Haram, but pulled back each time because many soldiers seemed afraid to engage the fierce firepower of fighters of the dreaded terrorist sect. Former residents of the town complained that they had not been able to go into the town to bury dead relatives and friends killed after Boko Haram overran Damboa, murdering more than 100 people before hoisting their flags in the town. Last week, the Nigerian Army released a statement pledging that troops would be sent to retake the seized town. A few days later, the army revealed that an Air Force helicopter on a training mission in the area had crashed. Adamawa State Governor, Murtala Nyako, accused Nigeria's President and key government officials of possibly supporting state terrorism during a speech on security challenges in Northern Nigeria at the United States Institute of Peace (USIP) in Washington, DC. Governor Nyako's speech was delivered during a three-day symposium, March 17-19, on Current Economic, Social and Security Challenges facing Northern Nigeria, organized by the USIP, in collaboration with the governments of Denmark and Norway. Governor Nyako said, "... the arms, ammunition and explosives being used by so-called Boko Haram are not manufactured in Nigeria. Somebody must have brought them from abroad to the scenes of attacks. With military check-points mounted everywhere in far greater numbers than we had during our civil war and with only the President, the Vice President and their key staff and Governors of the States on one hand and the Nigerian Military on the other who pass these points unchecked, we could safely assume that it is one of the two groups who conveys these weapons up country from the Port(s) after Custom and Security clearance." Nyako said the initial assumption was that Boko Haram was religiously motivated when their targets were within the Muslim communities but since then they have bombed United Nations facilities, destroyed churches and mosques and killed large numbers of Muslims and Christians. He said he had written several times to President Jonathan to ask whether the Government knew what type of war it should be fighting; was it a war against terrorists, insurgents or a war against the people in Northern Nigeria. Nyako asked, "In short, is the massive killing of people and destruction of property and the environment state-sponsored?" Governor Nyako said, "The security situation we are … facing in Northern Nigeria today could be sponsored, financed and supported by evil minded and over-ambitious leaders of Government and the society for political gains. There is simply no person(s) in the North-Eastern zone rich enough to foot the financial and logistic bills on Boko Haram activities. Somebody outside the zone must have bought these arms, ammunitions and explosives somewhere which is easily traceable, paid the freight charges to Nigeria, cleared them at the Ports, conveyed them up-country through numerous check-points and put them in safe-houses in the States ready to be used by the appointed killers. " Nyako added that it was clear there was unhindered coordination between the activities of Boko Haram cells and strategic commanders in Nigeria's national Defense system. He said, "How else could there be such timely actions regarding the immediate withdrawal of the Military near vital positions such as schools and colleges with the immediate arrival of Boko Haram squad of murderers. Not only are these withdrawals of the Military and the attacks of Boko Haram timely, it is noticed that such attacks would last for hours without counter response by the Military even if they are located at a hearing distance. We have had cases where a fleet of Airforce aircraft was being burnt by Boko Haram near a unit of the Military, yet the latter did not respond. We have had a case when a retired General and a civil-war hero was being shot to death by allegedly Boko Haram attackers in front of soldiers detailed to protect the area, yet there was no response from them." The Governor alleged there seems to be an attempt to throw the region into civil war. "There have been attempted assassinations of a number of States’ Governors including my good-self and the Governor of Benue State; a number of top Traditional Leaders of the North including the Shehu of Borno and the Emir of Kano, our Senators and top Business people have also been attacked in broad daylight and escaped death by the skin of their teeth ! Who had given the executive ‘Orders’ to kill us? Is Northern Nigeria facing another demonic Agenda similar to that which wiped away its Political and Military Leaders and killed a number from the Western Region in January, 1966? The Presidency should give us answers to all the foregoing serious questions and we do not want insults by aides in response or harassment by detailed Security operatives ! We want the ANSWERS; Nigeria also wants the ANSWERS; the international community too should want the ANSWERS." Governor Nyako said, "The people in the North have also begun to suspect that the Objective of all this is to create enough mayhem for an excuse to deny them their democratic right of Vote by canceling the forthcoming General Elections in the region and also reduce the Voting power of the people there now and in the future through mass killings of its populace especially its youths." At the time of filing this report, SaharaReporters learned the Presidency will soon release a statement on their position regarding the allegations made by Governor Nyako.

The BBC has obtained a photograph which shows that Mohammed Yusuf, the leader of the Boko Haram sect in Nigeria, was alive when captured by the army. They handed him over to the police. The NPF has suffered tremendously under various administrations in the last twenty years and I think it's high time they enjoyed the so-called dividends of democracy. The rank and file of the NPF stinks right from the Inspector General of Police, the various Assistant Inspectors General of Police, the State Commissioners, District Police Officers, District Crime Officers, Inspectors, Sergeants, Corporals and loads of recruits. I pity an average police officer in Nigeria as they have been neglected for a very long time: let's take a look at some of the anomalies that exists within a typical police station: A typical police station say ALAKARA POLICE STATION(That's even a very stupid name to start with) in Mushin Local Government area of Lagos State is nothing to write home about, the rank and file are bunch of illiterates, a wanderer(This is defined by the NPF as a Nigerian arrested at 7pm, driven about town till 1am and then charged at the police station for strolling peacefully as a result of no electricity at home) is taken to the station and the next thing they ask him at the dilapidated counter is to provide money to buy a writing pen so as to be able to log his biodata in, he is then beaten mercilessly before taken into the stinking cell alongside real criminals and if per-adventure none of his relatives shows up, he becomes a forgotten entity at the already congested AREA D Office before being taken to Kirikiri. http://www.nigeriavillagesquare.com/articles/wale-akin/police-stations-in-nigeria-16.html |

Investigations shows that some of the police stations in Nigeria get as low as N35,000 as allocation from the force headquarters per quarter. This is the reason why in all the states of the federation, many police stations rely on philanthropic gestures from members of their host communities and proceeds of bribery to function effectively. And that is why inscriptions such as ‘Donated by Welders Association’, ‘Community Development Association’ are constant features on many items and facilities found in many police stations in the country. From rehabilitation of buildings, to fuelling of patrol vans and generators that serve the stations, many Divisional Police Officers appear to have turned into beggars of some sort, asking for a certain amount of money to make a statement when one goes to report an incident. There has to be serious concern that some of those involved in such violations may be selected for UN peacekeeping…” Following reported cases of human rights abuses and acts of unprofessional conducts perpetrated by men of the Nigerian Army and Police Force, a report on the Vetting and Selection of UN Peacekeepers has demanded a “prompt development of a National Policy on Peacekeeping Support Operations in line with the 2012 UN policy on human rights screening. The report, which is a brainchild of the Civil Society Legislative Advocacy Centre (CISLAC) in conjunction with the Open Society Foundations, observed that this is imperative following cases of human rights violation by Nigerian troops and police officers in peace-keeping assignments. The Executive Director of CISLAC, Awul Rafsanjani, said the repeated cases of rights violations and abuses by Nigerian troops on peace-keeping assignments have undermined the image of the country in the international community. “For instance, the conduct of Nigerian forces in Liberia in the 1990s where they were implicated in the sexual abuse of many women resulting in many unwanted pregnancies and the recent case in 2011 when a unit of a Nigerian police peacekeeping contingent was withdrawn from Congo for sexual misconduct have damaged Nigeria’s international reputation,” he said. Intensely passionate about his job, Mr. Udo works under weather elements at his traffic duty post in Lagos, shrewd at persuading wayward motorists to obey traffic laws. But after putting in a quarter of a century on a job he so cherishes, his gross annual salary stands at N577, 234, while his gross monthly pay stands at N55, 147. When tax and sundry deductions are made, Mr. Udo, a sergeant, goes home with less than N48, 000, 00 every month. The Nigeria Police Force on Monday said it was moving from analog to digital motor registration using the new Digital Biometric Central Motor Registration (BCMR) system. The Force Public Relations Officer, Frank Mba, said the change of registration processes of vehicles, tricycles, and auto-bikes from the old analogue CMR to the new digital BCMR system will take effect from September 16. Mr. Mba said introduction of the BCMR comes against the backdrop of contemporary security challenges bordering on terrorism, high incidence of car theft, carjacking, kidnappings and other acts of crimes and criminalities in our society. “Unlike our hitherto analogue based procedures, the BCMR operates on smart-cards and portable hand-held receiver and is a specially developed technological means of attaching automobile owner’s unique traits and personal data to their vehicles for proper identification and protection purposes.” Mr. Mba said He further stated that the police BCMR are designed to be used for forensic analysis; fingerprints can be matched or verified against registered finger prints collected during registration. Nigeria has surpassed Iraq, Afghanistan, Pakistan and Somalia as the world's deadliest country when it comes to terrorist attack fatalities after recording 3 477 deaths in 146 attacks over the last year, according to British risk consultancy firm Maplecroft. The consultancy firm logs, analyses and maps every reported incident of terrorism worldwide and included 197 countries in this year's survey. The South African Police Service (SAPS) implemented a biometric system in 2001 to secure the Integrated Justice System (IJS).Finger- and palm prints of convicted criminals have been captured in their Automated Fingerprint Identification System (AFIS) this database is used for Identity Management (IDM) and is used to monitor criminals as well as to track down wanted criminals. Portable readers (powered by Sagem's MorphoTouch and RapID technology) are used at roadblocks around the country to identify wanted criminals and bring them to justice. The AFIS was implemented by the Ideco Group, who also completed the HANIS system discussed above. Additional uses of biometrics in the police services are fingerprint readers (with fake fingerprint detection functionality) for access control in departments with secure and sensitive information (e.g. forensic laboratories, stolen vehicle departments etc.). Fingerprints are also being used as the sole method for doing criminal record background checks for commercial purposes – as the use of a name, surname or identification number has too much potential for abuse, and this system failure has led to much fraud. A full set of fingerprints is required for a criminal record check to be done on an individual. Companies who want to make use of this service (called AFISwitch) have to be enrolled with AFIS.
