Local aerospace company Denel Aerostruc-tures (DAe), part of the State-owned Denel Group, has won a fourth contract to manufacture parts for the Airbus A400M military air transport and air-to-air refuelling aircraft. The new contract, which was won in an international bidding process, is worth more than R260-million and will run for six years. DAe is based in Kempton Park, on the far side of OR Tambo International Airport from the terminal buildings, east of Joahnnesburg.

The new contract is to manufacture ISO locks for installation in the cargo holds of all A400Ms. These components are a combination of alumin-ium rails and cross tracks which serve to guide the movement of ISO containers within the cargo hold. The containers are then secured in their positions by a comprehensive system of locking mechanisms. The ISO locks will be manufactured to designs supplied by Airbus Defence & Space.

South African President Jacob Zuma’s commitment to the nascent African Capacity for Immediate Response to Crises (ACIRC) force is currently the major topic occupying planners in particularly the landward and airborne arms of the SA National Defence Force (SANDF).

While no official acknowledgement or announcement regarding South Africa’s contribution to ACIRC has been made, those in the loop point to the Commander-in-Chief having instructed his generals to make provision for a thousand strong South African contingent, with the necessary equipment, to be ready to deploy under the African Union (AU) banner in the not too distant future.

There was confusion on Sunday morning after two military officers, identified as Hilary and Sheu Abdullahi, died after a brutal clash.

Our correspondent gathered that the incident happened at a popular night club on Pen Crescent, Apapa area of Lagos.

The PUNCH learnt from a reliable source that Hilary, a corporal in the Nigerian Army, had gone to the club with his girlfriend who was donned in a military outfit.

The source said, “The bouncers at the club stopped the lady and challenged her, asking if she was a soldier. But Hilary asked why they would question his girlfriend in his presence.

“Abdullahi, a naval officer, who was equally at the club with his girlfriend, came out to intervene. After listening to the bouncers, he told Hilary it was wrong for his girlfriend to wear a military uniform when she was not one. That was how Hilary left the bouncers and decided to tackle Abdullahi.”

Another source told our correspondent that the fight began after Abdullahi slapped the soldier’s girlfriend for disrespecting him.

He said, “The soldier was angry and went after the naval officer. He stabbed him with a jackknife and he died on the spot.”

Our correspondent gathered that Abdullahi’s colleagues, after getting wind of the situation, mobilised to the scene.

It was learnt that in retaliation, the men pounced on Hilary, and beat him to a pulp.

The affray was said to have escalated after the soldier gave up in their hands.

A resident was said to have made a distress call to policemen at the Apapa Police Division who arrived the scene on time to prevent further bloodshed.

The Deputy Police Public Relations Officer, ASP Lelma Kolle, while confirming the incident, said the police made two arrests at the scene.

He said, “Yes, the incident happened. Actually, two people died. We received a distress call from someone that there was a situation at the club and we instantly rushed to the scene. We were able to bring the situation under control and prevent further loss of lives. It was just unfortunate that by the time we got there, the two officers had died. But the police arrested two military officers in connection with the incident.”

He added that the case had been transferred to the State Criminal Investigation Department, Yaba, and the corpses of the slain officers, deposited in the mortuary.

The Army Public Relations Officer, Lieutenant Colonel Omale Ochagwuba, said he was at a programme and would appreciate if our correspondent could visit his office.

The Command Information Officer of the Western Naval Command, Lieutenant Commander Way Olabisi, said he would get back to our correspondent on the incident.

The deadly Boko Haram sect has taken over another Borno town after the successful capture of Damboa about a month ago.

The new territory under the control of the terrorist group, is hilly Gwoza town which succumbed to the superior power of the Islamic fundamentalist group on Tuesday.

A large detachment of the sect were said to have completely overran the town and causing the residents to flee into the hills and neighbouring Cameroonian villages.

A resident of the area that called from one of the hills he had fled to with some other residents of the town who spoke to journalists anonymously, said the Boko Haram terrorists besieged the town in many utility vehicles and Armoured cars.

For whoever wants to know why inefficiency is the lot of the Nigeria Police, the starting point may be to closely watch the state of things at police stations across the country.


Apart from the poor physical state of many of them, they are largely run on charity.


Investigations shows that some of the police stations in Nigeria get as low as N35,000 as allocation from the force headquarters per quarter.

This is the reason why in all the states of the federation, many police stations rely on philanthropic gestures from members of their host communities and proceeds of bribery to function effectively. And that is why inscriptions such as ‘Donated by Welders Association’, ‘Community Development Association’ are constant features on many items and facilities found in many police stations in the country.

From rehabilitation of buildings, to fuelling of patrol vans and generators that serve the stations, many Divisional Police Officers appear to have turned into beggars of some sort, asking for a certain amount of money to make a statement when one goes to report an incident.

Even after taking such statements and there is a need to make an arrest of those reported, the policeman on duty asks the complainant to drop another N2, 000 to fuel the police patrol vehicle.

The Lagos University Teaching Hospital (LUTH) is always in the news for the wrong reason. We all remember the Baby Eniola saga, when an infant was given HIV-infected blood. The then Chief Medical Director (CMD), Prof. Tolu Odukoya did not the take decent administrative step of resigning, he was forced out by the Federal Government. We thought we had seen the end of inept and incompetent management, but the current CMD, Prof. Akin Oshibogun has surpassed every inglorious index of mismanagement and corruption.

As I write, the multi-million Naira water project awarded by his administration has never supplied water to the hospital. It is a shame that while the newer plants do not work, the old water plant still functions, though the output is inadequate for the hospital. The hospital has consequently been taken over by “mai ruwa” of Idi-Araba and Mushin. It is common sight to see them pushing their jerry cans of water into the hospital complex. No one knows the source of the water being sold to patients and staff alike. The essential nature of water to healthy living and treatment of patients has not moved the CMD to take actions to ensure adequate water supply to the hospital. What manner of professor would have to be told that water is life?

The power situation in the hospital is a sad commentary on the gross incompetence of the CMD. It is common for the whole hospital complex to be in total darkness with the exception of the Accident & Emergency (A&E) Centre. Patients are treated in the wards in this dark situation! Little wonder, avoidable deaths have resulted from this situation. Night duty nurses are seen with torchlights fastened to their heads with scarves to provide semblance of light! The CMD definitely uses alternative power supply in his house. Only him can explain why he is not bothered or moved by this situation considering that some patients are in critical condition and need to be monitored periodically.
