Reward for Service to Party as APC National Integrity Movement Group singled out Olayide Owolabi Adelami (mni) who is the BOT Chairman of Asiwaju-Shettima Presidential Agenda (ASPA), for honour, regarding contributions made towards the APC’s election victory of the President; President Bola Tinubu (GCFR) in the 10th Republic; 2023.

For every labour, there is a reward time. This played out on Thursday the 22nd of June, 2023 as the group; Asiwaju-Shettima Presidential Agenda (ASPA) and her BOT Chairman, Chief (Dr.) Olayide Adelami (mni), were both honoured at an occasion in Abuja in recognition of their contributions to the mobilization of Voters across the 36 states of the Federation and the FCT towards the success of the governing All Progressives Congress, APC, in the 2023 general elections.

PIGO News correspondent who covered the event reported that the award culminated in the honouring of ASPA and by extension; Chief (Dr.) Olayide Adelami (mni) ; with the prestigious award in appreciation of the support that ASPA as a group and it’s BOT Chairman Chief (Dr.) Olayide Adelami (mni) played in the success of the APC at the last general elections.

This was closely followed with the honouring of ASPA’s BOT Chairman; Chief (Dr.) Olayide Adelami (mni) , who also received an award for his group’s super contribution to the success of the APC in the last election.

The award ceremony which held at the International Conference Center, Abuja and organized by the APC National Integrity Movement (ANIM); was held to appreciate and Award Heroes and Heroines of Renewed Hope’s 2023 victory of His Excellency, President Asiwaju Bola Ahmed Tinubu and Vice President, Kashim Shettima.

Pigonews.com had reported that the governing APC emerged victorious at the presidential elections conducted on February 25th, 2023 where its candidates; Asiwaju Bola Ahmed Tinubu and Senator Kashim Shettima defeated the candidates of the opposition parties, Alhaji Atiku Abubakar and Mr Peter Obi of Peoples Democratic Party, PDP and Labour Party respectively.

The APC also clinched victory in majority of the State governorship elections emerging with 15 States, PDP won in 12 States, NNPP and Labour Party clinched 1 State each.

The ASPA Support Group had played a major role through the performance of its members, thanks to Chief (Dr.) Olayide Adelami (mni), the BOT Chair of ASPA who is also the Ondo State Co-Ordinator of Tinubu Integrity Action Movement (TIAM) and patron of the South West Agenda for Asiwaju (SWAGA); for mobilizing voters across the 36 States and the FCT; of the federation in support of the APC in the build up to the 2023 general elections.

Pigonews.com reports that the organisers of the award, gave testament to the fact that ASPA particularly, were very visible in the APC structure and were prominent in all electioneering activities that led to the party’s victory and therefore, deserved the awards.

Reacting after receiving the award, Chief (Dr.) Olayide Adelami (mni) BOT Chair (ASPA) commended the APC National Integrity Movement for recognizing the efforts of (ASPA) in the electioneering success of the APC and appealed for political rewards for its members in terms of appointment and other benefits.

The Grand Patron of (ASPA) was the 3rd Executive Governor of Katsina State; Rt. (Hon) Bello Masari (CON).

Some widows and students Wednesday purchased governorship nomination form for the former deputy clark of the National Assembly Chief Olayide Owolabi Adelami, to contest the governorship ticket of the All Progressives Congress (APC).

While presenting the forms to the aspirant at the national secretariat of APC, the leadership of the Ondo Rescue Group, Comrade Adewale Ogendegbe said the life style of the aspirant informed their decision in raising fund to purchase his nomination forms.

On her part, one of the leaders of widows in the state, Mrs. Nkechi Okereke, said the philanthropic gesture of many years by the aspirant was a ray of hope for all in Ondo state.

While addressing newsmen after receiving the forms from the group, Adelami’s said, “I am coming up for a rescue mission. Ondo State is endowed with a lot of resources after Lagos, I cannot think of any other State with resources like Ondo State but what has happened over the years, these resources have been under tapped.”

He said under his watch, the financial autonomy of the local government would be granted expressly.


Adelami’s who commended past leaders in the state, including the incumbent governor of the state, he however promised to take the state to the higher level.

According to the former deputy clerk of the National Assembly, “other leaders that have come on board at one time or the other have tried their best, even including the Governor that is there. He has tried his best but what I’m saying is that his best is not enough. I want to improve in that best. I want to take Ondo State to a higher level.

“I am prepared for this job. Over the years, I have been a technocrat in the National Assembly and usually I referred to myself as techno politician. In National Assembly I have received a lot of trainings, I have been on the sidelines watching the political space.

“Looking at Ondo State over the years, I know what and what we need to do. If Ondo people give their mandate I am going to launch out immediately, I am not going to wait for weeks or months before I begin to execute my manifesto.

“For instance, local government autonomy is a burning issue in all the states of the federation and first item on my manifesto, I am going to grant financial autonomy to local government because I believe that the third tier of govenrment is the government of the grassroots.

“The statutory allocation of the local government if that money is spent in local government then the economic tempo of local government will increase. The pervasive poverty we are witnessing in Ondo State today will be a thing of the past”.

On the mode of election for the July 20 Ondo State Governorship primary, Adelami endorsed direct primary saying, “I believe in transparency and fairness and I believe this can be guaranteed when we have direct primary. It gives all members opportunity to have a say on who lead them.”

Adelami’s fellow contestants are scared because:

1. He is an (mni) (Member of the National Institute, Kuru, Jos) which I don’t expect them to know about this nor their followers. There just isn’t any point explaining to them lol. (But who knows, surely does know).

2. He is a Stellar Federal Public Servant the best the state has ever produced.

3. He is an authority in key disciplines.
Fellow CIPSMN, Fellow CMA, Fellow CITN, Fellow ANAN, Fellow CITaxationNigeria, Graduate Harvard Business School Massachusetts, USA, mention just a few.

(P.S not even your SAN can be compared to being an (mni). Go and ask pls smiley

4. He committed himself to helping the less privileged and did not do it with an iota of deceit to run for office. This is evident as his projects were first in FCT and then Owo; his hometown.
Most of his co-contestants extended their tentacles to all 18 LGAs, but Adelami only did 1. Ohh Adelami the promise child!

5. They are jittery because he is ready to expose their lies and deceit to the great and good people of Ondo People.


6. He is very Humble and respectful to all (Old and Young) They know this. They are envious of his God given trait. They can’t hold a conversation for too long with their supporters without snapping at them. They are not cool, calm and collected like Adelami.
Reading this, now they don’t know what to say or do again, they want to now kill him, slander him and lie against his unblemished records serving humanity and the public (Character Assassination).

Frontline governorship aspirant of the All Progressives Congress in the October 10, 2020 election in Ondo State, Chief Olayide Owolabi Adelami has promised to address all inadequacies impeding efficient implementation of Child’s Rights Law 2007 if elected into office.

Adelami made this known in a press statement he personally signed to celebrate the 2020 Day of the African Child.

Noting that the Day of the African Child, celebrated on June 16 every year since 1991 was set aside to honour those who participated in the Soweto Uprising in South Africa in 1976, Adelami assured that his administration will give full commitment to welfare of children in the state.

He also berated the Rotimi Akeredolu-led administration for not doing enough for orphans and vulnerable children in the state since coming into office.

“It is of note that the interest of children, especially the vulnerable ones must be important to a true leader to make the difference required.”

” I have it on good authority that in the past three years, orphans and children of the less privileged people in our state have got little attention from the government.

“The orphanages in our states are not seen or heard of in the scheme of things. When the right thing is to leave no one behind, many of such have been left behind in the past. How many orphans do we have in the state? How many child headed homes do we have? How many street kids do we have and how many out of school kids do we have? These are not known because there is little commitment to children issues.

“Today, Ondo State has 20 functional private orphanages that the government doesn’t even consider to support despite the great work they are doing. In over three years, the government has not given subvention to any of these orphanages, whereas in some other states, this kind of support comes on a monthly basis.

“We are also aware that the government-owned Ondo State Children’s Home in Oba Ile has been surviving on donations from good spirited nigerians as it some times wait for three months to receive fund for food from the government. The correctional center along Ondo Road lives on past glories. The school for the mentally retarded, Oke Igbo is a place that even parents are scared of taking their children. The cost of the “free education” has also increased the out of school kids in Ondo State,” Adelami said.

The former National Assembly Deputy Clerk also promised to domesticate the Violence Against Persons Prohibition Act in the state if voted into office.

“A government should be measured by its care for children. While the present government has paid lip service to the Violence Against Persons Prohibition Act, we as an administration will make it our priority to domesticate it once elected.

“How do we protect children from violence in the state, if there is no law set aside for that purpose? The Child’s Rights Law 2007 is not even been implemented with the required resources and manpower. This needs to change. We will bring this change.

“The beginning of the care for the children as God expects, is for us to take care of the orphans, the widows and the poor. A leader who neglects these is not practicing the true religion or real leadership.

“That is why for us the children in need of special protections such as the orphans both in institutions and families will be of great interest because when you make the lives of these ones better, it is then a government has served the people and served God,” he added.

Adelami while celebrating Ondo State children promised that his administration would give quality leadership to them irrespective of which side of the divide they find themselves.

“Today is significant to children, their caregivers, Africa as a whole and, of course, all blacks in the world. Let’s give our children the best of governance, no matter the class, status, colour, in rural or urban setting, rich or poor, in fact, every child. And that is what I stand for.” he also said.

As the change of baton in Ondo State Government House approaches, many political gladiators expectedly have thrown themselves into the race to succeed Governor Akeredolu.

Many political big wigs and intellectuals from different works of life have already activated their political machinery to clinch the plumb job. One of such contenders is Harvard trained administrator and Former Deputy Clerk of Nigeria’s National Assembly, Olayide Owolabi Adelami.

A native of Owo in Ondo State, Adelami’s aspiration is anchored on his conviction that Indigenes of the state deserve a better deal. Unlike many career politicians jostling for the job, Adelami believes that governance should be totality about service to the people and using the state’s limited resources to better the lives of the people.

Crisis has hit the All Progressives Congress (APC) in Owo, Owo Local Government Area of Ondo State, as two persons are laying claim to be chairman of the party in the council.

They are Sydney Ogunleye and Chief Taiwo Olatunde.

Owo is the hometown of Governor Oluwarotimi Akeredolu, Jumoke Ajasin-Anifowose and other governorship aspirants.

Ogunleye is loyal to Governor Akeredolu, while Olatunde is loyal to other aspirants, including a former Deputy Clerk of the National Assembly, Chief Olayide Adelami, who is aspiring to remove Akeredolu from office.

Ogunleye, who insisted that he is the chairman of APC in Owo, said Adelami is not a member of the APC.

He said that there was no time Adelami registered or participated as a member of the APC in Ondo State.

Ogunleye, who spoke at a meeting of the party with political appointees in Owo, said political careers are not started with governorship ambition without recourse to the party or getting registered as a member.

He accused Adelami of sponsoring thugs to foment trouble in the state.

Ogunleye said the party would provide a level playing field for aspirants, who are registered members of the party seeking the ticket at the primary election.

He said the people are agitating for the return of Governor Akeredolu and the APC because of his achievements.

Adelami, who spoke through his Campaign Coordinator, Kehinde Bello, said Olatunde is the chairman of the party in Owo.

He accused Ogunleye of impersonating APC leadership in Owo.

Adelami described Ogunleye as a mischief maker.

Political thugs have attacked Engr. Musa Mukaila, a chieftain of the All Progressives Congress, APC and staunch supporter of Chief Olayide Adelami, a governorship hopeful in the Ondo October 10 polls.

Engr. Musa, a former member representing Owo state constituency II in the Ondo State House of Assembly, was attacked near S.O filling station, Ijebu-Owo, while returning from the police station to make a formal complaint about an earlier attack on a campaign vehicle branded for Chief Adelami.

Eyewitnesses say the vehicle parked in front of a barbing salon beside RCCG, Success Parish, near Adaba junction, Idasen-Owo, was destroyed by the political thugs, who shot sporadically into the air to scare away people.

The armed thugs who have been moving round Owo in recent times with guns and other dangerous weapons unchallenged are suspected to be sponsored by another aspirant.

Chief Adelami, reputed to be a man of peace, has instructed that the matter be reported to the police and a complaint was immediately lodged at the A-division of the Nigerian Police, Ijebu-Owo, while the vehicle has been towed to the facility.

Ahead of the October 10, 2020 governorship election in Ondo state, the Aspiration of Chief Olayide Adelami (mni), one of the leading Governorship Aspirants on the platform of the All Progressives Congress (APC) in the state, has received another major boost.

This followed the endorsement of Adelami by a political group in the state, “ONDO MOVEMENT FOR GOOD GOVERNANCE”.

Earlier some groups had adopted the Aspirant for his outstanding profile, adding that he is eminently qualified to lead the state as governor.

In a Press Statement signed by Ademarati Adedoyin, the group’s State Coordinator and made available to SUNSHINETRUTH in Akure on Thursday.

The group said, “the Movement having observed the political atmosphere within Ondo state decided to call for a meeting of the 18 local government coordinators on the 25th of May 2020 to make deliberation and decision on the aspirant to support in the forth coming Ondo State Gubernatorial Election. The meeting gave birth to the following decisions;

“Having looked into the antecedents of all aspirants including the incumbent governor, the Movement decided to support, canvas and vote for an aspirant with no bashed antecedent and who has interested in human development in the past years.

“The Movement decided to pull her strength for the emergence of a Candidate who has experience in dealing with the public not as a politician but as a public servant who knows the needs of the masses.

Chief Olayide Owolabi Adelami(mni), the Owo born public servant was later ratified and endorsed by the movement because of his unabashed antecedent in the public service. Chief Adelami rose from the level of obscurity to a place of Grace. He has served the masses for thirty five years and he attained the peak in his career.

“He knows the masses more, he has related with the people and this gave us assurance that the retired deputy clerk of the National Assembly can influence physical development and impact the lives of Ondo State people as he had always done within Owo, Ondo North and Ondo State at large during his service as a public servant,” the group opined.

Adelami lauded the former governor and current Minister of Interior for his service to the good people of Osun State and to the Country.

He said that the Nation Nigeria had benefited from Aregbesola’s depository of knowledge which is evident in the country’s internal stability since he assumed office.

President Muhammdu Buhari and Vice President Yemi Osinbajo on Tuesday arrived in Akure, the Ondo State capital, amidst heavy security on a campaign visit to Ondo and Ekiti states for the 2019 general elections.

The News Agency of Nigeria reports that Buhari and Vice President started their campaign from Ekiti to seek re-election to their offices as candidates of the All Progressives Congress (APC).

Buhari was received by the Governor.

Party Chieftains welcoming the president include; Mr Olayide Owolabi Adelami (mni) who is the State Coordinator, Presidential Support Committee (PSC) in Ondo State,

Sen. Tayo Alasoadura, representing Ondo Central Senatorial District,

Sen. Ajayi Boroffice, representing Ondo North Senatorial District.

Rotimi Amaechi, the Minister of Transport,

Chief Bola Tinubu, the Head of the Presidential Campaign;

and Adams Oshiomhole, the party’s National Chairman, also arrived after the president and vice president.

NAN also reports that the men of the Nigerian Police were led by Mr Gbenga Adeyanju, Commissioner of Police in the state.

Other security agencies include men of the Nigerian Immigration Services, Nigerian Security and Civil Defence Corps (NSCDC), Federal Road Safety Commission (FRSC) and Nigerian Customs Service (NCS), among others.

An Act to establish the National Institute for Policy and Strategic Studies to serve as a centre where representatives from all walks of the Nigerian national life could come together by way of workshop, seminars and other action orientated courses, studies and conferences to analyze and exchange views as to long-term national goals.
COMMENCEMENT (1st January 1979)
ESTABLISHMENT OF THE NATIONAL INSTITUTE
1. There is hereby established a body to be known as the National Institute for Policy and Strategic Studies (hereinafter in this Act referred to as The National Institute) which shall have the functions assigned to it by this Act.
2. The Institute shall be a body corporate with perpetual succession and a common seal and may sue or be sued in its corporate name.
THE GOVERNING BOARD OF THE INSTITUTE
1. The government of the Institute and direction of its affairs shall vest in the Board of Governors of the Institute (hereinafter in this Act referred to as The Board)
2. Without prejudice to the generality of subsection (1) of this section, it shall be the responsibility of the Board to consider and approve
a. the long-range plan of activities of the Institute;
b. the programme of studies, courses and research to be undertaken by the Institute;
c. the annual budget of the Institute;
d. the investment plans of the Institute.
The Board shall consist of a Chairman to be appointed by the National Council of Ministers and the following other members, that is - the Chief of Defence Staff or other senior member of the armed forces; the Director-General of the Institute; an eminent economist; an eminent political scientist; the Adviser to the Federal Government on science and technology; four persons to be appointed by the President, being persons who by reason of their ability, experience or specialized knowledge of administration or of professional or business attainments are capable of making useful contributions to the work of the Institute. Subject to subsection (5) of this section, a person appointed as a member of the Board (not being an ex-officio member) shall hold office for three years and shall be eligible for re-appointment for one further period of three years. The National Council of Ministers may terminate the appointment of a member of the Board (not being an ex-officio member) if satisfied that it is not in the interest of the Institute that the person concerned should continue in office. The supplementary provisions contained in the Schedule to this Act shall have effect with respect to the proceedings of the Board and the other matters therein mentioned.
OBJECTIVES AND FUNCTIONS OF THE INSTITUTE
The Institute shall serve as high level centre of reflection, research, and dialogue where academics of intellectual excellence, policy initiators and executors and other citizens with high level of practical experience and wisdom drawn from different sectors of national life in Nigeria would meet to reflect and exchange ideas on the great issues of society, particularly as they relate to Nigeria and Africa, in the context of the dynamics of a constantly changing world. For the purpose of subsection (1) of this section, the Institute is hereby empowered- to conduct courses for top level policy makers and executors drawn from different sectors of the national polity with a view to expanding their outlook and perspective and stretching their conceptual capacity and qualities of discernment and analysis and thereby helping to improve their overall performance in their different fields of action; to award certificates of attendance to those who participate in a sufficient and satisfactory manner in any of its courses; to conduct seminars, workshops and other action-oriented programmes whether on a continuing or ad hoc basis for leaders in the public services (including the armed forces and other disciplined forces), the private sector, political organizations, professional and other groups with a view to promoting and defining, and enhancing appreciation for, long range national plans and objectives; to identify, encourage, stimulate, assemble, organize and help deploy to the best national advantage the country’s intellectual talents and experienced policy analysts who are likely to make positive contributions to the treatment of complex policy problems; to organize and carry out, on an inter-disciplinary basis in intellectual support of those charged with making and implementing policy for Nigeria, research in depth into the social, economic, political, security, scientific, cultural and other problems facing the country and to formulate and present, in usable form, the available options of their solution; to disseminate by way of publication of books, records, reports or otherwise, information about any part of its activities, to the extent deemed justified by the Board in the interest of the nation, and generally as a contribution towards knowledge and for better national and international understanding; and to promote or undertake any other activity that in the opinion of the Board is calculated to help achieve the purposes of the Institute.(3) The Institute shall carry out its tasks and responsibilities in an objective, non-partisan manner, independently of any group in the body politic.
PROVISION OF LIBRARY FACILITIES
The Institute shall establish and maintain a library comprising such books, records, reports and other publications as may be directed by the Board for the advancement of knowledge in the areas of work undertaken by it, for research purposes and for other purposes connected with the functions conferred on the Institute by or pursuant of this Act.
STAFF OF THE INSTITUTE
THE DIRECTOR-GENERAL OF THE INSTITUTE
There shall be an officer of the Institute to be known as the Director-General. The Director-General shall be appointed by the National Assembly. The Director-General shall be the chief executive officer of the National Institute and responsible to the Board for the detailed management of the affairs of the Institute. The Director-General shall hold office on such terms and conditions as may be specified in his letter of appointment and on such other terms and conditions as may be determined from time to time by the Board with the concurrence of the Federal Government.
APPOINTMENT OF SECRETARY, DIRECTORS AND OTHER STAFF OF THE INSTITUTE
There shall be appointed by the Board the following officers of the Institute, that is a:
• Secretary and Director of Administration
• Director of Studies; and
• Director of Research.
The Secretary and Director of Administration shall be responsible to the Director-General for the day-to-day administration and for the finances of the Institute. The Director of Studies shall be responsible to the Director-General for organizing and conducting the courses and other studies undertaken by the Institute including the collation and publication of course materials and other publications relating thereto. The Director of Research shall be responsible to the Director-General for coordinating the research staff and research projects of the Institute and the collation and publication of research materials. There may be appointed from time to time by the Board such other staff as may be required for the purpose of the efficient performance of the functions conferred on the Institute under or pursuant to this Act.
SERVICE IN THE INSTITUTE TO BE PENSIONABLE
Notwithstanding the provisions of the Pensions Act, it is hereby declared that service in the Institute shall be approved service for the purposes of that Act and, accordingly, officers and other persons employed in the Institute shall in respect of their service in the Institute be entitled to pensions, gratuities and other retirement benefits as are enjoyed by persons holding equivalent grades in the public service of the Federation, so however that nothing in this Act shall prevent the appointment of a person to any office on terms which preclude the grant of a pension and gratuity in respect of that office. For the purposes of the application of the provisions of the Pensions Act in accordance with this Act, any power exercisable thereunder by a Minister or other authority of the Government of the Federation, other than the power to make regulations under section 23 thereof, is hereby vested in and shall be exercisable by the Board and not by any other authority.
FINANCIAL PROVISIONS ESTABLISHMENT OF FUND OF THE INSTITUTE
The Institute shall establish and maintain a fund which shall be applied towards the promotion of the objectives specified in this Act. There shall be paid and credited to the fund established pursuant to subsection (1) of this section - such sums as may be provided by the Government of the Federation or of a State for payment into the fund; fees charged for services rendered by the Institute; and subject to section 9 (2) of this Act, all sums accruing to the Institute by way of gifts, testamentary disposition and endowments or contributions from philanthropic persons or organizations or otherwise howsoever.
POWER TO ACCEPT GIFTS
BORROWING POWER
The Institute may with the consent or in accordance with the general authority given by the Federal Government borrow by way of loan or overdraft from any source any monies required by the Institute for meeting its obligations and discharging its functions under this Act, so however that where the sum or the aggregate of the sums involved at any one time does not exceed one hundred thousand naira, no such consent or authority shall be required. The Institute may, subject to the provisions of this Act and the conditions of any trust created in respect of any property, invest all or any of its funds with the like consent or general authority. The Board may invest any surplus funds of the Institute in such securities as may be approved by the Federal Government.
ANNUAL ESTIMATES, ACCOUNTS AND AUDIT
The Board shall cause to be prepared not later than 31st October in each year an estimate of the expenditure and income of the Institute during the next succeeding financial year and when prepared they shall be submitted to the National Council of Ministers. me of the Institute during the next succeeding financial year and when prepared they shall be submitted to the National Council of Ministers. (2) The Board shall cause to be kept proper accounts and proper records in relation thereto and when certified by the Board such accounts shall be audited as provided in subsection (3) of this section. The accounts of the Institute shall be audited as soon as may be after the end of each financial year by auditors appointed from the list of auditors and in accordance with the guidelines supplied by the Auditor-General of the Federation (after consultation with the Minister for Finance and Economic Development) by the Board with the approval of the National Council of Ministers, and the fees of the auditors and the expenses of the audit generally shall be paid from the funds of the Institute.
MISCELLANEOUS AND SUPPLEMENTARY ANNUAL REPORTS
The Board shall, not later than 30th September in each year, submit to the National Council of Ministers, a report on the activities of the Institute and its administration during the immediately preceding year and shall include in such report the audited accounts of the Institute.
STAFF REGULATIONS
The Board may, subject to the provisions of this Act, make staff regulations relating generally to the conditions of service of the employees of the Institute and without prejudice to the generality of the foregoing, such regulation may provide for - the appointment, promotion and disciplinary control (including dismissal) of employees of the Institute; and appeals by such employees against dismissal or other disciplinary measures, and until such regulations are made, any instrument relating to the conditions of service of public officers shall be applicable, with such modifications as may be necessary, to the employees of the Institute. Staff regulations made under subsection (1) of this section, shall not have effect until approved by the National Council of Ministers, when so approved they need not be published in the Federal Gazette but the Board shall cause them to be brought to the notice of all affected persons in such manner as it may from time to time, determine.
INTERPRETATION
In this Act, unless the context otherwise requires - “Board” means the Board of Governors of the Institute constituted as provided in section 2 of this Act; “Chairman” means the Chairman of the Board; “Director-General” means the Director-General of the Institute; “Institute” means the National Institute for Policy and Strategic Studies established by section 1 of this Act; “member” includes the Chairman of the Board.
SHORT TITLE
This Act may be cited as the National Institute for Policy and Strategic Studies Act. SCHEDULE [SECTION 2(6)] PROCEEDINGS OF THE BOARD CAP. 192 Subject to this Act and to section 27 of the Interpretation Act (which provides for the decisions of a statutory body to be taken by a majority of the members of the body and for the person presiding to have second or casting vote), the Board may make standing orders regulating the proceedings of the Board or of any committee thereof. The quorum of the Board shall be the Chairman and four other members and the quorum of any committee of the Board shall he determined by the Board. The Board shall meet not less than four times in each year and, subject thereto, the Board shall meet whenever it is summoned by the chairman; and if the Chairman is required to do so by notice given to him by not less than three other members, he shall summon a meeting of the Board to be held within fourteen days from the date on which the notice is given. At any meeting of the Board the Chairman shall preside; but if he is absent, the members present at the meeting shall appoint one of their number to preside at that meeting. Where the Board desires to obtain the advice of any person on a particular matter, the Board may co-opt him as a member for such period it thinks fit; but a person who is a member by virtue of this sub-paragraph shall not be entitled to vote at any meeting of the Board and shall not count towards the quorum. Notwithstanding anything in the foregoing provisions of this paragraph, the first meeting of the Board shall be summoned by the President.
COMMITTEES
The Board may appoint one or more committees to carry out, on behalf of the Board, such of its functions as the Board may determine. A committee appointed under this paragraph shall consist of such number of persons (not necessarily all members of the Board) as may be determined by the Board; and a person other than a member of the Board shall hold office on the committee in accordance with the terms of his appointment. A decision of a committee of the Board shall be of no effect until it is confirmed by the Board. The fixing of the seal of the Institute shall be authenticated by the signature of the Chairman or of some other member authorised generally or specially to act for that purpose by the Board. Any contract or instrument which, if made or executed by a person not being a body corporate, would not be required to be under seal may be made or executed on behalf of the Institute by the Director-General or any person generally or specially authorised to act for that purpose by the Board. Any document purporting to be a document duly executed under the seal of the Institute shall be received in evidence and shall, unless the contrary is proved, be presumed to be so executed. Members of the Board who are not public officers shall be paid out of monies at the disposal of the Board such remuneration, fees or allowances in accordance with such scales as may be approved from time to time, by the National Council of Ministers. The validity of any proceedings of the Board or of a committee thereof shall not be affected by any vacancy in the membership of the Board or committee, or by any defect in the appointment of a member of the Board or of a committee, or by reason that a person not entitled to do so took part in the proceedings. Any member of the Board, and any person holding office on a committee of the Board, who has a personal interest in any contract or arrangement entered into or proposed to be considered by the Board or a committee thereof shall forthwith disclose his interest to the Board and shall not vote on any question relating to the contract or arrangement. A person shall not by reason only of his membership of the Board be treated as holding an office of emolument under the State.

The former Deputy Clerk of the National Assembly, Abuja, Chief Olayide Owolabi Adelami has said that the ravaging coronavirus pandemic should be an eye opener for both the leaders and the followers in Ondo state, nay Nigeria that our economy is very vulnerable. Chief Adelami who spoke with our correspondent noted that it is clear now that we do not have food security, and absence of food security is a threat to both health and economic security anywhere.
Chief Adelami said the global economy is strained already because of the coronavirus pandemic and the subsequent lockdown , noting that because of the lockdown our economy is already in the red. ” Now we pray we get out of this COVID 19 pandemic , but if it continues or Godforbid that there is a spike, since government is trying to ease the lockdown, we may have reason to stay at home for much longer.

“Agreed we cannot stay indoor for ever; if we are not lockeddown and everybody goes out to start working and economic activities come alive again, the community spread of the contagion may soar! So, to stay at home or to go and start our every day economic activities is a choice between securing the health and well-being of the people and sustaining an already crumbling economy,” Adelami stressed.

Still speaking on the harsh effect of the lockdown on individual economy, Chief Olaide Adelami said people’s three square meals are no longer complete as hunger looms in the land. ” So many people have now resorted to jumping meals; those who eat twice a day now eat once a day and there is dearth of money in the land. So what do we really need to do after this pandemic?

” As the pandemic has opened our eyes to the real challenges we have on ground, it goes to motive that whoever wants to govern Ondo state must be resolute about investing heavily in agriculture,” the Owo born political juggernaut emphasised.
Adelami lamented that the previous government was silent on youth employment and even the incumbent is silent on it hence a lot of youth restiveness in the state. He said youth unemployment is on the rise in Ondo state and it’s more or less like we are sitting on a keg of gunpowder with these jobless youths roaming the streets aimlessly, adding that we might soon have on our hand a high crime rate if youth unemployment is not curbed. “Agriculture is one area that can solve youth unemployment . The agric invent template is what I am hoping to deploy in Ondo state when I become the Governor of Ondo state to help our youths out of joblessness,” Adelami maintained. He said this template is not about the planting of cash crops and one doesn’t need a very big farm land to do this.

The retired permanent secretary said young people are not going into agriculture because the enabling environment is not provided for them by the government. ” If government wants young people to go into agriculture, incentives have to be provided; government will have to build houses and provide basic amenities in a farm settlement. A serious government just have to revive the farm settlement idea and modernise it by providing access to Internet facility and electricity supply and watch if our youths will not stay and farm.”
Chief Olaide Adelami , who is not a stranger to the APC politics in the sunshine state said his government when he eventually emerges as the Governor of the state will see to the establishment of Health bank , noting that he is going to make the health of the good people of Ondo state a priority. ” Medical practitioners will have access to credit facilities and this will encourage medicopreneur across Ondo state.

“Beyond that, by the grace of God when I am elected as Ondo state Governor, I will introduce social and health insurance scheme that will capture the private sector and the informal sector . The Federal and state insurance scheme only cover workers in the formal sector .

“The one I am bringing will capture National Union of Road Transport Workers (NURTW), Retean, Accomoran, unions and registered associations,” Adelami enthused.
Chief Adelami is of the opinion that the education sector in the state is crumbling and the development is quite worrisome. He said one of the qualities that defined old Ondo state is quality education but what we have now is inadequate human resources in both primary and post primary structure of the education sector. Citing example, Adelami said his alma mater at Owo , Imade College, with a teaching strength of 151 teachers can only boast of a meagre fifty teaching personnel. ” There is an urgent need to revamp education in Ondo state and that is what I have in mind to do. I will revamp the education sector, recruit adequate personnel, embark on in service training for teachers across board and restore Ondo state to its pride of place in the educational rating in Nigeria.”

While advising the good people of Ondo state, first and foremost, Adelami noted that people should wear the face mask and avoid crowded area , noting that it is important to collectively prevent the community spread of coronavirus. Speaking on the forthcoming Guber poll in Ondo state, the former Deputy Clerk of the National Assembly said he has come to offer himself for service in his dear state. He said he feels the urge to press into service his experience as a top flight technocrat at the upper echelon of the National Assembly. ” Ondo state electorate should pray to God to give us a leader after his own heart who will put the people above self and who will work to enhance the time tested social contract between the government and the people.”
Adelami assured the good people of Ondo state that All Progressives Congress (APC) has good intentions for Ondo state.

Reactions from the Secretary of the Aspirants Screening Committee, Prof. Sola Ehindero, the Deputy Senate Majority Leader, Prof. Ajayi Boroffice and the Unity Group Elders Forum to the purported adoption is a clear indication that Alhaji Alli Olanusi acted in isolation and his action, therefore cannot override the collective interest of all well-meaning members of the forum. This collective interest is summed up in its sole aim of enthroning good governance in Ondo state through a capable, competent and credible candidate who will fly the flag of the APC in the October 10th governorship election.

On this note, let the people of Ondo state know that Chief Adelami will not be distracted by this purported endorsement and will therefore continue in his quest to liberate our people from the shackles of ineffective and inefficient governance of the current government at state level.

In the coming days, we shall continue engaging every media in further giving hope to our people that, truly, liberation is near.

We therefore encourage our teeming supporters and well-wishers across the 203 wards of the state not to relent but continue with their mobilisation and prayers for a resounding success for our principal, Chief Olayide Adelami, mni in the coming primary and general election of our great Party, APC.

Former Deputy Clerk of the National Assembly Chief Olayide Adelami has said he remains a front runner in the Ondo State governorship election scheduled for November.

This is coming on the heels of his endorsement by Akoko Progressives Forum, which urged the people of the state, particularly All Progressives Congress (APC) members, to rally round him and ensure he emerges the next governor.

Adelami, in his reaction to the adoption of Olusola Oke as a consensus candidate of a faction of the party in the state, the Unity Forum, he said he was not bothered by the attempt by a few individuals in the Unity Forum to impose their choice on the group, pointing out that he has the best agenda to make the state an envy of other states in the federation.

He said: “Let the people of Ondo State know that Chief Adelami will not be distracted by this purported endorsement and will therefore continue in his quest to liberate our people from the shackles of ineffective and inefficient governance of the current government.

“In the coming days, we shall continue to engage every media in further giving hope to our people that, truly, liberation is near.

“We, therefore, encourage our teeming supporters and well-wishers across the 203 wards of the state not to relent but continue with their mobilisation and prayers for a resounding success for our principal, Chief Olayide Adelami, mni in the coming primary and general elections of our great party, the APC.”

The Akoko Progressives Forum said it is supporting the Owo-born politician because “of his unabashed antecedent in the public service, having risen from the level of obscurity to a place of grace and has served the masses for 35 years and ultimately attaining the peak in his career.”

In a statement signed by Ibitoye Olajide and Abiola Florence, its coordinator and the general secretary, the forum said: “Having looked into the antecedents of all aspirants, including the incumbent governor, the movement decided to support, canvas and vote for an aspirant with no bashed antecedent and who had interest in human development in the past years.

“The movement decided to pull her strength for the emergence of a candidate who has experience in dealing with the public not as a techno-politician who knows the needs of the masses.”

Chief Adelami was later ratified and endorsed by the movement because of his unabashed antecedent in the public service.

He rose from the level of obscurity to a place of grace. He has served the masses for 35 years and he attained the peak in his career.

He knows the masses more, he has related with the people and this gave the assurance that the retired deputy clerk to the National Assembly can influence physical development and impact the lives of Ondo State people as he had always done within Owo, Ondo North and Ondo State at large during his service as a public servant.

Adelami was part of the frontiers that ensured the re-election of President Muhammadu Buhari during the last general election. He was appointed by the presidency as the coordinator, presidential support committee, Ondo State.

Akoko Progressive forum is a political movement that has been in existence within Ondo State. It is a progressive group established in 2015. The movement was to support and canvas for progressive candidates within the party.

It was to actualise the aims of the coming together of different political parties to form an environment where only the progressives occupy political offices in Nigeria, especially the Federal Government.

The movement has it members across the four local governments area of Akoko and used her strength to mobilise, canvass and vote in progressives into power.

PROFILE OF CHIEF OLAYIDE ADELAMI, ONDO GOV. ASPIRANT

Chief Olayide Owolabi Adelami, mni hails from Owo, Ondo state. He was born over 6 decades ago to the family of Oluka Oribokun by Pa and Mrs Amos Adelami. Adelami graduated from the prestigious Imade College in Owo before proceeding to The Polytechnic, Ibadan for his GCE A level and University of Lagos for his Bachelors of Science in Business Administration. He further got an MBA degree from Ogun State University.


CAREER

After the completion of the mandatory one year National Youth Service Corps (NYSC) in June 1983, young Adelami was enlisted into Federal Civil Service as an Accountant II in December, 1983. He resumed to the Treasury Department of the Accountant General of the Federation office and in 1988 he was later posted to the National Assembly Provisional Office, Abuja as one of the pioneer staff of the Constituent Assembly which metamorphosed into the present day National Assembly.

In the discharge of his duty, Adelami had the singular privilege of setting up the Finance and Accounts Department of the National Assembly as we have come to know it. In 1996, he was invited to help in setting up the Accounts Department of the Petroleum Special Trust Fund. After completion of this tasks, he was also beckoned to serve at the Family Support Trust Fund where, again, he helped set up the Finance and Accounts Department. He headed these departments between 1996 and 2000. It is mention-worthy that the project of National Hospital, Abuja was executed and delivered during Adelami’s service period.




His sterling performances, years of experience and reputation as an astute manager of resources with enviable integrity saw Adelami being recalled to the National Assembly in 2000 to strengthen the Finance Department. Three years later, he was made the Head of the Finance and Accounts Department. He remained in this position till 2007 when he was confirmed as a Director. The following year, he was nominated for a one year senior management course at the prestigious National Institute of Policy and Strategic Studies (NIPSS), Kuru, Jos.

After the completion of his course at the Institute of Policy and Strategic Studies in 2008, he was assigned a bigger task of pioneering the newly created Department of Procurement and Supplies. Without a single trained staff in procurement processes, Adelami who relishes challenges embarked on the rigorous process of staff training and nurtured the department to an enviable position. In 2014, he was promoted to the position of Secretary (Permanent Secretary), Directorate of Procurement, Estate and Works. A position he held until he was appointed as the Deputy Clerk to the National Assembly.




He remained the Deputy Clerk to the National Assembly until his retirement in April 2018.

It is worthy of note that Chief Olayide Adelami during his illustrious career used his goodwill and personal influence to attract physical development and impart the lives of Owo community and beyond.

His political journey began shortly after his retirement when he was appointed by the presidency as the Coordinator, Presidential Support Committee, Ondo state, whose mandate was to reconcile aggrieved APC members, as well as coordinate the activities of the various support groups across the state for the president's reelection. He worked assiduously against all odds to deliver massive votes for the APC across the state and also ensured the return of the only APC senator in the state from his senatorial district.

PHILANTROPHIC AND HUMANITARIAN SERVICES


As a man with a large caring heart for the vulnerable people in the society, Chief Olayide Owolabi Adelami and his family set up ELIZABETH FOUNDATION in 2004. The Non Governmental Organisation was mandated to ameliorate the sufferings of widows and orphans in Owo where he hails from and Abuja where he worked most of his life. The positive effect of this initiative endeared him to people particularly in Owo where he earned the moniker, OKO OPO (Husband of the widows)

During persistent unrest in Jos, Chief Adelami donated relief materials worth millions of naira to the internally displaced persons.

He has given financial support to the Rural Missionary fields in Nigeria, particularly in the establishment of places of worships in the difficult to reach parts of Plateau, Benue and Nassarawa states.

He is an active member of the Prison Fellowship, Nigeria and has joined in ministering to the spiritual and physical needs of the prisoners. He has occupied the position of 2nd Vice Chairman of the National Board of Trustees Prison Fellowship, Nigeria for many years till date.




He established and continued to support the Music Department, School of the Blinds, Gindiri, Plateau state. Many of the blind children have acquired various musical skills till date.


HONOURS AND AWARDS

Chief Olayide Owolabi Adelami. mni has received a number of honours and awards within the country in appreciation of his servive to humanity.

~On his retirement from active public service in 2018, Chief Olayide Adelami was honoured with the chieftaincy title of Amuwagboye of Owo Kingdom by the late Olowo of Owo kingdom, His Royal Majesty, Oba ( Dr.) D.V.F. Olateru Olagbegi III. Amuwagboye literally means One who becomes a titled Chief on the strength of his character.

In the course of Chief Olayide Owolabi Adelami, mni, public service career that spanned 35 years, he has touched many lives in different ways and he is widely respected for his integrity and constant demonstration of the omoluabi ethos that typifies a properly brought up Yoruba man.

He is well travelled and has attended many international courses, seminars, workshops in Nigeria, African nations and foreign countries across Europe, Asia and the USA. He is an Alumnus of the prestigious Harvard University, Massachusetts, USA. Chief Olayide Owolabi Adelami, mni, is a lover of Table Tennis, Lawn Tennis and Golf, which he plays regularly.


FAMILY

He is happily married to Mrs. Abosede Olubukola Adelami and their marriage is blessed with Children.
