how do u know he was praying because of fear?? You don't know anything about his life or experiences, the reason why he was embarking on that Journey. How far he had come in life. Quran 16v19. Indeed Allah(GOD)enjoins justice and doing of Good to others;and giving to people(kindred)and forbid indecency and manifest evil and tressgression.He (GOD)admonished that you may take heed.

Quran 35v36. Good and Evil are not equal,repel Evil with that which is Good between whom and thyself was enmity so that he were a warm friend to you.

20 billion dollars is almost the annual allocation to all Nigerian states.
During the period the money was said to be missing, no state or local government ever complained of not being remitted or given its allocation for the month throughout the year.
