The only times when the US has produced minority presidents ( where the victor loses the popular vote ) has been the Presidential elections of 1824, 1876, 1888, 2000 and 2016. It's not that common.

And remember there has been 58 Presidential elections . 91 percent of those has produced a President who won both the popular & electoral college votes. Trump is not the norm.

BTW, tuition-free public college/university would cost an estimated $70 billion/year, which is only 10% of the Pentagon budget for this year. So, money could be moved from the DOD to fund this program without even raising taxes.

The mandatory tax percentages only stipulate the minimum you must pay, if you would like the government to have more of your money you are free to pay above mandated percentages.
