Point of correction: the use of hijab in Islam was not borrowed from anybody/anywhere. Everything in Islam is according to it's teaching.
And where is it written in the Bible to wear hijab and why are Christians not wearing it if truly is theirs?

You sound as if you don't know how Nigerian system works(things done the other way; imagining National ID card taking 4years or even longer, how much is the official price for Driver's License and how much is it done for those that have it else it's abandoned). If everybody should apply normally, I can bet with you that majority would not get it till next year.
