Who do you think prepared the PV for payment? You think government has shutdown because some workers do not go to work. For those saying government workers should be happy for getting part salary because they have not been to work for the past month; is the civil service now an ' earn as you work organisation?' you have no idea about the civil service nor its rule to be speaking that way.
