Since he become governor of ekiti he never requested for a loan, if I lie go to ekiti n confirm it. All his children school here in Nigeria, not like our dictator president PMD, children's school in abroad, also medical treatment times without number. Be wise..... Fayose is better than my state useless governor constituted authority, senator abiola ajimobi. My five years course now 7years course still in 400level without any carry over. Between hate speech and freedom of expression.
Few weeks ago, the Vice President of Nigeria, Prof Yemi Osinbajo declared that henceforth, the Federal Government of Nigeria will classify hate speech as specie of Terrorism and offenders will be charged under the Terrorism Prevention Act, as amended.
The Vice President, who is also a Professor of law stated that,Terrorism Prevention Act 2011 as amended defines ‘’terrorism as an act deliberately done with malice, which may seriously harm a country or is intended or can be reasonably regarded as having been done to seriously intimidate a population’’ and for this reason, hate speech is considered an act of terrorism.
Since this declaration was made weeks ago, the debate about what constitute hate speech, particularly on social media has become the new national discuss.
While some people are claiming that the classification of hate speech as act of terrorism infringe on the rights of citizens to freedom of expression as guaranteed in the constitution, others including this writer hold the view that, hate speech is not free speech and its
criminalization has not in anyway, infringe on citizens right to freedom of expression. Instead, we are of the view that, criminalization of hate speech is more like holding citizens accountable to their freely expressed views, thereby encouraging responsibility in expression.
It is therefore important to explore the concept of hate speech, as it relates to the freedom of expression and determine whether or not, the criminalization of hate speech constitute an infringement on free speech.
My understanding as a peace professional is that, hate speech is an act of emotional terrorism, done with the intention of injuring, damaging or inciting a person or group of persons. Or better still, we can see hate speech as anti peace advocacy or an act to cause mass
disruption of personal emotional peace. It can aptly be described as an act of violence against the mind with the intention of instigation or subduction.
ARTICLE 19, a global organization working to ensure people everywhere can express themselves freely define hate speech as the advocacy of hatred based on nationality, race or religion.
In a publication titled ‘’hate speech’’ by article 19, the organization stated that generally speaking, the right to freedom of expression extends to unpopular ideas and statements which “shock, offend or disturb” and a number of human rights treaties, including the ICCPR, not only permit states to prohibit hate speech, but actually require them to do so.
In other word, prohibiting hate speech is not only permissible by several international human right treaties, it is actually a requirement.
All multi racial, multi ethnic and multi religious countries seeking to build or sustain peace must as a matter of necessity have regulations to check hate speech. Faily to do this will cost the nation more, not only in term of resources, but also human,as hate advocacy will hinder reasonable collaboration between citizens from different groups due to inherent suspicion and quest to guard themselves from emotional violence and disappointment.
The International Criminal Tribunal for Rwanda, established by UN in 1994 elaborated somewhat on the definition of the crime of hate speech is all about. In The Prosecutor v. Nahimana, Barayagwiza, & Ngeze, it stated that the defendant’s intent must be established, and that “[t]he actual language used in the media has often been cited as an indicator of intent.”
However, it is not necessary to show “any specific causation ...linking the expression at issue with the demonstration of a direct effect.”Article 19 said.
Article 20(2) of the ICCPR requires states to prohibit hate speech.
Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.
Article 20(2) does not require states to prohibit all negative statements towards national

APC Blames Fayose Over Ekiti Tanker Fire
The All Progressives Congress (APC) in Ekiti State has blamed Governor Ayodele Fayose for failure to quench Monday tanker fire at a petrol station in Ado-Ekiti, the state capital. Several houses were also burnt in the inferno.
The party described Fayose as a pretender, explaining that carrying a bucket of water to join in putting off the fire is a height of hypocrisy and pretence after the governor deliberately created conditions that rendered the state Fire Service ineffective.
Last week Monday, fire raged at a fuel station in Ado-Ekiti and spread to neighbouring buildings after a spill from a fuel tanker caught fire that left residents groaning as passersby watched the petrol station and nearby houses in flames.
Governor Fayose was sighted 30 minutes later holding a bucket of water, trying to join in quenching the fire.
But Publicity Secretary, Taiwo Olatunbosun, berated the governor, regretting that he turned the sad incident to a comic show by shouting and rolling up his sleeves trying to quench the fire with a bucket of water "in apparent showmanship in his usual way of deceiving the public that he is a man of the people".
Accusing the governor of destroying the system that would have prevented the sad incident, Olatunbosun said:
"Governor Fayose is an unconscionable pretender by trying to quench a raging inferno with a bucket of water after rendering the State Fire Services prostrate. This is at best showmanship which Fayose is best known for.
"Fayose should be ashamed of his conduct as he is telling the outside world that Ekiti is so backward such that it is bucket of water that is used to quench a raging inferno rather than modern fire fighting equipment.
"It is a height of irresponsibility and sheer pretence for Fayose to turn himself to an emergency fire fighter with a bucket of water after he sacked trained fire fighters and paramedics recruited to fight fire incidents by his predecessor, former Governor Kayode Fayemi, while he also abandoned the modern fire fighting equipment purchased by the last APC administration.
"Fayemi recruited firemen and paramedics numbering 122 for fire prevention and care of accident and fire victims.
"These men were trained twice within seven months by fire fighting experts from America and Israel in modern techniques of combating fire incidents while the administration also bought well-equipped water tankers and fire trucks and distributed them across the state in towns, such as Ado Ekiti, Omuo, Ikole, Ijero, Aramoko and Ikere.
"Fayemi also bought well-equipped ambulances to give first aid to fire victims while arrangement was made with the local governments to operationalise the system in their localities to ensure prevention of fire and combating fire incidents across the state.
"But on assumption of office, in his usual policy of vendetta, Fayose did not only sack the trained paramedics but also abandoned all the equipment in his usual style of rubbishing or abandoning his predecessors' projects.
Arguing that there were no losses through fire incidents during Fayemi's administration, he said Fayose had turned Ekiti State to "an enclave of anguish" by refusing to pay workers salaries, imposition of unbearable taxes on petty traders and school children, while also cancelling Fayemi's social security scheme for the elderly but later re-introduced the same programme "as a compensation for PDP loyalists who are beneficiaries".
He described Fayose's announcement to establish fire stations across the state as unnecessary, waste of resources and "an attempt to cheat the state as usual", insisting that if the governor had not abandoned what his predecessor had on ground, the sad incident would have been averted.
"We urge Fayose to recall the trained paramedics and firefighters he sacked while paying attention to the fire fighting trucks and equipment bought by his predecessor," he concluded.
