I couldn't get to buy from my other banks either(Diamond, Access). Had to open a new account with First Bank on Tuesday 11th and within an hour, I got USD4k as PTA at very reasonable fee. Was charged additional NGN8400 which makes the total NGN808,400 for USD4000

In Ikeja area where I operate, I know of the GTB branches at Mobolaji Bank Anthony way, Kudirat Abiola Way Oregun and the one on Adeniyi Jones where I was yesterday and saw their internal memo where the selected branches are stated.

Check emirates.com, you should get a cheaper rate for one way. You may need to pay at their office though in order to pay at the official dollar rate.
