You are not incorrect. I was curious when the agent told me but I never saw anything of such on their page. However, like you've rightly suggested, the embassy would be the best place to get the correct info.

I called an immigration agent who told me that the UK shortage occupation list is only applicable to those who obtained their Masters Degree in UK

Actually I don't know what you mean by credibility but all I can tell you is that they are very real I have done Business with them on a number of occasions.

Because I have personally been to a branch of Ecobank on Akin Adesola where I was told that the minimum is $100

I don't know if it has been changed.
