Nigerian PayPal can't send money directly, except you are paying for service or product, to which there is a special configuration to allow it go through. Since you prefer to pay to him, you can request for his naira account and do a bank transfer.

The issue I am faced with now is that I accepted the offer and sent a message to the awardee requesting a milestone but is yet to hear from him/her. I have even politely requested for details of the project to start immediately but no response. Freelancer has debited my account -16.50MYR for a job I have not even started. What should be my next line of action?

I made the same mistake when I was starting out. I sent a mail to Freelancer support explaining what happened. They decided to refund me (5usd in my case) because I was new. They then drummed it into my ears never to accept any award in future without the employer creating milestone.I suggest you send them a detailed mail of your case. Make sure you tell them you are new. Maybe they will treat your case like they did mine.

It is a pity the bank withdrawal was stopped. It was very convenient and free, and I used it once in Feb/Mar before it was stopped. The option didnt even last up to 3 months. Now the readily available means is ATM withdrawal, which like you rightly said, is subject to fees and when a huge amount needs to be withdrawn, the multiple times ATM pays out the 20k adds to the fees.
If your earnings is from Freelancer.com, there is however another bank withdrawal method - using a domiciliary account. You will however need to provide additional documentation to Freelancer.com and your funds will be wired directly to your USD Dom account in Nigeria. I think the fee is a flat 25usd. You can verify from your bank. With this you can withdraw the money in dollars and change at any mallams place at a good rate.
