A few days ago, the leadership of the Nigeria Labour Congress, NLC, received a two-man delegation from the International Monetary Fund, IMF, comprising the IMF Resident Representative for Nigeria, Christian H. Ebeke, and, Axel Schimmelpfennig from Washington, D.C.
The purpose of the visit was to assess how Nigerian workers and the general populace are being affected by the current socioeconomic environment and the hardship resulting from government policies.
The IMF delegation , led by Schimmelpfennig also sought insights from the NLC regarding the state of the labour market in Nigeria. According to them, the information gathered would contribute to the IMF’s annual country report for Nigeria.
Vanguard learned that preparations for the meeting had been ongoing since the NLC President’s earlier meeting with officials from the World Bank and the IMF in Washington.
IMF explains reasons for visit
Upon arrival at Labour House, the NLC leadership welcomed the IMF before the team briefed the NLC leadership on their mission, since the meeting was held at the instance of the Fund.
Sources at the meeting disclosed that the IMF team acknowledged that the Nigerian government has been grappling with fiscal challenges since assuming office. They emphasized that the IMF’s recommendations are purely advisory and not mandatory, based on the prevailing realities in each country.
The delegation expressed concern that, often, governments do not follow the IMF’s recommendations to the letter, instead adapting them to align with political objectives. In effect, the IMF attempted to distance itself from the adverse consequences of some recent economic reforms in Nigeria.
Nevertheless, the IMF team requested continued engagement with the NLC going forward.
Ajaero’s response
In response, the NLC President made it clear that governance should prioritize citizens’ welfare over profit-making.
He criticized the austerity measures often recommended by the IMF, noting that they have worsened living conditions for Nigerians.
It was gathered that Ajaero particularly highlighted the removal of fuel subsidies, which he said has led to increased suffering, hunger, and poverty among workers and the general population.
The NLC President argued that t”here was no real subsidy to remove in the first place, as the government was already profiting from crude oil sales.
He described the “subsidy removal” as merely a justification for increasing fuel prices. He equally questioned the use of the revenue purportedly saved from the subsidy removal, especially since the government continues to borrow heavily.
“He pointed out that the cost of essential services—such as education and transportation—has tripled, leading to widespread hardship. He condemned the growing disparity between the worsening living conditions of citizens and the increasing wealth of government officials.”
Ajaero emphasized that “genuine reforms should improve the welfare of the people, not enrich those in power. He also criticized the government for not consulting key stakeholders before implementing the subsidy removal policy.
This exclusion, he said, has exacerbated the country’s economic challenges. “He noted that inclusive dialogue could have produced better strategies and outcomes, lamenting that the government has isolated itself from valuable advice.”
On the national minimum wage, “the NLC President complained that the N70,000 wage is not being implemented sincerely across all levels of government. Instead, the government has continued to impose additional taxes, worsening the financial burden on citizens.”
Ajaero urged “the IMF to advise the government to ease this pressure and allow citizens to breathe. He warned that rising poverty levels could lead to social unrest if left unaddressed.”

On April 21, as the clock struck 9 p.m., terror descended upon Desa, a tranquil town known officially as Ilesha Baruba, nestled in Kwara State’s Baruten Local Government. It's just a few minutes away from my hometown. Masked in military fatigues, armed bandits shot sporadically at the town’s night market that was bustling with young men of different ethnicities having a good time and cold-bloodedly murdered eight innocent souls. The terrorists began their rampage by brutally executing a Fulani man who was a member of the local vigilante. Multiple gunshots splattered his brains across the ground in a shockingly repellent spectacle of blood and tissue. Five other Fulani people were gunned down. Tragically caught in the crossfire were also a Fon man from southern Benin Republic and a Baatonu native of the town. What deepens the anguish is the apparent senselessness and inscrutability of it all. Eyewitness accounts said the assailants themselves were Fulani (based on the language they spoke). And they neither kidnapped nor stole. Why did they kill fellow Fulani men? The Fon man and the Baatonu man appeared to be unintended targets. Was this just bloodthirsty nihilism? Did the Fulani men, who were integrated into the local community, betray the terrorists? Everyone is mystified. Before April 21, though, the whole of Borgu had been gripped by paralyzing fears of the new terrorist group called Mahmuda. They had operated in Kebbi and Niger states and recently began to be seen in my part of Kwara State. In other words, they are now in all of what used to be collectively Borgu. Borgu is a historic, multi-ethnic space, which comprises Baruten and Kaiama local governments in Kwara State, Borgu and Agwara local governments in Niger State, Bagudo and Dandi local governments in Kebbi State, and Borgou and Alibori departments (i.e., states) in Benin Republic. It existed as a loose but powerful, storied, invincible, confederation of disparate kingdoms from the 1300s until the 1890s when Britain and France conquered and dismembered it. Terrorists had been camped in the Kainji Lake National Park and in the part of Beninese portion Borgou that shares a boundary with Burkina Faso for more than a year. This year, they moved to Kaiama and parts of Yasikiru in Baruten LGA. Efforts by residents to alert authorities initially brought hope when security forces raided terrorist hideouts and confiscated some of their weapons and equipment. But rather than bringing relief, these actions incited vicious reprisals and transformed our communities into targets for heartrendingly sanguinary retaliation that spares no children, women, or the elderly. This week's visit by Kwara State’s governor to Kaiama, intended as an assurance of protection, tragically became a catalyst for further bloodshed. Mere hours after his departure, terrorists punished the community with intensified violence and mercilessly murdered more innocent and helpless people. Two days before the horrific events in Desa, ominous messages from the terrorists had spread across Baruten and Kaiama, imposing a curfew slated to begin at 10 p.m. Yet even before it could be enforced, the terrorists struck unannounced, extinguished precious lives and spread dread. This escalation leaves the people of Borgu in a state of disabling siege and fear. They have been robbed of the peace they once cherished. My heart is broken beyond description. The State House has allocated the sum of N10bn in the 2025 approved budget for the installation of a solar mini-grid at the Presidential Villa, The PUNCH reports.
This follows an increase in the overall budgetary allocation to the State House Headquarters, which rose from N47.11bn in the initially proposed 2025 budget to N57.11bn in the approved version.
The additional N10bn was traced to a jump in capital expenditure, which moved from N33.55bn to N43.55bn.
A breakdown of the new capital items reveals that the increase was solely due to the planned solar project, titled “Solarisation of the Villa with Solar Mini Grid,” with a full allocation of N10bn.
The move comes amid growing concerns over unreliable public electricity supply and the high cost of electricity for both households and government institutions.
The solar project is expected to reduce dependence on the national grid and limit the impact of tariff hikes on government finances.
The PUNCH observed that electricity costs have continued to soar, especially for Band A consumers, who receive at least 20 hours of electricity daily.
In April 2024, tariffs for Band A consumers surged from N68/kWh to N225/kWh, representing an increase of over 230 per cent.
Although this was later adjusted to N206.8/kWh and then slightly to N209.5/kWh in July, it remains one of the highest energy cost brackets in the country.
Institutions such as the State House, which fall within Band A, have therefore seen their electricity bills increase dramatically in the past year.
The State House has also struggled with unpaid electricity bills. In February 2024, the Abuja Electricity Distribution Company listed the Presidential Villa among top government debtors, with an outstanding bill of N923.87m.
However, following a reconciliation process, the debt was revised down to N342.35m. President Bola Tinubu subsequently ordered the immediate settlement of the amount to avoid disconnection, according to statements issued by the Presidency.
The incident underlined long-standing issues around power supply reliability and rising utility costs at the nation’s seat of power.
The PUNCH further learnt that the State House spent a total of N483.34m on electricity bills in 2024, representing a 40.17 per cent increase from the N344.82m it expended in 2023.
This is according to payment records published on the GovSpend platform, which tracks expenditures by Ministries, Departments, and Agencies of the Federal Government.
An analysis of the data showed that while the State House Headquarters made regular monthly payments to the Abuja Electricity Distribution Company, the largest payment of the year was a lump sum of N316.88m made in October 2024.
The payment was tagged as a settlement for “total outstanding electricity debt as at August 2024,” indicating that the presidency may have accumulated unpaid bills over several months before clearing them in bulk.
In contrast to 2024, the State House’s electricity spending in 2023 was more consistent, with monthly payments ranging between N28m and N30m, and no recorded arrears payment.
Despite the lower monthly amounts paid in 2024, the October clearance significantly raised the total spending for the year.
Meanwhile, the Federal Government has approved N311.09m as the electricity budget for the State House in the 2025 fiscal year.
The figure is contained in the approved 2025 budget and falls under the subhead ‘Electricity Charges’ within the broader ‘Utilities – General’ allocation for the State House.
The reduction from the actual spending in 2024 suggests a return to more moderate billing or an expectation of fewer arrears.
However, it remains unclear whether the 2025 budgeted sum will be sufficient, given the spending patterns of previous years.
The decision to transition to a solar-powered grid at the Villa is seen as a cost-saving and energy-efficient move that aligns with broader sustainability goals.
In addition to the solar mini-grid, several other projects make up the capital allocation to the State House in the 2025 budget.
One of the highest line items is the N11.92bn earmarked for the settlement of liabilities owed to Julius Berger Nigeria and other maintenance contractors dating from 2022.
This includes work done in Kaduna, the VIP wing of the Villa, as well as utility charges and waste disposal obligations.
Another N6.04bn has been budgeted for annual routine maintenance of mechanical, electrical, building, and environmental systems within Villa facilities, including the President and Vice President’s residences, offices, lounges, and the conference and banquet halls.
The State House will also spend N5.49bn on general maintenance works at the Presidential Villa in Abuja.
Construction of a new office complex for Special Advisers and Senior Special Assistants will continue with N1.83bn in ongoing funding, while the renovation of four Army residences along Ali Akilu Crescent in the Upper and Lower Artillery Quarters is expected to gulp N534.13m.
An additional N120.28m is set aside for renovation works at the State House security quarters.
Other key capital items include N366.16m for the purchase of PMS and ECM equipment, and N38.45m for the procurement and installation of auditing software tools and related staff training.
The State House is also budgeting N73.35m for facility management services at the gymnasium, auditorium complexes, guest houses, and other residences, as well as N73.23m for the replacement of Villa’s telecommunications infrastructure.
Digital infrastructure and administration are receiving attention, with N50.26m allocated for maintaining the electronic document management system and N56.08m for the procurement of office equipment across various departments, including Finance, ICT, Procurement, and Audit.
A further N25.16m is allocated for systematic data collection to improve project and programme decision-making.
For mobility and logistics, the budget provides N3.66bn for the purchase of new State House operational vehicles and N1.09bn for the replacement of SUVs.
Tyres for bulletproof and other operational vehicles are to be procured at a cost of N164.99m.
Additional allocations include N12.9m for upgrades to the State House Library, N4.59m for digital medical references, N31.21m for the rehabilitation of the Villa’s animal enclosure and veterinary equipment, N38.45m for plant nursery equipment and floral landscaping, and N54.95m for upgrading the Villa Ranch and building a wildlife conservation enclosure.
The solarisation project, however, remains the single most expensive new item in the 2025 budget and reflects a growing shift towards renewable energy in government infrastructure.
President Bola Tinubu earlier signed into law the N54.99tn 2025 Appropriation Bill.
Tinubu signed the budget in the presence of principal officers of the National Assembly and other top government officials in a small ceremony in his office at the State House, Abuja.
The bill was passed by the two Chambers of the National Assembly on February 13, after Tinubu asked for an increase from the proposed N49.7tn.
The National Assembly approved a N54.99 trillion ($36.6bn) budget for the fiscal year, surpassing President Bola Tinubu’s initial proposal of N54.2tn.
This increase reflects additional anticipated revenues from agencies such as the Federal Inland Revenue Service and the Nigeria Customs Service.
The budget aims to address key areas, including security, infrastructure, education, and health, with an allocation of $200m to mitigate the impact of recent US health aid reductions.
The 2025 budget is based on ambitious economic assumptions, including a crude oil production target of 2.06 million barrels per day at a benchmark price of $75 per barrel.
Also, the Federal Government projects an exchange rate of N1,500 to the U.S. dollar and aims to reduce inflation from 34.8 per cent to 15 per cent within the year.
The 2025 Appropriation Act represents a 99.96 per cent increase from the 2024 Budget of N27.5tn.
The PUNCH earlier reported that the Federal Government allocated N1.99bn to procure diesel for the electric power generators for the State House in 2025.
This comes amid delays in the FG’s solar power project, initially slated to come on stream between December 2024 and January 2025.
It was gathered that the FG disbursed N88.75m for diesel within the first half of 2024.
Checks by our correspondent on GovSpend, a civic tech platform that tracks and analyses the Federal Government’s spending, show four separate diesel payments totalling N88.75m between March 15 and May 20, 2024.
Earlier, official sources familiar with the project told The PUNCH that the prolonged instability of the national grid, coupled with repeated collapses, rising diesel prices, and generator maintenance, forced the State House to resort to alternative power.
The Senior officials who spoke to our correspondent on condition of anonymity say once operational, the 40MW solar power plant could slash the State House’s N6bn annual energy bill by at least N5bn.
The project was expected to be ready by December 2024 for the State House Medical Centre and the State House complex, including Dodan Barracks in Lagos, by January 2025.
While the construction of a 1.2MW solar plant had begun at the medical centre in October 2024, checks by The PUNCH revealed no works at the State House as of February 2025.

Bishop Kukah likened Nigeria's situation to the crucifixion of Jesus Christ, urging the President to "bring us down from this cross of evil."
The Catholic Bishop of Sokoto Diocese, Bishop Matthew Hassan Kukah, has called on President Bola Tinubu to take immediate action to address the country's suffering, citing widespread insecurity, hunger, and brutality.
In his Easter message, Bishop Kukah likened Nigeria's situation to the crucifixion of Jesus Christ, urging the President to "bring us down from this cross of evil."
He said, "We all admit that you neither erected this cross nor did you effect our collective crucifixion. Notwithstanding, Nigerians have been dangling and bleeding on this cross of pain and mindless suffering for too long. A culture of cynicism and self-doubt over our capacity to secure peace for ourselves pervades our land.”
“Indeed, a majority of our citizens feel that there is no hope in sight. However, for us as Christians, Hope is the anchor on which we hang all our hopes (Heb. 6:19). Now is the time to re-enkindle and renew that hope," he stated.
Kukah expressed concerns about the nation's security, stating that "marauders, murderers, savages, and ravenous predators" threaten to overrun the country.
In his message, which was made available to SaharaReporters on Sunday morning, the outspoken cleric also highlighted the issue of hunger, noting that food security should be a fundamental human right.
"We believe that all is not lost," adding that "our hope has an ally in the holy father, Pope Francis, who last year declared this year, 2025, the Year of Hope with the theme, Pilgrims of Hope. The Pope appreciates that pilgrims are often sailing against the harsh currents of a broken world characterized by violence, pain, suffering, tribulation and death."
He said, "...Often we come across people who are discouraged, pessimistic and cynical about the future as if nothing could bring them happiness. The road to our collective discouragement in Nigeria has been laid by marauders, murderers, savages and ravenous predators who threaten to overrun our nation. Mr. President, immediately rid our dear country of these forces of darkness and bring us down from this cross of cynicism.
"Mr. President, hunger, sickness and desolation stalk the land. We still believe removing the subsidies was the right decision. We note that the country now has a huge volume of resources in its domestic reserves. For over ten years now, farming has become one of the most hazardous pre-occupations in our country. I restate the obvious by warning that mere palliative distribution diminishes the dignity of citizens. We have remained between the rock of self-doubt and the hard place of hopelessness. Make food security a fundamental human right to all citizens. Mr. President, please bring us down from this painful cross of hunger.
"Some years back, some of our public officers confessed that they brought our current killers into our country as a strategy for upstaging the government of the day and to gain power. Strange as it may sound, today we have watched as the cancer of insecurity and violence have metastasized. Now, this cancer threatens the very foundation of our common humanity.”
"The bandits have not only become embedded in every sphere of our lives, they threaten to destroy all that holds our communities together. This self-destructive cancer has invaded our communities and kidnapping is a now a dog whistle for undermining the very structure and foundation of our country. We now hang on the cross at the mercy of these forces of darkness. Mr. President, please, bring us down from this cross of insecurity," he pointed out.
Bishop Kukah emphasised the need for collective action to drive out darkness and build a society that reflects the creator's vision.
"We are the light of the world, a city set on a hill," he said.
He continued, "We are confident that a majority of the citizens of our country want to live in peace with one another. However, allowing this insecurity to persists will undermine all forms of goodwill that this or any government in Nigeria espouses.
“We have all the ingredients to create a toxic mix of violence that can spin out of control. Right now, frustration has penetrated every spectrum of our society especially as the government and its security agencies seem to have largely become spectators in the dance of death that has overtaken our country.
"We are in a dilemma now and the question is simple: is the persistence of the insecurity a statement of the lack of capacity of our men and women in uniform, or is it evidence that those at the top are reaping the fruits of funding their own war machine? In other words, are Nigerians lambs being sacrificed to an unknown god? Mr. President, step up, get to the finishing line and bring us down from this cross of shame."

Suspected Boko Haram terrorists have attacked the newly resettled Yamtake community in Gwoza Local Government Area of Borno State, killing two soldiers and an undisclosed number of civilians.
Security and local sources confirmed the attack, saying the assailants invaded the communities around 11:15pm on Thursday.
One of the military sources said before a reinforcement team was sent from Gwoza, the damage had bee done as the attackers stormed Yamtake military formation.
“We are waiting for the reinforcement team to return, but we learnt that two of our men and other civilians were affected. I advise we wait until they return,” he said.
However, Senator Ali Ndume, (APC, Borno South), said he had been in touch with the people of Yamtake community since the incident happened.
“It is unfortunate that our people in Yamtake village came under deadly Boko Haram invasion last night (Thursday). It’s one of the communities that received its IDPs recently, they were resettled by Borno State Government.”
“It is very sad that two soldiers paid the supreme price, while an unspecified number of innocent civilians were among the casualties. May their gentle souls rest in peace.
“But let me also commend Brig. Gen. Nasir Abdullahi, the Brigade Commander 26 Task Force and his gallant troops for their unwavering sacrifices and doggedness in repelling several attacks, especially those targeted at Gwoza town.
“I was reliably informed that the attackers after wreaking havoc in Yamtake made an attempt to infiltrate Gwoza town, but the troops played a gallant role to repel the attack. On several occasions, troops lay ambush in and around Gwoza town which helped in preventing terrorists who are making all efforts to dislodge Gwoza people living in the Council Headquarters.
“In the past one month, several communities in Borno South, North and Central Senatorial Districts witnessed deadly Boko Haram attacks without confrontation. The situation is worrisome.
“Let me therefore use this opportunity to advocate for the setting up of Armed Community Defence to complement the efforts of the military. This is because men of the Civilian Joint Task Force (CJTF), hunters and vigilantes have been doing their best, but they have limitations, as they only carry den guns, sticks which they found it very difficult to confront the terrorists.

Recall that on April 12, 2025, eight passengers of a commercial vehicle that drove on landmine planted by suspected Boko Haram killed 8 persons and injured over 17 others, along Damboa-Maiduguri Highway.
On January 24, 2025, Malam-Fatori Military asbe was attacked by Boko Haram insurgents who killed22 soldiers, including a commanding officer. Lots of military assets were also destroyed.

New Terror Group, Mahmuda, Emerges In North-Central Nigeria, Kills Over 15 Vigilantes, Others
A new terror group has emerged in the North Central part of Nigeria, terrorising residents of rural communities, SaharaReporters has gathered.
Known as Mahmuda, sources said the group attacks communities around the Kainji Lake National Park (KLNP) at will.
The national park is located in North Central Nigeria, spanning parts of Kwara State and Niger State.
Some affected communities are in Kaiama Local Government Area (Kemaanji, Tenebo, Baabete, Nuku, Nanu) and Barutein Local Government Area (villages in Yashikira District), both in Kwara.
The sources added that the group has also taken over communities in Babana and Wawa District in Borgu Local Government in Niger.
SaharaReporters learnt that the militants attacked a vigilante group on Wednesday in Kemanji, killing over 15 members and villagers.
“They called themselves Mahmuda group. Their leader in a voice note is threatening all the communities. They kill and kidnap victims and also demand ransom,” one of the sources said.
Another source added, “The surge of insecurity in Nigeria has been a source of concern to the citizenry because of its destructive factor to livelihood, and unfortunately, new militant groups continue to emerge and occupy the ungoverned spaces in the country.
“With the Kainji Lake National Park left unguarded, the loggers, fishermen, and hunter groups take the opportunity and start enjoying the common good of the citizens for their personal gain,” the source said.
“At the beginning there was a clash between the loggers and the militants as well as the vigilantes, but the loggers negotiated with the militants, and the loggers gained access to the forest to harvest trees without any hitches and this as well serves as the biggest opportunity for the militant to make money through the logging activities.
“Currently, the community of Kainji National Park (KLNP), which includes Kaiama LGA (Kemaanji, Tenebo, Baabete, Nuku, Nanu) and Barutein LGA (villages in Yashikira District that share a border with the park), all in Kwara State, part of Babana and Wawa District in Borgu LGA in Niger State, have been under siege for years, and the world does not know what is happening to the Borgawas (Borgu people).
“The militants occupied the park visibly over five years ago when they raided the park and chased the Range Guard out of the park. They migrated from Mokwa LGA when they were chased away by the then Governor of Niger State, Muazu Babangida Aliyu. He accused them of being members of Boko Haram.
“Upon their eviction from Mokwa LGA, they relocated to a village called Welele in Kaiama LGA. The local government authority, with the collaboration of the security forces, forced them out of Kaiama LGA. Following their eviction from Kaiama, they relocated to the Kaduna State forest. The same group, well-armed, resurfaced in the national park, and became a monster.
“Thus, who are these new militant groups? Some people claim that the militant group came from the Benin Republic or Niger Republic. This claim is also similar to a report from BBC Radio that there was an influx of militant groups to Kainji Lake National Park. Further study of them will reveal the true identity of this faceless group.
“However, a recent audiotape record from the militant claims to be a moderate Islamist, this assertion confirms that they are a sect of Boko haram that broke away from the Shekau-led extremist group. Regrettably, the locals are gradually being recruited into their ranks as informants. They referred to themselves as the Mahmuda Group or Mallam Group, their leader's name and a jihadist fighting to promote the cause of the Sunni group.
“The militant group mainly speaks Hausa. The saddened reality is that the activities of these militants, controlling a vast territory of 3970.29 sq. km of the Nigerian state, have resulted in the community members living at the mercy and dictates of the non-state actor. Living at the mercy and dictates of the militants manifests in a number of ways.
“First, the herders within the park pay dues (zakah) to the militants to allow them to graze their cattle. Second, the farmers to whom the militant allocates farmland within the forest also pay farming levies to the militants. Third, the militants forced the residents to work on their farm as sadaka. Fourth, members of the community are kidnapped and made to pay ransom. Fifth, illegal mounting of roadblocks along the community, and regulating the social activities, particularly the sale of alcohol and all forms of smoking, and even settling disputes among the community’s members.
“Sixth, the militants threaten the existence of herbalists that they assume are fortifying the community vigilante members to confront them. Unconfirmed reports also have it that the Mahmuda Group or Mallam Group is into illegal mining in the park environment.
“In their ploy to deceive the people with religion, they timely gather community members to preach about Islamic ethics as well as persuade community members to be disloyal to the Nigerian state and also instruct that any disputes within the community must be reported to them.
“The loss of trust in the security agent to address the insecurity challenges in the area makes the vigilante group work hand in hand with the Mahmuda Group to rescue kidnapped victims from the bandits. The group was able to force out all the bandits from the park area, and their collaborators within the communities were kidnapped to their place, and ransom was collected, or those judged to be more involved in the act of banditry were slaughtered.
“The assumption among the locals is that the militant group present in the National Park is known to the authority above, but by whom? Guess time will tell. Gunmen suspected to be kidnappers invaded the home of a middle-aged man, Pius Friday, killed him, and abducted his pregnant wife and her sister in Uloke community, Uzairue, Etsako West Local Government Area of Edo State.
According to eyewitnesses, the assailants stormed the residence around 1am on Monday while the victim and his family were asleep.
However, Pius was shot dead on the spot, while his wife and sister-in-law were dragged into the nearby bush by the attackers.
Vanguard reports that the gunmen left behind the couple’s three children, who were found crying in a pool of their father’s blood.
“People heard gunshots around the deceased’s house, but were scared to come out,” a local resident who requested anonymity told reporters.
“When we finally got there after the shooting stopped, we found him dead, lying in his own blood. The killers took his pregnant wife and her sister. No one knows where they are now.”
The Edo State Police Command confirmed the incident. Command spokesperson, CSP Moses Yamu, said the authorities are actively working to rescue the abducted victims.
“The Command is aware and necessary deployment have been made in that regard,” Yamu stated.
“Our men have sustained bush combing and rescue operations with a view to rescuing the victims.”
The brutal attack has created outrage and fear across the community, prompting dozens of women to take to the streets in protest. Chanting and holding placards, the women demanded urgent action from government and security agencies to curb the rising wave of violence in the area.
One of the protesters, a woman who identified herself simply as Rashidetu, appeared in a viral video lamenting the deteriorating security situation in Uloke.
“We are protesting not only the death of the young man and the kidnapping of his wife and her sister, but also the long absence of security in the Uluoke community,” she said.
According to Rashidetu, insecurity has forced many residents to abandon their farmlands. She claimed that herders have taken over farms in the area, destroying crops, kidnapping women, and killing anyone who resists.
“Our cassava is being uprooted to feed cows, and anyone who tries to stop them is attacked. We can no longer go to our farms. We are living in fear every day,” she cried.

MAKURDI — No fewer than 144 persons have been killed by herdsmen in the two north central states of Plateau and Benue states in the last two weeks, as the blood-letting continued late Tuesday, with the killing of at least 13 persons, while scores of others sustained injuries, with over 50 houses razed.
Recall that within the period, 104 persons, comprising 52 in Bassa local government area and another 52 in Bokkos LGA of Plateau State, were killed by the marauding herdsmen, while at least 40 were also killed in Benue State.
In Benue, three persons were killed on April 3 when a Benue Links bus was ambushed at Ikobi community in Otukpo Local Government Area, LGA, while on April 10, two farmers were murdered by the marauders in Gwer West LGA.
Same day, three persons were killed at Mbasombo community also in Gwer East LGA, while the latest attack on Otobi Akpa in Otukpo LGA and the boundary with Nasarawa State claimed the lives of at least 13 persons, with several others declared missing.
Aside from the killings in the north central states, Boko Haram insurgents also on Tuesday, attacked Adamawa communities in Hong local government area, killing seven persons, while scores of others are still missing.
The latest killings in Benue on Tuesday evening, came as Governor Caleb Mutfwang of Plateau State yesterday announced prohibition of night grazing, transportation of cattle by vehicles after 7:00 pm, and restriction of the use of motorcycles from 7:00 pm to 6:00 am across the state until further notice, as part of measures to ward off the marauding herdsmen.
The attack on Otobi Akpa community started at about 6:00pm from the popular Otobi junction when over 20 armed herdsmen in a commando style, shot sporadically at anybody they sighted. TheY also set ablaze no fewer than 50 houses.
Unfortunately most the of the vigilantes who could have stopped them from entering the main town to perpetrate their mission, had moved to Adim village of Akpa to attend a burial.
The terrifying sounds of gunshots created palpable fear as many took to their heels, while others who were curious to know what was happening ran into the herdsmen who opened fire on them, killing at least 13 persons in the process, while many escaped with gunshot wounds.
Some other victims were butchered with cutlasses, with their brains scattered around the scenes they were killed.
Investigation revealed that the killer herdsmen invaded Otobi Akpa and other Akpa communities to resist the law against open grazing which stopped them from grazing their cattle in the area.
One of the elders of the community, Adikwu Ogbe, who lamented the attack, recalled that Otobi Akpa community was one of the most peaceful communities in Idoma land, noting that in the past, the community had lived peacefully with Fulani herders until recently when they (herders) started bearing sophisticated arms and threatening the locals.
Recall that about three weeks ago, a security guard with Otukpo dam was shot and dismembered by herdsmen who enter Otobi village and shot sporadically in a night attack.
At the time of filing this report, many residents were seen fleeing the community, while search for those missing was in progress.
There was also no sign of security presence in the affected areas.
Benue State Deputy Governor, Samuel Ode, in company of heavily armed security operatives, yesterday visited the area to sympathise with many of the residents who are currently taking refuge at the Federal Government College, Otobi.
He appealed to them to remain calm, assuring that measures were being put in place to end further attack by the killers herdsmen.
Meanwhile, the community has become a ghost town as virtually everyone has fled the area for fear of another attack.
7 killed, many more missing as Boko Haram insurgents attack Adamawa community While the herders are running riot in Plateau, Benue and Nasarawa states, Boko Haram insurgents in the early hours of yesterday, launched an attack on Adamawa communities in Hong local government, killing seven persons, while scores of others have been declared missing.
The attack, which is the fourth this year, occurred in the quiet communities of Banga and Larh and some adjoining villages in Hong LGA.
At least seven persons were confirmed dead, including a vigilante, killed by detonated explosives.
The assault also saw a police van shattered by the explosives, though its occupants miraculously escaped unharmed.
The attack in Banga claimed three lives, including two men shot dead by insurgents and a woman who fell and died during the stampede in nearby Larh.
According to locals, the attackers came in their large numbers and started shooting sporadically in all directions in the community .
“In the twinkle of an eye, the entire communities were deserted as people scampered in different directions for their lives,” Ma’am Yakub, an eyewitness told Vanguard.
He said in the ensuring confusion, many people got missing as their whereabouts are unknown.
The attack became more dreadful following the tragic loss of a vigilante in Banga, who was killed when a bomb detonated during efforts to secure the area.
“It’s heartbreaking that we are losing our people to these monsters, and now, even those protecting us are now the targets,’’ said a community leader who requested anonymity.
Local sources noted that the insurgents often plant such devices to deter security operatives from pursuing them, a strategy that had repeatedly disrupted response efforts.
The chairman of Hong local government council, Mr Waang Inuwa, who confirmed the attack, called for more military presence in the communities .
The attack on Banga and Larh underscores the persistent threat posed by Boko Haram in North-Eastern Nigeria, despite claims by authorities that the group had been significantly weakened.

The report noted that the figure was a 1.05 per cent marginal increase from the 23.18 per cent recorded in February. On a month-on-month basis, food prices increased highest in Oyo (19.74%), Kaduna (17.24%), and Kebbi (14.03%). Many people were feared dead as suspected armed herders invaded the Otobi community in the Akpa district of the Otukpo Local Government Area of Benue State on Tuesday. A resident of Otobi Community, Edwin Emma, told journalists on the phone that the renewed attack left many persons feared killed. He said, “We are being attacked by herdsmen at Otobi community; my wife and children are fleeing from the community as I speak, please call for help.” Confirming the attack, the lawmaker representing Otukpo-Akpa in the Benue State House of Assembly, Kennedy Angbo, said the attack started around 5:30 pm on Tuesday. On a month-on-month basis, it said the headline inflation rate in March 2025 was 3.90 per cent, which was 1.85 per cent higher than the rate recorded in February 2025 (2.04 per cent). This, it said, means that in March 2025, the rate of increase in the average price level is higher than the rate of increase in the average price level in February 2025. Food inflation The NBS said the food inflation rate in March 2025 was 21.79 per cent on a year-on-year basis. However, on a month-on-month basis, the Food inflation rate in March 2025 was 2.18 per cent, up by 0.50 per cent compared to February 2025 (1.67 per cent). It said the increase can be attributed to the rate of increase in the average prices of ginger (fresh), garri (yellow), broken rice (ofada), honey (natural production), crabs, potatoes, plantain flour, periwinkle (unshelled), pepper (fresh), etc. Nigeria has experienced a sharp increase in food prices in recent years. This trend worsened in 2023 following President Bola Tinubu’s removal of petrol subsidies and adopting a floating exchange rate for the naira. This shift has led to a steep increase in the cost of staple food, pushing many Nigerians further into poverty and heightening food insecurity. The persistent price surge over the past year has led to several farms and businesses closing, with many agricultural producers scaling back their output due to insecurity and unpredictable weather conditions affecting rural areas. In response, Mr Tinubu declared a state of emergency on food insecurity in July 2023, aiming to combat rising food costs. Despite these efforts, at the time, food inflation has continued unabated. The report said the Consumer Price Index (CPI) rose to 117.34 in March 2025 reflecting a 4.40-point increase from the preceding month. On a year-on-year basis, the NBS said in March 2025, the Urban inflation rate was 26.12 per cent. The Presidency on Sunday dismissed any notion of fresh revelations emerging from a United States court order directing the Federal Bureau of Investigation and the Drug Enforcement Administration to release files on President Bola Tinubu’s past investigation. It insisted that the records, which date back to a drug trafficking investigation in Chicago from the early 1990s, have been publicly available for over three decades and posed no fresh concerns for the President. This followed a ruling by Judge Beryl Howell of the U.S. District Court in Washington, DC, who instructed both agencies to conduct searches and process non-exempt documents in response to Freedom of Information Act requests filed by American legal researcher Aaron Greenspan. The report by Agent Moss of the FBI and the DEA has been in the public space for more than 30 years. The reports did not indict the Nigerian leader.” Onanuga confirmed that government lawyers were reviewing the US judge’s ruling, arguing that the documents add no fresh dimension to Tinubu’s past. The order, issued by Judge Howell on April 8, mandates the FBI and DEA to conduct searches and process any non-exempt documents in response to Freedom of Information Act requests filed by American legal researcher Aaron Greenspan. Greenspan, who runs the transparency platform PlainSite, submitted 12 FOIA requests between 2022 and 2023. His filings sought information on a Chicago-based drug trafficking operation from the early 1990s and included requests for records concerning Tinubu and three others: Lee Andrew Edwards, Mueez Akande, and Abiodun Agbele. Until now, the FBI and DEA had issued “Glomar responses,” declining to confirm or deny the existence of the records. However, the court ruled that such responses were not justified in this case. It stated that both agencies had effectively confirmed the existence of investigations involving Tinubu and must now proceed with releasing relevant materials unless they are legally exempt. In her decision, Judge Howell stressed that any potential privacy concerns were outweighed by the public interest in the case. The ruling noted that the agencies failed to provide sufficient justification for withholding the information. The judgment read, “The FBI and DEA have both officially confirmed investigations of Tinubu relating to the drug trafficking ring. “Any privacy interests implicated by the FOIA requests to the FBI and DEA for records about Tinubu are overcome by the public interest in release of such information. “Since the FBI and DEA have provided no information to establish that a cognizable privacy interest exists in keeping secret the fact that Tinubu was a subject of criminal investigation. “They have failed to meet their burden to sustain their Glomar responses and provide an additional reason why these responses must be lifted.” While the FBI and DEA were ordered to comply with the FOIA requests, the court upheld the CIA’s decision to withhold records, after Greenspan acknowledged the agency had valid grounds under existing law. All parties involved have been instructed to file a joint report on the progress of the case by May 2, 2025. The judge ruled, “For the reasons discussed above, the plaintiff is entitled to summary judgment as to each of the four Glomar responses asserted by defendants FBI and DEA, while defendant CIA is entitled to summary judgment since its Glomar response was properly asserted. “Accordingly, the FBI and DEA must search for and process non-exempt records responsive to the FOIA requests directed to these agencies. “The CIA, meanwhile, is entitled to judgment in its favour in this case. The remaining parties are directed to file jointly, by May 2, 2025, a report on the status of any outstanding issues in this case, as described in the accompanying order.” However, the Special Adviser to the President on Policy Communication, Daniel Bwala, while speaking on Sunday’s edition of Channels Television’s Politics Today, stated that the information being sought wouldn’t be different from what was already in the public domain. According to him, the buzz around the news was mainly because of the way the media and opposition interpreted it. He said, “Nothing’s new at all. So, let’s wait for the 2nd of May because there is actually nothing that they are seeking for which has not been released. I mean it is intended to create unnecessary conversation as if there is an issue on the table. “So, there is nothing actually in what was published in the ruling of the court that is new. Everything has been in the public domain for ages. But you know, the opposition will want to feast on it because in the absence of better ideas, that is the only thing they can cling on to, in the hope that they will probably misinterpret the public. Meanwhile, former Vice President Atiku Abubakar, who ran against Tinubu in the 2023 presidential polls, has welcomed the American court’s order. He argued that if the disclosed records prove the President ineligible to hold office, Tinubu “should step aside” for the sake of Nigeria’s global image. “Anyone occupying the Presidency must not be of tainted character,” Atiku said in a statement through his media aide, Paul Ibe. He added that the entire fiasco underscored the need for “full disclosure” on matters such as alleged forfeitures and academic credentials. The former VP stated, “What it means is that the efforts of former Vice President Atiku Abubakar will not be in vain, and what will be uncovered is His Excellency’s attempt to ascertain exactly what transpired – the circumstances surrounding the forfeiture of thousands of dollars allegedly linked to drug trafficking—and the issue concerning the Chicago State University certificate. “The reason is clear, the matter of the presidency of the Federal Republic of Nigeria, whoever occupies that position must not be someone of tainted character. “The government must ensure full disclosure. It is important, Nigerians need to know the background, academic records, age, state of origin, and the schools the leader attended.” Atiku argued the importance of the ruling, saying it involves the world’s largest Black democracy. “The fact that this issue concerns the government and the occupant of the office makes it even more significant. This is not just about Nigeria. “This is the foremost Black nation in the world—the most populous. The Lagos State Vehicle Inspection Service has advised residents to avoid boarding rickety vehicles, warning that they pose a serious threat to public safety.
The Director of VIS, Mr Akin-George Fashola, issued the warning in a statement released on Sunday and signed by Mrs Bolanle Ogunlola, Deputy Director of Public Affairs at the state Ministry of Transportation.
Fashola said several dilapidated vehicles had been recently impounded across Lagos for failing to meet safety standards.
He described the condition of the vehicles as “ticking time bombs,” citing expired tyres, weak brakes, and rusted body parts as major hazards.
“The rickety vehicles have been linked to numerous accidents in the state, often resulting in loss of lives, injuries, and property damage.
“Several critical issues common among the seized vehicles are unstable tires due to expiration, potential brake failure caused by makeshift repairs, and disjointed body compartments weakened by rust, all of which render them unfit for commercial use,” he said.
According to him, many of the vehicles operate mostly at night, putting unsuspecting commuters at even greater risk.
He urged the public to prioritise their safety and report any rickety vehicle sightings via the VIS complaint email — info@dvis.lg.gov.ng — or through the Ministry of Transportation hotlines: 09020004000 and 09020009000.

An All Progressives Congress chieftain in Lagos State, Joe Igbokwe, has warned that there will be huge consequences if Nigeria continues to neglect the South-East zone.
Igbokwe disclosed this in a statement through his Facebook account on Saturday.
His comments come amid controversies that had trailed appointments under President Bola Ahmed Tinubu’s administration.
Recall that a senator representing Borno South, Ali Ndume, tackled Tinubu’s administration, saying that his lopsided appointments could boomerang.

Former President Olusegun Obasanjo has said that Nigerians have no business being poor with the country’s vast resources.
He said that the nation is abundantly blessed but is suffering from the mismanagement of its resources.
Obasanjo said this at a dinner organised in his honour by Abia Government on Friday at the Government House, Umuahia.
He said: “Nigerians have no business with poverty because God has given us all that we need.
“If we are mismanaging what God has given us, we do not have God to blame, we have ourselves to blame.”
The former president praised the efforts of Gov. Alex Otti of Abia in transforming the state, noting the wide public acclaim of his administration’s performance.
He affirmed the governor’s impact on governance in the state and urged him to continue to do well.
Obasanjo added that if Nigeria had 18 governors doing well in their responsibilities as leaders, “we will build the country up”.
He reiterated his concern in the well-being of Nigerians and the quality of governance they receive.
“For me, whether you don’t greet me or I greet you and you don’t answer, what is important to me is that the people of this country are getting what they deserve and what they deserve is good governance,” he said.
Obasanjo recalled an earlier advisory he gave former Minister of Transport, Mr Rotimi Amaechi, during his tenure in office.
He said that Amaechi was not aware of a pre-existing national railway development plan and had to be directed to the archives to find it.
“I believe that even if you don’t like me if I have pieces of advice to give you, as I did when you were Minister for Transport, I will give the advice.
“You didn’t know that we had a national plan for railway for this country, to reach every state capital as we have them now and I told you to go into the archives, it is there.
“But again, I believe as Minister of Transport, you got a bit of it right, you got a bit of it wrong.”
In his speech, the governor acknowledged the support he received from the former president.
He said that the importance of vision and perseverance in leadership could never be overlooked, recounting the challenges he faced over his decade-long political journey.
“Once you have vision, you have to keep to it. It took us ten years to get here, the two elections we contested from 2015 to 2019, we won clearly but they were all stolen.
“A lot of people had given up hope and said it wasn’t going to work, but I was sure that I heard clearly from God,” he said.
He said his administration had embarked on massive reforms in the education sector to improve access to quality education in Abia.
Also, Amaechi called on political actors in Abia to begin early preparations for the 2027 general elections.
According to him, the value of a good administration was often only realised after a less competent one takes over.
He pointed out that this had become the experience with many former leaders, but Obasanjo had continually stood out because of his visionary leadership style.
“In your case, no matter who becomes president, you have always stood out,” Amaechi said.

The Yobe State Government has announced plans to reintegrate former Boko Haram members who have undergone the De-radicalisation, Rehabilitation and Reintegration program under Operation Safe Corridor.
The State Governor, Mai Buni disclosed this on Thursday during a meeting with OPSC representatives led by Chief of Defence Staff, Gen. Christopher Musa, in Damaturu, the state capital.
Buni acknowledged the devastating impact of the 15-year insurgency, which has claimed thousands of lives, destroyed properties, and displaced many households.
He emphasised the need for a non-kinetic approach to address the root causes of the insurgency, recognising that not all Boko Haram members joined willingly.
The governor gave assurance of his administration’s commitment to adopting and implementing OPSC recommendations to achieve the desired objectives.
Bunmi also appreciated President Bola Tinubu’s multifaceted approach to ending insurgency and major crimes in the North.
“We shared the belief that some individuals were conscripted into the insurgency through force or indoctrination.
“With sustained efforts, they can repent, rehabilitate and return to normal life as responsible citizens.
“The state government is committed to reintegrating repentant insurgents, with 390 set to graduate from the DRR program between April 14 and 19, including 54 Yobe indigenes.
“The Ministry of Humanitarian Affairs and Disaster Management will oversee the reintegration process.”
Speaking, Gen. Musa stressed the importance of community involvement in sustaining the reintegration process, highlighting that de-radicalization is an ongoing effort requiring community-level support.
He also appealed for expanded de-radicalization centers, vocational training facilities, and modern equipment to enhance rehabilitation.
