President Bola Ahmed Tinubu is so inordinately inebriated by his IMF-motivated decision to remove subsidies on petrol that at every opportunity he has he brags about it in giddily superlative terms. For example, during a meeting with the Nigerian community in France on June 24, 2023, he couched his decision to impose the Tinubu fuel tax (to borrow from his 2012 characterization of Goodluck Jonathan’s subsidy removal) on Nigerians in epiphanic, providential, and inspirational terms. He told Nigerians in France that during his inaugural speech on May 29, 2023, he was suddenly overcome by a mysterious force of unusual courage, which propelled him to veer off his prepared speech to announce the removal of fuel subsidies. “When I got to the podium, I was possessed with courage, and I said, ‘subsidy is gone!’” he said with a smug glow of perverse, meanspirited self-satisfaction. Again on November 22, 2023, Tinubu boasted to investors at the 10th German-Nigerian Business Forum that his courage to remove petrol subsidies and visit unheard-of economic violence on poor, luckless Nigerians was a gargantuan feat of derring-do worthy of acknowledgement in the Guinness World Records. “Nigeria voted for me for reforms, and from day one of my inauguration, I started the reforms,” he said. “To me, if you didn’t mention me in the Guinness Book of Records, I’d strive to find a way to insert myself because I did it without expectation.” Well, the IMF, whose approval he desperately seeks and on whose behalf he is harming Nigerians, has approbated his policies, which should be more important to him than an entry in the Guiness World Records for sadistic governance. “The new [Tinubu] administration has made a strong start, tackling deep-rooted structural issues in challenging circumstances,” the IMF said on February 14. “Immediately, it adopted two policy reforms that its predecessors had shied away from: fuel subsidy removal and the unification of the official exchange rates.” The IMF then instructed that “electricity subsidies are costly, do not reach those that most need government support and should be phased out completely.” On February 16, that is, exactly two days after this IMF directive, Minister of Power Adebayo Adelabu announced that the government would withdraw electricity subsidies. That’s precisely why the government has approved a more than 200 percent hike in electricity tariffs this week. As I’ve repeatedly said, the IMF is the de factor ruler of Nigeria. Tinubu and his henchmen are mere cushy neo-imperialist surrogates. Well, I don’t know of any halfway rational human being in the world who will see courage in choosing to hurt the dispossessed who can’t fight back. There is no courage in trampling on the poor, the weak, and the defenseless. There is no courage in kicking people who are already down, people who are down on their luck, and people who are down in the dumps as a consequence of being serial victims of a steady succession of cruel and self-serving governments who are servile errand boys of the racist sadists at the IMF. There is no courage in oppressing the oppressed. That's cowardice. That’s callousness. It’s unrelieved maliciousness. And it’s not something to be proud of, not something to make a song and dance about. On the contrary, it’s something to be mortally ashamed of. Real courage comes from standing up to bullies, which the World Bank and the IMF are, and from defending the defenseless against oppressors. Courage comes from shielding the weak from the untoward designs of the strong and the unjust. It comes from protecting the underdog from the unprovoked aggression of the top dog. Since Tinubu came to power nearly a year ago, he has never implemented any policy that gives even an ounce of solace to the poor. Instead, like Muhammadu Buhari before him, he is a proud reverse Robin Hood who takes from the poor to enrich the already rich, with the recent IMF-directed astronomical increase in electricity tariffs—which makes electricity in Nigeria more expensive for “Band A” users than I pay in the United States—the latest example. The only people who will benefit from the latest tariff hikes are Tinubu’s friends who own power generation and distribution companies. As a Tinubu-supporting friend pointed out to me on Friday, “This is a government of the elite, for the elite, and by the elite.” In the United States where the IMF is headquartered, there are electricity subsidies for low-income households, yet it wants none for anybody in Nigeria. The primary federally funded electricity subsidy program here is called the Low Income Home Energy Assistance Program (LIHEAP). LIHEAP provides eligible households with financial assistance for energy bills, emergency energy services to prevent disconnection, and low-cost home improvements, known as weatherization, to help make homes more energy efficient. LIHEAP is funded by the federal government, but the program is administered at the state level, which means eligibility requirements and the form of assistance offered can vary from one state to another. Generally, to qualify for LIHEAP, a household's income must fall below a certain threshold, which is typically set at a percentage of the federal poverty level or a percentage of the state's median income level. In addition to LIHEAP, some states, utilities, and non-profit organizations offer additional assistance programs or subsidies to help low-income households with their energy needs. These programs may provide direct bill assistance, energy-efficient home improvements, or emergency aid for utility shutoff prevention. Yet, the IMF has bludgeoned the Nigerian government into removing subsidies for electricity that isn’t even constant and reliable. And being the slavish lackeys that they are, they obeyed like dutiful, well-trained poodle dogs. Of course, it’s because it doesn’t hurt them, their immediate families, or their associates. The IMF never tells Third Word leaders to increase the minimum wages of workers. Maybe that’s why Tinubu’s Guinness-World-Records-size courage is absent when it comes to approving a minimum wage for Nigerian workers. The 30,000-naira minimum wage that the Muhammadu Buhari regime approved for workers expired in March. The Tinubu government had promised that a new minimum wage would start on April 1. That has turned out to be a cruel April Fools’ joke on Nigerians. The last we heard of this issue is that the minimum wage committee would “reconvene mid-April to continue further negotiations and consultations on the new minimum wage expected to be announced by President Bola Tinubu on May 1, 2024.” This is the same committee that requested 1.8 billion naira (which it later scaled back to 1 billion naira) just to sit in comfort and decide how much the least remunerated government worker will receive. “Start with N500million first,” Tinubu wrote in a leaked memo. As senator Shehu Sani quipped on Twitter, “The minimum wage committee… allocated the maximum wage for themselves.” What exactly does the 37-member committee—made up of governors who don’t pay the current 30,000-naira minimum wage even when money realized from petrol subsidy removal has tripled their monthly allocations— want to use a billion naira (later reduced to 500 million naira) to do? There was no committee when petrol subsidies were removed. There was no committee for the removal of electricity subsidies, which will now ensure that Nigeria descends into total darkness. But when it comes time to increase the minimum wage of workers, an expensive committee is needed. In other words, where the welfare of everyday folks is concerned, Tinubu loses his magisterial, self-affirming courage. He transforms from a lion to a chicken. His courage only emerges when he oppresses the poor and recedes when he is required to help the poor. The Nigerian Electricity Regulatory Commission (NERC) has applied an exchange rate of N1463.3/$ in calculating the new electricity tariff for Band A consumers in the recent electricity tariff review. This is according to the revised Multi Year Tariff Order (MYTO) from the NERC to all 11 electricity discos across the country in 2024. The exchange rate in the reviewed order is significantly higher than the figure applied in calculating the FX rate in the early in January- when the rate stood at N919.38/$. This makes a difference of N543.92 compared to the earlier rate. Fluctuations in the FX market The increase in prices is attributed to fluctuations in the foreign exchange market since the start of the year, with the naira experiencing a sharp decline, reaching as high as N1800 in the parallel market by March. In recent weeks, however, the naira has seen a significant recovery, dropping to below N1300 in the parallel market, thanks to the Central Bank of Nigeria’s (CBN) implemented reforms. These reforms from the apex bank include raising the interest rate to 24.75%, providing foreign exchange to Bureaux de Change (BDCs) at a set rate, and imposing restrictions on international oil companies, limiting their ability to repatriate 100% of their foreign exchange earnings immediately. Increase in domestic gas price The Nigerian Electricity Regulatory Commission (NERC) has incorporated the new domestic gas price of $2.42/MMBTU, set by the Nigerian Midstream and Downstream Petroleum Regulatory Agency (NMDPRA), as a key factor in determining the updated electricity tariff for Band A consumers. Backstory Nairametrics earlier reported the Nigerian Electricity Regulatory Commission (NERC) increase of the electricity tariff for Band A consumers from N68/KWh to N225 per Kilowatts hour. The commission had stated that the hike only affected around 15% of the total electricity consumers in the country who enjoy around 20hrs of electricity daily. The Nigerian Electricity Regulatory Commission (NERC) has approved the increase of electricity tariff for customers under the Band A classification. At a press briefing in Abuja on Wednesday, NERC’s Vice Chairman, Musliu Oseni, said the increase will see the customers pay N225 kilowatt per hour from the current N66. It quoted people in the presidency with knowledge of the matter saying this was in a bid to attract new investment and slash about $2.3 billion spent to cap tariffs (subsidies). At least thirty children are believed to have been kidnapped by suspected bandits at Kasai village in Batsari Local Government Area of Katsina State. Batsari is one of several Security Frontline Local Government Areas in Katsina State where activities of bandits, and other criminal elements have been on the increase almost on a daily basis. At the time of filling in this report, government and security agencies were yet to comment on the issue. However, a resident of the area, told Channels Television in a telephone call, that the fresh attack on the children, took place in the early hours of Monday. He explained that the victims were intercepted and kidnapped by the hoodlums behind the village area while in search of firewood for cooking. Former President Olusegun Obasanjo has linked the growing activities of bandits and kidnappers to the unemployment situation in the country. Obasanjo spoke during his address at the 9th International Trade Exhibition & Conference on Agrofood, Plastics, Printing, and Packaging which was held in Lagos on Tuesday. The trade fair was jointly organised by FairTrade Messe and the Organisation for Technology Advancement of Cold Chain in West Africa. “Of course, if we are able to achieve this, it will improve our security. Part of our insecurity are men and women that are not properly engaged. If we are able to give them employment, there will be less of them getting involved in banditry, in kidnapping and in doing various other criminal activities that they get involved in,” Obasanjo noted. The former president, who described himself as ‘a mad man for agriculture,’ said there was need to promote agribusiness for food security, nutrition security, employment, wealth creation, poverty elimination and income generation, particularly, foreign exchange. According to him, the drive toward food security in the country must encapsulate food availability, affordability and accessibility. Obasanjo said, “A friend of mine said to me, you must be a madman. I asked him what he meant, and he said if I was not a mad man I would not have gone into agriculture. So, I am a madman for agriculture. When it has to do with agriculture, you can be sure that when you call me, I will answer. “Food security starts with availability. We must be able to produce enough. Then there is affordability. We must be able to get everybody who needs food to be able to get the food that they need. Then there is accessibility. We must get food to where it is needed. “Almost 40 per cent of our food go to waste after cultivation. So, food security and nutrition security makes agribusiness important.” Speaking further, Obasanjo noted that one of the most potent means of curbing youth emigration, unemployment and insecurity is to get more young people to embrace agriculture. He regretted that Nigerian youths often prefer to explore opportunities in the entertainment industry, which underscores the need to make agriculture more glamorous. He also called on policymakers at all levels to ensure policy consistency that would allow farmers to set short and long term targets without worrying about possible policy somersaults which may topple their plans. A key part of this, he said, involved making single-digit loans available to farmers, as no agribusiness can produce profitably with double digit loans. He added, “First is employment, with our teeming population and the problem we have with our youths going over the desert and risking their lives at the Mediterranean will stop. What can we do to give them enough employment at home? “The area that is sure to provide employment for our teeming youth population is agriculture. When you talk about agriculture, not many of them will want to come to the farm, they will rather go into the music that they do now. We have to make agriculture glamorous because these youths, they make money that way (through music), and then you are asking them to come to the farm. They won’t want to. The federal government said the Kaduna-based Islamic cleric, Ahmad Gumi has been invited for questioning over his comments on the activities of bandits in the country. Mohammed Idris, minister of information and orientation disclosed this while addressing journalists at the State House, in Abuja on Monday. Recall the controversial cleric faulted the Federal Government on the continued use of force or kinetic means to secure the release of victims of kidnapping. Gumi said the government ought to go closer to the bandits and study them to provide them with better living conditions. According to him, the government’s use of force has now turned the bandits into monsters. He said, “These bandits are getting more vicious. Before they were not doing this. They are heading to softer targets and we can only attribute this to the kinetic approach. “Now we are fighting bandits. They are anonymous. You cannot fight someone you don’t even know. We said let’s go in, let us know them, let’s map them out – know who they are and where they belong. All this intelligence information is virtually not there. “The high-handed approach to the matter is what is making it worse. Now they are kidnapping children and threatening death, which they were not doing before. So, I think what to do is really go back to the drawing board and be truly non-kinetic.” On how to halt the trend, he said government should design a programme like the amnesty initiative for the Niger Delta militants. “You need a programme just like the Niger Delta, a programme which will bring them out of their forests, educating then, giving them healthcare, giving them peaceful life. This is how you entice people to abandon violence and militancy. “But when you continue dropping bombs, they will find no sympathy and empathy for our children. This is it. An eye for an eye. This is what is happening. So, we have to change our tactics, we have to change our styles. We know leaders of bandits “The government, everybody knows their leader. In fact, there is a book, ‘I am a bandit by one Murtala, an Academic. He listed more than 160 bandit leaders. We know their leaders by their names but you don’t know their foot soldiers. “You don’t know all of them. So, you just know their leaders. If you don’t know their foot soldiers, how can you be fighting? More facts on the attack on the Madaka community in the Rafi Local Government Area of Niger State emerged on Friday revealing that over 20 persons were reportedly killed in the onslaught. Two monarchs and the vigilance group commander of the area were also said to have been killed in that attack on Thursday while the bandits were said to have overrun two communities in the area, burning houses and shops. The gunmen were said to have stormed the community at about 3 pm on Thursday and shot indiscriminately, leaving many dead and injured. The Village Head of the Madaka community, Saleh Kakuri, and one Commander Iko, who was the Deputy Commander of the vigilance group in the area under the Madaka District of Rafi were also killed in the attack. The bandits also invaded Majanjan district where they seized the village head, Salihu Immahuri, his counterpart in Anguwan Bala, and his two wives and killed them. Among the slain victims were Adamu Immahuri, a brother of the deceased ruler, and his four wives, as well as Shehu Salihu and Jamilu Isah. A resident of the community who spoke under condition of anonymity said, “Over 30 bodies have been recovered by the villagers. The bandits attacked the communities at about 3:30 pm on Thursday and operated for hours without response from security agencies. “The bandits operated for as long as they wanted without any challenge from the army or police.” However, the District Head of Madaka, Isah Bawale, confirmed the incident in a phone interview on Friday. He said, “The attack occurred around 3 pm on Thursday when the community. Ukembrergya/Tswarev ward of the Logo Local Government Area of Benue State. The incident, according to a community leader, Anawah Joseph, occurred between Tuesday and Wednesday. Anawah stated that the attackers came in their numbers to attack the community armed with sophisticated weapons. He said, “These attackers who are armed herders came in groups of up to 500; the Tuesday attack started around 4 pm and lasted till 8 pm, then on Wednesday, they resumed again. I don’t think they came to graze but to attack. Confirming the attack, the Chairman of the area, Rev Adagbe Jonathan, said, “It happened on Tuesday and Wednesday with seven casualties. On Tuesday, two were killed and on Wednesday evening, five were killed in Yongia Ukambie Tiev, Ukembrergya/Tswarev ward. “The attack was carried out by the herdsmen. Even when I went there on an assessment tour, they were still grazing on the other side of the road, claiming that the area was Taraba State. “No one could just approach them. I’m even now in Makurdi. I reported to the Special Adviser on Internal Affairs and Security, the Special Adviser, the Bureau of Local Government and Chieftaincy Affairs, and the Permanent Secretary of the Bureau of Internal services. The lawmaker representing Apa State Constituency in the House of Assembly, Abu Umoru, on Thursday, had lamented the incessant attacks on his constituency, saying he had lost count of casualty of the attack. IG deploys MOPOL Meanwhile, the Inspection General of Police, Kayode Egbetokun, has deployed more mobile policemen to the troubled Apa Local Government Area of Benue State. Disclosing this to our correspondent on Friday, the Chairman of Apa, Ochayi Alidu, said that he received the notification letter from the IGP deploying the cops to the local government area. Alidu said, “I am in receipt of a letter of deployment of a unit of MOPOL to Apa at the instance of the state Governor, Rev Fr Hyacinth Alia.
