At least 2,583 people were killed and 2,164 kidnapped in the first quarter of this year, a data from Beacon Security and Intelligence Limited, a security risk management and intelligence company based in Abuja, has shown. The data, which recorded the number of killings and abductions across the country from January to March, showed that 80 percent of the killings and 94 percent of the abductions occurred in the North. This report, however, conflicts with the position espoused by the National Security Adviser (NSA), Nuhu Ribadu, who said that the casualty figures were going down. The consulting firm’s report showed that an average of 28 persons were killed and 24 kidnaped daily. Benue: 11,000 displaced households get ActionAid’s intervention Al-Hikmah varsity matriculates 1,214 students, warns against vices The Minister of Defence, Muhammad Badaru Abubakar, had earlier this month, during the maiden edition of the annual lecture series organised by the Nigerian Army Resource Centre in Abuja, said the security situation had improved. National Security Adviser, Malam Nuhu Ribadu Casualty figures in zones, states The data from the Beacon Security and Intelligence Limited revealed that of the people killed during the period, 793 were from the North-West, 681 from the North-East and 596 from the North-Central. The casualties were recorded from bandits’ attacks, farmers/herders’ conflicts and communal clashes. The South-West recorded 194 killings, the South-South, 161 people; and South-East, 158. The five states with the highest number of killings were Borno, 517; Benue, 313; Katsina, 252; Zamfara, 212 and Kaduna, 206. Abductions The data showed that of the 2,164 persons abducted within the period, 1,297 were kidnapped in the North-West, 421 in the North-East, 330 in the North-Central, 30 in the South-West, 66 in the South-South and 20 in the South-East. Kaduna State recorded the highest number of abductees with 546; Zamfara, 447; Borno, 340; Katsina, 252 and the Federal Capital Territory (FCT), 102. Experts hopeful Tinubu will tackle challenges Security analysts, who spoke to Daily Trust, said the numbers of killings and abductions that happened in the first quarter of this year reflected a broader pattern of escalating violence and insecurity that had enveloped the North in particular, disrupting lives and instilling fears in the populace. One of them, Ahmed Getso, observed that the intensification of coordinated security operations by security agencies had compelled criminals to migrate, seeking new territories to evade the law enforcement focus. “When security forces concentrate their efforts on high-risk areas, criminals tend to relocate to different communities,” Getso said. He said the present administration was receptive of criticisms regarding security challenges. He said this was contrary to the security approach of former President Muhammadu Buhari’s administration, which he described as largely dismissive of calls for reforms, criticisms and commentaries from experts, professionals and academics. The CEO of Beacon consulting firm, Kabiru Adamu, in an interview with Daily Trust, attributed the security challenge in the North to ineffective justice system, poor land administration policies, presence of non-state armed groups, ungoverned spaces, porous borders as well as proliferation of small arms and light weapons. He said the large youth population lacking education and skillsets, as well as a governance system failing to meet the developmental needs of the people poses serious challenges. Adamu said the nation’s security challenges could best be improved through collaboration among security sector organisations, federal and state governments as well as neighbouring countries. We’ve reduced casualty figures – Ribadu The NSA, had in a pre-Convocation lecture he delivered at the Usmanu DanFodiyo University, Sokoto, on Thursday, said the present administration had made serious progress in reducing casualty figures from terrorists’ attacks. He said, “Since the coming of this administration, we have not seen any organised terrorist attack. Roads hitherto unsafe for commuters, for instance the Abuja- Kaduna, Zaria-Kano are today secure for travellers at any time of the day. “We are not out of the woods yet, but we have made serious progress in pushing down casualty figures and depriving miscreants access to weapons and free movement. Since assuming office, we have also successfully freed over a thousand individuals, many of whom were villagers held captive for as long as two to three years. We successfully secured the release of abducted students from the Federal University of Gusau and school children from Kuriga without paying ransom. “Our non-kinetic strategies and approach are driven by evidence. We have strengthened the administration of criminal justice by reopening trials of Boko Haram terrorism suspects detained in Kanji and other locations across the country and prosecutions are now underway in eight different courts. “Concurrently, we have significantly reduced the proliferation of arms nationwide by blocking the flows and arresting gunrunners”, he said. Ribadu said estimates suggested there are over 300 bandit warlords, each commanding at least 50 fighters operational across different regions of Northern Nigeria. “Like in the pre-colonial era, kinship and community ties continue to play significant roles in banditry, with bandit groups often operating within defined ethnic or kinship lines, forming bandit families or clans. “These groups rely on extensive networks of informants, safe houses, and community support to evade authorities or rival factions. The loyalty within these families and the code of silence among community members have made it challenging for authorities to effectively combat banditry,” the NSA stated. https://dailytrust.com/2583-nigerians-killed-2164-abducted-in-3-months-report/ |
The Chairman, Senate adhoc committee investigating Turnaround Maintenance of Nigeria’s Refineries, Senator Patrick Ifeanyi Ubah, has said the Port Harcourt refinery is almost 90 per cent completed and will be operational before the end of year. This is coming after the federal government failed to meet the February 2024 deadline set for the commencement of operation at the refinery. Synthesize Beautiful Scenes of Ha Giang Via Super Quality Travel Video - Flycam Nem TV Senator Ubah, in a press statement on Saturday, announced the new date when the committee visited Governor Similanayi Fubara of Rivers State at Government House in Port Harcourt said that the work progress at the refinery had attained 90% completion saying that he was confident that the refinery would start operation before the year ends. Senator Ubah said the committee was at Warri Refinery on Thursday, and had come to Port Harcourt to investigate the work that had been done as well as assess the level of preparedness of both the old and new Port Harcourt refineries to recommence operations. He said, “We will recall that the old Port Harcourt Refinery was the first refinery in Nigeria built in 1965, and the second one was built in 1989. And for so long now, they have not been in active operations. The Police Community Relations Committee (PCRC) said Nigerians’ hatred for officers is affecting security in the country. The National Chairman of the Police Community Relations Committee (PCRC), Mogaji Olaniyan stated this while addressing newsmen during the 40th celebration ceremony of the Committee held in Abeokuta, the state capital. He described the narrative as alarming, pointing out that the hatred remains part of the factors affecting the country’s security. Olaniyan, who condemned the widespread hatred, said the PCRC is fostering a permanent relationship between members of the community and the police in order to end the ugly narrative. He emphasized that this deep-seated resentment must be addressed to cultivate a healthy relationship between the people and the police, ultimately enhancing security across the nation. Olaniyan said “We are calling that people should love the Nigeria Police, this is what they lack right from childhood we have created enmity between our children and the Nigeria Police. “This hatred starts from our home. For instance if parents want to scold their children they will say ‘I will call the police for you. This is why our children grow up with hatred for the police and that is why we are trying to stop this narrative.” Olaniyan, however, called for an urgent need to address what he called widespread hatred towards the officers of the Nigeria Police. The State Chairman of the Committee, Samson Kunle Popoola stated that the security of Ogun state remains paramount to the PCRC, hence, its cordial relationship with the police. He affirmed that Ogun state remains the most peaceful and safe state in Nigeria, calling for more cooperation between the residents and the police to keep the record intact. https://www.vanguardngr.com/2024/04/nigerians-hatred-for-officers-affecting-security-police/ |

According to the sergeant, the Nigerian government has failed to improve welfare package for military officers as a gesture to show appreciation for their efforts in securing the country. Asoldier with the Nigerian Army has lamented the poor salaries of his colleagues, the junior army personnel in the country. According to the sergeant, the Nigerian government has failed to improve welfare package for military officers as a gesture to show appreciation for their efforts in securing the country. He added that salaries of junior army personnel was last increased by late Umaru Musa Yar'Adua’s administration. Yar’Adua was elected as Nigerian President in 2006 on the platform of the Peoples Democratic Party (PDP) and died on May 5, 2010. The aggrieved personnel in an open letter to President Bola Tinubu, obtained by SaharaReporters on Tuesday noted that to meet financial needs, soldiers now got “involved in illegal duties, oil bunkering, arms and ammunition deal, armed robbery and kidnapping”. The letter titled, “OPEN LETTERS TO ADDRESS OUR SUFFERING IN THE NIGERIAN ARMY” urged the President to attend to their plight. The soldier further asked Tinubu to thoroughly investigate happenings in the army, particularly issues involving and affecting the rank and file. “Sir, with due respect, I hereby open up to you on how we are from the Army Authorities, this very letter is about our current challenges within the Army alone, not Nigerian Navy nor Nigerian Air Force. “We have lost our morale already, in the Army today, all the Generals are only after their families, they are less concerned about the solutions to the current insecurity in Nigeria. Most of these insecurity challenges that we are facing today have these army Generals behind them, so they can keep seeing free money that can’t be accounted for. “Secondly the salaries of the junior soldiers need to be addressed. Among all the security agencies in Nigeria today, army junior personnel are the ones being paid the lowest. So we need a proper review of our salaries as junior soldiers are now involved in illegal duties, oil bunkering, sabotage, arms and ammunition deal, armed robbery and kidnapping. “Since 2008 that late President Yar’dua increased our salaries, nothing has been added to it till date, that was 16 years ago. Private soldiers still collect N46,657,67. Sir, Lance Corporals are being paid N50,139.90, Corporals collect N51,980.89 while Sergeants take home N56,798.70 only monthly. “Mr President, Staff Seageant are still being paid N67,585.46, Warrant Officers collect 87,900.57 while Master Warrant Officers after over 30 years in service are paid N130,976.20 monthly in this current economy.” SaharaReporters last December reported how the Chief of Defence Staff (CDS), General Christopher Musa, said that soldiers and military officers earn less than N50,000 as monthly salaries while Generals and soldiers on operations get N1,200 for feeding daily. The CDS had disclosed this during an interview where he said that Nigerian soldiers and military officers were doing well and therefore should be paid salaries that were worth the jobs to encourage them to do more. SaharaReporters has done several reports on soldiers lamenting poor feeding, poor salaries, poor medical treatment and poor welfare packages in general despite abandoning their families, putting their lives on the line with massive promises by the Nigerian government. On December 11, SaharaReporters reported how troops attached to 145 Taskforce Battalion of the Nigerian Army in Damasak, Borno State for Operation Hadi Kai lamented the alleged misuse of power against their rights by their Commanding Officer. The soldiers who spoke on condition of anonymity over fear of victimization also lamented acute hunger. The soldiers who lamented that they were not being properly fed, called for the immediate intervention of President Bola Tinubu and military chiefs to address the issue of poor treatment of soldiers on the front lines, sacrificing their lives daily. Apart from not being given good food, the soldiers lamented that many of their colleagues had been killed by terrorists because the military lacked adequate firepower and equipment to combat the insurgents. In what seems to be the affirmation of the claims made by the soldiers, the Chief of Defence Staff said, “The issue of ration cash allowance where we feed, any time we are on operations, I, as a General I’m being fed on N1,200 per day with my soldiers, from the first General to the last soldier, the same amount. That is what we manage with. “My soldiers collect less than N50,000 for a salary a month. We all know the situation on ground. My appeal is for them to have salaries that are worth the work they are doing. We deserve to have that so that it will encourage them to do more. “We have a lot of them that have been injured, families separated for a very long time. These are the morale aspect of it that we check to actually ginger the troops to want to do more.” https://saharareporters.com/2024/04/16/n46000-salary-we-now-take-oil-bunkering-robbery-kidnapping-survive-nigerian-army |

The immediate past Accountant General of the Federation, AGF, Ahmed Idris, said he initially thought he would not be tried for the alleged N109 billion fraud for which he and three others are facing trial. The ex-AG-F said this in one of the 13 statements he made to EFCC investigators, which have been tendered before a High Court of the Federal Capital Territory, where he is being tried with others. Idris said he cooperated with Economic and Financial Crimes Commission, EFCC, investigators by providing them with necessary information to help their investigation in the belief that he would not be prosecuted. In the statement, dated May 25, 2022, he said: “All along, I have cooperated with the EFCC officials and have volunteered information to demonstrate my commitment to make the investigation easier and speedy. “Any statement I have made before or I am making now is based on my firm assumption, belief and understanding that by being open and aligning myself with statements made by principal suspects, such statements will not be used against me and eventually lead to my trial or prosecution. “In view of foregoing statements, I wish to accept the net figure of N13.2 billion I am confronted with, subject to the reservations expressed in this statement.” His counsel, Chris Uche, had objected to the admissibility of the statements, claiming that investigators hoodwinked his client to make the statements, which contained some admissions. DAILY POST reports that the EFCC is prosecuting Idris; his former Technical Assistant, Godfrey Olusegun Akindele; a director in the Office of the AGF, Mohammed Kudu Usman; and Gezawa Commodity Market and Exchange Limited (said to belong to Idris) on a 14-count charge bordering on stealing and criminal breach of trust to the tune of N109 billion. https://dailypost.ng/2024/04/15/alleged-n109b-fraud-i-thought-i-wont-be-prosecuted-ex-agf-idris/ |
A chieftain of the All Progressives Congress in Osun State, Olatunbosun Oyintiloye, on Sunday, called on President Bola Tinubu to intervene in the ongoing negotiation of diesel prices between the management of Dangote Refinery and marketers. Oyintiloye said the refinery’s pump price for diesel at N1,225 was high for a product coming from an indigenous company, adding that there should be a major difference between the pump price of imported diesel and the one from a Nigeria-based refinery. Addressing journalists in Osogbo, the Osun State capital, the ex-lawmaker representing Obokun State Constituency in the Osun State House of Assembly, said that the President’s intervention should bring about a downward review of the current pump price of diesel coming from the refinery. Oyintiloye also advised Tinubu to ensure that the interests of Nigerians are protected in the negotiation. Similarly, oil marketers have called for a downward review in the pump price of diesel, to between N700 and N850/litre, as operators plan to meet managers of the refinery next week. The APC chieftain said that the information by the Independent Petroleum Marketers Association of Nigeria that diesel was being imported at the rate of N1,250 per litre following the appreciation of the naira against the dollar, was a pointer to the fact that the President’s urgent intervention would be needed in fixing the price of product coming from Dangote Refinery. The statement read partly, “There is no doubt that Nigerians are happy with the commencement of the operation of the Dangote Refinery. We commend Alhaji Aliko Dangote for the project. It is a huge one for the benefit of our economy. “That the refinery has started releasing petroleum products to the market is a thing of joy for all Nigerians and a sign of good things to come. It is what we are all looking forward to, but for it to have a positive impact on our economy, we appeal to the President to intervene in fixing the price of the products coming from the refinery. “What will be the justification that a product coming from Lagos is having the same cost as the one imported from another continent? Nigerians are sensitive, they will ask questions. The President must intervene and ensure that Nigerians are protected.” The former lawmaker noted that “since the product is coming from an indigenous refinery, expenses on logistics in the area of importation, clearing, and other activities associated with bringing products into the country will be very minimal.” Oyintiloye advocated a downward review of the diesel price, saying that in no distant time, other indigenous refineries would be revived, making petroleum products to be cheaper. https://punchng.com/apc-chieftain-decries-n1225-diesel-price-seeks-tinubus-intervention/ |

The International Monetary Fund has said that most industrial policies rely heavily on costly subsidies or tax breaks, which could be detrimental to productivity and welfare if not effectively targeted. The multilateral lender stated this in a new report titled ‘Industrial Policy Is Not a Magic Cure for Slow Growth’. According to the global lender, Industrial policy, in which governments support individual sectors, can drive innovation if done right. It said striking the right balance was a crucial consideration, as history is full of cautionary tales of policy mistakes, high fiscal costs, and negative spillovers in other countries. EXPLAINER: Why CBN Is Limiting Cash Withdrawals The report also noted that many countries were ramping up industrial policy to boost innovation in specific sectors in the hope of reigniting productivity and long-term growth amid security concerns. The report read in part, “Most industrial policy relies heavily on costly subsidies or tax breaks, which can be detrimental for productivity and welfare if not effectively targeted. “This is frequently the case, for example, when subsidies are misdirected toward politically connected sectors. In addition, discriminating against foreign firms can prove self-defeating, as such policies can trigger costly retaliation and most countries—even major advanced economies—rely on innovation done elsewhere.” According to the report, the recent turn to industrial policy to support innovation in specific sectors and technologies is not a magic bullet. “However, well-designed fiscal policies that support innovation and technology diffusion more broadly, with an emphasis on fundamental research that forms the basis of applied innovation, can lead to higher growth across countries and accelerate the transition to a greener and more digital economy,” it noted. It advised governments deploying industrial policies to invest in technical capacity, recalibrate support as conditions change, and act in line with open and competitive markets. It added, “In some cases, industrial policy can be justified, such as when it supports sectors that generate strong knowledge spillovers to the domestic economy (for example, in the semiconductor industry). “Another important use case is driving green innovation—reaching net zero emissions will require technologies that do not yet exist. But subsidies to green innovation should be transparent, focused on environmental objectives, and complemented by robust carbon pricing to minimise fiscal costs.” Since taking over the reins of power, the Bola Tinubu-led administration has embarked on widespread reforms premised on discontinuing subsidies that many analysts had blamed for Nigeria’s current economic woes During his inauguration on May 29, 2023, President Bola Tinubu announced that the regime of fuel subsidy had come to an end for good. Two weeks later, the Central Bank of Nigeria floated the local currency to allow it to find its true value. The two major policy reforms, despite being met with criticism by some quarters of society, have received applause from international observers. In an earlier report released in January, the IMF had commended Nigeria and three other countries for recent subsidy reforms that would create space for development spending. It said, “Building resilience in the face of these trends requires countries to act. Some countries have made progress— for instance, Angola, The Gambia, Nigeria, and Zambia have taken steps to implement significant energy subsidy reforms to create space for development spending.” It, however, expressed worry that many countries were lagging, especially in efforts to increase revenues, such as broadening the tax base, reducing tax exemptions, and increasing the efficiency of tax administration. https://punchng.com/subsidies-tax-breaks-detrimental-to-production-says-imf/ |

Phrank Shaibu, Special Assistant to former Vice President Atiku Abubakar, has tackled the Minister of Works, David Umahi, for failing to immediately disclose the full cost of the Lagos-Calabar highway project. Atiku, who was the Presidential candidate of the Peoples Democratic Party (PDP) in the last election, had on Tuesday asked President Bola Ahmed Tinubu to reveal the cost of the project. Thung Khe Pass, White Stone Slope, Hoa Binh, Flycam - Nếm TV He said the Tinubu administration could not continue to keep silent on how much public funds would be spent on the project at a time when Nigeria was facing dire economic challenges. Reacting, Umahi, in a statement signed by his Special Adviser on Media, Orji Uchenna, promised to disclose to the public the total cost and breakdown of the ongoing Lagos-Calabar coastal highway project on Friday. He said, “He (Atiku Abubakar) doesn’t understand figures. I am going to run figures for him to understand, and he will understand how prudent the administration of President Tinubu has been. I will do that in a press conference on my visit to Lagos from April 10, 2024 to April 12, 2024.” Weighing in on Wednesday morning, Shaibu, in a post via X tackled the minister saying: “Why on earth does David Umahi need these number of days to cough up the price tag for the Lagos-Calabar Coastal Highway Project? Oh, right, just to make sure those figures are nicely seasoned with ‘shaki’, ‘ponmo’ and other ‘orishirishi’ before serving them up. “I mean, seriously, a minute should suffice to fish out the cost from that so-called ‘PPP’ pact with Hitech.
