Plateau State Governor, Caleb Mutfwang, has declared a 24-hour curfew on the Mangu Local Government Area of the state with immediate effect.

The development was confirmed in a statement issued on Tuesday by the governor’s Director of Press and Public Affairs, Gyang Bere.

The Nigerian Supreme Council for Islamic Affairs has lamented the high rate of economic hardship within the country, adding that survival has now become a daily battle in many households.

This was disclosed in a statement made in Abuja on Sunday and signed by the council’s President-General who is also the Sultan of Sokoto, Muhammad Abubakar, and the Secretary-General, Prof. Is-haq Oloyede.

The NSCIA opined that the nation’s economic hardship is taking a toll on the masses, as some are just recovering from terrorism and insecurity challenges.

The statement read, “The Nigerian Supreme Council for Islamic Affairs (NSCIA) is deeply concerned about the current economic reality in Nigeria and the devastating impacts of the removal of petrol subsidy on Nigerians.

“The council is aware that the current challenges are overwhelming as those who are just recovering from the aftershocks of terrorism and insecurity are now confronted with economic challenges to the extent that meeting basic needs is now a luxury for the majority of Muslims. For many households, survival is a daily battle as the number of the poor keeps increasing within the ummah.”

There has been a series of terrorist attacks in some parts of the country, particularly in Plateau State where over 100 lives were lost in a Christmas Day attack in Bokkos and Barkin-Ladi Local Government Areas of the state.

The sad incident has called for a better, more efficient security architecture in the country.

However, the NSCIA said it has launched the ‘Ummah Care Initiative’ which is “conceived as an emergency palliative intervention to cushion the effects of the current economic hardship on the vulnerable members of the Muslim ummah. This is without prejudice to the efforts of the Federal and State Governments in making palliatives available to Nigerians.”

The council noted that it was aware that some ” states are discriminating against Muslims by excluding them from such interventions. A case study of such is Plateau State.”

It stated that the UCI will cater to the nationwide “socially excluded members of the Muslim community.”

“After the exercise, the Initiative will dissolve into MESH which will continue with its generic work of alleviating the suffering of the Nigerian Muslims, giving hope to the poor and providing the basic needs to the most vulnerable,” it stated.

The council added that the “strategy of executing this Initiative is based on a five-pronged approach of awareness creation, leadership structure, resource mobilisation, active volunteering and project execution,”

106 Male Parents Found To Have Fled Home In Nigeria’s Gombe State Over High Cost Of Living In 2023, Says NHRC

At least 106 heads of household have abandoned their families due to inability to afford the cost of living in Gombe State, Northeast, Nigeria, the National Human Rights Commission (NHRC) has said.

NHRC made the revelation in Gombe on Saturday, adding that they recorded that 106 male parents abdicated their responsibilities in 2023 alone.

Ali Alola-Alfinti, the NHRC spokesperson told journalists that more parents would still abdicate their responsibilities as the prices of foodstuffs and other necessities continue to skyrocket.

However, according to him, the situation is worsening security and other social problems.

In Nigeria, the current inflation rate is 28.92%, pushing the prices of basic food items beyond the reach of common citizens.

For instance, a 50kg bag of rice sells for about N46,000. It cost about N8,500 in 2015.

The situation was worsened by the removal of subsidy on Premium Motor Spirit (PMS) also known as petrol.

Alfinti said, "The increasing number of male parents abdicating their responsibilities is alarming. It should disturb all of us that a father would abandon his own children and run away.

"Out of the 280 related complaints the commission received in 2023, we have established that 106 parents have fled homes or abandoned their families.

"It is always a result of frustration when a man is unable to put food on the table; he feels the option is to run away. Usually, this type of pressure comes with mental health challenges. That's why sometimes you think someone is normal, but they're not.

"Of course, the bad state of the country's economy is partly responsible for the problem; because many householders are frustrated with the cost of living."

Alfinti warned that abdicating one’s responsibilities is a violation of children's rights, noting that abandoned children often become a menace to society.

He however disclosed that the commission would synergize with relevant agencies to support parents in the discharge of their responsibilities of raising children.

The terrorists also kidnapped two women after killing the school principal in an attack that was said to have occurred on Friday evening.

Terrorists locally dubbed as bandits have reportedly killed the school principal of Government Secondary School (GSS) Kuriga in Chikun Local Government Area of Kaduna State, Mallam Idris Abu Sufyan, in an attempt to kidnap him.

The terrorists also kidnapped two women after killing the school principal in an attack that was said to have occurred on Friday evening.

SaharaReporters gathered that the victim, Mallam Sufyan, was killed by the bandits when he tried to resist abduction.

"They succeeded in kidnapping two women in the process," Senator Shehu Sani who shared the news on his X account on Saturday regretted.

He wrote: "Mallam Idris Abu Sufyan, Principal GSS Kuriga, Chikun Lg Kaduna State was killed by Bandits when he tried to resist abduction. They succeeded in kidnapping two women in the process. May his soul rest in peace. Ameen."

https://twitter.com/ShehuSani/status/1748627544092385673?t=BH9A_JBk1ROyEsscENRY3A&s=19

His colleague, who also confirmed the unfortunate incident, wrote on his Facebook: “Innalillahi wa Inna ilaihi raji'un.

"I feel sad to inform you that our noble colleague; the principal of GSS KURIGA (SNR). MAL IDRIS ABU SUFYAN, has been killed by bandits and also kidnapped his wife with baby boy. May the Almighty Allah forgive his shortcomings and also grant him Aljannatul firdausi. Amen."
One Manajer Deeni also lamented the murder Mallam Sufyan, adding that he had an opportunity to leave the village due to incessant bandit attacks but he chose to stay for his people.

“Allah sarki Abusufyan Idrees u get the opportunity to leave kuriga village at once, but u choose to stay with ur people, when he was alive he was the village gss principal, he used to taught the village youth football, he get the opportunity the leave to town but even after tense attacks of armed bandit in his community he choose to stay & he lived all his life trying his best to makes the world a better place for the youths & to put his little community in the map, now he paid the price with his life, armed bandit invade his house & shoot him death & kidnapped his wife. R i p Abusufyan,” he wrote on his Facebook.

Lamenting the escalating killing and kidnapping ravaging the country, @Aloefuna1 described the murder of Mallam Sufyan as heartbreaking.

He wrote on his X account: "This is heartbreaking. The level of insecurity is increasing daily, but all they could do is to instigate bigotry among young Nigerians by call a name from a particular tribe.

"Nigerians know it o! CHINAZA PHILIP is a name to distract you. Insecurity is still eating us deeper."

PoliticsIncreased Insecurity Nationwide: Our Country Is Sinking — Nigerians by treesun(op): 10:28am On Jan 20, 2024
“As I am burying my husband today 14th January, I’m also burying anything good that will ever happen to your entire generation. None of your children will live long, they will all die painfully the way you made my husband. You will die miserably and vultures will eat you”. That was a Nigerian woman raining curses on the kidnappers who killed her husband in their custody even after she had paid N10m ransom they demanded.

Last week, five sisters were abducted alongside their father from their home in the Bwari Area Council of the Federal Capital Territory, FCT while the father, Mansoor Al-Kadriyar, was later released to raise N60m as ransom for the release of his children. But when the father couldn’t meet up with the deadline, the kidnappers killed one of the sisters, Nabeeha Al-Kadriyar, a 400-level Biological Science student at Ahmadu Bello University, ABU, Zaria, with a threat to kill the remaining sisters if the ransom, which has been increased to N100m was not paid by January 17. Nigerians are now being killed or kidnapped from their homes, farms, schools, roads, trains and their communities. No where appears safe anymore from the north to the south and from the east to the west of the country. Why have successive governments failed to secure Nigerians after huge defence budgets and even non budgeted expenditure like former President Muhammadu Buhari did when he paid for Tucano jets?

Residents are alarmed by by the frightening wave of insecurity in the country and they are outraged that the government appeared helpless. Some of those who spoke to Saturday Vanguard on the sad turn of events in the country identified corruption, lack of intelligence gathering and effective surveillance as partly responsible for the festering security challenges rocking the country. They however stressed the need for synergy between the security agencies and the people as a way out. They also urged the Federal Government to urgently set up counter terrorism centres across the federation to tackle the security problem.

Conspiracy theory may not be ruled out—Nwoko SAN

A former Attorney-General and Commissioner of Justice Akwa Ibom State, Uwemedimo Nwoko, SAN, said: “The President has put up a strong security team this time and I strongly believe that the security experts should be able to do very thorough analysis on why we are facing insecurity on a daily basis in Nigeria. That is why a conspiracy theory may not be too far away from our analysis. I believe that in the course of events the President should look both inside and outside and find out why he is facing more challenges in terms of security. I believe that intelligence across the country should be able to give the President a fair idea of what is responsible for the sudden upsurge in insecurity, particularly in the Federal Capital Territory (FCT) that is supposed to be the safest”.

Synergy is the way out – Ikponmwen

Former Provost Marshal of the Nigerian Army, Brigadier General Idada Ikponmwen (rtd)
said,”Synergy between the people and the security agencies is the way, the people must be alert and ready at any time to give information to the necessary security agencies and in all these there must be penalties for people who have information but withhold them. Similarly, the security agencies must be alive to their responsibilities; they should not handle cases of kidnapping, robbery and all other crimes with kid gloves.

Many people believe that security agencies can do better than they are doing presently. They will tell you that they don’t have confidence in the DSS and other security agencies to handle the issue of insecurity with all the seriousness it deserves. Security is the primary purpose of government, it’s something that government must give priority to and fund it very well.

Our leaders must sit up, Nigeria is sinking-Wills

“Nigerians are predominantly docile and silent sufferers. Everyone waits till specific evils and consequences of bad governance happen to them before they attempt to speak out, act or look for activists whom they used to see as busybodies. It is time for all Nigerians to become responsible citizens by doing whatever everyone can do to let President Tinubu and our governors know that Nigeria is sinking and our leaders must sit down here at home, their work stations, all year round to secure, develop and renew hope in our country. Two hundred million Nigerians should not tolerate bad governance and leadership this year, whether at federal, state or community levels.”

Corruption fueling insecurity— -Ambakederimo

According to Elder Joseph Ambakederimo, Convener, South South Reawakening Group, “It has been very embarrassing to our psychic as a nation that this insecurity issue has dragged on for this long as if we are a people waiting to be led to the slaughter house. It is not out of place that by now we should have been presented with the counter terrorism plan, what is the National Security Adviser doing, the Nigerian Police has not done anything differently. The functions of the police have been taken over by the military. How many choppers do the police have to undertake aerial surveillance and patrol? This is the area resources should be deployed but this is not to be. I wonder why we have not thought of employing technology that abounds the shelves everywhere. Abuja is supposed to have a command and control centre to monitor the entire city up to Lokoja in Kogi State, Lafia in Nasarawa State and the stretch of the Abuja-Kaduna highway.

Government has not shown enough political will — Omare

Eric Omare said: “I think the government has not been able to secure the country because of lack of political will. I do not believe that the security challenges are beyond the ability of the Nigerian government. However, the problem persists because the political leadership has not shown enough political will. For example, in Buhari’s era, even when the Service Chiefs were not delivering, he left them for almost eight years. So I think the solution to our security challenges is for the political leadership to show enough political will and once that is done, the security officials would have no option than to live up to their task.”
Funds released for purchase of weapons should be monitored-High Chief Sara-Igbe

For High Chief Anabs Sara-Igbe, Ex Security Adviser to Rivers State Government and chieftain of the pan Niger Delta Elders Forum, PANDEF, he said: “Securing any society entails embarking on intelligence/information gathering, policing/surveillance and operation. You cannot pick one or two and leave the rest. Also, the government must establish effective counter-terrorism centers across the country. “Government is only interested in the operation rather than information gathering and proper policing of the country. They divert money meant to procure weapons into private pockets. That is our problem as a country. People support some of these criminals because they share the same religious belief and are from the same tribe. We cannot make any progress in the fight against terrorism or insecurity in the country except the right thing is done. They must release money for the purchase of weapons and monitor how the money is utilized.”

Some in position of trust are profiteers —Ogwuche

Festus Ogwuche, a constitutional lawyer, asserted: “The glaring challenges of insecurity in the country appears to have become intractable as successive governments have shown what appears as an avowed reluctance to tackle the evil headlong, as it should be. Now, it has taken on a monstrous dimension that defies every prescription of counteroffensive.

From Jonathan to Buhari to the current administration, we have seen some underhand manoeuvres and complicity of government officials and state actors in the entire plot to continue in the terrorization of Nigerians and the Nigerian population, by insurgents, bandits and herdsmen. “First, we see the clay-footedness of the Buhari administration in genuine calls to stop the herdsmen and the deadly menace they constitute across the nation, a situation informed by primordial irredentist ethnic considerations and personal convictions rather than the wider national interest.

It is quite clear that there are people who are benefitting from these national misfortunes and would want a continuation. That explains why it is not abating one bit, but rather expanding in dimension and ferocity. “It also explains the effectiveness of the military and their precision when the targets are civilian communities or when the offensive has to do with the South East. The bravery at decimation and destruction is never replicated anywhere else except in those two circumstances where the military display their gallantry”.

Ethnicity part of our problem in tackle insecurity —Ochuko

Also speaking, Mr. Freedom Ochuko, a security analyst, said, “Nigeria is a country where the leaders protect themselves at the expense of the people and the people are satisfied with it. Government acquires weapons to protect the leaders instead of the state. How do we explain why a local government chairman will go about with four mobile policemen who are supposed to be on the roads protecting the people? “Ethnicism is another problem.

When the military comes hard on bandits and terrorists the action is labeled ethnic cleansing. You begin to see all kinds of campaigns against the head of the military. Until Nigerians sink the issue of ethnicity and also demand the military to do their jobs the problem of insecurity at this frightening level may continue and even spread further.”

Primordial sentiment not helping matters —Gbemre

Zik Gbemre, Coordinator, Niger Delta Peace Coalition in his submission said, “The Nigerian government is about pretence. Who do you blame if the Nigerian government cannot provide high technology in tracking criminals who kidnap and kill? When criminals are the boys of politicians and when apprehended they make calls for their immediate release, how can the government tackle insecurity?”

Security now for the highest bidder -James

Also speaking, Chief Nengi James, National Coordinator, Association of Rural Chiefs for Peace and Development, said, “While we are grappling with insufficient manpower in the security agencies to adequately police the country, security personnel are now assigned to those who can pay while the ordinary citizens are left unprotected. You see security personnel in their numbers being assigned to politicians, rich persons who can pay including ‘yahoo’ boys and even criminals.

How many are now left to protect most of us ordinary citizens? “If there is adequate security manpower and less corruption, the insecurity wouldn’t have got to this level. Again there should be policing at the community level by empowering the traditional institutions, who should be given clear cut roles to take responsibility for their domains.”

Detective capacities of our security agencies very low — Prof Azeez Olaniyan

For Prof Azeez Olaniyan, Director General, Institute of Security and Strategic Studies said, “Rising insecurity stems from nepotism and ineptitude of leaders, poverty, corruption, unemployment, amongst others and lack of provision of basic amenities to the people. “The level of vigilance and detective capacities of our security agencies is very low.

You can imagine that right in Abuja, kidnapping and abductions are occurring daily. If insecurity must be reduced, there should be high level vigilance and community policing. There should be strengthening of Joint Task forces, Inter – agency security meetings and briefings, training and capacity building of personnel. Money budgeted for security is often diverted. The vigilance should extend to how such funds are deployed.”

Worsening insecurity, terrorism, conspiracy on Nigerians — MBF

On its part, the Middle Belt Forum, MBF, blamed the increased tempo of terrorism and criminality in the country on the conspiracy of a section of the country against the others. The National President of the MBF, Dr. Bitrus Pogu said in Makurdi that, “a part of this country has decided to conspire against the others, kill, maim and take their land and they changed the narrative; instead of calling it terrorism, they changed it into herders-farmers crisis which is a lie. They planned and thought that President Tinubu would play their game but when it appears Tinubu has refused to play their game, they increased their tempo to destabilise everything. They are making the country ungovernable just because they feel that things are not going their own way. So, Nigerians need to wake up and take back their land, we must wake up and take back our country from these criminals.”

Public analyst, Hon Ayo Fadaka said, “Today’s kidnappers have become more vicious than they were in the immediate past years. They kill recklessly to drive their demand for mind-boggling ransoms, families are traumatized, victims are dehumanised, yet our security architecture remain lethargic and mostly impotent. Can’t we develop a forest-ranging security team from our security forces to pursue these criminals and annihilate them? Those responsible for banditry and terrorism are not anonymous, they are known to the intelligence communities in the various security agencies. But why is action not being taken to expose, shame and prosecute these felons who are soaked with mega litres of blood of hapless Nigerians? How more do they have to kill before President Tinubu would do something? Let me call on Nigerians to begin to take actions to protect themselves, we simply have to, and this is where the danger is, things may become very degenerated, but we must live.

The National Organising Secretary of the Pan Yoruba Socio-Political Group, Afenifere, Otunba Kole Omololu, said, “an overhauling of the security agencies should have been done. The Department of State Security should have been thoroughly overhauled. The public should not be made to suspect criminal complicity by the security forces. The intelligence arm of the police should have been upgraded, where are CCTV cameras everywhere? The situation is very frightening. Nigerians have been let down by the security forces in spite of the huge budget.

The spokesperson, The Osun Masterminds, TOM, a civil society coalition, said, “majority of those we look up to as security operatives, either at the leadership or intermediate level, have become saboteurs, they are the ones in charge of securing us and they are the same persons, for pecuniary gains, that leaked information to those who terrorize us. The political class has also turned insecurity and insurgency into an enterprise. How are the kidnappers getting ransom without being traced? If by today, the ruling class has the political will to stop insurgency, I assure you that they will flush out the saboteurs in the military formation and insurgency will be a thing of the past in the country.

A lawyer, Mr Adeola Adediran said, “Where corruption is, it gives room to all other social vices. The money budgeted on security, did it get to the right beneficiaries? If it did, how much was voted and how much was delivered?

Chief Adebayo Babatunde, a businessman at Bodija market said, ” The only problem we have is the issue of corruption. Everywhere and in every sector, corruption is entrenched. Successive governments are failing because most of them benefit immensely from the jaundiced system. When the government even pays money to bandits or negotiates with them, what do you expect?

According to Dr. Abayomi Arabambi, Publicity Secretary, Labour Party, ”Some of the factors responsible for terrorism in Nigeria are poverty and illiteracy. Other root causes of banditry are unemployment, poor leadership, porous borders, proliferation of arms and non-compliance with the rule of law.

The inability of the past government to effectively control armed non-state actors has allowed them to establish their parallel government systems in certain regions, leading to a surge in insecurity. To address this problem, the government should emphasize technical education, restoring Civic Education in school curriculum, implementing community policing, establish the rule of law, and promoting nationalism.

Muslim organisations in the country, under the aegis of the Supreme Council for Shari’ah in Nigeria, SCSN, on Tuesday told President Bola Ahmed Tinubu that Nigerians have been suffering in the past months of his administration.

The President of the Council, Sheikh Abdur Rasheed Hadiyatullah, stated this at the SCSN’s National Conference in Abuja, with the theme: “Matters Arising from the 2023 Election and Associated Socio-Economic Challenges.”

Hadiyatullah expressed concerns about the plight of Nigerians, especially the masses and lamented over the drastic increase in the price of various items in the country.

He said, ”The suffering of Nigerians has escalated since President Tinubu assumed office.

“What used to cost 200 naira is now being sold at 2,000 naira. Nigeria’s current state is marked by cash scarcity, unemployment, and economic challenges.”

However, the SCSN president urged Nigerians to repent and turn to God for guidance.

In his address, a former Governor of Zamfara State, Senator Ahmad Yerima, speaking on the conference’s purpose, addressed issues such as the review of the 2023 elections and the role of Islamic scholars in society.

Yerima emphasized the dangers posed by individuals falsely claiming to be Islamic scholars on social media, urging Nigerians to be cautious.

He highlighted the conference’s aim to address these challenges and draw attention to the perils of following unqualified individuals who misrepresent Islam on digital platforms.

The social register had been created for cash transfers and other social investment programmes.

Several firms had been awarded contracts from the N3billion given out to the suspended minister – a release which has now generated controversies and is a subject of probe by presidential investigators and anti-graft agencies.

The letter from the office of Gbajabiamila, a former Speaker of the House of Representatives, is dated September 18 and is titled “CONVEYANCE OF APPROVAL; RE: APPEAL TO USE N3,000,000,000.00 (THREE BILLION NAIRA) FROM THE COVID-19 PALLIATIVE FUND FOR VERIFICATION OF THE NATIONAL SOCIAL REGISTER.”

“The above subject refers. 2. Please be informed that Mr President has approved the expenditure of N3,000,000,000.00 (Three Billion Naira) only, from the Covid-19 Palliative Fund for verification of the National Social Register. 3. Please accept the assurance of my highest regards. Femi Gbajabiamila, Chief of Staff to the President,” it read.

SaharaReporters had reported how a company owned by the Minister of Interior, Olubunmi Tunji-Ojo was paid a total amount of N438.1 million by the Ministry of Humanitarian Affairs and Poverty Alleviation under Betta Edu for consultancy services from the contract.

The company, New Planet Project Limited was one of the numerous consultants awarded contracts from N3 billion given out by the suspended minister for the National Social Register contract.

Other beneficiaries of the N3 billion contract include Fabunmi Olanipekun & Co. which got N419.5 million. Vintsolve Global Consult was also paid N558.8 million.

Periscope Consulting got N277 million, Blue Trend Enterprise was N277.8 million, Laitop Dynamics Interlink Services got N277 million, Memak Nigeria Limited was paid N277 million, MC Van Management Consult Limited got N275.8 million while Danzinger Nigeria Limited- N275.8 million.

“Other companies that benefitted from the N3billion contracts are: Blue Trend Enterprise-N277.8million.

“Blue trend, has no record of being registered and the owner is unknown. Periscope Consulting-N277million. Periscope Consulting, with registration number 1053019, registered on July 24, 2012, is owned by one Ngozi Maureen Ojiego, known for Interior Decoration. Laitop Dynamics Interlink Services Ltd-N277million.

“Laitop with registration number 1340092, is owned by one Quburat Bolanle Bolanta. It was registered on June 6, 2016. Memak Nigeria Limited with no known ownership and date of registration got NN277million.

“MC Van Management Consult Limited with no records of registration also got N275.8million contract while Danzinger Nigeria Limited with registration number 635448, registered on Sep 23, 2005got N275.8million. Danzinger is owned by one Oladapo Rotimi Mohammed.

“All the contractors claimed they verified 11 million homes in Nigeria under one month,” Ude stated in a Twitter post.

SaharaReporters had reported how Edu asked the Accountant General of the Federation, Mrs Oluwatoyin Sakirat Madein to send public funds to a private account which belonged to Oniyelu Bridget Mojisola, identified as a project manager by the minister.

The minister had approved that N585,198,500.00 should be disbursed into a personal account.

SaharaReporters also reported two Sundays ago that her ministry approved funds for flight tickets and airport taxis for her team from Abuja to Kogi State, even though the latter has no airport.

President Tinubu had suspended Edu and ordered an investigation into the alleged fraudulent activities of the minister.

PoliticsSeven Major Marketers Get Approval To Sell Dangote Fuel by treesun(op): 8:01am On Jan 15, 2024
The seven major oil marketers in Nigeria have registered with the Dangote Petroleum Refinery for the lifting and distribution of refined petroleum products produced by the $20bn plant.

Dealers under the aegis of the Major Oil Marketers Association of Nigeria confirmed on Sunday that with the registration, they would commence the distribution of fuel produced from the facility once the commercial terms are sorted.

This came as the Independent Petroleum Marketers Association of Nigeria also revealed that they would meet with the management of the Dangote refinery this week to discuss terms of product loading.

Similarly, the Petroleum Products Retail Outlets Owners Association of Nigeria stated that PETROAN had been engaging the management of the multi-billion dollar refinery for the supply of products from the facility.

As IPMAN and PETROAN engage the refinery, major marketers who are members of MOMAN have already registered with the plant and are set to start buying products.

The seven major marketers include 11 Plc, Conoil Plc, Ardova Plc, MRS Oil Nigeria Plc, OVH Energy Marketing Limited, Total Nigeria Plc and NNPC Retail.

On Friday, the Dangote Petroleum Refinery announced the commencement of production of Automotive Gas Oil, also known as diesel, and JetA1 or aviation fuel.

The President of the Dangote Group, Aliko Dangote, had in a statement issued by the firm, thanked President Bola Tinubu for his support, encouragement, and thoughtful advice towards the actualisation of the project.

He also thanked the Nigerian National Petroleum Company Limited, Nigerian Upstream Petroleum Regulatory Commission, Nigerian Midstream and Downstream Petroleum Regulatory Authority, and Nigerians for their support and belief in the historic project.

“We have started the production of diesel and aviation fuel, and the products will be in the market within this month once we receive regulatory approvals. This is a big day for Nigeria. We are delighted to have reached this significant milestone.

“This is an important achievement for our country as it demonstrates our ability to develop and deliver large capital projects. This is a game changer for our country, and I am very fulfilled with the actualisation of this project,” Dangote stated.

The refinery, located in Lagos, has so far received six million barrels of crude oil at its two SPMs located 25km from the shore. The first crude delivery was done on December 12, 2023, and the 6th cargo was delivered on January 8, 2024.

The refinery can load 2,900 trucks a day at its truck-loading gantries. The products from the refinery will conform to Euro V specifications, according to the firm.

“The refinery design complies with the World Bank, US EPA, European emission norms, and Department of Petroleum Resources emission/effluent norms, employing state-of-the-art technology,” the company stated.

The Dangote Petroleum Refinery and Petrochemical Project, a subsidiary of Dangote Industries Limited, is a 650,000 barrels per day crude oil refinery, located in Dangote Industries Free Zone, Ibeju-Lekki, Lagos, Nigeria.

The Dangote Petroleum Refinery is an industrial plant that transforms crude oil into various usable petroleum products such as diesel, gasoline, jet fuel, and kerosene.

Dangote Petroleum Refinery with a capacity to refine 650,000 barrels of crude oil per day covers an area of approximately 2,635 hectares in the Lekki Free Trade Zone in Lagos.

MOMAN ready

When contacted and asked whether major oil marketers would be involved in the lifting of refined products from the Dangote refinery, or whether the facility would distribute the fuel itself, the Executive Secretary/Chief Executive Officer, MOMAN, Clement Isong, replied, “I confirm that we (major marketers) have met with him (Dangote).

According to Isong, all MOMAN members have registered with Dangote Petroleum Refinery to become marketers of its products. He told The PUNCH that MOMAN members would have the product in their stations the moment it was available for sale.

“We have all registered with Dangote so that we call buy and sell. All my members are registered with Dangote. Whenever the product is ready and starts coming out, you will see it in our filling stations,” he said.

I confirm that my members have registered with them. We were waiting for the production to start and now it has started and they will start discussing the commercial terms. So yes, major marketers and other players will buy for the market. The important thing was the registration.

“So now the commercial terms will be agreed with each marketer and then they will buy from them. There are several ways you can buy from them. They have loading ranks, over 90, so you can take your truck to go and pick. You can also use vessels to pick. Those are the two ways you pick products.”

Asked to state how soon marketers would start picking products from the plant, Isong said, “I don’t know, but I know we started registration last year. So as soon as they say they are ready we will pick the products. Also as soon as the commercial terms are set, my members will pick.”

Former President Muhammadu Buhari inaugurated the Dangote refinery in May 2023. The facility missed its crude oil refining target a number of times due to the non-supply of crude to the plant by oil producers.

It, however, started receiving crude oil batches of one million barrels each in December 2023 and got the 6th batch of one million barrels of crude this month. Officials at the plant had explained that the refinery required six million barrels of crude to commence production.

Meanwhile, the MOMAN CEO expressed excitement about the coming onstream of the refinery but stated that he could not tell what the pricing policy of the refinery would be.

“It should be the market price because you need to recover your cost, and capital, and repay your loans. I don’t know what the market price will be, but I know that with my international experience in the economics of petroleum, nobody does this business to make a loss,”
he stated.

The prices of diesel and aviation fuel are fully deregulated commodities, unlike that of Premium Motor Spirit, popularly called petrol, which has been a subject of debate on whether it is being subsidised or not.

Meanwhile, the major marketers CEO further explained that the cost of crude oil would play a major role in determining the cost of fuel from Dangote refinery.

He said, “We expect the price of products to be what is called market price. Remember he has built the refinery at $19bn. He has to refund his loan. He has to pay his contractors. He has to pay the owners of capital.

I believe he will sell the product at a price that will enable him to recover his costs, both capital and operational costs, and then make a profit. I don’t expect the price to be much different from the market price today.

“You know that crude oil is also priced in dollars, so what’s the difference? The price of crude oil is the same internationally, even if you buy locally. Why will you buy below the cost, unless you want to go back to subsidising. Crude oil is very expensive to produce. A lot of that oil is offshore.

“I’ve heard some people say there will be savings in freight, that might be true. But that is a very small part of the cost. The major part of the cost is the raw material, which is the crude oil; even the refining cost is quite small. I don’t expect a significant drop in price, definitely not N400, that’s very unlikely, in my opinion.”

The President of IPMAN, Abubakar Maigandi, told one of our correspondents that the association would meet the management of Dangote refinery this week to discuss modalities around the loading of products.

He also stated that independent marketers would not be able to state the project cost of refined petroleum products now, until the commencement of loading.

“It is when we start loading that he can give us the price and then we will know how much to sell,” Maigandi stated.

Asked to state when IPMAN members would start loading, he replied, “We are going to hold a meeting with him this week. No date has been fixed yet for the appointment, but the meeting is to be held this week.”

When questioned further to tell the amount of reprieve Nigerians should expect in firms of the cost of refined products, the IPMAN president said, “We can’t say that yet and wouldn’t want to estimate. So it is after our meeting that we can now tell the direction, especially when we start loading products. However, there will be changes.

“Immediately he starts releasing products, we are assured of the availability of products and there will be no more scarcity, provided that he is producing. Also, it will create employment opportunities.”

Price reduction imminent

On his part, the President of PETROAN, Billy Gillis-Harry, said the cost of refined products would drop marginally, but noted that it would be tough to give a specific amount now.

On how much reduction in the cost of diesel and aviation fuel should Nigerians expect once the products start hitting the market, he said, “It is difficult to give an exact figure because so many variables are at play.

“However, the fact that the crude oil that is being used is the one for domestic consumption, takes away the cost of freight and insurance from the total cost. So if that has been removed, there is a likelihood that prices will be impacted positively to the benefit of Nigerians.

“But what exactly will be the price is to be awaited and worked out because, for instance, we don’t know how much he received the crude oil, whether it is in naira or dollar, and those are business information that sometimes is difficult to release.

“However, regardless of whatever the situation is, we should still expect a reprieve, some advantages should come to us. So that is my thinking.”

The PETROAN president faulted the pricing templates that were being released some years back for petroleum products, stressing that the computations were not realistic.

“We kept writing and talking against it. So, of course, when it stopped we were not surprised, because you cannot just do arm-chair projections on these things. There must be empirical values and these values vary day to day, hour to hour, and minute to minute.

“So you can’t just wake up and say this is the price unless you are speculating. And if you are speculating, then you cannot give us a price band. Therefore that information is actually business secrets if a company wishes to post it,” he stated.

Gillis-Harry also stated that PETROAN had been meeting with the management of the Dangote refinery concerning the supply and distribution of products from the plant.

PETROAN meeting Dangote

“PETROAN has been interfacing with the Dangote refinery for a long time. So we hope that with the production coming in, PETROAN will also speed up and advance discussion on how our members can benefit and how Nigerians can be served better and efficiently.

“We’ve been having discussions with them, because, at the end of the day, Dangote cannot be the one producing and also selling at the retail outlets. We know that in previous times such tendencies were not too far-fetched, but we hope that in this dispensation everybody will do their part,” he stated.

Gillis-Harry noted that the coming onstream of the Dangote refinery means that “the sleeping giant is gradually waking up, and Dangote has fired the opening shot that refining can happen in-country. So it is a thing for us to be glad about. Next is the Port Harcourt refinery

“Nigeria stopped refining crude since the regime of former President Olusegun Obasanjo when we were refining at a minimal capacity. And before he finished his tenure as President, the refining of crude in Nigeria had ground to a halt. So it is a big plus for us that Dangote refinery has started production.”

Also speaking on the coming onstream of the facility, a former President, Association of National Accountants of Nigeria, Dr Sam Nzekwe, expressed excitement about the development and said the cost of refined products should drop.

“The commencement of production at Dangote refinery is a good development but we await to see what is going to be the prices of products from the facility. We believe that with Dangote refinery, fuel will be cheaper because the cost of logistics in importing fuel will be removed.

“The situation where someone will come to Nigeria to get crude oil, take it abroad, refine it, and bring it back to us as fuel will be gone. So the cost of logistics will be factored into the cost of these refined products. But with the Dangote refinery, I know that that cost will be removed and fuel prices will be reduced.

“This may not be significant, but at least we should see a marginal reduction from the price we pay for fuel now. This will also encourage the NNPC to deliver its refineries and the government should license more players to refine crude. How can you be exporting crude and importing fuel? It is not sensible,” Nzekwe stated.

A national ex-officio of IPMAN, Surajudeen Bada, also expressed joy over the commencement of production at the Dangote refinery and said he was hopeful that the expectations of Nigerians would be met.

“We hope it will be able to meet the expectations of Nigerians because a lot of Nigerians have expected so much from Dangote in the last year. Now that it is coming up, we hope that it will reduce the current hardship,” he stated.

When told that Nigerians were expecting a reduction in the price of fuel, Bada said, “I know people are concerned about the price, but if the product is available everywhere and accessible to marketers, competition will set in.

“When we compete among ourselves, we will have to reduce our (profit) margin. Already we have a fixed margin that we should benefit as marketers. But we will be ready to forgo N1, N2 from our margin, and anything we forgo is for the benefit of the masses.”

On his part, Prof. Ndubuisi Ekekwe, said, “Congratulations to team Dangote refinery. Everything is easy until one is asked to do it. From industry to industry, Dangote has continued to serve his nation and his continent.

“In five years, someone here will say ‘the refinery sector was given to Dangote’, forgetting how it was before Aliko decided to pay attention. And as they continue to talk, who knows, you could pick the power sector, and they will forget how Nigeria has been generating darkness for ages.

“Aliko Dangote we salute because nations rise when great entrepreneurs emerge, not when ‘siddon-look’ analysts bark. Congrats that the refinery is up and running. We want more wins!”

Efforts to speak with the Dangote Group have been unsuccessful since Saturday. The Group Director of Corporate Communication, Anthony Chiejina, had earlier promised to get back to one of our correspondents on Saturday, but he did not do so.

Calls and messages to him on Sunday were not answered nor replied to.

PoliticsEx-senator Phone Hacked, Friends Lose Millions Of Naira To Fraudsters by treesun(op): 4:37pm On Jan 14, 2024
Friends of former federal lawmaker, Tokunbo Afikuyomi on Saturday, lost millions of naira to fraudsters who had earlier hacked the WhatsApp number of the Lagos politician.

Having succeeded in taking control of the use of the app, the criminal elements, according to Afikuyomi, sent messages to his contacts, soliciting financial help on his behalf.

Although some of the friends were clever enough to alert him; others heeded the call for help by transferring various amounts of money to the account numbers provided by the criminal gang.

Recounting his ordeal in a statement sent to The PUNCH on Sunday, the ex-lawmaker said, “Yesterday morning (January 13), some scammers hacked my phone line and temporarily seized control of my WhatsApp messages. They then sent fraudulent messages to some of my contacts requesting that they transfer some money on my behalf.

“Many of my friends quickly called me up on the regular phone while some others spoke with my aides to alert me.

However, unfortunately, a few others did not suspect that anything was wrong. They innocently complied with the fake request and made transfers of millions of naira to the various account numbers in different banks supplied by the scammers.”

Aware of the danger that lurked ahead, Afikuyomi said he quickly alerted the relevant authourities to track the fraudsters and reveal their identities.

He continued, “I immediately complained to the relevant security and regulatory agencies and I thank the anti-fraud unit of the police for springing into action immediately.

“Their efforts led to identifying some of the account numbers and the details of the respective owners through which the scammers collected various sums of money. The security agents are also already deploying technology to geo-locate the perpetrators. Investigations by relevant agencies are still ongoing.

“Meanwhile, I have suspended the use of my WhatsApp number till the authorities can conclude their investigations and I can now put more security measures in place to protect the line. I can only be reached through regular phone calls on the same number,” he added.

Expressing displeasure with the nation’s banking system, Afikuyomi wondered how it was possible for scammers to have succeeded in fraudulently opening accounts for the sole purpose of defrauding others.

“I must at this stage express my dismay with the lack of due diligence in the bank account opening and maintenance system in our country. This is what has come out so far in the investigation of this phone hacking scam.

“The scammers opened so many bank accounts without supplying the banks with the necessary security checks and details required by the law. In the same manner, it is now obvious that some of the Over Top Media Services providers do not fully comply with the provision of Nigeria’s Data Privacy and Protection Laws,” he added even as he vowed to go the whole distance in helping relevant agencies to smash the syndicate.

“I hereby express my determination to do everything within the law to smash this evil syndicate that has brought pain and tears to many people within Nigeria and those in the diaspora.

“Let me use this opportunity to thank everyone whose prompt response is helping to reduce the impact of this weekend scam. The Governor of Lagos State, Mr Babajide Sanwo-Olu, Minister of Interior, Olubunmi Tunji-Ojo, Inspector General of Police, Kayode Egbetokun, Director General of the National Financial Intelligence Agency, Modibo Hamman Tukur, and the Deputy Governor (Corporate Services), Central Bank of Nigeria, Bala Bello, deserve special mention for their efforts in unveiling the perpetrators of this crime.

“This crime is an indication of the perilous times that we live in when the technology that was invented to make life easy for all of us has also become a source of endangering our lives and properties.

“We therefore need to be more careful, cautious, and discerning in responding to some of the messages being sent to us purportedly by our acquaintances. It is usually good to double-check the supposed source of the message, particularly if it involves a request for a transfer of money.

“This is the reality of the new age of technology in which we live. It has come with its impersonal, impassioned, distrustful, and distasteful challenges,” he further said.
