It has often been severally whined about, how irresponsible some of the civil servants in Nigerian institutions can be, nothing could have however prepared one for the distasteful interface that characterizes my engagement with core NYSC staffs in the past weeks. It is no news that the rudeness and high handedness of civil servants is almost past taming, one would however have hoped that sooner than later, what it means to be human and humane would find its way into the consciousness of the civil service, with “service” as attached to their identity nothing short of a laughable appendage considering the events that surrounds their operations. As a corper serving in Abuja, Nigeria, I have come to the conclusion that most NYSC staffs are only getting paid to come late to work, use hours to eat upon arriving late, gist about makeup and shoes while hundreds of corpers line up for hours (most times on empty bowels) and later settle down to the business of the day which is to treat corpers like they are not humans. I am more than certain that, all else they do are not part of their job description. Or how best do we describe a situation where a corp member (reporting for the first time) having acted ignorantly of a process that should originally not have been as vigorous as it was, was brutally insulted and questioned on the legitimacy of a degree earned. Going to the zonal office at Arts and Culture at Garki, Abuja, has been that much of a dreadful experience. If not you, it is someone else; being polite and welcoming has never been a noticeable scenario, it is a luxury most of the staffs can’t seem to afford. Everyone is always angry.
In another related development, one must establish that the culture of feedback and responsibility as an eroding value in civil service is best witnessed in NYSC administration. The NYSC program having been built on a culture of exposure, interface with new horizons and service to the nation would suggest that worthy candidates for this once in a lifetime experience be taken adequate care of, but no; reverse is not just the case but the norm. For a very large chunk of corpers, receiving their grossly inadequate allowances very late has become something quite sad and tortuous. In a state like Abuja that is second to none on the scale of high cost of living, monstrous rent sums for even the most inadequate of spaces and high cost of transportation, the paltry sum of #19,800 has since not been paid to some corpers for two months running and one wonders how the leadership of NYSC expects corpers to cope. Note however, that, apart from the compulsory duty of daily service hanging on the corpers’ neck, they do have to report to yet another weekly community development service, where often times they pay a token week in, week out. If all these are put into commensurate consideration, one would think donning the colors of the NYSC uniform is a sure recipe for free transportation, feeding and accommodation, because that is the only logical explanation acceptable for drawing anyone out of their various homes and subsequently treat them as less important. Without being adequately and promptly paid, it is becoming increasingly hard to identify with our supposed realities as “government property” seeing as a destitute is almost having it better. Complaints upon complaints has since been lodged to authorities with nothing done about it and to add salt to injury, the FCT leadership of NYSC if called on phone will only advise that you show up at the headquarters not minding the fact that you have been there over and over again. It has been their most convenient means of giving life to irresponsibility and dismissing complaints and this does not exclude anyone up the ladder of leadership of NYSC Abuja. Shying away from the job description they earn from is everything they know how to do best. In saner climes, by now text messages would have circulated around detailing what is wrong and what is being done about it, but seeing as that will require them being remotely proximal to what it means to be as responsible as they detest, they do nothing or give an explanation. For most corpers that have experienced this eyesore, arrears are usually never paid till several months after passing out, which brings one into curiously asking if making a refund of arrears is as hard as it has been made the norm, or someone is tinkering with funds for selfish interests. And in the spirit of hoping like we do when action on a notable cankerworm eating deep into our social fabric is out of sight, we hope that men of timber and caliber can add voice to put an end to the further dehumanization of corps members nationwide.

Sometimes the price can be very high in the fight against corruption.

I had the privilege of making Nigeria’s first GSM phone call back in 2001 when I called the regulator to say, “We’re live!” Who would’ve believed then that Nigeria today would have more than 167 million mobile phones?!

It all started out as a very exciting new chapter for enterprise in Africa. Shortly after President Obasanjo was elected, the new government announced an incredibly transparent international auction process for three national mobile phone licenses.

To participate in the bid, you not only had to raise money, but there had to be a member of the bidding consortium who was an experienced GSM operator. Econet Wireless met the requirements because of its experience in Zimbabwe and Botswana. Our Nigerian partners, which included state governments, local banks and high net worth individuals, were financial investors. The largest shareholder had only 10%. That was the written agreement.

I managed to assemble a consortium of 22 investors to put up the money needed to bid. Our shareholders were all Nigerian, mostly institutional investors including leading banks and two state governments, Lagos State and Delta State. The license cost us $285m and was the most expensive license ever issued in Africa at the time. This was 2001.

We considered the investment not only about putting together a network, but also about building a nation. We knew it had the potential to transform Nigeria’s entire business and social architecture.

Most of our investors had between 1-10% shareholding. Econet Wireless Nigeria had only 5% of the shares, but that was fine because it was 5% ownership of a very big pie.

As the "technical partner and operator," Econet was the company with the expertise to build and operate such a business. Our financial investors recognised this, and also allowed us to receive 3% of the turnover as our fees. This was standard practice in the industry.

We were one of the winning bidders and they gave us just six months to set up business and get our network operating. We were under a lot of pressure but our network was live two days before the others! Customers were pouring in. We were number one in the market with an estimated 57% market share.

Then came the fateful day when I was told that our company must pay a total of $9m in bribes to senior politicians (in state government) who had facilitated the raising of the money to pay for the license.
I refused to authorise the illegal payments. Meeting after meeting was held to try to get me to agree, but I would not. The money would not be paid as long as Econet was the operator and I had signing authority.

James Ibori, the Governor of Delta State, was demanding $4,5m be paid to him in his personal capacity. He was one of the most powerful men in the country and had a reputation for violence. When he heard that I was refusing to approve payment he issued an ultimatum "Pay or I will chase you and your people out of the country. I refused.

The shareholders met and voted Econet Wireless Nigeria out of management. They cancelled our management contract. James Ibori and his colleagues personally attended the meeting to remove us. After the meeting one of them (a prominent local businessman even today) came up to me and said: "Unfortunately for you, God does not have a vote. I had to withdraw all my staff and their families: 200 people in all. We left Nigeria.

Most of our people had to be retrenched. The loss of the contract almost drove us to bankruptcy as a group. They invited a big international operator to replace us as technical partner and operator. They changed the name of the company from Econet to V-Mobile.

Within days of their arrival, the managers of the new operator signed off the payments demanded as bribes.

Then what happened?
A few noble Nigerians had both the integrity and courage to carefully collect all the documentation on the movement of the money, and pass it all on to me.
There’s a saying worth remembering in uncovering the trail of destruction that is corruption: “Follow the money”…
I bided my time... then I wrote a letter to the United States Department of Justice! It was 2003.

I have read with utter disappointment and sadness with the purposelesness of this generation. For all its worth, it is very important to set the record straight and separate lies from truth. Madam Oby Ezekwesili deserves every respect she or any of the bring back our girls campaigners get from discerning people like us. And until we Shun hatred and understand for a fact that those who lost the last election have done so and moved on, the better for us. In setting the record straight, it is not a fable for us to understand that the Jonathan administration handled the Chibok girls affairs poorly. And this is in itself gave substance to the advocacy of madam Oby. Now you can hate her for anything else, but standing and advocating that we bring back our humanity over a thing that we should have all been an advocate for is most condemnable. We were all party to the reality of how much GEJ led administration victimised and frustrated this group from inception, several cases of teargasing them and stomp up their meeting places like an enraged elephant. It is only okay if the group contributed its quota into the downfall of GEJ'S administration due to ineptitude and arrogance and sheer irresponsibility on its part. Fast forward to Buhari 's emergence, they marched like they always do and behold, they weren't tear gassed or barricaded with a battalion of soldiers but rather allowed into ASO ROCK with open arms. And allowed to state their grievances which is all they asked of GEJ earlier. They got a promise however from Buhari's part to do his possible best to bring back the girls as evidenced by the globe trotting of Buhari to acquire the necessary support to counter the faceless, barbaric tribe of blood suckers called boko haram. This however didn't stop the m from advocating. They still meet everyday till today and Madam Oby hasn't stopped being a part. Their seeming silence is only in respect to giving GMB his chance to fulfil his promise and nothing more. For anyone who refuses to be bias, you'd notice they are having a week of commemoration for the 500 days of the girls abduction as we speak. And madam Oby is actively involved as evidence is all her tweets since she came back from a week long RCCG programme and her interface with fellow BBOG campaigners. Edgar however has a personal ox to grind, the tone of the article is devoid of objectivity as he went on to insult the woman's person without recourse to knowing why and how things are sometimes done. Let's not forget, as the Yorubas will say, that when we throw stones into the market, it sometimes hit a relative. The Chibok girls' abduction wil forever be a sad phase in our fledging democracy and casting aspersions on the character of those involved speaks more of us than the person. Madam Oby is not your enemy, your myopia and inhumane choice of defending the indefensible cruel government of Jonathan probably is. Let who has a conscience submit to its constant prick

Asiwaju Bola Ahmed Tinubu, former Lagos State Governor.
On Friday last week, news reports started circulating in the media that Bola Ahmed Tinubu and Babatunde Raji Fashola, both key members of the Lagos State chapter of the All Progressives Congress (APC), were embroiled in a fresh cold war. Supporters of both parties were said to be drawing up battle plans against each other, as Tinubu’s allies accused Fashola of mismanagement of public funds on a personal website, and Fashola responding saying that he would not engage in a ‘dirty’ fight with ‘pigs.’
Many political commentators have attributed the source of this beef to the upcoming publication of President Muhammadu Buhari’s ministerial list, where Fashola is said to be a prime contender to occupy the Lagos state slot – against the wishes of his erstwhile godfather and political mentor, Tinubu.
Many will remember, that two months ago, during the Senate leadership crisis that also played out on a daily basis in the national papers, Tinubu played a major role in fueling the crisis by attempting to railroad his preferred candidate, Ahmed Lawan, into the Senate President’s chair using the party apparatus. This development did not play well with the current Senate President, Dr. Abubakar Bukola Saraki, who was forced to defy a compromised APC National Working Committee, in his bid to ensure that the Constitution of the Federal Republic of Nigeria, not the arbitrary and ever-evolving rules of the Tinubu-controlled APC National Working Committee were followed.
Since Saraki emerged as Senate President uncontested, Tinubu has since vowed that he will never recognise Saraki as the Senate President of Nigeria – demonstrating that to him, it is either “my way, or the highway.”
At this point, it is necessary to ask why anytime Tinubu sees younger men with national political futures like Fashola and Saraki ascending based on their competency, he begins to use his media machinery to attempt to set public opinion against them. Back in June, Tinubu attacked Saraki’s credibility using the press. Now, in August, it is Fashola’s turn. Back in June, Tinubu made Saraki seem like an over-ambitious demon. Now, in August, he is attempting to paint Fashola as a womanizing, money-mismanaging degenerate. Is it that Tinubu has a complex when it comes to men that have been recognized by the public as the next breed of leaders? Or, is it that he just wants to ensure that all important decisions and positions in both the ruling party and the Federal Republic of Nigeria need to first have his blessing? What does Tinubu want?
Taking Fashola’s accomplishments as an example, as the governor of Lagos State, he left a lasting mark in the hearts of many Lagosians through his numerous achievements. During his administration, his largest achievement was his management of the ebola saga. Using his administrative acumen, he successfully turned an impending national disaster into a public health and public relations success.
Additionally, seeing that long-term development would be crucial to the success of the state, Fashola did not leave the educational sector untouched. His administration gave education in Lagos State the attention that it deserved by creating and refurbishing blocks of classrooms. He further implemented a Teachers’ Salary Scale (TSS) for teachers in Lagos state public schools to ensure that the people that were responsible for imparting knowledge to the future generation are adequately compensated.

The Fashola administration also saw to the successes recorded in many rural areas of the state, as over 110 rural development projects were finished under the rural water and sanitation scheme. Additionally, towards achieving security as one of the most important pre-conditions for human existence, the Fashola government not only turned most hide-outs and joints that previously served as bases for impostors and armed robbers into beautiful environments – it also established the Lagos State Security Trust Fund to effectively fund the security needs of the state on a sustainable basis.
In this regard, it is again important to ask why Babatunde Raji Fashola, who has clearly demonstrated his capacity as a high-performer in Lagos State, be attacked by Tinubu now that it is so close to the release of the ministerial list?
Let us not also forget that under Dr. Saraki’s administration as Governor, Kwara became the first state to complete a Nigerian Independent Power Project. Dr. Saraki went further to introduce new health programmes, a range of reforms on agriculture to increase the commercial viability of farming, and also led a number of significant and state-wide infrastructural developments – including improvements at the Ilorin International Airport Cargo Terminal. This is just to mention a few.
As a first time senator, Dr. Saraki moved a motion in 2011 to investigate the fuel subsidy management considering the challenges it posed to the implementation of the 2011 budget. Later on in 2013, Senator Saraki stood out during the struggle to save Bagega in Zamfara State from lead poisoning. As the Chairman of the Committee on Environment, Dr. Saraki was a regular tweeter on the#SaveBagega issue, and his work contributed toward rescuing the people of the distraught villages.
The fact remains, that whether or not one loves or hates Tinubu’s political dexterity and sagacity, in recent times, perhaps fueled by Buhari’s ascension to the highest seat in the land, Tinubu has become overbearing in the both the APC, and the country as a whole. From what we have seen in recent times, if anyone that wants to progress on the national stage, does not kiss Tinubu’s ‘Godfather’ ring – that individual will have to suffer the consequence of being lambasted by the Tinubu-controlled media.
At this point, it is important to end this article with this much-underrated quote: “If the head is in a state of quagmire, who will call the rest of the body to order?” Bola Ahmed Tinubu as the self-proclaimed political godfather of the APC needs to know and understand that his role as a political elder statesman, should be to serve as the pillar that holds the party and every other politician under him together. He should be able to call anyone who errs to order as a father would, and he should be able to hold the fort when necessary to avoid the recurring embarrassing public displays of disunity within the ranks of the APC.
However, these days, instead of Tinubu to be a lasting example to future political ‘Godfathers’ everywhere, it is clear that truly, for the sake of others not to progress, the once-great Asiwaju is truly ready to do battle in the mud to ensure that others do not.

Unimpressed by the strict vetting rules of President Muhammadu Buhari, many ministerial hopefuls have started pulling out of the race, Ripples can authoritatively reveal.
It was learnt that many angling for ministerial appointments have started developing cold feet and withdrawing from the selection process.
Checks revealed that many chieftains of the ruling All Progressives Congress (APC) have stepped down their lobbying machinery, fearful that Buhari might find incriminating evidence against them.
Presidential sources told our correspondent that the President is bent on appointing only people with impeccable records and backgrounds.
One of them said: “I can assure that the President will not back down on this requirement. Anyone that will be minister must be above board.”
It was gathered that the President is looking beyond competence and pedigree to zero in on incorruptibility.
“His zero tolerance for corruption means that he is not going for anything else. No matter how competent you are, if you are corrupt or have been compromised, you won’t get the job,” the source added.
Investigations revealed that Buhari has saddled security agencies with the responsibility of vetting the assets and worth of everyone suggested to him to become a minister.

“We have a load of files on every nominee or suggested person. Anyone with questionable wealth and asset will not make it,” the source stressed.
It was learnt that the agencies have been secretly collating information on the assets of most ministerial hopefuls, a development that has disqualified most of them.
Owing to this strict adherence to vetting, many ministerial hopefuls, it was gathered, have started panicking and asking their contacts in the presidency to withdraw their CVs.
“Many of them don’t want their dirty linens out in the public. They would rather enjoy their loot than risk being vetted and disgraced,” another source confided.
The President, another source said, has hinted that all ministerial hopefuls with questionable wealth must be quizzed and the loots recovered from them.
The development, it was learnt, has sent cold shivers to their spines, forcing them to hand off further pressure on the President for appointment.
They were said to have been further angered by the disclosure that Buhari will not concede the right to award contracts to cabinet members.
One of the hopefuls confided in our correspondent: “If you cannot award contract, why are you a minister then? The man has taken away powers from ministers. So, who will want to be one again?”
A former Head of Service very close to former President Olusegun Obasanjo was said to have been a major casualty of the strict vetting process.
The former HOS was said to have told Obasanjo to help push his appointment as Chief of Staff to President Buhari.

But when his records were checked, it was discovered he acquired assets worth billions of naira without legitimate means.
He was said to have begged the former President to stop the lobbying process to save himself the ignominy of being found out.
Our correspondent was informed that of all the hopefuls vetted, less than five percent of them, mostly in the Diaspora, came out unscathed. This, it was further learnt, might force the President to look more to Nigerians in the Diaspora to constitute his new cabinet.
It was also gathered that the rigorous vetting process is why the President cannot form his cabinet until at least another six weeks.
