The EIU annual city livability report is not necessarily a yardstick for measuring city growth but a report that identifies the livability index. Damascus tops the list because of the recent chemical attack and the impending US attack while city like Harare is on the list because of the dictatorial mugabe. The ‘Onitsha 70’ saga is only the symptom of wrong-headed federalism

THE news that the Lagos State government dumped 70 beggars of South East origin at Onitsha, Anambra State, has upset many, especially Nigerians from that part of the country. That development is unfortunate and should be decried. Inasmuch as Lagos faces the dire prospect of its facilities being over-run by economic migrants from other parts of the country, the solution is certainly not dumping citizens in their suspected places of origin as it was the case with these 70 beggars. Yet, the Lagos action and the consequent emotional angst are only mere symptoms. The real challenge is to locate the real problem; and solve it, once and for all, to avert a future recurrence. To do this however, both the Lagos State government and the aggrieved citizens must quit the emotional game. To start with, the ‘Onitsha 70’ was not the first case of Lagos destitute shipped back to their states. There were earlier reported cases of 160 “northern beggars”; and even Yoruba hinterland destitute sent to Oyo State. These were very drastic actions, no doubt. But the rational reasons that fuel it must be tackled: an economic pull that though drags virtually the whole of Nigeria to Lagos, while Lagos in return is not equipped to cope with the flood. That is the crux of the matter. Because Nigeria’s federation is structured on elite consumption and hardly productivity, there is little or no attempt to create economic hubs all over the country. In the absence of that, there is always the long treasure pilgrimage to Lagos. Lagos, to the bulk of deprived Nigerians, is the magic city that solves all economic problems. But that grand illusion to economic migrants is dire straits to the government, as it tries to manage its limited facilities, stretched to breaking point, to cope with the explosion. Indeed, it is a grand failure of state in which Lagos is as much a victim as the destitute it expels. Destitute streams into Lagos because of little or no opportunities in their locale, leaving their home government free of their woes. Lagos, on the other hand, picks up the extra burden when its burden is crushing enough, as it is. Meanwhile, the Federal Government, in Nigeria’s skewed federation, sits on idle funds better needed in the states to avert the migration catastrophe that Lagos faces. Meanwhile, when Abuja was decided on as the new federal capital, Gen. Murtala Muhammed, the then military head of state, made a firm pledge that special provision would be made for Lagos, because of its peculiar status as the nation’s economic capital. But that has been observed in the breach as even extant federal infrastructure in Lagos has progressively decayed with almost no hope of resuscitation. Even value-added tax, the consumption tax, the bulk of which is generated in Lagos, is redistributed with a skewed formula that prevents the state from benefiting from its own tax sweat. To prevent future recurrence of destitute expulsion therefore, the Nigerian federation must, as a matter of urgency, be restructured. But that is in the long run. In the short run, the country must give Lagos special funds to cope with the extra burden it carries. Also, state governments whose natives stream into Lagos must wake up to their responsibilities. It is ingenious, to say the least, to pass your due burden to a sister state and yet mount the mountain tops to scream when that sister throws back at you your original problems. So, a tri-partite – Lagos, Federal Government and other states – initiative is called for to think of equipping Lagos for its extra burdens, while also trying hard to reduce the influx of migrants by creating economic opportunities in other parts of the country.

The Presidency has reacted to an editorial by the Punch newspapers which criticizes the First Lady, Patience Jonathan’s penchant for obstructing traffic and inconveniencing people with her elaborate security arrangements during visits to Lagos, Warri and Port Harcourt.
An obviously rattled presidency scrambled to the First Lady’s defence, describing the July 1 publication as “outright falsification” and  “calculated exaggerations”.
The presidency reaction however did not address the fundamental issues raised by the editorial.
The editorial titled “Patience Jonathan’s excesses must be curbed” condemns Mrs Jonathan’s extravagant security arrangements when visiting other states.
The newspaper says during the First lady’s recent visit to Port Harcourt, her security arrangement completely paralysed activities in the Government Reservation Area (GRA) of the city for the four days she was in town.
 “Armoured personnel carriers were deployed at two points, while gun-wielding operatives manned the points leading to her private residence. Many people missed their appointments because they were prevented from moving in and out of their houses.”
The editorial also noted that the Port Harcourt incident was not the first time Mrs Jonathan would use her larger-than-life security details to make inhabitants of  towns she visited suffer unnecessarily.
“When she came to Lagos last year, on a “thank-you visit” to some women groups for electing her husband president, she enacted a similar repulsive scenario.  During the visit, Lagos residents were subjected to an unprecedented road blockade, which gave rise to an unnerving five-hour traffic that grounded all human and economic activities.”
According to the editorial, the blockade on this particular occasion was so bad that it prompted an angry reaction from the governor of Lagos State, Babatunde Fashola.
“It is particularly worrisome that this (she) is not an elected person. I think we all must check how security agencies use the movement of high officers, especially VIPs, to disrupt citizens and taxpayers, whose money is used to fuel all the vehicles and all the apparatus that we use to block the roads against them,” the newspaper quotes the governor as saying.
The Punch also observes that during Mrs Jonathan’s visit to Warri, inhabitant of the state was made to endure similar inconvenience.
The newspapers then called on President Goodluck Jonathan to call his wife to order.
“It is President Jonathan’s duty to caution his wife to stop this regime of offensive illegality that has tainted the Presidency and presented Nigeria in a bad light,” the paper  wrote.
But in a rather belligerent reaction that completely failed to address any of the issues raised in the editorial, Ayo Osinlu, media aide to the First Lady accused the newspaper of being recruited into a “hit squad” comprising people he described as having  “tottering political careers.”
“These syndicated attacks are not exactly surprising, especially for those who are familiar with the fact that it is a well-known trait of the arrowhead of the attacks to be disrespectful of all forms of authority, including those who gave him his most substantial opportunities in life,” he says.
“It is however worrisome that these trench men are finding partnership in a sensitive organ of society such as the media, to cast aspersions on carefully selected members of the society, as a design to inspire public sympathy to accumulate for them. And tell us a better catch in this calculation than the illustrious First Lady of the nation, affectionately well-received by the people for her evident accomplishments in charity, philanthropy and the general promotion of the values of humanity.”
“This is why we are persuaded to once again alert the media about the lucre-for-news strategy of these desperados, whose ultimate plan is to tie the hands of the media behind its back, in order to induce it to echo their faulty sentiments, Mr Osinlu adds.

Governor Rotimi Amaechi of Rivers State has finally broken his silence on the war going on between him and his former Chief of Staff, now a minister under president Jonathan, Mr Nyesom Wike. The governor described Wike as “too small and insignificant to discuss.” , while speaking during a church service to mark the 60th birthday of the former President of the Nigerian Bar Association, Chief O.C.J. Okocha, at the Emmanuel Anglican Church in Port Harcourt.

Amaechi said he nominated some of his kinsmen, including Wike and the former Deputy Speaker of the House of Representatives, Chief Austin Okpara, into political positions, adding that they turned around to betray him.

The governor said, “This will be the first time I will be talking about my former Chief of Staff in public. My former Chief of Staff is too small for me to talk about. I don’t want to discuss him and I have never done that before. Today will be my first and last day.”

Insinuating that Wike was after money, instead of character, Amaechi said: “There are men with character and there are men without character. I don’t believe that money can solve all problems and I don’t worship money.

“My greatest fear is that where am I going after here on earth? Let me also tell you that I have been betrayed several times in politics and majority of those who betrayed me are from my Ikwerre ethnic group.

“Before I became a Speaker, can we look back at Ikwerre history? We were crying; we wanted governor, we wanted this and that and the last ministerial appointment was Chief Emmanuel Aguma, a long time ago, and that was the last Ikwerre ministerial appointment.”

The governor, however, maintained that Opara betrayed him when it was time for the former deputy speaker to support him.

“Again, you can ask Mr. President, I submitted his name (Nyesom Wike) as minister. Where is he now? I, Chibuike Rotimi Amaechi, submitted his name as minister to President Jonathan. But where is he now? You must have character, you must be known for something,” Amaechi insisted.

Federal Government’s target of power generation hitting 10,000 Mega Watts in December, may well be a wishful thinking as Nigeria currently generate less than 3,000MW.
Over the years successive governments have set generation targets that were never realized, thus leaving major companies and small scale businesses to rely heavily on generating sets at higher costs for the survival of their businesses.
Familiar excuses
Numerous excuses were offered for the failures to achieve the targets, and indeed, the continuing epileptic supply of electricity to Nigerians.
Nigerian electricity consumers are already very familiar with these excuses, which range from inadequate funding to poor infrastructure, shortage of gas supply to pipeline vandalism. Even flooding and inadequate rainfall have also been cited as generation challenges.
So it did not come as a surprise when the Transmission Company of Nigeria, TCN, attributed the current drop in generation to 2,290MW to the vandalism of two major gas pipelines supplying gas to eight power generating stations in the country.
The affected plants according to TCN include Egbin/AES Thermal Stations, Olorunsogo, Omotoso, Geregu NIPP, Afam IV and VI Thermal Power Stations as well as River State Independent Power Station, resulting in drastic reduction of power supply by 1,598MW.

Chairman of the House of Representatives Committee on Petroleum Resources (Downstream), Mr. Dakuku Peterside, said all members of Amaechi’s team would quit the Peoples Democratic Party (PDP) if Amaechi decides to leave the party.

Addressing journalists later, after the people of Opobo/Nkoro Local Government Area, led by former Deputy Governor of the state, Mr. Gabriel Toby, and Peterside, who is the member representing Andoni-Opobo-Nkoro Federal Constituency in the House of Representatives, paid him a solidarity visit at Government House, Port Harcourt.Peterside said he and other members of Amaechi’s team would stand by the governor in whatever decision they reached on their continued stay in the PDP.



His words: “I will. I didn’t say I may. I am definite. I will. The governor is still a member of the PDP as we speak. In politics, like in many other engagements, you have a team. It is worse in politics. In my team, Governor Amaechi is the leader and we all subscribe to his leadership.

“For him to make up his mind to leave, means that team would have sat back (and I am part of that team) and agreed that our team will leave because whatever is happening ion PDP or any other party does not represent our vision, aspiration, or will not provide us a conducive platform to achieve the changes we want to bring about. So, for him to make that decision public would mean that we all have sat in the house, analysed the situation and made the decision and all members of the team will leave. But as we speak, we are still members of the PDP.”

He, however, noted that the PDP in the entire county was in disarray and warned that if the no concrete steps were taken to reconcile members, the party would lose the 2015 elections.

He said: “If we say the PDP in Rivers State is in disarray, are we sure the party across the nation is not in disarray. The president himself acknowledged that the party in the country is in disarray and decided to lead the team that will try to reconcile everybody in the party so that we will be able to win an election. It is in that line that Chairman of the Board of Trustees (BoT), Chief Tony Anenih, led a team that went from state to state trying to reconcile different factions in the party. So, it is not just in Rivers State.

“The party across the country is in disarray. I am also aware that at some point in no distant time ago, the Chairman of PDP, Bamanga Tukur, set up a committee made up of five governors and some other persons to try to resolve the competing forces in PDP that have torn the party into shreds the way it is now. So since the PDP in the country is in disarray, it only follows that the PDP in Rivers State is likely to be in disarray. The PDP in Rivers state is in disarray.

“The implication for 2015 is that if there is no sincere and definite programme for reconciliation, the party will go into that election and lose.”

Peterside also said the state Commissioner of Police, Mr. Joseph Mbu, had gone beyond the scope of his duties in the state and had tried to assume the position of the governor of the state.

“The commissioner of police Rivers State has gone out of the contemplation of the law, the constitution, in the discharge of his duties and has gone wild abusing the governor of Rivers state, calling him unprintable names. This is most unfortunate. The Commissioner of Police is first a public servant who is on oath to serve the people of Nigeria. He is an agent of the Inspector General of Police.

“By the contemplation of the Constitution, Section 215 (4), “the Commissioner of Police shall take directives from the governor of a state (in this case the governor of Rivers State). The implication of that is that there is no dispute in the relationship between a governor and commissioner of police on who is a superior officer of a state. The governor is the superior officer of a state and the commissioner of police should take directives from him.

“Aside from that, the governor of Rivers State is elected and holds the mandate of Rivers people. So anytime you insult the governor of Rivers State, you insult the whole of Rivers people. Anytime you abuse the governor of Rivers State, you are abusing the whole of Rivers people.”

He therefore called on the Inspector General of Police and other relevant agencies to immediately withdraw Mbu from the state.

“I will advise the inspector general of police, the police service commission, the Nigerian Police Council, and indeed the president of the country, to as a matter of urgency, withdraw Mr. Mbu from Rivers State, so that we can enjoy peace again in Rivers state. since he got involved in the internal politics of Rivers State, we have had rising cases of kidnap, politically sponsored violence and other criminal activities. I am appealing to the President, and others to remove Mbu out of Rivers State as a matter of urgency, if you want peace and the economy of Rivers State to thrive,” he said.

Embattled Governor of Rivers State, Chibuike Rotimi Amaechi, on Saturday threatened to quit the ruling People’s Democratic Party (PDP) if the PDP makes the reversal of the suspension of Obio/Akpor local council executives a condition for his readmission into the party.

He also warned that if the party pushed him to a corner where he would be left with no option, he would outrightly dissolve the entire executive of the council as he is constitutionally empowered to do so.



Amaechi made all these known and more while responding to inquiries by the Bishop of the Anglican Communion, Niger Delta Diocese, Rev. Ignatius C. Kattey, at the 60th birthday thanksgiving service in honour of the former president of the Nigeria Bar Association (NBA), O.C.J. Okocha (SAN) in Port Harcourt.

Amaechi, who maintained that he was not the one who ordered the suspension of the council officials, but the state House of Assembly, told the gathering, “If they suffocate us in PDP and we need to move, we move.”

He continued, “If they (PDP) reverse it tomorrow, there is one more option left to me, I can dissolve the entire executive. The police can remain there as much as they want, it is Obio/Akpor people’s problem; the money is going nowhere. We have saved you too, because the reason they suspended the executives is because they said, ‘let us investigate the place because there was corruption.’

“If they investigate and the chairman and the councillors are not corrupt, they will call them back. But if they go to court to try to stop them, they will do their function. I want to hear the court say they have no right to do their function. Whatever the court says is what the Rivers State Government will do. We will obey the court, but outside that, nobody, not even PDP, can give me condition. Is there only one party in Nigeria? Why would they give me condition? They will not give me condition.

“I lead the people of Rivers State and I will lead you. If they suffocate us in PDP and we need to move, we move! We will continue to struggle for our rights, and that includes our oil wells. You will hear the truth of this fight in December, January. I will address the state and I will tell you the truth of the fight.

“The fight is not between me and these people here, they are not a problem to me. But when election comes, the Rivers people will be given the chance to choose who they want,” he said.

The Bishop also sought to know if indeed there was an election that returned Amaechi as Chairman of the Nigeria Governors’ Forum (NGF).

Responding, the governor said: “I don’t lie. If I will go to hell, lie wouldn’t be one of the reasons for my going to hell. Take it from me, those who lie don’t have courage, I have them in quantum; my children have excess of courage.

“Your Grace, there was an election. Your Grace, they are not denying that there was an election. They said before the election some people have signed documents for them, and they were 19, but in contesting the election, those 19 changed their minds and voted for me, and when the battle was on, it was clear that it was between the ‘Villa’ and me, and I won.

“There was an election and they were properly defeated and they saw the consequences of defeat. It is a Governors’ Forum I have led for two years. Even the 16 that voted for my opponent told me ‘you were wonderful as the chairman, but you know where the pressure is coming from and we can’t avoid the pressure. I won and won well, tomorrow morning, I will win again.”

Establishing whether Sheriff is GEJ's friend or not shouldn't be a crux concern especially for someone who dignify himself as a patriot like yourself - I think the crux concern here should be why GEJ's government did not prosecute or arrest a man - sheriff who was publicly indicted as BH sponsor by JTF. One will expect u to occupy yourself with the brazen "truthfulness" of GEJ's clueless and incompetence. Why bringing sheriff's alleged association with BH now that according to you he is being positioned as APC chairman? Is the man's sin not that he founded a group who according to u terrorise Nigeria?
