APC Dominates Controls 31 States, Makinde Stands as Lone PDP Governor

A newly released political breakdown of Nigeria’s governorship landscape as of May 2026 shows overwhelming dominance by the All Progressives Congress (APC), which currently controls 31 out of the country’s 36 states.

The remaining five states are shared among smaller parties, each holding just one state. These include the Peoples Democratic Party (PDP), Labour Party (LP), All Progressives Grand Alliance (APGA), Accord Party, and the Allied Peoples Movement (APM).

Notably, Oyo State Governor, Seyi Makinde, remains the sole governor under the PDP, highlighting a significant shift in Nigeria’s political balance and raising questions about the future strength of the opposition.

Eight months after Governor Ademola Adeleke announced the refurbishment of 11 Armoured Personnel Carriers among those purchased by the government of Ogbeni Rauf Aregbesola, residents of Osun State are still awaiting the distribution and operations of the security vehicles across the state.

OSUN DEFENDER reports that Ogbeni Aregbesola in 2014, purchased and handed over 20 to the Osun State command of the Nigerian Police Force.

The APCs were stationed at strategic places across the state to combat crime and criminality.

However, the APCs were withdrawn from the strategic areas during the last administration, with most of them said to be in bad condition.

However, Governor Ademola Adeleke in May 2025 announced that his administration was on the verge of completing the rehabilitation of 11 out of 20 Armoured Personnel Carriers (APCs).

Adeleke noted that his administration decided to rehabilitate the APCs, which were abandoned for four years by the immediate past governor, Mr Gboyega Oyetola, because the present government is interested in politics without bitterness.

A statement by the governor’s spokesperson, Mallam Olawale Rasheed, said Adeleke, having been worried by the abandonment of the APCs, directed their rehabilitation in batches, with the first 11 carriers now nearing the final stage of rehabilitation.

“In line with my vow never to abandon any inherited projects, I have approved the rehabilitation of the Armoured Personnel Carriers in phases. This will strengthen state security and surveillance.

“We are interested in politics without bitterness. Our goal is to develop Osun and never allow any state assets to waste away”, the Governor was quoted as saying.

On the carriers are boldly written “rehabilitated by Governor Ademola Adeleke,” with the colour changed from Red to Black.

Months after the announcement, none of the refurbished Carriers were sighted, with residents calling out the state government.

A resident, Lamina Kamiludeen, last month asked Governor Adeleke to release the refurbished Armoured Personnel Carriers for security operations.

Kamiludeen, in a post on his Facebook page, accused Adeleke of keeping the Armoured vehicles despite the security challenges in some parts of the state.

The activist who claimed the government only repainted the vehicles, said the armoured vehicles should have been deployed to Ora Igbomina to support security efforts in the search for the ex-customs officer who was kidnapped in the state and yet to be released.

He wrote, “Governor Ademola Adeleke should release the armoured vehicles he repainted for security operations.

“By now, at least four armoured vehicles should have been deployed to Ora Igbomina to support security efforts in the search for the kidnapped person, especially as another individual has been killed by the unknown criminals.

“With some Armoured Personnel Carriers, the security operatives would be able to enter every part of the criminals’ hideout.

“These armoured vehicles were originally purchased by a previous administration over ten years ago. You repainted them and then kept them in a place for months in the name of recommissioning. Actually, this is not logical. The vehicles should be deployed immediately for security.”

Following the call, the state governor, said a military-backed rescue and protection security operation is ongoing in Ora Igbomina community.

He also said the refurbished Armoured Personnel Carriers would be deployed for operations across the state.

The Governor added that the state would also procure patrol vehicles to strengthen police and security operations.

“As part of our security plan, we will soon deploy the refurbished armoured tanks for operations across the state. We are also procuring patrol vehicles to strengthen police and security operations in the state. Additionally, we are reviewing the joint security patrol programme. It will be unveiled at the right time to further protect our people”, the governor noted.

But a month after renewing his promise, the Armoured Personnel Carriers have yet to be deployed for operations despite the wave of insecurity, particularly in the neighbouring states.

OSUN DEFENDER reports that armed bandits on Tuesday night invaded the National Park Service office in Oloka, Orire Local Government Area of Oyo State, killing five forest guards.

Following the latest incident, Osun residents have renewed their call for the whereabouts of the promised refurbished Armoured Personnel Carriers and patrol vehicles.

When contacted for clarification on why the refurbished Personnel Carriers have not been deployed for operations, the Governor’s Special Adviser on Security Matters, Mr Samuel Ojo, in a terse message, said the APCs will be distributed soon.

“It will soon be distributed in no distant time by God’s grace,” Mr Ojo said in reply to OSUN DEFENDER reporter’s question.

A forensic audit firm, SALLY TIBBOT Consulting Limited, has accused the Osun State Government of inserting a total of 8,452 alleged ghost workers into the state’s payroll and paying them a sum of N13,716,914,129.28 annually.

The allegation was made by the Executive Vice Chairman and Chief Executive Officer of the firm, Sa’adat Bakrin-Ottun, who spoke through the company’s legal counsel, Jiti Ogunye, at a press conference held at the Nigeria Union of Journalists Secretariat in Lagos on Friday.

Bakrin-Ottun said the figures emerged from a comprehensive forensic audit and payroll validation exercise conducted for the Osun State Government, which, according to her, revealed pervasive payroll fraud within the state’s civil and public service system.

However, efforts to get the state government’s comments on the allegation were unsuccessful.

The Commissioner for Information and Civic Orientation in the state, Kolapo Alimi, did not answer phone calls put across to him.

Similarly, Governor Ademola Adeleke’s spokesperson, Olawale Rasheed, promised to send the government’s reaction in a statement when contacted but had yet to do so as of the time of filing this report.

Explaining how the figures were arrived at, Bakrin-Ottun said her firm was formally engaged by the Osun State Government following a proposal dated January 11, 2023, and was subsequently awarded the contract through a letter dated April 11, 2023, to audit and validate the state’s payroll.

According to her, a formal auditing and consulting agreement was executed on May 22, 2023, mandating the firm to carry out a holistic staff verification, payroll re-engineering and validation exercise covering the civil service, local governments, the State Universal Basic Education Board, the Teaching Service Commission, state-owned tertiary institutions, as well as all state and local government pensioners.

She described the exercise as one of the most extensive payroll audits ever undertaken in Osun State, aimed at verifying all individuals drawing salaries and pensions from the state treasury.

Bakrin-Ottun said the firm conducted the exercise between June and December 2023, deploying 125 personnel both on-site and remotely, and expending over N600m to execute the contract.

“The execution of the contract was very challenging, life-threatening and laden with security threats and bureaucratic subversions, understandably because the audit unearthed pervasive payroll fraud and corrupt practices in the state’s salary payment system,” she said.

Presenting the findings, she disclosed that as of January 2023, the Osun State payroll stood at N4,483,943,105.70 monthly for 37,456 staff and 17,918 pensioners.

However, after the audit, the verified payroll was reduced to N3,340,866,928.26 monthly, covering 29,004 genuine staff and the same 17,918 pensioners.

She said the reduction indicated that 8,452 ghost workers had been fraudulently inserted into the payroll, resulting in a monthly loss of N1,143,076,177.44 and an annual loss of N13,716,914,129.28 to the state.

Bakrin-Ottun stated that the audit report and an accompanying invoice were submitted to Governor Ademola Adeleke on June 27, 2024, first during a private presentation in Lagos and later at a public ceremony in Osogbo on July 10, 2024.

She added that despite the clear findings and contractual provisions requiring payment within five working days of submission of the report, the state government had neither implemented the recommendations nor paid the agreed professional fees.

“Payment under the contract is not contingent on the implementation of the audit report. However, we insist that the recommendations must be implemented in the interest of transparency and accountability,” she said.

She further disclosed that the state government set up an action committee, chaired by the Chief of Staff to the Governor, Kazeem Akinleye, to review and outline measures for implementing the report’s recommendations.

According to her, the committee claimed that 433 workers and 883 retirees were unreachable among those identified by SALLY TIBBOT, with a cost implication of N55,255,991.64.

Bakrin-Ottun rejected the state government’s claim that a subsequent re-verification exercise invalidated SALLY TIBBOT’s findings, describing it as an afterthought aimed at evading payment obligations and perpetuating payroll fraud.

She noted that the contract did not provide for any re-verification after submission of the forensic audit report, adding that the state government lacked the capacity and expertise to independently conduct such an exercise.

“The claim that our findings were exaggerated or false is reckless, malicious and defamatory. It seeks to impugn the integrity and professional reputation of SALLY TIBBOT. For six months, we moved from local government to local government and from institution to institution, physically verifying staff and capturing their images. The Osun State Government instructed all staff to be available, and orientation exercises were conducted to ensure cooperation. No one was left out.

“We have no choice but to call on anti-corruption agencies to look into these issues. We are not doing this in the interest of any third party, but to ensure the implementation of our recommendations and that the state government pays us,” she said.

SSYI CONDEMNS RENEWED MOVE TO IMPEACH GOVERNOR FUBARA

The South South Youths Initiative (SSYI) has strongly condemned the renewed impeachment proceedings against Rivers State Governor, Siminalayi Fubara, labeling the move as ill-conceived and destabilising.

In a statement signed by National President Comrade Imeabe Saviour Oscar, the group expressed deep concern over the notice issued by the State House of Assembly.

They argued that the state needs legislative cooperation, not political warfare, to recover from months of governance gaps.

The SSYI criticised the timing of the move, noting that while other states focus on development, Rivers remains trapped in "unfortunate" politics.

They specifically called out FCT Minister Nyesom Wike, urging him to stop actions that overheat the state's political climate.

The group appealed to President Bola Ahmed Tinubu to intervene and call the former governor to order.

They stressed that Rivers State does not belong to any single individual and that Governor Fubara must be allowed to govern without interference.

Rejecting any political deals that undermine the state's interest, the SSYI insisted that Fubara should complete his tenures like his predecessors.

They warned that the Assembly would be held responsible by security agencies for any breach of peace resulting from their actions.
