I dont quite agree with this policy. it will punish brilliant students. If you think the younger ones may not be ready to cope with the rigours of tertiary institution emotionally and socially - WHY NOT LOOK FOR A WAY TO TEST THEIR EMOTIONAL AND SOCIAL MATURITY. You cannot use use high/unfair academic benchmark to test their emotional and social maturity. Introduce mentorship program for under-16s that get get admitted instead of using unfair benchmark to discourage brilliance.
- It is even safer to have a rigid benchamark of 16years old to get admitted, instead of subjecting those brilliant young children to the trauma of going through the exams scoring 310 and not get admitted, while the same child has an older friend that scored 290 and got admitted.

I wish younger people can realize early in life that hanging out with friends, social gatherings are overrated and a big waste of the most valuable resource you have(TIME).
