The Academic Staff Union of Universities has said it will not suspend its ongoing strike until the four months salaries owed its members are paid. The union also wants the immediate implementation of the N1.2tn offer by the Federal Government to public universities, starting with the release of N100bn this year. The balance of N1.1tn is to be spread over five years from 2014. These were some of the resolutions reached by members of the National Executive Council of the union who converged on Kano on Friday to deliberate on whether to call off the over four- month-old industrial action or not. A source, who was privy to the resolutions reached during the President Goodluck Jonathan – ASUU leadership meeting three weeks ago, told The PUNCH on Sunday, that the fresh demands were some of the issues to be tabled before Jonathan by the leadership during their next meeting. A date for the meeting is yet to be fixed. According to the source, a strong commitment to two demands, among other pending issues, must be obtained from the President before the industrial action will be called off by the union. He said, “The issue now is on trust and we do not want a situation where promises will not be kept. The authorities have failed us in the past and we do not want a repeat of that. ”That was why we decided at the NEC meeting that the government should pay us the arrears of salaries being owed us since we started the strike on July1 before the strike can be called off. The salaries should not be paid piecemeal. “We also insist that the Federal Government should start the implementation of the offer made to us when we met the President some weeks ago. “For instance, the N100bn he (Jonathan) agreed to inject into the university system in 2013 should be released to the universities immediately. So, we decided that before the strike could be called off, these two conditions and others must be met not by promises but by real action.” The NEC members, who met behind closed doors at the Bayero University, Kano, were said to have reviewed the reports of the various university congresses on the strike. Our source, who did not want his name in print, added that the death of a former National President of ASUU, Prof. Festus Iyayi, was discussed at the NEC meeting. Iyayi, a University of Benin lecturer, died in an auto accident involving the convoy of the Kogi State Governor, Idris Wada and an ASUU vehicle, on his way to Kano for the meeting.The union’s National Welfare Officer, Dr. Ngozi Ilo, was injured. Our source said the accident “almost led to the discontinuation of the ongoing negotiation with the Federal Government. He added, “Some members expressed the belief that he (Iyayi) was killed by the government and therefore argued that the ongoing negotiation should be called off. Tempers rose but some members argued that the President should be respected because he had created the record of being the first Nigerian leader to meet with the leadership of ASUU on the issue of making the nation’s university system better. They also argued that students and parents should be considered.” It was also learnt that after arguments for and against, about 60 per cent of the members of the NEC voted in favour of the discontinuation of the strike while the remaining 40 per cent voted no. But it was gathered that the NEC members unanimously agreed that before the strike could be called off, the leadership should ask the government to pay the four-month salary arrears being owed university teachers while the offer made by the government should be implemented immediately. A key component of the agreement reached by both ASUU and the Federal Government when the President led the government team was that government would inject N1.2tn into public universities. The government also agreed that the N1.2tn would be domiciled at the Central Bank of Nigeria to show its commitment to the agreement. The money is expected to be released on quarterly basis to the universities so that there won’t be any problem about implementing the deal. The National Universities Commission and the Trade Union Congress will be the joint guarantors of the agreement while the Minister of Education will be the implementing officer. The government also agreed to revamp public universities by ensuring that all the issues that always lead to strike were dealt with once and for all. A majority of the chapters of the union had agreed to the suspension of the strike following the fresh commitment the leadership of ASUU obtained from the government. ASUU National President, Dr. Nassir Fagge, did not pick the several calls made to his telephone line by one of our correspondents on Sunday to confirm the fresh demands. The University of Lagos chapter ASUU Chairman, Dr. Karo Ogbinaka, and his counterpart in the Lagos State University, Dr. Adekunle Idris, also refused to divulge information on the outcome of the NEC meeting. ASUU had embarked on the strike to protest against the failure of the government to implement the agreement they signed in 2009. The pact largely centered on better funding of the universities, a declaration of a state of emergency in tertiary education, better wages and payment of earned allowances to lecturers. Argentine police say they have arrested an alleged 19-year-old hacker on suspicion of leading a network specialised in fraud and complex financial transactions that led to security breaches at numerous websites. The youth, whose identity has not been revealed, is the son of an information systems engineer. He was initially detained at his home in Buenos Aires in July as part of "Operation Zombie," which included five raids in the capital and the city of Rosario, 300km north, the Security Ministry reported on Friday. Dubbed "super-hacker", the suspect diverted about $50,000 a month to his bank account, using the "technological cave" he assembled at his home. Police raiding his Buenos Aires residence seized sophisticated computers and other technological equipment. Officials identified six more people who were involved in the criminal network. The police department's Operation Zombie began in 2012, when a businessman who offered hosting services for personal web pages on his servers said that a hacker was remotely entering the servers to intercept monetary transfers. Former criminal attorney Graciela Gils Carbo, who is now Argentina's chief prosecutor, ordered the federal police to begin an investigation that uncovered that the same person was stealing from money transfer and online game sites. "Internet users were victims of a ‘malware’ virus that the hacker hosted in a server for downloading online gaming applications," said a ministry statement. To complete the job and avoid alerting victims to an illegal money transfer, the suspected hacker carried out a "denial of service" maneuver that used a network of thousands of "zombie" computers to saturate the platform for payments so users could not access their accounts around the time of the attack. |

Pres. Obama (usa) met with Pres. Putin (Russia) on the sidelines of the summit on Friday, but the two remain at odds over the best way forward in Syria, the Russian president said. Putin drew a different picture from Obama of discussions at the summit, saying that of those countries present, a majority were against launching a military strike. Putin said that the US, Canada, Turkey, France and Saudi Arabia came out in support of taking military action during a debate on Thursday, with Russia, China, India, Indonesia, Argentina, Brazil, South Africa and Italy coming out against it. He said that UK PM David Cameron had supported taking military action, even though his parliament had overruled him on the subject. Responding to a question, Putin said "we will help Syria" in the event of a foreign military intervention, without detailing exactly what such support would entail. He said that the current evidence on the chemical weapons attack having been carried out by the government was not convincing, and suggested that rebel forces had launched the attack in order to provoke an international military strike against Assad's forces. The United States says that 1,429 people were killed in the alleged chemical weapons attack in the Eastern Ghouta suburbs of Damascus on August 21, while aid groups have put that number at closer to 355. An Egyptian military court has sentenced 11 Muslim Brotherhood members to life in prison for violence targeting the army in the port city of Suez last month. Forty-five other Brotherhood members were handed five-year jail terms on Tuesday, and eight defendants were acquitted. The men were accused of"shooting and adopting violent means" against the army in Suez on August 14 following a military crackdown in the streets of Cairo against supporters of the ousted President Mohamed Morsi. Morsi belonged to the Brotherhood movement. The Brotherhood was founded in 1928 and formally dissolved by Egypt's army rulers in 1954. The Brotherhood operated for decades as a formally outlawed organisation until veteran autocrat Hosni Mubarak was deposed in 2011. The movement then won a series of elections culminating in last year's presidential vote. The military deposed Morsi on July3 after mass protests against his rule. Since then, most of the Brotherhood's top leadership has been arrested and face charges ofinciting violence. Morsi was himself referred to trial on Sunday on that charge. |

About 32,000 Nokia employees will move to Microsoft as part of the deal, the companies said [Reuters]. Microsoft is buying Nokia's devices and services business - and getting access to the company's patents - for a total of$7.2bn in an effort to expand its share of the smartphone market. The corporations announced the deal late on Monday, saying that Microsoft will pay $5bn for the Nokia unit that makes mobile phones, including its line of Lumia smartphones that run Windows Phone software. Microsoft is also paying $2.2bn for a 10-year licence to use Nokia's patents, with the option to extend it indefinitely. "We are very excited about the proposal to bring the best mobile device efforts of Microsoft and Nokia together," Steve Ballmer, Microsoft CEO, said in a memo to employees. "We are receiving incredible talent, technology and IP [intellectual property]." Microsoft said it is acquiring Nokia's Asha brand of low to mid-level smartphones and will license the Nokia brand for current Nokia mobile products. Overseas cash resources Microsoft, which is based in Redmond, Washington, said it will draw from its overseas cash resources to fund the transaction. When the deal closes in early 2014, about 32,000 Nokia employees will transfer to Microsoft, the companies said. Nokia, based in Espoo, Finland, said Stephen Elop will step aside as president and CEO to become executive vice president of Nokia devices and services. Risto Siilasmaa, Nokia chairman, will stay in his current role and assume the duties of interim CEO. Elop is expected to join Microsoft at the close of the transaction, along with several Nokia vice presidents. Nokia plans to hold a news conference on Tuesday morning in Finland to discuss the deal. US President Barack Obama said he has decided to take military action against Syria, but will seek authorisation from Congress before he does. Obama said on Saturday that the US had presented a "powerful case" linking the Syrian government to an alleged chemical weapons attack in the Damascus suburbs last week. "It is a danger to our national security," he said, "that risks making a mockery of the global prohibition on the use of chemicalweapons." In a brief statement delivered at the White House, Obama told reporters that the US military was prepared to launch a "limited" strike, which analysts say will likely entail firing cruise missiles at Syrian army targets. "I'm confident we can hold the Assad regime accountable for their use of chemical weapons and deter this kind of behaviour and degrade their capacity to carry it out," he said. The president made no mention of when he will seek authorisation from Congress, but lawmakers are scheduled to return from recess on September 9. Utter nonsense Earlier on Saturday, Russian President Vladimir Putin demanded that the US provide evidence of the Syrian government's alleged use of chemical weapons to the UN Security Council. He added that it would be "utter nonsense" for the Syrian government to have used such weapons. "Syrian government troops are on the offensive and have surrounded the opposition in several regions. In these conditions, to give a trump card to those who are calling for a military intervention is utter nonsense," Putin told reporters in Vladivostok city near the Chinese border. Syria has denied carrying out the attack, and Prime Minister Wael al-Halqi said on Saturday that Syria's army is ready for potential foreign strikes against it and has its "finger on the trigger." As tensions rise, Arab foreign ministers will meet in Egyptian capital, Cairo, on Sunday to discuss Syria, Arab League deputy chief Ahmed Ben Helli said. The meeting had been scheduled for Tuesday, but was advanced "inlight of rapid developments in the Syria situation and based on the request of several Arab states," Ben Helli told reporters. Last Tuesday, the Arab League accused the Syrian regime of carrying out chemical weapons attacks. Obstructionism The US is struggling to rally international support for an attack on Syria, and a strong statement from the Arab League would be a boost. The British parliament rejected a motion calling for military action on Thursday night. In a report released on Friday, the US said the attack killed 1,429 people, including more than 400 children. Aid agencies cited lower figures, saying that 355 people were killed, with as many as 3,000 injured. A team of UN weapons inspectors finished gathering evidence about the alleged attacks on Saturday, and left Damascus. It could take days, if not weeks, for the team to analyse its samples. US officials have already said they will not wait for the results: Secretary of state John Kerry said on Friday that the UN report would only confirm that chemical weapons were used, not who used them.
