If you give your brother the necessary documents, VFS will release your passport to him.

VFS statement: “Applicants are reminded that it is possible for a third party/family member to collect your passport on your behalf with the required documents”

If a third-party is collecting the passport(s) on your behalf, they must bring the following:

- Authorization from the applicant whose passport is being collected

- Government issued valid photo identity of the person collecting the passport

- Copy of ID of the applicant whose passport is being collected

- The receipt issued at the VAC, at the time of submission

For courier services :
Your best option is to chat them up early in the morning. They will give the necessary information on how to sign up for courier services.

But my opinion, even those that submitted in Lagos after me have gotten their passport back. I think its better to submit in Lagos and hope for the best.

I want to submit family passports, please does one 1-way VFS courier service cover all members of the family? (i.e. will all the passports be considered as a package by VFS?)

I submitted at DHL office in Ibadan, but my passport got to VFS office Abuja the following day.

I suspect some passports are stamped outside Nigeria. I believe this is the reason for delay in some cases.

Same issue happened to one of my relatives, and I helped him to sort it out by chatting with VFS customer service. His passport was in Lagos, but the tracker showing ready for pick up in Abuja.

If your submission center is at VFS Lagos, then you don't need to stress yourself because your passport will be couriered from Abuja to VFS Lagos.
Also, since you know your tracking number, you can chat with the VFS customer service team in the morning, and they will tell you the actual location of your passport because the tracking information is not always accurate.

Sorry two4, to be exempt from POF, PA needs to be CEC OR FSW with authorisation to work (PGWP) as well as a valid job offer meeting other conditions (e.g. LMIA etc)....see link.

PGWP alone is not sufficient to exempt you from POF if you are FSW and not CEC....as far as I know.

Things to do:
*if you have the evidence required, then urgently send them to IRCC via webform and email. And try the MP angle as suggested already.
*worst case maybe PA should re-enter the pool
*sunce PA is already in Canada maybe get legal advice too
*as PrettyP said provide POF as a regular FSW would and ask for clemency.

Your husband needs to confirm if he applied as CEC, did he include his Canada job offer in his profile? He needs to speak with CEC applicants to see how they filled their EE portal and how they went about it. Besides the only solution now is sending the MP of your province and IRCC a detailed explanation of the situation and how you do not need POF if you are applying in Canada with a job, add links from their websites which says so and your file may be reopened. The application was denied for a reason that is not tenable.
