Try restoring from a restore point, if it doesn't work
Try and refresh your OS. If it doesn't work
Format it.

To save your file get an external HDD adapter connect your hardrive to it and copy only your documents/ pics and video. Do not copy software raw files not even the trusted ones. After which format it.

Even if we agree with your assumption that Anambra, Imo and Abia produces 126,000 barrels per day at an international price of $50, you will not have 126000 x 50 =2.268 billion dollars at the end of the year.
First you will have to deduct the cost of production of the crude ( which hovers between 25 - 30 dollars per barrel), then you do profit sharing with the oil companies producing the crude ( Nigeria's ratio is 60:40). At $50 per barrel, you will be lucky to get $15).
If the Nigerian government just pockets $50 per barrel of crude sold, then at over 2 millions barrel per day, we would be very wealthy indeed.
