You ain't ready for your Biafra then and read my lips, Nigeria isn't giving you a referendum because IPOB requested for it. If you want a referendum and secession clause in the constitution, there are legal and diplomatic ways of going about it.
The combined power of the President of the Federal republic of Nigeria, Senate President, Chief Justice of Nigeria can't give you Biafra or any referendum because they lack the power to exercise it, not even the US, EU or the UK that brought us together can give you.

Why not ask Nnamdi Kanu, a British citizen to visit the the Scottish parliament in Edinburgh and ask how they made referendum possible in the British constitution.
Why can't he ask Québec in Canada, Cantons in Switzerland, the Walloons and Flemish in Belgium, Catalonia in Spain etc how they went about having a referendum in their different national constitutions.

We are civilized people we don't take laws into our hands we want the relevant bodies to organize a referendum for us...stop asking childish questions here
