Some Deposit Money Banks on Monday (today) commenced the publication of the names of their delinquent debtors, with 269 companies and a few individuals owing four of the banks N70.51bn. Our correspondent gathered that the 269 firms and the few individuals, who owed Skye Bank Plc, Diamond Bank Plc, Sterling Bank Plc and Fidelity Bank Plc, had failed to service their loans for at least 365 days, thus forcing the banks to categorise them as non-performing loans. Although the list includes firms with non- performing loans of 10 years and above, over 70 per cent of the debtors took the loans in the last three to four years. More banks, it was learnt on Sunday, would publish the names of their debtors with non- performing loans during the week. Going by the Central Bank of Nigeria’s directive, all the 19 banks as well as discount houses in the country are expected to publish the names of their delinquent debtors by August ending. The publication of the debtors’ names follows the expiration of the July 31, 2015 deadline set by the CBN for the banks and discount houses to publish the names of debtor-companies, their subsidiaries and directors in national newspapers. The central bank had on April 22 directed the financial institutions to commence the publication from August 1. Banks and discount houses are to publish the names in at least three national newspapers on a quarterly basis. In line with the directive, the banks gave the chronic debtors a three-month grace period, which expired on July 31. While Skye Bank and Fidelity Bank had published their debtors’ lists on Monday (today), Sterling Bank and Diamond Bank were forced to withdraw their lists at the last minute on Sunday for further reviews after some of the debtors made efforts to renegotiate their loans at the weekend. Fidelity Bank, which has about N6.66bn as the total published NPL figure, has a telecoms company, Starcomms, topping its list of delinquent debtors with approximately N3bn debt. Other companies on the list are mostly energy, oil and gas companies. The total number of debtors on the list is 28. Skye Bank, which had about N13.3bn in the NPLs, published 107 names of debtor companies and individuals. Sterling Bank is owed about N3.37bn by workers’ unions, consultancy firms and other companies. The number of its delinquent debtors is 61. Diamond Bank has about N47.17bn as the total NPL figure, with oil and gas companies, construction firms, state government investment companies and a state House of Assembly topping the list. The delinquent debtors’ list comprises 173 names. The big names of popular Nigerians that characterised the 2009 list are so far absent on the current list. This is because the Asset Management Corporation of Nigeria has bought the debts. However, AMCON has said it will publish the names of its debtors in line with the current CBN directive. The PUNCH had reported on Sunday that over 19 banks and discount houses operating in the country would publish the names of more than 1,600 debtors this week or before the end of August deadline given by the CBN. Officials of financial institutions had confirmed to our correspondents on Saturday that they would publish the names of the debtors this week in compliance with the CBN directive. Also on Saturday, the CBN ruled out the possible extension of the deadline on its directive to the banks to publish the names of their debtors. The Director, Corporate Communications Department, CBN, Mr. Ibrahim Mu’azu, said there was no extension to the deadline. As of the weekend, the debtors were said to be rushing to banks to renegotiate their loans. The Director, Banking Supervision, CBN, Mrs. ‘Tokunbo Martins, had said, in a circular dated April 22, 2015, “In order to ensure that the industry NPL ratio does not exceed the prudential limit of five per cent, and to improve the credit culture in the banking industry, banks and discount houses are directed to observe prudent credit underwriting and monitoring standards.” The debtors are those whose accounts have been classified as lost and include persons, entities, directors, subsidiaries and other related parties, according to the central bank. The bank had stated that delinquent debtors in the category described above would be blacklisted and “banned from participating in the Nigerian foreign exchange market and in the Nigerian government securities market.” The PUNCH had on March 15, 2015 reported that the volume of the NPLs in the Nigerian banking industry was set to rise further on the back of the devaluation of the naira amid weak global crude oil prices. Global rating agency, Fitch Ratings, had in February, after the second round of devaluation of the currency, predicted that the banks’ non-performing loans would rise above the CBN’s five per cent limit by the end of this year, but below 10 per cent. It said this reflected high credit concentrations as well as emerging risks, particularly in the oil and gas, and power sectors, adding that banks were likely to report weaker profitability, asset quality and capital ratios. In 2009, the Federal Government spent about N5tn to buy the NPLs from banks to save them from imminent collapse. AMCON, the government agency created after the 2009 banking crisis, was the special purpose vehicle used to acquire the NPLs from the banking sector. Source: Punch Newspaper |

The Federal Executive Council on Wednesday approved the main report of the 2014 National Conference at a meeting presided over by President Goodluck Jonathan. The PUNCH had reported exclusively on Monday that the council would receive and debate a report of a committee set up by Jonathan to draw up the implementation strategy for the conference chaired by Justice Idris Kutigi (retd). The Secretary to the Government of the Federation, Pius Anyim, and the Minster of Culture, Tourism and National Orientation, Edem Duke, briefed State House correspondents of the meeting’s outcome. Anyim described the council’s approval as the first leg of concrete steps aimed at implementing the conference report. He recalled that apart from the report, the national conference recommended to the government how to implement the recommendations and resolutions. The SGF explained that what FEC did at the Wednesday meeting was to approve that those modalities be adopted in implementing the report. Anyim said that recommendations and resolutions that require constitution amendment and enactment of new laws would be forwarded to the National Assembly for promulgation into law. He said the Attorney-General of the Federation, Muhammed Adoke (SAN), had been asked to compile, vet and make such recommendations available to the President for onward transmission to the National Assembly for enactment into law. He added that agencies’ policy matters in the report shall be referred to the affected agencies and the tier of government concerned, whether federal, states or local governments, for action. The SGF said, “On other matters that require legal issues, for instance where it concerns constitutional amendment, it is not really the responsibility of the National Assembly alone. “They have to work with the state assemblies in bringing effect to this. “So, today, we are taking steps towards implementing the resolutions of the national conference and we believe that the vision of Mr. President in setting up the conference and the wonderful work done by eminent Nigerians who attended the conference in producing the report, the resolutions and recommendations, would be given consideration. “We also believe our country will benefit immensely from the work of this conference.” Anyim said while the process leading to the implementation of the report might not end during the life time of the present administration, a bold step forward had been taken with the approval. Jonathan had in September 2014 shortly after the end of the conference approved the composition of a Presidential Committee to study and draw up the implementation strategy. Adoke is chairman while Anyim is the Secretary. Other members of the committee are the Minister of Transport, Idris Umar; the Minister of State for Finance, Bashir Yuguda; the Minister of Aviation, Osita Chidoka; the Minister of State for Federal Capital Territory Administration, Olajumoke Akinjide, and the Minister of Works, Mike Onolememen. The committee’s terms of reference include studying the Report of the 2014 National Conference; articulating the recommendations therein and developing appropriate strategies for its implementation and advising the Federal Government on all matters necessary for the effective implementation of the report. Confab recommendations The national conference recommended among others, that anybody aspiring to become the country’s President must be a degree holder. It approved the rotation of Presidency between the North and South and governorship among three senatorial districts of each state. The conference also recommended the creation of additional 18 states. The proposed states are Aba State to be created from Abia State; Adada State from Enugu State; Amana State from Adamawa State; Anioma State from the present Delta State; Appa State from Benue State and Edu State from Niger State. Also listed are Etiti from the present South-Eastern Nigeria; Ghari to be created from the present Kano State; Gurara out of Kaduna State; Kanji from Kebbi and Niger states; Katagum from Bauchi State and Ijebu from Ogun State. The conference also listed other expected states as New Oyo from Oyo State, Akana-Anim from Anambra and Imo states; Ogoja out of Cross River State; Oil Rivers out of Akwa Ibom State; Ose from Ondo State and Savanna from the present Borno State. The conference voted in favour of drastic reduction of number ministers to 18. Presently, there are about 42 ministers with one coming from each of the 36 states of the country and one each from the six geo-political zones of the country. The conference also resolved that the Minister of Finance should be be presenting annual budget to the National Assembly instead of the President as it is currently obtainable. Under the new arrangement, both the President and the ministers would be expected to appear before the National Assembly to render account of their stewardship on quarterly basis. An undisclosed number of inmates on Friday gained entry into the armory of the Calabar Prison , Cross River State, and attempted to escape after a gun duel but were overpowered by a combined team of security agents. The incident, which occurred at about 11am, was said to have caused pandemonium as residents of neighbouring Afokang, Iman and Jebbs in Calabar South axis of the metropolis scampered to safety during the gun duel. The Afokang end of the prison fence was broken during the process while two inmates were said to have escaped, but the state controller of prisons, Mr. Clement Udosen, said no inmate escaped. It was, however, not clear how the inmates gained access to the armory, but it was learnt that a total of 53 rifles were recovered after the incident while one could not be accounted for. The prison armed squad was said to have been overpowered but they immediately called for reinforcement and the situation was brought under control after 40 minutes of gun duel with the inmates. An anonymous prison official said about 17 hardened criminals consisting kidnappers, drug barons, ex-militants and armed robbers were brought to the prison two weeks ago. He said their arrival sent an alert that something untoward might happen. An eyewitness, Solomon Okoro, said two of the inmates escaped through the broken fence but one of them was apprehended by vigilant youths in the neighbouring Afokang Street while the other escaped. Okoro said, “We heard gun shots at about 11am. Although gun shots within the prison yard is not new to us, but this time it lasted for a long time. That was how we got to know that there was problem. We stopped hearing the shots and that was when the reinforced team started coming. “We learnt the inmates exhausted their bullets. At the end of which, the wall was broken, two escaped but one was apprehended by some community youths.” Reacting to the development, the state Controller of the Cross River State Command of the Nigeria Prisons Service, Mr. Clement Udosen, said no inmate escaped, confirming that they actually got access to the armoury. He said, “By 11 o’clock in the morning, I was in my office in the headquarters, the DC in charge of this prison called me that there was serious problem in the yard so I came and the whole place was filled with people with rifles, people who had come here to help us, the soldiers, police, civil defence, state security service and others. “Two of the cells’ inmates organized themselves and overpowered the prison staff and rushed to where we have the armoury, seized the rifles there and went back firing at the staff. In that confusion they broke other cells and the whole yard was filled with inmates. They carried what they could get to break the fence. “Luckily for now they have all been rounded up and nobody has escaped. A lot of people have been injured and one staff had been rushed to the hospital. Right now the doctors with his team are treating those injured. On casualties (deaths), it is the doctor that would ascertain that because he is treating them.” “Most of those injured are the inmates. Three of our staff were wounded and one rushed to the hospital. There was no external invasion. It was an attempted jailbreak and luckily nobody escaped. The other security agencies helped us especially the 13th Brigade of the Nigerian Army because they stationed 10 solders here, morning and night and these are the ones that really helped us. They encircled the perimeter fence, as they tried to come out of the hole, the soldiers were there and they could not come out.” http://www.punchng.com/news/inmates-break-into-calabar-prison-armory-attempt-escape/ |

Nine governors of the ruling Peoples Democratic Party on Tuesday shunned the inauguration of the Presidential Campaign Organisation of the party in Abuja. The organisation, headed by a former National Chairman of the party, Senator Amadu Ali, is saddled with the responsibility of selling the candidature of President Goodluck Jonathan and his deputy, Alhaji Namadi Sambo, to Nigerians for the February 14 presidential election. But only a handful of the governors were in attendance. Among the governors at the event were Emmanuel Uduaghan (Delta), Gabriel Suswam (Benue), Isa Yuguda (Bauchi), James Ngilari (Adamawa), Babangida Aliyu (Niger) and Ibrahim Dankwambo (Gombe State). However, governors Theodore Orji (Abia), Dr. Olusegun Mimiko(Ondo), Sullivan Chime (Enugu), Seriake Dickson (Bayelsa), Martin Elechi (Enugu) were absent from the inauguration. Also absent at the inauguration were governors Idris Wada (Kogi), Ibrahim Shema (Katsina), Sule Lamido (Jigawa) and Jonah Jang (Plateau). One of our correspondents saw many of the party bigwigs discussing the development, especially when some of the absentee governors were put in charge of the campaign in their zones. Lamido is saddled with the responsibility of coordinating the presidential campaign in the North-West, Mimiko is in charge of the South-West while Orji is to head the South-East zone. No reason was given for the absence of the governors. However, the President later met behind closed doors with the PDP governors at the Presidential Villa, Abuja. The meeting, which was also attended by ministers from states where the PDP was not in charge was meant to strategise ahead of the presidential campaign. The parley was held immediately the President and the governors returned from the Legacy House, Abuja where his campaign organisation was inaugurated. Some governors such as Chime and Elechi who were not at the PCO inauguration, also attended the meeting. The Chairman of the PDP Governors’ Forum, Akpabio of Akwa Ibom State, later told State House correspondents that the President had made the governors the coordinators of his campaign in their respective states. Akpabio boasted that despite the noise from the opposition, the PDP would win at all levels. While saying that the PDP would not rig the forthcoming elections, the governor claimed that it was the All Progressives Congress that could attempt to rig the election. “There cannot be failure. The PDP will surely win this election at all levels. PDP does not rig. We can only be afraid that the APC, the way they are going, will be the ones that will attempt to rig us out,” he said. Meanwhile, members of the president’s campaign organisation led by Ali, swung into action as they held their inaugural meeting at the old Banquet Hall of the Presidential Villa, Abuja. Adamawa, Borno and Yobe governors rose from an expanded emergency security meeting with President Goodluck Jonathan on Tuesday, saying that elections must hold in the North-East next month. There have been fears in many quarters that the general elections may not hold in the zone because of Boko Haram insurgency. Jonathan had on May 14, 2013 declared a six-month emergency rule in Borno, Adamawa and Yobe states and renewed it twice at the peak of the Boko Haram activities. His attempt to further extend the emergency rule in November 2014 was rejected by the National Assembly. At the end of the Tuesday meeting which was also attended by security chiefs and relevant ministers, the governors argued that if elections could be held recently in Syria, Iraq, Afghanistan and other war-torn places, the North-East should not be an exception. Yobe State Governor, Alhaji Ibrahim Geidam, told State House correspondents that the governors told the President to deploy more troops in the North-East ahead of the general elections. Geidam said the troops on ground in the affected states were not enough to handle the security situation. The governor said, “We have come to brief the President on the security situation in our various states; we came to greet him and we told him the challenges we have been facing. “We are appealing to the Federal Government to deploy more troops in addition to what we have on the ground to arrest the situation in our various states. “We need more troops; the troops that we have on the ground in our various states are not enough to contain the situation. So we have appealed to the Federal Government to deploy additional troops with full equipment to contain the situation. “Elections will hold in the states. Election will hold; that is the position of the electoral commission and definitely in all those areas where insurgency exists, elections will hold.” His Borno State counterpart, Alhaji Kashim Shettima, said elections must hold in the affected states to send a strong signal to the Boko Haram insurgents. He said by not holding elections in the states, the government would be seen to have given in to the antics of the militants. The governor argued that elections could be conducted in Internally Displaced Persons’ camps. He said, “Elections, as I told you was conducted in Syria, Iraq, Afghanistan and several other war-torn places that are even more devastated than the North-East. “Elections can be held in the Internally Displaced Persons camps. It is human beings that conduct elections, not spirit or anything. “My take on this is that, are we giving in to Boko Haram? Are we giving in to their antics by not holding elections? “We have to tell them to their face that you can kill, as Malala Yusuff said, but you cannot kill our spirit.” Shettima described the meeting with the President as a fruitful one, saying he was optimistic that enduring peace would be recorded in the troubled areas very soon. He said although he would not give a time frame during which peace would be restored, he was confident in the ability of the nation’s military to rise up to the present challenges. The governor said as an “eternal optimist,” he was hoping for the best against whatever odds staring the people in the face. When asked about the number of local governments under the control of the insurgents in his state, Shettima said he did not want to boost their egos by quoting figures because they thrive in publicity. He however said that there were some councils that are partially under the control of the insurgents and some others under government’s control. The governor assured Nigerians that with 1,000 years of recorded history, Borno would rise again in spite of all its challenges. When further asked if he believed that security agents were properly motivated, Shettima said he did not want to pass any negative comment. He said, “They (security agents) are making efforts. I want to leave it at that. I don’t want to pass any negative comment. They are people with blood running in their veins facing the insurgents and so I have to be respectful of the institution. “Insha Allah, we don’t have any option but to win this war, we shall; we must; we have no option. Elections will be held by the grace of God.” On the abducted Chibok schoolgirls, Shettima asked journalists to direct their enquiry to the Director-General of the National Orientation Agency, Mike Omeri, whom he said, was in a better position to answer questions on the matter. He described the leader of Boko Haram, Abubakar Shekau, as a lunatic for saying that he had married off some of the Chibok girls. The governor said, “Shekau is a deranged element; he is not somebody anybody should give any molecule of respect. His actions are beneath the act of even an animal, believe me. “But as I said, we are not resting on our oars; we will continue to support the military by providing them with quality information when it becomes available. “We believe that in the fullness of time and not in a distance far off, we are going to get back the girls. “ Aside from conducting elections, Shettima said the most important issue was how to safeguard the lives and properties of the people, recover the lost territories and rescue the Chibok girls. He added, “You have daughters, you have sons. How will you feel if your daughter is forcefully taken away from you for the past 267 days? “So I want to dwell more on how to safeguard the lives and properties of our people, how to get back the Chibok girls and how to recover our lost territories. “Two days ago (Sunday), it clocked exactly five months since Goza fell to the insurgents, Bama is now firmly under their control, Muba, Abadam, Kukawa – all tale of woe of devastation and killings. These are the sad tales that are coming out of Borno State.” When confronted with the fact that he is the chief security officer of his state, Shettima replied, “I am the Chief Security Officer of the state in name. You and I know that I neither control the police, the Army nor even the Civil Defence Corps. “We are titled chief security officers of our states. But our most important task is to offer whatever support, be it logistic, financial to the military to carry out on their operations. “Honestly, I don’t want to dwell on the politics behind the counter-insurgency operations because we are one people with a common destiny. “And this is the time for all of us, irrespective of differences in political affiliations, religious persuasions, tribal or sectional background to collapse into a single course and bring this madness to an end.” A former Governor of Yobe State, Senator Bukar Ibrahim, who accompanied his governor to the meeting, expressed doubt about the possibility of closing a border of 1,500 kilometres from Borno to Kebbi State as a way of curtailing the insurgency. He however said government at all levels should continue to work hard to end the violence. When asked whether he envisaged insurgency during his tenure as the state governor, Ibrahim said he did. He however stated that it was former President Olusegun Obasanjo who “crushed the Yobe Taliban over a period of just few weeks.” He regretted that about 13 councils were currently being controlled by the insurgents in the state. He said, “We went through this, they came to Damaturu and killed people, burnt policemen, doctors, nurses and so many others but within a short time, Obasanjo was able to crush them.” He however said the current challenges could not be blamed on leadership. “This one is a more terrible one than the earlier one. The earlier one I think was a small one; it was a small insurgency. This one is very huge with some international connections.” In attendance at the meeting were Vice-President Namadi Sambo; Governor Bala Ngilari of Adamawa State and the Secretary to the Government of Borno State, Abba Gida. Others were the National Security Adviser, Col. Sambo Dasuki (retd.); the Chief of Defence Staff, Air Chief Marshal Alex Badeh; the Chief of Army Staff, Lt.-Gen. Kenneth Minimah; the Chief of Naval Staff, Vice-Admiral Usman Jibrin; the Chief of Air Staff, Air Marshal Adesola Amosu; the Director-General of the State Security Service, Ekpenyong Ita; the Inspector-General of Police, Sulaiman Abba; and the Director-General, National Intelligence Agency, Ayo Oke. The Attorney-General of the Federation and Minister of Justice, Mohammed Adoke (SAN); the Minister of Defence, Mohammed Gusau; and the Secretary to the Government of the Federation, Anyim Pius Anyim, also attended. http://www.punchng.com/news/elections-must-hold-in-yobe-borno-adamawa-govs/ |
