playmode: I have lived in South Africa for close to 13 years but have been planning to return to Nigeria with my family for the past two years. Over the past two years i have sent money home to arrange a place for me and my family to reside in and have done a lot of research to determine what I will do when I get to Nigeria.

All my plans however have been put in disarray with the worsening Political, Infrastructural and Security problems in Nigeria. I just learnt yesterday that there has been close to 10 kidnappings in the lekki axis where i own a property and this just worries me.

Living abroad all these years has definitely "spoilt" me. Now i am used to constant electricity & water, good roads ,clean open market, parks , cheap ADSL internet, advanced security , strong currency , efficient service providers ,quick access to modern technology , world class medical facilities e.t.c All these things makes my life easy and enables me to earn a decent living. My wife is South African just as my kids are and they are also spoiled by the easy life in South Africa.

The recent state of kidnappings in Nigeria has scared my wife who was once eager to move to Nigeria to become reluctant to move. As everyday passes I see the hope of moving to Nigeria with my family fading away. My In laws have even made it clear to me that they do not want their daughter moving permanently to Nigeria because of the kidnapping situation. I have tried defending Nigeria in their presence but everyday news of bombing or kidnapping emanates from Nigeria.

My question to all Nairalanders especially the ones in Nigeria is this :

(A) If you were in my shoes what will you do?

(B) Is it worth it to come back to Nigeria at this time or should I wait a few more years till the security situation get better?

(C) Should I leave my family in South Africa, come back to Nigeria and visit SA once every two months?

[b][/b]The Federal Government in a bid to curtail the epileptic power situation in the country has spent about N5 trillion ($31.45 billion) from 1999 till date. But it has only been able to increase the country’s electricity generating capacity by about 2,500 mega watts over the last 14 years.

This is a far cry compared to its peers — South Africa and Brazil. Brazil recorded an investment of $58 billion in its power sector between 1994 and 2008, while it currently produces about 100,000MW of electricity. South Africa on the other hand, currently produces about 40,000MW of electricity, with plans to invest additional $37 billion over the next couple of years to triple current capacity.

Investments in power since 1999
Between 1999 and 2013, Federal Government’s budgetary provisions for power stood at N2.8 trillion of which over N2.326 trillion went into the National Integrated Power Projects, NIPP and various power intervention projects.
Specifically, yearly allocations as contained in statistics from the Budget.

However, these appropriations do not include investments by state governments, who have since been co-opted to intervene in their localities to improve the power supply situation, as according to the Nigerian Constitution, Power is exclusively the preserve of the Federal Government.

Recalled that the House of Representatives in 2008, confirmed that the Federal Government approved the sum of N2.544 trillion ($16 billion) for the power sector between 1999 and 2007, which led to a public outcry, as there was hardly anything to show for it, as the lights got dimmer instead of brighter.

The uproar led to further investigations in which it was discovered that only able to disburse N2.067 trillion ($13 billion) was disbursed in the eight year period, representing more than 81 percent funding.

Also, a Presidential Review Panel on the National Integrated Power Project, NIPP, in a presentation to the National Economic Council, NEC, in 2009, revealed that as at 2007, the NIPP got N1.627 trillion, plus the N318 billion Federal Government’s counterpart funding for the Mambilla Hydro Power project, and N222.6 billion ($1.4 billion) for additional nine turbines.

The panel however revealed that  only N489.72 billion ($3.08 billion) was funded and scrutinised with advance payment guarantees from first class Nigerian banks and Letters of Credits issued by the Central Bank of Nigeria, CBN. It also stated that over N238.5 billion ($1.5 billion) of the sum was still in the custody of the banks as at then.

In addition, Mr. James Olotu, Managing Director/Chief Executive Officer, Niger Delta Power Holding Company, NDPHC, last year disclosed that the Federal Government is spending N1.26 trillion on 10 National Integrated Power Projects across the country.

He said about N492.4 billion ($3.12 billion) was budgeted for the first phase of the project, which started in 2006 and ended in 2007. This allocation covered seven power projects, while N920 billion ($5.82 billion) was budgeted to be utilized in the second phase starting from 2007. Olotu further disclosed that the funds were kept in the custody of JP Morgan and the Central Bank of Nigeria, CBN, while N882.4 billion had been disbursed to the NDPHC till date.

According to him, four of the projects had been completed, while six others are at various stages of completion. He said; “In totality, Nigerians have contributed $8 billion to build 10 power generation plants, which after completion, will give a total of 4,774MW.

“We are also building substations, transmission and distribution lines, as well as gas pipelines to ensure that the plants get gas when they are completed.”

He listed the completed projects as:
Omotosho in Ondo State – 451MW
Alaoji, Abia State – 1,074MW
Sapele, Delta State – 451MW
Olorunsogo, Ogun State – 750MW

Those close to completion are:
Ihovbor power project in Edo State – 451MW
Geregu, Kogi State – 434MW
Egbema, Imo State – 338MW
Gbarain, Bayelsa State – 225MW
Omoku, Rivers State – 225MW
Calabar, Cross River State – 561MW

Concerns over funds’ utilisation
Despite the huge budgetary provisions, the House of Representatives’ Committee on Power still expressed concern over the poor utilisation of funds appropriated for the sector.

Mr. Patrick Ikhariale, the Committee Chairman disclosed that whereas the sum of N75 billion was appropriated less than half or N34.7 billion or 46 percent was released to the Ministry of Finance, while only N19.7 billion (56 percent) was utilised by the Ministry of Power.

He argued that this implies that the Ministry did not require as much funding as it demanded, especially as it lacked the capacity to implement its capital budget.

This contrasts sharply with constant claims by the ministry that the country required at least $10billion annually for 10 years to get power right.

2,500MW added since 1999
Despite these huge investments, Nigeria has only been able to increase its electricity generating capacity from about 2,000MW in 1999 to about 4,500MW as at today.

There appears to be no end in sight to the sufferings of Nigerians as power supply remains epileptic at an average of between three to four hours daily.

Equally, industries, particularly the small and medium scale, SME sub-sect have closed shop on account of lack electricity to power their operations. Even businesses in operation record their highest operating costs from electricity, as many invest in multiple generating sets to run their tools.

Commenting on the funds allocated to the power sector and its impact on power generation, Mr. Michael Olawale-Cole, President and Chairman of Council of the Nigerian Institute of Management, expressed concern that despite the huge allocation to the sector over the years, power generation is yet to record significant improvement.

He said, “Government’s sundry attempts at generating adequate power for the nation in the recent past have ended disastrously what with the scandals of monumental misappropriation of funds that trailed the various NIPPs across the country.

“There is no guarantee that the situation is going to change for the better in the near future,” adding that “the country seems to be at crossroads with the issue of power generation at the moment.”

He argued that “Once the issue of power generation and distribution is resolved, the nation’s firm match to greatness will be guaranteed.”

Underscoring how critical power is to economic growth, Prof. Rahamon Bello, Vice Chancellor, University of Lagos, lamented that in spite of the abundant energy resources in the country and significant government investments in the sector over the last ten years, electricity supply remains a serious challenge to Nigeria’s socio-economic development.

He said majority of Nigeria’s power infrastructure were built in the 1970s and 1980s and due to a freeze in investment in the sector, lack of maintenance and adequate expansion of the facilities over the years, Nigeria had to contend with epileptic and erratic power supply.

According to him, as at today, less than 50 per cent of Nigeria’s population has access to the national grid due to inadequate transmission and distribution networks.

Impact of power on economic development
Steady power is essential for national development, especially as it positively influences socio economic activities as well as the living standard of citizens.

In addition, ageing and poorly maintained infrastructure, weak network configuration and overloaded transformers, result in frequent system collapse, high transmission and distribution losses among others.

Analysts are of the view that lack of access to electric power, and modern energy in general, also has a negative effect on productivity and has limited the economic opportunities available to developing countries including Nigeria.

This, they said, is compounded by the poor state of existing infrastructure, which creates the dual challenge of finding resources for maintenance of existing facilities and also to build new power plants.

They contend that improving access to modern energy is a necessary condition for boosting growth and reducing poverty in not only Nigeria but Africa in general.

In comparison to other countries, Nigeria’s installed capacity is grossly inadequate. As at 2010, only about 3,700 megawatts was available for a population of 140 million people due to various reasons including gas supply constraints, inadequate maintenance of equipment that stems from procurement constraints, dearth of skilled maintenance personnel and the dependence on imports of parts and foreign experts to carry out repairs and overhauls.

Bello, who is a Professor of Chemical Engineering, noted that in 2000, power generation capacity was as low as 1,500MW, due, mainly to lack of investment in maintenance and expansion programmes on existing power plants.

Way forward
Even as the implementation of the Power Sector Reform Programme is well advanced, Bello called for appropriate commercial framework to support private investments to the sector.

He maintained that to proceed with the reform programme, it is necessary to develop a comprehensive action plan to holistically implement the programme as encapsulated in the Electric Power Sector Reform Act, EPSRA, 2005

He further advocated for a feasible incentive scheme backed by policy to encourage private sector investment in generation and distribution.

“Financial institutions and market systems that will support power procurement between generation companies and distribution companies should be put in place. Empowerment should be given to the office of the market operator to commence shadow trading,” Bello added.

On his part, Olawale-Cole said, “It is a common knowledge that Nigeria has been backward in the areas of successful start-up businesses, Small and Medium Enterprises (SMEs) and industrialisation generally which are the core catalysts for real national development due to poor power generation.

“Many companies have continued to operate at just break-even point and below installed capacity while the ones that cannot cope under the harsh operating climate occasioned by ever-mounting overhead costs have since closed shop or relocated to smaller neighbouring countries where there is steadier power supply.”

He also reiterated that security is key to future investments in the economy, while calling on the citizenry to support government’s efforts in order to move the country to the next level.

Steve A Cohen bought the oil painting of Picasso's mistress Marie-Therese Walter, titled Le Reve, from casino mogul Steve Wynn, The New York Post reported.

Cohen and Wynn, who are both billionaires and well-known art collectors, have a history with this particular Picasso painting, reports Sky News.

In 2006, Wynn put his elbow through the canvas while showing it to several friends, reportedly a day after agreeing to sell it to Cohen for m (£92m).

Director of Defence Information, Brig. Gen. Chris Olukolade, has denied the reported resignation of the Chief of Defence Staff, Admiral Ola Ibrahim.

Olukolade said the CDS had not applied or approached the President and Commander-in-Chief of the Armed Forces for voluntary retirement contrary to some media reports.

The writers of such reports, he said, were mischief-makers.

The Defence spokesman, who made the clarification in Abuja on Tuesday, said Ibrahim was still committed to the service of the country.

The CDS, he said, in the past few days had been in the United Kingdom and Cote d'Ivoire in a bid to foster better military cooperation among the countries.

Olukolade lamented that those behind the reports did not bother to cross-check with the Defence authorities before publishing the story, which he said, was capable of worsening the country's security situation.

He added that the alleged report about infighting among the service chiefs was to undermine their unity.

Olukolade advised journalists to avoid sensational reports, which he said could make insurgents to carry out more acts against the country.

He said the tendency to report stories without verification was worrisome to the Defence authorities.

He said, "Ladies and gentlemen, I appeal to you to ensure that the current security challenges confronting the country at the moment should not be compounded by sensational and careless presentation of reports as this does not only embolden the insurgents with a false sense of invincibility but in some cases, compromises the efforts of security agents in combating them.

"The act of rushing to the press with unsubstantiated stories or speculations without any attempt to verify their veracity is equally becoming very worrisome.

"For instance a recent publication in some national dailies and online reports claiming that the current Chief of Defence Staff, Admiral O Ibrahim, has applied or opted for voluntary retirement from the Nigerian Armed Forces is still a strange idea.

"The Chief of Defence Staff, Admiral Ola Ibrahim, has not under any circumstances sought or asked for permission of the President, Commander-in-Chief of the Armed Forces to voluntarily retire from active service as reported by those national dailies and online reporters.

"These media outfits, some of which are quoting an online news site or other anonymous sources, did not bother to check for facts before embarking on this dangerous sensational report, which is  capable of inciting insecurity in the country.

"This is most unfortunate; especially as it went on to paint a scenario that portrays power struggle within the services, apparently with a view to undermining the cohesiveness of the leadership of the armed forces."

He added, "Admiral Ibrahim remains committed to serving the nation to the best of his ability in his capacity as the CDS of the most vibrant Armed Forces of the sub-Sahara Africa.   For the avoidance of any doubt, it is hereby clarified that the CDS has not tendered any such notice neither is he ill as claimed in the spurious reports."

Olukolade also said the war against terror was on course, noting that the campaign was only in its last phase.

Out of 2,400 members of the National Youth Service Corps in the  Batch A posted to Kano State for the 2012/2013 service year, about 900 of them have been redeployed to other states due to the current security challenge in the commercial city.

According to a report monitored on Channels TV on Tuesday, the state Coordinator of the NYSC  in the state, Salisu Yakasai, made this known during the closing ceremony of the Batch A orientation exercise in Kano on Tuesday.

The corps members were redeployed because of the recent  bomb attacks in the state with the latest being the attack at a motor park in the city.

Most of the corps members expected to undergo their primary assignments in the state were initially reported to have declined to report to the orientation camp.

Traumatised by the recent attack at the bus park,  majority of the fresh graduates sought to be redeployed to other parts of the country.

According to Yakassai,  the remaining 1,500 corps members would be posted to the rural areas of the state, which are considered safer.

Meanwhile, the state Deputy Governor, Abdullahi Umar Ganduje, has promised corps members staying in the state  that the  state government would ensure the safety of the corps members in the state.

Apart from the attack on the bus park, where about 80 persons were believed to have lost their lives, nine riot policemen were also ambushed less than 24 hours after the bus park bombing, only escaping by the whiskers.

MAYOWAAK: If you describe Mrs Oluwakemi Adeoye as the Biblical Deborah, you won’t be mistaken. She told TAIWO OLANREWAJU how she got a revelation and the names of her baby three days after marriage but did not see the manifestation until 14 years after.

Oluwakemi was born into a Baptist family and is very conversant with the word of God. Maybe her greatest assets are that she truly believes in God.

Fortunately also, her husband, Gbenga, belongs to the same Baptist denomination. She and her spouse are from Abeokuta, Ogun State. Their positions in their various families, however, before coming together in holy matrimony on Saturday, April 3rd 1999, seemed to add to the pressure of the need to have children soon after marriage.

Mrs Adeoye is the third of five children, but the first daughter while her husband, Mr Olugbenga Adeoye, is the first of six children and the only son. His five sisters are happily married and blessed with children.

Being a child that was brought up strictly with Christian doctrines, Mrs Adeoye, a graduate of the University of Jos, knew that she would have a baby, more so as God, according to her, had revealed to her in a vision that she would have a baby and gave her the names of the baby on April 6th, 1999, three days after her wedding.

Having met when Oluwakemi was in Form Four, and Gbenga in the polytechnic and had courted for 15 years, both understood each other and did not take the issue of not having a baby immediately after marriage too seriously.

It was not until the fifth year that they considered it a challenge and decided to seek medical and spiritual assistance. They were invited to churches for prayers. Their parents, especially Pa and Ma Adeoye, invited them to meet with pastors who ministered in their church, especially during special programmes. For a while, Mrs Adeoye attended deliverance programme of a church at Aremo area of Ibadan and was also invited by a colleague at work to attend God’s Voice Ministry programmes at Alakia area of Ibadan.

Her words: “I went to God’s Voice Ministry in September 2010 and I had menstruated that month. So, the woman in charge said I should wait till I see my menstruation in October to enable her to know my ovulation period. Alas! My menstruation refused to come that October.

“I visited big hospitals, mission hospitals and privately owned hospitals in Ibadan and they all said I was not pregnant. I had urine and blood tests including scan tests but they all turned out negative,” she revealed.

In December, however, Madam Evangelist Oluwasola, asked her to have a special test in her laboratory wherein the red blood cells were separated from the white blood cells, and that was it – the result revealed that she was pregnant. But by January 15th, 2011, she started bleeding and when she prayed, God told her that nobody could query Him and that the issue was long concluded, she would have a child.

By May 2011, she had bought all her baby things although she did not know the sex of the baby because God did not show her, so she bought unisex materials. She was becoming fatter but her tummy was not too big. By July 2011, she had contractions, felt the baby’s movement but the hospitals declared that there was no baby in her tummy. In fact, a particular doctor told her that her fatness was obesity cum menopausal sign.
She sought spiritual assistance when she wrote Pastor Enoch Adeboye in September 2011 and he replied her through a SMS that she would soon share her testimony.

Mrs Adeoye became an object of ridicule when the baby refused to come in spite of the change in her physique but she was not bothered. By January 2012, she contemplated having a surgery to bring the baby out. She prayed and God gave her the go-ahead, warning her, however, that the doctors would be reluctant to carry out the surgery as there was no scan or test result to back the surgery. And so it was.

But as from March 2012, she had her menstruation regularly. Friends invited him and his wife to visit America, get some medication from India, consider remarrying or adopting a baby, but in it all, he was not led to take to any of the options because he believed they had not exploited all options.

His parents were constantly falling sick and he knew it was because of the issue. So, he advised them to put all their hope in God to behold the miracle as he was certain that God would bless them with children.

Mrs Adeoye menstruated till January 2013 and vomited everyday in January till she had the baby on January 15th in the night at the mission house.
“The delivery, though painful, was simple. I was not in labour for too long before I had the baby, may be three to five minutes and the baby came, a girl. And we christened her Emmanuela, Opelope-Jesu, Ite-Oluwa-kii-si Adeoye,” the new mother stated.

Mrs Adeoye, who noted that there was no rancour between her and her husband or her in-laws throughout their challenging period, urged all Christians to put their hope in God, adding “Whether you win or whether you lose, God is God. No matter how good or bad your situation, it will not change the fact that God is God. You cannot push God and He has no second in command. So, why not put your trust in Him?”Fmi
